SHE HAS REIGNITED MY DAUGHTER'S LOVE FOR SINGING AND REMINDED HER OF THE JOY THAT COMES FROM EXPRESSING HERSELF THROUGH MUSIC. AFTER A DIFFICULT MIDDLE SCHOOL EXPERIENCE, MY DAUGHTER WAS HESITANT TO TAKE CHOIR AGAIN, BUT UNDER MRS. LEWIS'S GUIDANCE, SHE HAS REDISCOVERED HER CONFIDENCE AND PASSION FOR THE ARTS. MRS. WE ALSO HAVE REDEEMED SOME DEBT, PAID DEBT OFF EARLY WITH CASH IN TOTAL, YOU KNOW, OVER 15 YEARS, WE'VE SAVED ALMOST $65 MILLION IN REFINANCING. SO, PHENOMENAL. I DON'T HAVE MANY CLIENTS THAT THROW AROUND THOSE KIND OF SAVINGS NUMBERS, BUT I JUST WANT TO HIGHLIGHT THIS IS SOMETHING WE'VE DONE A LOT. WE HAVEN'T DONE IT AS MUCH IN THE PAST FEW YEARS BECAUSE INTEREST RATES HAVE RISEN AND THEY'RE JUST HARDER TO FIND THOSE OPPORTUNITIES. NEXT COUPLE SLIDES. I WON'T GO THROUGH ALL THIS IN DETAIL, JUST A FEW ITEMS ON THE MARKET. THIS IS A LITTLE BIT OUTDATED BECAUSE WE SUBMITTED A COUPLE OF WEEKS AGO, BUT AS YOU PROBABLY SAW, THE FEDERAL RESERVE REDUCED SHORT TERM RATES AGAIN, A QUARTER OF A POINT LAST WEEK. WE THINK, OR OUR ECONOMISTS THINK THAT THEY'RE DONE LOWERING RATES. THERE POTENTIALLY COULD BE ONE MORE RATE REDUCTION NEXT YEAR, BUT MOST LIKELY NOT. SO WE THINK ON THE TOP RIGHT CORNER HERE, WE HAVE OUR INTEREST RATE PROJECTIONS FROM OUR ECONOMISTS. AND WE THINK RATES ARE EITHER GOING TO BE KIND OF WHERE THEY ARE NOW OR MAYBE SLIGHTLY HIGHER OVER THE NEXT YEAR. SO SOMETHING TO CONSIDER AS WE TALK ABOUT WHEN TO REFINANCE. I ALWAYS SHOW YOU THIS CHART. THIS IS CALLED THE BOND BUYER INDEX AND IT SHOWS YOU WHERE MUNICIPAL BOND INTEREST RATES ARE OVER RIGHT NOW VERSUS THE LAST 60 YEARS. [00:50:01] AND THE YELLOW BARS WHERE WE ARE TODAY, ABOUT 50% OF THE TIME RATES HAVE BEEN HIGHER AND ABOUT 50% OF THE TIME RATES HAVE BEEN LOWER. SO WE'RE NOT IN ANY EITHER EXTREME AND AGAIN, THAT'S WHAT MAKES THESE OPPORTUNITIES A LITTLE BIT HARDER TO FIND NOW. A LOT OF NUMBERS HERE. I KNOW IT LOOKS KIND OF SMALL, BUT ON THE TOP WE HIGHLIGHT ALL THE DISTRICT'S OUTSTANDING SERIES OF BONDS. I THINK THERE'S ABOUT 15 SERIES OF BONDS WHEN WE'VE ACTUALLY ENTERED THE BOND MARKET AND SOLD BONDS TO INVESTORS. THE DISTRICT HAS ABOUT $568 MILLION IN OUTSTANDING DEBT. AND I WANT TO POINT OUT THE THIRD COLUMN FROM THE RIGHT, TITLED FIRST CALL DATE. TYPICALLY, MUNICIPAL BONDS CAN BE REFINANCED AT TAX EXEMPT RATES WHEN WE GET TO THE TEN YEAR POINT. SO YOU CAN SEE THE SERIES WE'VE HIGHLIGHTED IN YELLOW ARE EITHER AT THAT CALL DATE OR THEY WILL BE EARLY NEXT YEAR. SO THOSE ARE THE THREE SERIES OF BONDS WE'VE TARGETED FOR REFINANCING. JUST A SUMMARY OF WHAT WE'RE ATTEMPTING TO DO HERE. AGAIN, WE WOULD REFINANCE THOSE THREE SERIES OF BONDS SERIES 2015 A, 15 B AND 16 TO CREATE LEVEL DEBT SERVICE SAVINGS. WE WON'T EXTEND THE AMORTIZATION, WE'LL REFINANCE IT OVER THE EXISTING AMORTIZATION. AND I'VE ASSUMED CURRENT MARKET RATES IN THIS ANALYSIS, WHICH I'LL SHOW YOU HERE. WE REALLY STARTED LOOKING AT THIS SEPTEMBER OF LAST YEAR, THAT FIRST SERIES OF BONDS BECAME CALLABLE FROM INVESTORS, AND AT THAT TIME IT WAS A LITTLE UNDER $10 MILLION AND PRODUCED ABOUT $287,000 IN PRESENT VALUE DEBT SERVICE SAVINGS. AND WHEN I TALK ABOUT PRESENT VALUE, THAT MEANS WHAT ARE THE FUTURE CASH FLOWS WORTH IN TODAY'S DOLLARS. WE DECIDED NOT TO MOVE FORWARD THERE JUST BECAUSE WE WANTED TO WAIT ON THESE ADDITIONAL BONDS BECOMING CALLABLE. SO AGAIN, WE LOOKED AT IT IN OCTOBER OF THIS YEAR AND THE SIZE WENT UP TO A LITTLE OVER $18 MILLION AND NOW WE'RE PRODUCING ABOUT $730,000 IN PRESENT VALUE SAVINGS. SO THAT'S WHEN WE DECIDED TO BRING IT TO THE BOARD. I UPDATED THIS AS OF LAST WEEK. AGAIN, IT CHANGES EVERY DAY BASED ON THE MARKET, BUT AS OF LAST WEEK, THAT SAME SIZE WAS PRODUCING ABOUT $650,000 IN SAVINGS. AND IT'S SORT OF OUR PARAMETER OF WHEN TO MOVE FORWARD IN OUR MARKET. OUR METRIC IS WHEN WE CAN ACHIEVE 2% PRESENT VALUE SAVINGS AS A PERCENTAGE OF THE BONDS WE'RE REFINANCING AND THAT'S THAT BOTTOM LINE THERE. YOU CAN SEE IT STARTED OUT IT WAS A LITTLE BELOW 3%. IT GOT TO 4. NOW IT'S DOWN TO ABOUT THREE AND A HALF. SO AGAIN, ANYTHING OVER TWO IS WHAT I WOULD RECOMMEND MOVING FORWARD WITH. BUT WE'RE CERTAINLY GOING TO TRY TO MAXIMIZE THAT TO THE HIGHEST NUMBER POSSIBLE. ON THE FAR RIGHT YOU CAN SEE THE ANNUAL CASH FLOW SAVINGS. AGAIN, IT WOULD BE ABOUT 65 TO $70,000 A YEAR IF WE CAN LOCK IT IN HERE OR HOPEFULLY BETTER. SO THAT WOULD BE OUR PLAN. LASTLY, HERE IS OUR TIMETABLE. WE'VE STARTED A FEW OF THESE STEPS JUST IN HOPES THAT WE COULD KIND OF GET A HEAD START. BUT WITH THE BOARD'S APPROVAL TONIGHT, WE WOULD START IN EARNEST TOMORROW DISTRIBUTING DOCUMENTS TO THE FINANCING TEAM. HAVE A CREDIT RATING, CALL THIS WEEK TO GET OUR CREDIT RATINGS IN PLACE, AND HOPEFULLY BE ABLE TO LOCK THIS IN IN THE SECOND WEEK IN JANUARY, AND THEN CLOSE THE SECOND WEEK IN FEBRUARY.
