WE WANT PROFESSIONAL LEARNING NEEDS TO BE ALIGNED TO WHAT STUDENTS NEED. SO THIS IS HOW WE DO THAT. WE SAY, WHAT IS KIDS? WHAT DO STUDENTS NEED TO KNOW AND BE ABLE TO DO TO BE SUCCESSFUL? AND THEN WE ASK THE QUESTION IN ORDER TO GET THOSE KIDS THERE, WHAT DO THE TEACHERS NEED TO KNOW AND BE ABLE TO DO? AND THAT'S HOW WE DESIGN THE LEARNING FOR THEM. SO THESE ARE OUR NEW FAMILY MEMBERS FROM THIS YEAR, YOU KNOW, AND WHEN MISS BROWN WAS TALKING ABOUT THE PEOPLE THAT WE'VE HIRED, AND I HAVE FORMER STUDENTS THAT I TAUGHT HERE IN LITTLE ELM THAT ARE NOW TEACHERS WITH US, AND THAT'S CRAZY TO ME. BUT I LOVE WORKING WITH THESE GUYS. AND WE DID SOME THINGS DIFFERENTLY THIS YEAR. WE HAVE TRADITIONS AND WE WANT TO MAKE CONNECTIONS. SO ONE OF THE THINGS THAT WE DID AS TEACHERS STARTED AT THEIR HOME CAMPUS FOR THE FIRST TIME EVER, AND WHAT THAT ALLOWED THEM TO DO IS SEE THEIR ROOM, FIND THEIR KEY, KNOW WHERE TO PARK, KNOW WHAT TO ALL THE THINGS THAT THEY'RE THINKING ABOUT WHEN THEY'RE WITH US AND THEY'RE JUST THINKING ABOUT THEIR CAMPUS, THEY GOT TO DO THAT AND GET THAT OUT OF THE WAY. SO THEN WHEN THEY WERE WITH US, THEY WERE ABLE TO KIND OF TUNE IN AND AND PROCESS THE INFORMATION. WE MAKE CONTACT EARLY WITH OUR NEW HIRES. WE INVITE MENTORS TO EVENTS. WE HAVE FACE TIME WITH THESE TEACHERS. SO SOME OF THEM ARE COMING FROM, WELL, SOME OF THEM ARE BRAND NEW TO THE PROFESSION, BUT SOME ARE COMING FROM LARGE DISTRICTS WHERE THEY NEVER WOULD HAVE SAT DOWN AND HAD LUNCH WITH BOARD MEMBERS OR EXECUTIVE LEADERSHIP. AND SO THAT AMOUNT OF ACCESS THAT PEOPLE HAVE TO YOU AND TO US, IT MAKES A HUGE DIFFERENCE. SO FOR OUR THIRD THROUGH EIGHTH GRADE STUDENTS, THEY ACTUALLY HAVE A CAPSTONE PROJECT THAT THEY WILL SHOWCASE IN THE SPRING. AND THEN IN OUR ELEMENTARY CLASSES AS WELL. THEY WILL MEET WITH THEM DURING THAT LOBO TIME OR THAT WIN TIME TO ALSO CLUSTER AND WORK WITH OUR GT STUDENTS DURING THAT TIME WITH A GT TRAINED TEACHER. AND THEN IN OUR ELEMENTARY GRADES IN FIRST THROUGH FIFTH, WE WILL ALSO DO A GT FIELD TRIP WITH THEM. WITH ALL OF THE GT STUDENTS, WE'LL DO A GRADE LEVEL FOR THE ENTIRE DISTRICT FOR ALL OF OUR GT IDENTIFIED STUDENTS. SO ALL OF OUR STUDENTS ARE WITH TRAINED TEACHERS. THAT MEANS THAT THEY HAVE THEIR 30 HOURS OF GT TRAINING TO BE CONSIDERED GT TRAINED, AND THEN THEY MAINTAIN THAT 30 HOURS WITH A SIX HOUR YEARLY UPDATE. THEN WE ALSO HAVE ON THE RIGHT THE TOTAL NUMBER OF AP STUDENTS WHO ARE WHO ARE PARTICIPATING IN AP AND AP PROGRAMS. SO FROM 2024 TO 2025, WE WENT FROM 475 STUDENTS TO 515 STUDENTS. AND THEN AGAIN, THE NUMBER OF STUDENTS WHO ARE SCORING AT THAT THREE OR ABOVE. WE WENT FROM 785 TO 7 8787. AND THEN AGAIN, THAT STEADILY INCREASE OF OUR NUMBER OF STUDENTS, PERCENTAGE OF STUDENTS WHO ARE SCORING AT THAT THREE OR ABOVE. SO CONTINUOUS NEEDS WITH OUR AP PROGRAMING, WE WANT TO CONTINUE TO INCREASE THE NUMBER OF STUDENTS WHO ARE SCORING AT THAT THREE OR ABOVE. THIS IS AN OPPORTUNITY FOR OUR HIGH SCHOOL STUDENTS TO TAKE SOME HIGH SCHOOL CLASSES WITH FOR COLLEGE CREDIT. SO THEY ARE ACTUALLY TAKING COLLEGE LEVEL CLASSES IN HIGH SCHOOL. SO THEY'RE SIMULTANEOUSLY ENROLLED IN THE COURSEWORK FOR OUR HIGH SCHOOL AND FOR NCTC. AND THESE ARE SOME EXAMPLE OF THE COURSES THAT WE OFFER THROUGH OUR DUAL CREDIT PROGRAM. OKAY. OUR PROGRAM GOALS FOR DUAL CREDIT IS TO HELP OUR HIGH SCHOOL STUDENTS EARN COLLEGE CREDIT WHILE STILL EARNING HIGH SCHOOL CREDIT. THIS ALLOWS THE STUDENTS TO GET A HEAD START ON COLLEGE BY EXPERIENCING THAT COLLEGE LEVEL WORK WHILE STILL IN HIGH SCHOOL. THEY EXPERIENCE A SMOOTHER TRANSITION FROM HIGH SCHOOL TO COLLEGE. SAVE MONEY ON COLLEGE TUITION BECAUSE IT IS DEFINITELY A DIFFERENCE, RIGHT, WITH HOW MUCH IT COSTS FOR OUR STUDENTS TO PAY FOR THAT DUAL CREDIT CLASS THAN IT IS TO ACTUALLY PAY FOR THOSE THAT COLLEGE TUITION ONCE IN COLLEGE. THEY CAN COMPLETE SOME POST-SECONDARY DEGREES FASTER IF THEY CAN COMPLETE SOME OF THAT COURSEWORK IN HIGH SCHOOL. AND THEN THE TRANSFER OF CREDITS. RIGHT. AND THEN WE HAVE RIGHT NOW 62 STUDENTS WHO PARTICIPATED IN COLLEGIATE ACADEMY, AND THEY EARNED 728 OF THOSE CREDITS. SO SOME CONTINUED CHALLENGES WITH OUR DUAL CREDIT CLASSES IS THE SCHEDULING OF FACE TO FACE DUAL CREDIT CLASSES CAN BE CHALLENGING, SO WE CONTINUE TO PARTNER WITH NORTH CENTRAL TEXAS COLLEGE, BUT WE ABSOLUTELY RIGHT. WE WANT TO SEE A LITTLE BIT MORE OF THAT FACE TO FACE WITH SOME FOR THAT, FOR SOME OF THAT FACE TO FACE TO HAPPEN, WE WOULD HAVE TO HAVE OUR OWN AND CERTIFIED THROUGH NORTH CENTRAL TEXAS COLLEGE AS WELL. BUT THAT CONTINUES TO BE A CHALLENGE. SO IN THE MEANTIME, THEY CONTINUE WITH NCTC PROFESSORS WHO CONTINUE TO DO THAT WORK AND THEN INCREASING OUR EMBEDDED INSTRUCTIONS AND THAT INSTRUCTORS. AND THAT'S WHAT WOULD HELP WITH THAT FACE TO FACE CLASSES. THEN WE HAVE OUR EMERGENT BILINGUAL STUDENTS. SO LEISD SERVES 1669 EMERGENT BILINGUAL STUDENTS THROUGH THE FOLLOWING PROGRAMS. WE HAVE OUR BILINGUAL PROGRAM IN OUR PRE-K. WE HAVE DUAL LANGUAGE IN KINDER THROUGH SEVENTH GRADE NOW SOON TO BE EIGHTH GRADE FOR NEXT YEAR. SO WE'VE EXTENDED OUR DUAL LANGUAGE PROGRAMING INTO MIDDLE SCHOOL, WHICH WAS EXTREMELY EXCITING. BUT THAT WE STARTED THIS YEAR. BUT THE WE STARTED THAT THAT WORK LAST YEAR AS WELL. AND THEN WE HAVE OUR ESL THAT IS FROM PRE-K ALL THE WAY TO 12. LEISD HAS 59 DIFFERENT STUDENT LANGUAGES. THE TOP STUDENT LANGUAGES OTHER THAN ENGLISH ARE REPRESENTED WITH 16 OR MORE STUDENTS, AND THEY ARE SPANISH, TELUGU, URDU, MANDARIN CHINESE, ARABIC, AND VIETNAMESE. SO THOSE ARE OUR TOP FIVE LANGUAGES OTHER THAN ENGLISH IN LITTLE ELM ISD. WITH PROGRAM GOALS, OUR BILINGUAL PRE-K PROGRAM AIMS TO DEVELOP THE STUDENTS HOME LANGUAGE, WHICH IS SPANISH, WHILE ACQUIRING ENGLISH. OUR DUAL LANGUAGE AIMS TO DEVELOP BILINGUAL, BILITERATE AND BICULTURAL STUDENTS THAT DEVELOPS BOTH TARGET LANGUAGES, ENGLISH AND SPANISH, WHILE ACHIEVING ACADEMIC SUCCESS THROUGH THE CONTENT AREAS. AND SO THEY HAVE TO GET USED TO BASICALLY JUST BEING ABLE TO SPEAK INTO A HEADSET. IT IS A TIME TEST. SO THEY HAVE A CERTAIN AMOUNT OF TIME FOR THEM TO BE ABLE TO CONSTRUCT THEIR RESPONSE. SO IT'S ONLY TWO OPPORTUNITIES. SO SPEAKING AND WRITING ARE TWO OF THOSE AREAS THAT WE ARE GOING TO CONTINUE WORKING WITH OUR EMERGENT BILINGUAL STUDENTS ON. SO WE'RE TRYING TO GET THEM AS CLOSE TO JUST NATURALLY BEING ABLE TO SPEAK HAVE THOSE OPPORTUNITIES TO SPEAK, BUT ALSO GET USED TO SPEAKING INTO A HEADSET. AND THEN WE HAD 125 EMERGENT BILINGUAL STUDENTS RECLASSIFY. THAT MEANS THAT THEY MET THE STATE CRITERIA TO BE RECLASSIFIED WHICH THIS PAST SCHOOL YEAR, WE HAD 21 MORE THAN 2024, 21 STUDENTS MORE WHO RECLASSIFIED. AND THAT MEANS THAT THEY NO LONGER HAVE THAT IDENTIFIER AS EMERGENT BILINGUAL STUDENTS BECAUSE THEY ARE NOW ENGLISH PROFICIENT. SOME CONTINUED NEEDS WITH OUR EMERGENT BILINGUAL STUDENTS. SOME AREAS OF GROWTH WE DEFINITELY HAVE IN TELPAS. AGAIN, THAT IS THAT THE ENGLISH LANGUAGE ACQUISITION IS SPECIFICALLY IN SPEAKING AND WRITING. WE WANT TO ENSURE THAT OUR EDUCATORS UNDERSTAND THE NEEDS AND ARE EQUIPPED TO SUPPORT OUR EMERGENT BILINGUAL STUDENTS IN THE CLASSROOM AND THEN CONTINUE TO RESEARCH EFFECTIVE PRACTICES AND RESOURCES TO SUPPORT OUR EMERGENT BILINGUAL STUDENTS. SO IT WAS GOOD FEEDBACK FROM THE PARENTS BECAUSE THEY'RE EXCITED ABOUT THEIR KIDS PARTICIPATING IN GETTING THAT TYPE OF SERVICE. FROM THE TEACHERS, WE DID SAY, RIGHT, THIS WAS OUR FIRST YEAR. AND SO IT WAS A LOT OF LEARNING AND KIND OF FIGURING IT OUT AND TRYING THINGS. AND THIS YEAR, I'VE ALREADY HEARD THEM SAY, NOPE, THIS HAS BEEN MUCH BETTER. WE ALREADY KNOW WHAT WE'RE DOING. AS YOU KNOW, THEY IN THE CONGRESSIONAL SESSION, WE JUST OR THE LEGISLATIVE SESSION, WE JUST WRAPPED UP, THEY INCREASED THE HOMESTEAD EXEMPTION ANOTHER $40,000 AND UP TO 140 THIS YEAR FROM THE 100 IT WAS LAST YEAR. AND THEY ALSO INCREASED ADDITIONAL HOMESTEAD EXEMPTION FOR OVER 65 OR DISABLED INDIVIDUALS FROM $10,000 TO $60,000. NOW, IN DOING THIS, SINCE WE'RE MOSTLY ROOFTOPS HERE, WE DON'T HAVE A LOT OF COMMERCIAL BUSINESSES IN OUR TOWN. THE VAST MAJORITY OF OUR TAXABLE VALUE IS RESIDENTIAL. IN DOING THIS IT ACTUALLY DID DECREASE OUR VALUES PRETTY GOOD. WE'RE ACTUALLY PRETTY MUCH LEVEL YEAR OVER YEAR. SO IT BASICALLY TOOK OUT THE GROWTH FOR PROPERTY VALUE. AND THE STATE HAS A FORMULA THAT THEY CALCULATE THEY CALL OUR MINIMUM OR MAXIMUM COMPRESSED TAX RATE. BUT BASICALLY THEY COMPARE WHAT THEY HAD FORECAST FOR THE GROWTH OF THE STATE VERSUS HOW MUCH YOU GROW. SO IF THEY THOUGHT THE STATE WAS GOING TO GROW 3%, BUT YOU GREW 6%, THEN THEY WOULD COMPRESS YOU DOWN ON YOUR TAX RATE A LITTLE BIT MORE THAN EVERYONE ELSE THAT GREW RIGHT AT THE STATE. BUT WITH THE HOMESTEAD EXEMPTIONS FOR US KEPT US FLAT. SO OUR ACTUAL TAX RATE IS GOING TO BE THE EXACT SAME IT WAS LAST YEAR. I KNOW WHEN WE SPOKE EARLIER, TALKING ABOUT OUR BUDGET SESSIONS, WE HAD SOME CONCERN ABOUT SETTING OUR DEBT RATE AT A CERTAIN NUMBER, BECAUSE WHETHER OR NOT WE NEED TO INCREASE OUR DEBT RATE TO HAVE TO ASSIST WITH ADDITIONAL HOLD HARMLESS FOR HOMESTEAD EXEMPTIONS. BUT WE CLEARED THAT WITH EVERYONE THAT WE'VE TALKED TO TASBO TEA TO THE CALCULATIONS BASED ON THE VALUE LOST AND HAS NOTHING TO DO WITH YOUR RATE. AGAIN REVENUE STRUCTURE THAT DOESN'T MEAN THERE'S NEW MONEY ANYWHERE. NEW MONEY COMES FROM NEW KIDS. WELL, IF YOU TAKE OUR NEW VALUES THIS YEAR, WHAT TAX RATE WOULD WE HAVE TO CHARGE TO MAKE ONLY $100 IN TAXES THIS YEAR? RIGHT. IT'S NOT A NUMBER WE CAN EVER GET TO OR EVER USE. Superintendent Comments] WELL, I REALIZE I WANT TO SAY A LOT OF NICE THINGS ABOUT A LOT OF GREAT PEOPLE. BUT BEFORE I DO, I'M GOING TO SAY A LITTLE SOMETHING ABOUT SONIA HERE. I CAN'T DO WHAT I DO WITHOUT SONIA, AND I REALLY APPRECIATE HER. AND SHE AGAIN IS LIKE MY, WE ARGUE OVER WHETHER SHE'S MY RIGHT ARM OR MY LEFT ARM, BECAUSE SHE KNOWS I'M LEFT HANDED. AND I SAY THAT SHE'S MY RIGHT ARM, AND THAT GIVES ME THE TWO THING. BUT SHE KIND OF WANTS TO BE LEFT SINCE I'M LEFT HANDED, BUT COULDN'T DO IT WITHOUT SONIA. I'VE BEEN FAMILIAR WITH A LOT OF THINGS IN THE PAST WHERE MOST PEOPLE DON'T REALLY WANT TO DO THOSE KIND OF THINGS. SO THE FACT THAT THIS BOARD IS DEDICATED AND IT SAYS SOMETHING WHEN THEY DO THESE THINGS TOGETHER AS OPPOSED TO SEPARATELY, THERE'S ALL KINDS OF OPPORTUNITIES THROUGHOUT THE YEAR TO GET HOURS IN DIFFERENT PLACES BUT THE FACT THAT THEY'LL THEY'LL DO THIS TOGETHER BECAUSE OF THE TEAM BONDING THAT GOES ALONG. AND WE GET TO BE HONORED THERE FOR THAT. WE GET SOME PERKS IN THERE IN THAT SITUATION, MEANING SOME SELECTIVE ROOMS NEXT YEAR AND THAT KIND OF THING WHEN THIS ROLLS AROUND. NOT PERKS. PLEASE FORGIVE ME FOR SAYING THAT. BUT KUDOS. KUDOS TO THIS BOARD FOR THEIR DEDICATION FOR WHAT THEY DO FOR THIS SCHOOL AND REALLY, REALLY, IT JUST SAYS SOMETHING AND I APPRECIATE IT. AND I KNOW THIS COMMUNITY DOES, TOO. CLEARLY, THE BOARD WENT TO TRAINING THIS WEEKEND, AND THE THEME OF THE TRAINING IS ALL THE NEW LAWS. LOTS AND LOTS OF NEW LAWS. THAT'S WHERE I TURN AND SAY THANK YOU TO THE STAFF THAT'S HERE. AS I TOLD THE BOARD EARLIER WE HAVE A CHECKLIST OF ABOUT 130 BULLETS THAT WERE PLOWING THROUGH TO MAKE SURE THAT WE HAVE EVERYTHING COVERED. WE WENT FROM 1 TO 20 TODAY. AND ASHLEY ASKED, HEY, JUST ASKING FOR A FRIEND. ARE WE ABOUT TO GO THROUGH ALL OF THESE? AND I THINK THAT FRIEND WAS MICHAEL METTER. I'M NOT REAL SURE. BUT WE WERE NOT ABLE TO PLOW THROUGH ALL OF THEM IN THE TIME ALLOTTED, BUT WE PLOWED THROUGH MANY OF THEM SO THAT WE KNOW THE KIND OF THINGS WE'RE LOOKING FOR. EVERYBODY HAS A LITTLE HOMEWORK TO GO. AND CONTINUE TO FILL OUT THE DOCUMENT. WE HAVE TO MAKE SURE WE'RE COVERED. IT'S A LOT. THERE'S A LOT TO DO, A LOT OF POLICY COMING YOUR WAY. A LOT OF JUST THINGS TO ADJUST HOW WE DO CERTAIN THINGS.
