GENTLEMEN, IT IS TIME. LITTLE ELM ISD BOARD OF TRUSTEES IS IN SESSION IN THE LITTLE ELM ISD ADMINISTRATION BUILDING IN THE BOARDROOM.

[1. Call to Order Open Session in the Board Room at Little Elm ISD Administration Building on 400 Lobo Lane, Little Elm, Texas 75068.]

IT IS 6:00. MISS FLORES. MAY WE HAVE THE ROLL CALL AND INTRODUCTION, PLEASE? MR. MICHAEL LAMB? HERE. MR. DAVID MONTEMAYOR? HERE. MR. DELEON ENGLISH? HERE. MISS MARY WATKINS? HERE. MR. KEN BEBER? HERE. MR. JEFF BURTON? HERE.

MR. ALEJANDRO FLORES? HERE. AND HERE MR. JASON OLSON.

THANK YOU, MISS FLORES. IS THERE ANY CITIZEN INPUT?

[3. Citizen Input]

YES, MA'AM.

OKAY. WE'RE GOING TO GO IN ALPHABETICAL ORDER.

[INAUDIBLE]. YES. PLEASE COME FORWARD.

YOU HAVE FIVE MINUTES ON THE CLOCK. YES, MA'AM.

GOOD EVENING. MY NAME IS [INAUDIBLE], AND I'M SPEAKING ON BEHALF OF MY FAMILY.

WE HAVE TWO CHILDREN THAT ATTEND LITTLE ELM ISD SCHOOLS, AND OUR SON JACOB ATTENDS ELEMENTARY IN THE RISE PROGRAM DUE TO HIS AUTISM SPECTRUM DISORDER. A VITAL PART OF SPORT IS HIS BUS TRANSPORTATION, WHICH HE HAS USED CONSISTENTLY SINCE THE SPRING OF 2024 TO DATE.

WE'RE HERE TODAY BECAUSE THIS SCHOOL YEAR BEGAN WITH SERIOUS TRANSPORTATION ISSUES.

JACOB WAS ASSIGNED AND DESIGNATED A BUS RIDER AGAIN AS A REQUIREMENT.

UPON HIS SERVICES, HE RECEIVED NO COMMUNICATION CONFIRMING HIS BUS ASSIGNMENT OR PICKUP TIME.

IN ADDITION, THROUGH MY OWN RESEARCH, FOUND HIS BUS, FOUND THE PICKUP TIME ON THE FOCUS APP.

HOWEVER, THE BUS DIDN'T ARRIVE THE FIRST DAY.

AFTER CALLING THE TRANSPORTATION DEPARTMENT NINE TIMES I FINALLY REACHED SOMEONE AT 7:24 A.M., WHO THEN CONFIRMED THE ASSIGNMENT. I ASKED HIM TO NOTIFY THE DRIVER NOT TO COME AS I WOULD TAKE JACOB MYSELF.

THE NEXT DAY THE SAME ISSUE OCCURRED. I LEFT A MESSAGE FOR THE BUS NOT TO COME.

AFTER DROPPING JACOB OFF AT SCHOOL. THE BUS SHOWED UP AT 8:14 A.M.

WITH NO EXPLANATION. I TOLD THE DRIVER NOT TO RETURN UNTIL WE RECEIVED CLEAR COMMUNICATION ON WHAT THE ISSUE WAS AND A RESOLUTION.

ON AUGUST 14TH, I EMAILED JACOB'S PRINCIPAL, MRS. WERTH, EXPRESSING OUR CONCERNS. SHE RESPONDED PROMPTLY AND REFERRED ME TO SHERRY GILL AND COPIED SHERRY ON THE COMMUNICATION.

I EMAILED SHERRY THE EXACT SAME DAY AND HAVE YET TO RECEIVE A RESPONSE.

OUR CONCERNS ARE SERIOUS. JACOB IS A CHILD WITH SPECIAL NEEDS.

WHO CANNOT COMMUNICATE OUR CONTACT INFORMATION, OR EVEN RECOGNIZE OUR VEHICLES.

WE PLACE IMMENSE TRUST IN THIS TRANSPORTATION SYSTEM TO KEEP THEM SAFE.

THIS BREAKDOWN OF COMMUNICATION IS UNACCEPTABLE AND HAS ADDED STRESS TO OUR ALREADY BUSY LIVES.

WE KNOW WE'RE NOT ALONE. MANY FAMILIES RELY ON THE SERVICE.

AT THE VERY LEAST, WE EXPECTED SOME FORM OF COMMUNICATION OR SOME EXPLANATION OF WHAT THE ISSUE WAS AND A PATH FORWARD IN WHICH WE HAVE NOT RECEIVED.

I DO THANK YOU FOR YOUR TIME AND LISTENING TO MY CONCERN, AND I LOOK FORWARD FOR MEANINGFUL IMPROVEMENTS AND COMMUNICATION.

WE ARE NOT GOING TO PUT JACOB IN THE BUS SYSTEM AGAIN UNTIL WE HAVE SOME FORM OF COMMUNICATION OR UNDERSTANDING OF WHAT THE ISSUES ARE AND HOW TO RESOLVE IT, AND HOW TO MOVE FORWARD. I DEFINITELY APPRECIATE ALL OF YOUR TIME.

THANK YOU.

OUR NEXT ITEM IN ORDER IS THE SUPERINTENDENT SPOTLIGHT.

[7. Superintendent Spotlight]

MISS BROWN, YOU ARE UP. I BELIEVE YOU HAVE SOME INTRODUCTIONS TO MAKE.

GOOD EVENING, PRESIDENT WATKINS, BOARD OF TRUSTEES, SUPERINTENDENT LAMB. IT IS MY PLEASURE THIS EVENING TO INTRODUCE TO YOU ALL FORMALLY, IF YOU WILL, TO BRAND NEW PEOPLE AND BRAND NEW.

THEY'RE NOT BRAND NEW PEOPLE. THEY'RE IN BRAND NEW POSITIONS. BUT THEY WERE ALREADY MEMBERS OF OUR LOBO FAMILY. SO WE'LL START WITH OUR VERY FIRST INTRODUCTION, WHICH IS OF THE BRAND NEW PRINCIPAL OF WALKER MIDDLE SCHOOL, MISS TIFFANY BROWN.

SHE'LL COME DOWN. SO PROFESSIONALLY, TIFFANY BROWN HAS A VERY LENGTHY RESUME THAT IS VERY ACCOMPLISHED. SHE STARTED HER CAREER IN ARKANSAS.

SHE IS AN ARKANSAS NATIVE. SHE WAS AN ELEMENTARY SCHOOL TEACHER THERE IN ARKANSAS.

SHE WAS ALSO A LITERACY INSTRUCTIONAL FACILITATOR.

SHE HAS EXPERIENCE AT ALL LEVELS. SHE'S BEEN, AS I MENTIONED, AN ELEMENTARY SCHOOL TEACHER.

SHE'S ALSO BEEN A HIGH SCHOOL ASSISTANT PRINCIPAL.

THAT WAS IN ARKANSAS AS WELL. AND THEN SHE'S BEEN AN ELEMENTARY ASSISTANT PRINCIPAL, AND MOST RECENTLY, PRIOR TO BEING PROMOTED INTO THIS PRINCIPAL POSITION, SHE WAS ONE OF OUR ASSISTANT PRINCIPALS AT WALKER MIDDLE SCHOOL.

AND WE'RE REALLY THRILLED TO BE ABLE TO PROMOTE FROM WITHIN AND TO RECOGNIZE TIFFANY'S REAL STABILITY AND CONSISTENCY THAT SHE HAS PROVIDED TO THAT CAMPUS.

ON A PERSONAL NOTE, TIFFANY HAS THREE NEPHEWS AND A NIECE THAT SHE LOVES TO DEATH AND SPOILS INCREDIBLY.

THEY ARE WHAT SHE LIKES TO DO IN HER SPARE TIME. SHE LOVES TO READ AND LISTEN TO AUDIOBOOKS, AND SHE LIKES TAKING TRIPS WITH HER BEST FRIENDS FROM COLLEGE.

HER FAVORITE TEAM OR SPORT TO WATCH. SHE SAYS SHE'S NOT REALLY A HUGE SPORTS FAN, BUT SHE DOES LIKE THE COWBOYS BECAUSE HER FAMILY MEMBERS ARE DIEHARD FANS.

ALSO, SHE'S PROBABLY SEEN THIS BEFORE AND KNOWS THAT YOU GUYS WANT FOR HER TO BE DALLAS COWBOYS FANS.

WHAT IS YOUR PROUDEST ACCOMPLISHMENT? TIFFANY SAYS THAT IT IS SERVING AS THE PRINCIPAL AT WALKER MIDDLE SCHOOL.

AND A LITTLE KNOWN FACT ABOUT HER, SHE LOVES AMUSEMENT PARKS AND ROLLER COASTERS.

SO THAT'S TIFFANY BROWN. WITHOUT FURTHER ADO, I'LL LET YOU ADDRESS THE BOARD.

THANK YOU. GOOD EVENING, MEMBERS OF THE BOARD, SUPERINTENDENT LAMB, AND MEMBERS OF THE COMMUNITY.

I'M HONORED TO SERVE AS THE NEW PRINCIPAL OF WALKER MIDDLE SCHOOL.

WALKER MIDDLE SCHOOL IS KNOWN FOR ITS DEDICATED TEACHERS, SUPPORTIVE FAMILIES, AND TALENTED STUDENTS.

MY GOAL IS TO BUILD ON THESE STRENGTHS BY FOSTERING STRONG RELATIONSHIPS, SUPPORTIVE AND INNOVATIVE TEACHING, AND ENSURING THAT ALL STUDENTS ARE PREPARED NOT JUST ACADEMICALLY BUT SOCIALLY AND EMOTIONALLY FOR THE OPPORTUNITIES AHEAD.

I'M PASSIONATE ABOUT CREATING A LEARNING ENVIRONMENT WHERE EVERY STUDENT FEELS SAFE, VALUED AND CHALLENGED TO REACH THEIR FULLEST POTENTIAL.

I LOOK FORWARD TO WORKING CLOSELY WITH MY COLLEAGUES, THE WALKER FAMILIES AND THIS BOARD TO CONTINUE MAKING WALKER A PLACE WHERE EVERY STUDENT THRIVES. THANK YOU FOR WELCOMING ME INTO THIS ROLE, AND I'M EXCITED FOR THE JOURNEY AHEAD.

THANK YOU. ALSO, TIFFANY´S SISTER IS HERE, SO WE'RE REALLY THANKFUL FOR HER SISTER BEING HERE TO SUPPORT HER AS WELL.

ALL RIGHT. PRESIDENT WATKINS, IF IT'S OKAY WITH YOU, I'LL MOVE TO THE NEXT ITEM.

WE ARE DOING OUR SECOND INTRODUCTION OF THE EVENING.

ANOTHER LOBO FAMILY MEMBER WHO HAS BEEN PROMOTED INTO A NEW POSITION.

SO WELCOMING THE BRAND NEW PRINCIPAL OF CHAVEZ ELEMENTARY SCHOOL, ASHLEY HOLMES.

PROFESSIONALLY, MISS HOLMES STARTED HER CAREER IN EDUCATION IN PLANO ISD AS A SPECIAL EDUCATION TEACHER.

[00:10:06]

SHE THEN MOVED INTO TEACHING IN THE GENERAL EDUCATION CLASSROOM.

SHE'S BEEN A FIRST GRADE TEACHER AND A THIRD GRADE TEACHER IN DENTON ISD, AS WELL AS IN PLANO ISD.

WHEN SHE MOVED HERE AND BECAME A MEMBER OF OUR FAMILY, SHE JOINED US AS AN ASSISTANT PRINCIPAL AT BRENT ELEMENTARY.

AND IN THE TIME THAT SHE'S BEEN HERE, SHE'S BEEN HERE SINCE 2023.

IN THAT TIME, NOT ONLY HAS SHE BEEN ASSISTANT PRINCIPAL IN BRANT ELEMENTARY, SHE ALSO SERVED AS OUR SECONDARY SUMMER SCHOOL PRINCIPAL AS WELL. ON A PERSONAL NOTE, MISS HOLMES HAS A HUSBAND NAMED JARED. IN HER SPARE TIME, SHE LIKES TO READ, TRAVEL, TAKE AFTERNOON NAPS, AND SPEND TIME OUTDOORS WITH HER PUPS.

NO, NO, NO, SHE DOESN'T NAP AT SCHOOL, DEFINITELY. ON THE WEEKENDS, WEEKENDS ONLY.

WHAT'S YOUR FAVORITE TEAM OR SPORT TO WATCH? SHE SAYS SHE LOVES TEXAS RANGERS BASEBALL.

THAT'S WHERE SHE MET HER HUSBAND. AND HER PROUDEST ACCOMPLISHMENT IS BECOMING A CAMPUS LEADER.

A LITTLE KNOWN FACT ABOUT ASHLEY IS THAT WHEN SHE RETIRES, SHE WANTS TO OWN HER VERY OWN FLOWER SHOP.

SO, WITHOUT FURTHER ADO, IN TO ADDRESS THE BOARD. THANK YOU.

OKAY. SUPERINTENDENT LAMB, PRESIDENT WATKINS AND BOARD OF TRUSTEES, THANK YOU ALL SO MUCH FOR THIS INCREDIBLE HONOR.

I AM TRULY GRATEFUL AND EXCITED TO STEP INTO THE ROLE OF PRINCIPAL AT CHAVEZ ELEMENTARY.

I WANT TO THANK THE SELECTION COMMITTEE, OUR AMAZING STAFF AND THE COMMUNITY FOR TRUSTING ME WITH THIS RESPONSIBILITY.

I BELIEVE DEEPLY IN THE POWER OF EDUCATION TO SHAPE YOUNG MINDS, AND I AM COMMITTED TO CREATING A SAFE, WELCOMING AND INSPIRING ENVIRONMENT WHERE EVERY STUDENT CAN GROW AND SUCCEED.

I LOOK FORWARD TO WORKING WITH YOU ALL, AS WE EMBARK ON THIS JOURNEY TO MAKE CHAVEZ ELEMENTARY THE BEST PLACE FOR LEARNING.

THANK YOU AGAIN FOR THIS OPPORTUNITY, I AM HONORED AND READY TO CONTINUE THE JOURNEY OF GREATNESS FOR CHAVEZ.

THANKS SO MUCH, ASHLEY. ASHLEY AND TIFFANY, WE'RE SUPER PROUD OF YOU FOR THE NEW POSITIONS THAT YOU'RE IN AND WE LOOK FORWARD TO GREAT THINGS.

THAT CONCLUDES THE SUPERINTENDENT SPOTLIGHT. THANK YOU.

[8. Reports of the Superintendent]

AND I BELIEVE YOU ARE UP AS WELL FOR THE NEXT PART.

THE REPORT OF THE SUPERINTENDENT. AND YOU'RE GOING TO BE DISCUSSING OUR EMPLOYEE HANDBOOK.

THANK YOU AGAIN, PRESIDENT WATKINS. SO MEMBERS OF THE BOARD, IT'S THAT TIME OF YEAR.

EVERY AUGUST, WE BRING TO YOU THE EMPLOYEE HANDBOOK FOR THAT COMING SCHOOL YEAR.

SO FOR 25-26 IN YOUR BOARD BOOK, YOU'LL SEE, I WOULD LIKE TO GIVE YOU LIKE A REALLY HANDY, KIND OF EASY, TO REFERENCE GUIDEBOOK TO THE CHANGES SO THAT YOU CAN SEE VERY SPECIFICALLY WHAT'S BEING CHANGED IN THE EMPLOYEE HANDBOOK.

SO AS YOU LOOK AT THAT GUIDEBOOK, MOST OF THE CHANGES, 95% OF THE CHANGES ARE EITHER LIKE ADMINISTRATIVE, LIKE, YOU KNOW, CHANGING NAMES OF PRINCIPALS AND ADDING IN LAKEWOOD VILLAGE, THOSE KINDS OF THINGS, JUST LIKE ADMINISTRATIVE CHANGES.

AND THEN THE REST OF THEM ARE CHANGES THAT WE HAD TO MAKE DUE TO LEGISLATION THAT'S PASSED.

SO, FOR EXAMPLE, YOU'LL SEE THAT THERE'S A CHANGE RELATED TO REPORTING SUSPECTED CHILD ABUSE, AND THAT'S RELATED TO SENATE BILL 571. SO ON THAT GUIDE TO CHANGES, YOU CAN SEE THE TOPIC, THE PAGE NUMBER IN THE EMPLOYEE HANDBOOK THAT'S BEEN CHANGED.

AND THEN A RATIONALE OR LIKE A DESCRIPTION FOR THE CHANGE.

THERE'S BEEN SOME CHANGES MADE TO ADA ACCOMMODATIONS, BREAKS FOR EXPRESSION OF BREASTMILK, OUTSIDE EMPLOYMENT AND TUTORING, MENTAL HEALTH TRAINING.

THE PAYCHECK SCHEDULE HAS BEEN UPDATED. DISCRETIONARY LEAVE PROTECTED DATES WERE UPDATED.

WE MADE SOME UPDATES TO OUR EMPLOYEE RECOGNITION SECTION SO THAT WE COULD REFLECT ALL OF THE RECOGNITION INITIATIVES THAT WE DO HERE IN LITTLE ELM ISD, INCLUDING CARPOOL. KUDOS, LEADERS OF THE PACK.

THE SEXUAL ABUSE AND MISTREATMENT OF CHILDREN, REPORTS TO TEXAS EDUCATION AGENCY, TECHNOLOGY RESOURCES UPDATES.

AND THEN, YOU KNOW, YOU CAN SEE THROUGH THE END OF THERE. I WILL SAY, THIS IS THIS IS ABOUT A PAGE AND A HALF OF EDITS TO THE EMPLOYEE HANDBOOK.

THAT'S A LOT. AND IT HAS EVERYTHING TO DO WITH THE FACT THAT IT'S RIGHT AFTER A LEGISLATIVE SESSION.

USUALLY WE HAVE LIKE MAYBE A HALF TO THREE QUARTERS OF A PAGE OF UPDATES ON THIS GUIDE THAT NEED TO BE MADE.

BUT THIS YEAR IT'S A PAGE AND A HALF BECAUSE OF THE LEGISLATIVE CHANGES.

SO IF YOU HAVE ANY QUESTIONS, I'M HAPPY TO ANSWER THEM.

ARE THERE ANY QUESTIONS? I DO. WE'RE GOING TO GO WITH MR. BURTON FIRST. QUICK QUESTION. HOW HAS THIS BEEN DISSEMINATED TO ALL OF OUR EMPLOYEES? OH, GREAT QUESTION. THANK YOU, MR. BURTON. I SHOULD HAVE SAID THAT. SO WE HAVE A SOFTWARE CALLED SAFE SCHOOLS.

THE BOARD OF TRUSTEES MIGHT BE FAMILIAR WITH IT BECAUSE YOU GUYS SOMETIMES GET NOTIFICATIONS ABOUT, YOU KNOW, LIKE A TITLE NINE TRAINING OR SOMETHING THAT YOU NEED TO COMPLETE THROUGH SAFE SCHOOLS. SO SAFE SCHOOLS IS HOW WE DO ALL OF OUR COMPLIANCE TRAINING, WHETHER IT'S CHILD FIND FOR SPECIAL EDUCATION OR SLIPS, TRIPS AND FALLS, THOSE KINDS OF THINGS. AND SO WE DISSEMINATE THE HANDBOOK THROUGH THAT, THROUGH SAFE SCHOOLS.

SO AS SOON AS THIS PRESENTATION IS COMPLETED TONIGHT, TOMORROW EMPLOYEES WILL BE ABLE TO ACCESS THE UPDATED 25-26 EMPLOYEE HANDBOOK THROUGH SAFE

[00:15:08]

SCHOOLS. AND THEY WILL HAVE TO SIGN OFF IN SAFE SCHOOLS THAT THEY READ IT, REVIEWED IT, AND ARE COMMITTED TO ABIDING BY IT FOR THE 25-26 SCHOOL YEAR.

IS THERE ANY ACCENTUATION TO ESPECIALLY THE ONE ABOUT CHILD ABUSE? YOU KNOW, IF THEY DON'T REPORT THAT, THEY GO TO JAIL? YEAH. SO TO ME, IT'S THE STRONGEST CHANGE IN THE EMPLOYEE HANDBOOK BY THE LAW.

RIGHT. WITH INSTANCES WE'VE HAD, PEOPLE WOULD BE SITTING IN JAIL NOW BECAUSE THEY DIDN'T REPORT.

RIGHT. AND THE UPDATE TO THAT SPECIFICALLY, NOT ONLY ARE THEY MANDATORY REPORTERS.

BUT THE UPDATE SPECIFICALLY THAT CAME TO THAT FROM SENATE BILL 571 IS THAT IT WENT FROM 48 HOURS OF REQUIRE A WINDOW OF 48 HOURS FROM KNOWLEDGE OF THE INCIDENT TO NOW SHRUNK TO 24 HOURS. SO IT IS A BIG DEAL.

IT IS. AND IT HAS A LOT OF CONSEQUENCES FOR NOT ABIDING BY IT.

SO YOU'RE ASKING, IS THERE ANY KIND OF HIGHLIGHTING DONE OF THAT PART? THERE'S NOT. WE DON'T TYPICALLY HIGHLIGHT THE CHANGES WITHIN THE EMPLOYEE HANDBOOK, BUT I WILL SAY THIS.

THROUGH THE TRAINING THAT'S BEEN PROVIDED ON CAMPUSES.

SO IN OUR ADMINISTRATOR'S RETREAT THAT WE HAD IN JULY, I GAVE A PRESENTATION TO OUR ALL OF OUR PRINCIPALS AND ASSISTANT PRINCIPALS, AND THAT WAS ONE OF THE THINGS THAT I VERBALLY TOLD THEM, THAT IT'S VERY IMPORTANT FOR THEM TO EMPHASIZE WITH THEIR STAFFS.

AND SO EVERYONE IN THAT TRAINING, WHICH WAS ALL PRINCIPALS AND ASSISTANT PRINCIPALS, COMMITTED TO MAKING SURE THAT THEY UNDERSCORED THAT OUT LOUD IN THEIR STAFF DEVELOPMENTS THAT THEY'VE HAD OVER THE PAST WEEK AND THAT FIRST WEEK BEFORE KIDS CAME BACK.

SO ALTHOUGH IT'S NOT GOING TO BE HIGHLIGHTED ON THE HANDBOOK THAT WE RELEASED TOMORROW.

I FEEL REALLY CONFIDENT THAT ALL THE PRINCIPALS HAVE CLEARLY COMMUNICATED THAT CHANGE IN THE REPORTING WINDOW FROM 48 HOURS TO 24 HOURS FOR CHILD ABUSE.

YEAH, I WOULD SUGGEST THAT REALLY BE STRENGTHENED THROUGH AS MANY.

I MEAN, IT'S A HUGE LIABILITY FOR US AS A DISTRICT, BUT IT'S PERSONALLY A HUGE LIABILITY, IF THEY STILL THINK IT'S 48 HOURS , THEN I'M SORRY.

YEAH. YOU´RE LOCKED BEHIND BARS. I REALLY THINK IT NEEDS TO BE STRESSED.

ABSOLUTELY AGREE. THANK YOU. MR. ENGLISH. MY QUESTION WAS MORE.

MINE IS JUST MORE OF ADMINISTRATIVE HELP. I SEE IN SOME AREAS WE, YOU KNOW, WE PUT IN THE CALENDAR, WE PUT IN NAMES, ETC.. DO YOU THINK FROM A DOCUMENT STANDPOINT OF VIEW TO LINK IT INSTEAD OF ACTUALLY ADDING IT MAKES MORE SENSE? LINK THE DISTRICT CALENDAR? YEAH, BECAUSE I KNOW WE PUT IT INSIDE OF THE DOCUMENT ITSELF.

BUT THOSE ARE THE THINGS THAT CHANGE. THERE'S A LOT HERE THAT DOESN'T CHANGE YEAR OVER YEAR. AND THERE'S SOME THINGS THAT DO CHANGE. NAMES CHANGE, CALENDAR CHANGE. SO I'M WONDERING IF, DOES IT MAKE MORE SENSE TO KEEP EVERYTHING STATIC AND THEN LINK IT TO CERTAIN THINGS THAT WE HAVE THE PRINCIPALS NAMES CHANGED, FOR EXAMPLE, WE HAVE THE CALENDAR DATES CHANGE.

JUST FROM A DOCUMENT STANDPOINT OF VIEW. SOMETHING JUST TO CONSIDER.

SOMETHING TO CONSIDER. ABSOLUTELY. THANK YOU FOR THAT FEEDBACK. ANY OTHER QUESTIONS? THANK YOU SO MUCH BOARD. WE ARE NOW INTO THE ACTION ITEMS.

[9. Action Items]

OUR FIRST ITEM IN ORDER IS DISCUSSING AND CONSIDERING THE APPROVAL OF THE DELEGATE AND ALTERNATE TO OUR TASB CONFERENCE IN SEPTEMBER.

NOMINATIONS ARE NOW OPEN. I'D LIKE TO NOMINATE MR. JASON OLSON. IS THERE A SECOND? I´LL SECOND. MR. FLORES MADE THE MOTION. MR. MONTEMAYOR MADE THE SECOND FOR JASON OLSON AS OUR DELEGATE TO THE TASB CONFERENCE.

IS THERE ANY.

ALL IN FAVOR, PLEASE SIGNIFY BY RAISING YOUR HAND.

MOTION CARRIES. NOMINATIONS ARE NOW OPEN FOR OUR ALTERNATE TO THE TASB CONFERENCE.

IS THERE A SECOND? I'LL SECOND. MR. ENGLISH MADE THE SECOND.

IS THERE ANY DISCUSSION? ALL IN FAVOR, RAISE YOUR HAND.

MOTION CARRIES. IT NEEDS TO BE NOTED THAT MR. JASON OLSON IS OUR LITTLE ELM ISD DELEGATE TO TASB, AND MR. FLORES IS OUR ALTERNATE. THE NEXT ITEM IN ORDER IS THE CONSIDER THE APPROVAL OF THE STUDENT CODE OF CONDUCT, MR. BARTLETT, IT IS YOUR TURN.

GOOD EVENING, PRESIDENT WATKINS, BOARD, SUPERINTENDENT LAMB.

ARE Y'ALL? OKAY, HERE WE GO. WE'LL SEE ABOUT THAT.

[00:20:01]

OKAY, SO YOU GUYS EACH GOT A COPY OF THE PROPOSAL TONIGHT IN YOUR PACKET.

SO I DON'T KNOW HOW MUCH TIME YOU'VE HAD TO LOOK AT THAT OR EVEN GET ANY TIME TO LOOK AT THAT.

SO I'M GOING TO GO THROUGH MY. MY PLAN TONIGHT IS TO GO THROUGH ALL THE HIGHLIGHTED AREAS.

YOU'RE GOING TO HAVE TWO DIFFERENT CATEGORIES OF HIGHLIGHTING.

ONE IS BLUE WHICH MEANS IT'S A NEW LAW. AND THEN GREEN IS JUST AN UPDATE TO WHAT WE ALREADY DO.

OKAY. EVERYBODY GOOD? OKAY. ALL RIGHT, SO THE CODE OF CONDUCT OBVIOUSLY HAS A COVER PAGE.

IT HAS A TABLE OF CONTENTS IN IT AS WELL, AND THEN ALSO HAS A GLOSSARY AT THE BACK FOR REFERENCE TO SOME STUFF THAT'S, YOU KNOW, NOTED IN THE CODE OF CONDUCT THAT MAY NEED SOME DEEPER MEANING OR DEEPER UNDERSTANDING.

OKAY, AND I AM BLIND, Y'ALL. SO THAT'S WHY THAT THING IS AS BIG AS IT IS.

AND I STILL HAVE MY COMPUTER UP HERE BECAUSE I COULD NOT SEE THAT SCREEN STILL HARDLY.

ANYWAY, SO IT STARTS WITH PSEUDO CODE OF CONDUCT. THE PURPOSE OF THE PSEUDO CODE OF CONDUCT, OBVIOUSLY WE KNOW IT'S A CHAPTER 37 TA MANDATE THAT WE DO.

AND IT PROVIDES METHODS AND OPTIONS FOR MANAGING STUDENT BEHAVIOR, PREVENTING IT, INTERVENING IN STUDENT DISCIPLINE PROBLEMS AND IMPOSING DISCIPLINE.

SO THAT'S THE PURPOSE OF THE CODE OF CONDUCT.

WE WANT Y'ALL TO KNOW THAT WE FOLLOW TASB, THOSE MODEL FOR THE CODE OF CONDUCT, AS WELL AS OUR HANDBOOK.

AND AGAIN, LIKE I SAID, THE GREEN IS JUST UPDATES TO INFORMATION THAT'S ALWAYS IN THIS DOCUMENT.

SO AS YOU CAN SEE THERE'S JUST SOME NAMES HERE, SOME TITLES WHERE IT'S POSTED AT.

IT'S VERY IMPORTANT THAT IT'S ACCESSIBLE TO OUR COMMUNITY.

TO OUR STUDENTS. IT'S PRETTY AMAZING HOW MANY TIMES I GET DIRECT EMAILS FROM OUR STUDENTS WANTING THE CODE OF CONDUCT.

I MEAN, THEY WANT THE LINK, AND I'M LIKE, IT'S ON THERE ANYWAY, SO I'LL JUST COPY THE LINK FROM THE WEBSITE AND SEND IT TO THEM.

I THINK THEY WANT THE EDITABLE VERSION. AND AGAIN, IT'S IN ACCORDANCE WITH CHAPTER 37.

AND THEN AGAIN, PLEASE NOTE THAT THE DISCIPLINE OF STUDENTS WITH DISABILITIES WHO ARE ELIGIBLE FOR SERVICES UNDER FEDERAL LAW, DEA, IS SUBJECT TO PROVISIONS OF THOSE LAWS, SO THEY'RE NOT EXCLUDED FROM IT, BUT ALSO THEIR RIGHTS ARE ALSO TAKEN CARE OF AND SUPPORTED. SO AGAIN, SO THE SCHOOL DISTRICT'S AUTHORITY IN JURISDICTION WHEN IT COMES TO A CODE OF CONDUCT.

SO AGAIN, NONE OF THIS STUFF HERE HAS BEEN CHANGED.

IT REFERS AGAIN TO THE EDUCATION CODE MULTIPLE TIMES. YOU'LL SEE IN THIS CHAPTER 37 AS WELL.

SOME CHANGES, THE FIRST CATEGORY YOU'LL GET TO AND THAT'S IN BLUE IS THE CAMPUS BEHAVIOR COORDINATOR.

SO THERE ARE SOME THINGS THAT THEY WANT THE CAMPUS TO BE A COORDINATOR TO DO THAT MAYBE HASN'T BEEN DONE IN THE PAST.

AND AGAIN, SO THE FIRST THING IS CONDUCT THAT CONTAINS ELEMENTS OF THE OFFENSIVE TERRORISTIC THREAT UNDER PENAL CODE.

SO AGAIN, ALL THAT'S STATING IS THAT THE CBC IS SUPPOSED TO REPORT TO THE SCHOOL THREAT ASSESSMENT TEAM IF THERE ARE ANY BEHAVIORS WHICH FALL INTO THESE FOUR CATEGORIES. SO REALLY THEY'RE EXCESSIVE.

THEY'RE PENAL CODE, THEY'RE FELONIES SO FORTH AND SO ON.

SO THE SCHOOL BEHAVIOR THREAT ASSESSMENT TEAM IS INVOLVED IN THAT PROCESS TO SEEING TO SEE WHAT KIND OF, YOU KNOW, ISSUE IT CAUSES AT THE SCHOOL, WHAT KIND OF POTENTIAL HARM THERE COULD BE AT SCHOOL.

AGAIN, WITH THE CBC'S A NEW POLICY THAT THEY PUT INTO PLACE ON THAT WITH THE IS THAT THE CBC'S HAVE TO BE NOTED ONLINE.

SO IN REFERENCE, IF YOU WANT TO GO FIND THE, YOU KNOW, THE CAMPUS BEHAVIOR COORDINATOR AT PRESTWICK, IT'LL BE POSTED ONLINE WITH THEIR NAME AND THEIR CONTACT INFORMATION SO THEY CAN REACH OUT DIRECTLY TO THAT PERSON AND THEY CAN BE ASSISTED.

AND THEN IT SEARCHES AND REPORTING CRIMES. AGAIN, NONE OF THAT HAS CHANGED.

WE'RE STILL FOLLOWING THE SAME LAW. OUR CBCS WE'RE DOING THAT IN THE PAST.

AND CBCS, WE'RE DOING A LOT OF THIS STUFF ALREADY IN, ESPECIALLY IN LITTLE ELM, BUT IT'S JUST ACROSS THE STATE OF TEXAS, IT WASN'T CONSISTENT. SO THEY PUT IT INTO LAW.

SECURITY PERSONNEL, OBVIOUSLY, WE HAVE SROS ON OUR CAMPUS.

AND THEN THIS GREEN PIECE HERE. AGAIN, IT'S NOT NEW.

WE HAVE AN MOU WITH OBVIOUSLY ALL OF OUR SROS, AND THEY'VE BEEN WITH US FOR A WHILE.

BUT AGAIN, IT TALKS ABOUT THE THINGS THAT THEY ARE SUPPOSED TO DO ON CAMPUS.

AND THE BIGGEST THING I WANT EVERYBODY TO REALIZE IS THAT THEY'RE THERE TO BUILD RAPPORT WITH OUR STAFF AND OUR STUDENTS IN OUR COMMUNITY.

YOU KNOW, THE POLICING PIECE OF IT, THE SRO PIECE OF IT IS A GOOD THING.

IT'S AN I GOT YOU THING, AND IT'S NOT A NEGATIVE THING.

AND THEN THERE'S A COUPLE OF THINGS IN BOLD THAT I WANTED Y'ALL TO BE AWARE OF. AND ONE OF THEM IS, THE SRO SHALL NOT ACT AS A SCHOOL DISCIPLINARIAN. WE DON'T ASK OUR SROS TO BE INVOLVED IN THAT. UNLESS IT BECOMES A LEGAL MATTER.

AND I LEARNED SOMETHING THIS PAST YEAR ABOUT THAT. SO ANY SEXUAL MISCONDUCT THAT'S FOUND ON CAMPUS THAT'S REPORTED IN SROS TAKE CARE OF THAT IMMEDIATELY.

THEY INTERVENE BECAUSE IT COULD BE A LEGAL MATTER.

ANYWAY. AND THEN THE SECOND BULLET THERE IS THE SHOWS, FIRST AND FOREMOST, LAW ENFORCEMENT OFFICER.

THIS FACT MUST BE CONSTANTLY REINFORCED. OKAY.

ONE THING WE DID DO THIS YEAR WITH THEM IS THEY ALL CAME UP HERE AND FILMED A VIDEO FOR US.

[00:25:05]

AND SO, AGAIN, WE'RE JUST PUTTING UP MORE OF A PERSONAL LIGHT ON THAT FOR OUR CAMPUSES TO SEE WHETHER SROS ARE THAT THEY'RE REAL PEOPLE AND THAT THEY CARE AND THEY WANT TO BE THERE AND THEY WANT TO BE INVOLVED WITH THE KIDS. SO WE WORKED ON THAT, TOO.

AND THAT'S GOING TO BE ON OUR WEBSITE AS WELL.

PARTICIPATING IN GRADUATION ACTIVITIES. THE GREEN PIECE AGAIN IS JUST SOME WORDING CHANGED ON THAT. SO BASICALLY IF A KID HAS A DAEP PLACEMENT OR AN EXPULSION HEARING OF ANY SORT, THEY'RE NOT ALLOWED TO SPEAK AT GRADUATION. AND THAT'S BEEN IN THERE.

IT JUST WAS WORN A LITTLE BIT DIFFERENTLY WITH THE NEW TASBO POLICY.

SO. OKAY. UNAUTHORIZED PERSONS. ON THIS ONE AGAIN, IT'S JUST BASICALLY SAYING THAT IF ANYBODY'S ACTING NOT AS WE WANT THEM TO ACT, IN ANY EVENT THAT WE HOST IN THIS DISTRICT, THE ADMINISTRATOR OR THE SRO OR ANYBODY, A DISTRICT POLICE OFFICER OR SRO ADMINISTRATOR CAN REMOVE THEM.

OKAY. STANDARD CODES, THE STANDARDS FOR STUDENT CONDUCT, AGAIN, THESE BASICALLY ARE A LOT OF OUR SOFT SKILLS HERE.

OUR DRESS CODE FALLS INTO THIS CATEGORY AS WELL.

BUT AGAIN, THESE ARE JUST SOME SPECIFIC THINGS THAT WE WOULD LIKE ALL KIDS TO DO.

WE WOULD EXPECT THAT OF THEM AS PARENTS AND AS OF, YOU KNOW, JUST ADULTS WORKING WITH THESE CHILDREN.

OKAY. GENERAL CONDUCT VIOLATION. SO AGAIN, THIS WHOLE CATEGORY IS GOING TO TALK ABOUT THAT. AND I'M GOING TO BRING UP SOME OF THE PIECES THAT HAVE CHANGED.

OKAY. SO FAR. I DON'T EVEN KNOW WHAT THIS WAS.

SO ANYWAY A FIREARM SILENCER, OR SUPPRESSION, THAT'S REWORDED.

THAT WAS IN THE HANDBOOK BEFORE THE CODE OF CONDUCT.

AND THEN THE OTHER PIECE IS A A POCKET KNIFE OR ANY OTHER SMALL KNIFE.

AGAIN, THAT'S BEEN IN THERE BEFORE AS WELL. IT'S JUST YOU'RE GOING TO LOOK AT THE LENGTH OF THAT.

THAT WILL BE THE DETERMINING FACTOR OF THAT DISCIPLINE THAT GOES ALONG WITH THAT.

AND THEN A SHORT BARREL FIREARM, Y'ALL HAVE IT IN BLUE ON Y'ALL'S DOCUMENT, I'M ASSUMING.

I DON'T KNOW WHY THIS ONE ISN'T. BUT YEAH, THAT'S NEW.

THAT'S SOME KIND OF NEW WEAPON, I'M ASSUMING.

I DON'T KNOW THAT WEAPON. BUT ANYWAY, THAT'S NEW TO THE CODE OF CONDUCT.

AND THE POSSESSION OF PERSONAL COMMUNICATION. NO. I'M SORRY.

PERSONAL PROHIBITED ITEMS, I'M INCLUDING. OKAY, SO THE TOBACCO PRODUCTS.

I'LL GO BACK UP TO THE TOP HERE. SO TOBACCO PRODUCTS ARE THE NEW ONE.

IN HERE IS THE NICOTINE PIECE AND HOW WE'RE GOING TO.

SO NICOTINE, INCLUDING THE POUCHES NOT JUST THE VAPE PIECE OF IT, BUT ALSO THE POUCHES THAT KIDS CAN PUT IN AND KIND OF DISGUISE THAT.

BUT THAT'S PART OF THE CODE OF CONDUCT AS WELL. NO NICOTINE AT ALL.

AND THEN WE'LL GO DOWN TO THE POSSESSION OF PERSONAL COMMUNICATION DEVICES.

AGAIN, WE'VE HAD LOTS OF CONVERSATIONS ABOUT THIS. I DON'T THINK IT'S. ALL THIS IS BRAND NEW TO US.

IT'S BRAND NEW TO THE STATE. IT'S NOT REALLY NEW TO US.

WE'VE DONE SOME DIFFERENT THINGS WITH THIS ALREADY.

SO THE TRANSITION HONESTLY HAS BEEN PRETTY SMOOTH WITH THAT.

I HAVEN'T SEEN MANY ISSUES. WE TALKED ABOUT IT TODAY.

NOT HAD A LOT OF PROBLEMS WITH IT. WE DO HAVE LISTED ON HERE THE THE VIOLATIONS FOR A FIRST OFFENSE, SECOND OFFENSE, THIRD OFFENSE AND SO FORTH. AND WE WANT TO KEEP THOSE CONSISTENT ACROSS THE SECONDARY CAMPUSES.

OKAY. MOVING DOWN. MISUSE OF TECHNOLOGY RESOURCES IN THE INTERNET.

SO BASICALLY THE ONLY THING THEY PUT INTO THIS PIECE OF IT IS UTILIZING ARTIFICIAL INTELLIGENCE IN A WAY THAT WOULD CONSTITUTE ACADEMIC DISHONESTY, OR IS A MEANS OF ENGAGING IN ANY OTHER PROHIBITED CONDUCT.

SO OBVIOUSLY THAT'S NOT ALLOWED, AND THAT'S A NEW PIECE THAT WAS ADDED.

OBVIOUSLY, WITH THE NEW AGE WE'RE IN WITH AI.

SAFETY TRANSGRESSIONS. THIS AGAIN, IS JUST REMINDING OUR CHILDREN AND OUR ADULTS AS WELL.

OUR ADULTS ALWAYS NEED TO BE REMINDED AS WELL.

YOU KNOW, WE DON'T PROP DOORS. WE DON'T PROP DOORS, EVER.

WHOA! GET OFF THERE. WHAT IS THAT? SORRY, Y'ALL.

THAT'S WHY I SHOULDN'T USE MY OWN COMPUTER SOMETIMES.

BUT YEAH, WE JUST, AGAIN, MAKING SURE THAT THEY UNDERSTAND ALL THE SAFETY THING AND THE WAY TO KEEP US SAFE.

SO, AGAIN, WE'RE NOT GOING TO WANT THEM TO PROP US EVER.

OR LET A KID IN OR LET ANYBODY IN A DOOR. THEY CAN COME TO CERTAIN AREAS OF THE BUILDING AND THEY KNOW WHERE THOSE ENTRANCES ARE.

AGAIN, IT MENTIONS ARTIFICIAL INTELLIGENCE AGAIN ON THE SAFETY TRANSGRESSIONS.

MISCELLANEOUS OFFENSES. IT TALKS AGAIN ABOUT AI AND UNAUTHORIZED USE OF AI.

SO ANYWAY. YES, SIR. OKAY. DISCIPLINE MANAGEMENT TECHNIQUES.

SO THIS JUST HIGHLIGHTS THE INCLUDED RESTORATIVE PRACTICES.

THAT'S SOMETHING THAT WE'VE DONE IN THE PAST. I DON'T KNOW WHY THE WORDING. I DON'T KNOW WHAT MADE THAT SO MUCH DIFFERENT. BUT THEY WANTED TO HIGHLIGHT THAT. AND THEN AGAIN, THE REST OF IT THOUGH IS NEW LAW. SO FIRST TIME OFFENSE AND USE OF POSSESSION OF A NICOTINE DELIVERY SYSTEM SUCH AS AN E-CIG OR A VAPE SYSTEM.

[00:30:06]

IT DOESN'T NECESSARILY REQUIRE THEM TO GO TO DAEP TO START WITH. SO THEY'RE NOT GOING TO DAEP .

SO THEY CAN STILL GO TO DAEP. BUT THAT DOESN'T MEAN THAT THEY HAVE TO GO TO DAEP.

BUT THE MINIMUM REQUIREMENT THAT THEY HAVE TO HAVE IS A TEN DAY PLACEMENT IN ISS.

THAT'S AT MINIMUM. STUDENTS WITH DISABILITIES AGAIN, IN A MANNER THAT RESULTS IN A CHANGE TO THE STUDENT'S EDUCATIONAL PLACEMENT.

SO IF YOU'RE GOING TO DO THAT TO A STUDENT THAT HAS SPECIAL NEEDS AND YOU JUST HAVE TO HAVE AN ART FIRST, YOU HAVE TO HAVE A MANIFESTATION ART TO DETERMINE IF IT WAS PART OF THE DISABILITY OR NOT.

YEAH. THE IN-SCHOOL SUSPENSION IS HIGHLIGHTED THERE AS YOU SCROLL DOWN ON DISCIPLINE MANAGEMENT TECHNIQUES. AND AGAIN, THE REASON BEING IS BECAUSE NOW THERE IS NO LENGTH OF TIME ON THAT.

YOU CAN GO AS LONG IN ISS AS THE ADMINISTRATION DEEMS NECESSARY FOR THAT CHILD.

ALTHOUGH YOU HAVE TO HAVE A TEN DAY LIKE A RECESS AT TEN DAYS AND YOU REVIEW, IS IT STILL NEEDED? BUT YOU CAN'T JUST BE FOREVER, YOU KNOW, AND WE'RE NOT GOING TO DO THAT ANYWAY.

BUT AGAIN, IT'S IN THAT PLACEMENT THAT HAS TO BE REVIEWED TEN DAYS. PARENTAL INVOLVEMENT PIECE OF THIS AGAIN.

SO AS YOU SCROLL DOWN ON DISCIPLINE MANAGEMENT STILL THERE'S A PIECE HIGHLIGHTED IN BLUE TALKS ABOUT PARENTAL INVOLVEMENT.

AND WITH THAT PIECE OF IT, THEY JUST WANT. SO IF A KID GETS A DAEP PLACEMENT, ESSENTIALLY THE PARENT HAS THE ABILITY TO WORK WITH THE SCHOOL TO SAY THEY WILL DO CERTAIN THINGS TO REDUCE THE PLACEMENT OF THE CHILD.

IT DOESN'T MEAN THAT IT WOULD HAPPEN. IT'S AGAIN ALL DISCRETION OF THE CAMPUS PRINCIPAL AND THEN WORKING OUT WITH THE PARENT OF THAT CHILD.

AND THEN IF ANYBODY EVER APPEALS A PLACEMENT, WE ALWAYS HAVE A GRIEVANCE PROCESS IN PLACE. AND IT'S NOTED IN THERE AS WELL IN.

IT´S POLICY THAT WE HAVE TO DO THAT. OKAY. REMOVAL FROM THE EDUCATION SETTING.

SO AGAIN, Y'ALL KNOW THAT THAT'S PART OF THE NEW LEGISLATION AS WELL.

SO A TEACHER REMOVING A CHILD FROM THE CLASSROOM.

THAT'S KIND OF NOT BRAND NEW. IT'S KIND OF BEEN SOMETHING NOW.

IT'S IN CHAPTER 37. IT'S WORDED A LITTLE DIFFERENTLY.

SO THE NEW LAW PIECE OF THAT IS A STUDENT'S BEHAVIOR THAT REPEATEDLY INTERFERES WITH THE TEACHER'S ABILITY TO TEACH THE CLASS OR WITH OTHER STUDENTS ABILITY TO LEARN.

THAT COULD BE A REASON WHY. A STUDENT DEMONSTRATES A BEHAVIOR THAT IS UNRULY, DISRUPTIVE, OR ABUSIVE TOWARD THE TEACHER, ANOTHER ADULT OR ANOTHER STUDENT IN THE CLASSROOM.

THAT COULD BE A REASON. THEN THIRD, A STUDENT ENGAGES IN CONDUCT THAT CONSTITUTES BULLYING AS DEFINED BY EDUCATION CODE.

SO THAT COULD BE ANOTHER REASON. SO A TEACHER.

SO BUT THAT'S HOW THIS WORKS IS THE TEACHER AND THE CBC, THE CAMPUS BEHAVIOR COORDINATOR.

IF A CHILD IS REMOVED FROM THAT CLASSROOM BY TEACHER REQUEST, THEN THERE'S A PERIOD OF THREE DAYS.

AND IN THOSE THREE DAY PERIOD, YOU HAVE TO HAVE A CONFERENCE WITH THAT TEACHER AND THAT KID TO SEE IF THAT PLACEMENT OR THAT REMOVAL WOULD BE PERMANENT.

BECAUSE IF IT'S NOT, YOU CAN'T FIND A SUITABLE REPLACEMENT, THEN THE CHILD WILL GO BACK WITH THAT CLASSROOM TEACHER DEPENDING ON CERTAIN ACTS, AND IT TALKS ABOUT THAT LATER ON. OKAY. DEPENDING ON WHAT IS DONE, IT COULD STAY IN THAT MANNER.

IT JUST DEPENDS ON WHAT IS DONE. SO AGAIN. SO RETURNING STUDENTS TO THE CLASSROOM.

IT HAS TO BE WRITTEN CONSENT BY THE TEACHER TO ALLOW THAT KID BACK INTO THE CLASSROOM.

SO YOU'LL WANT THAT TO ONE TEACHER SAYS YES, THEY CAN COME BACK TO THE CLASSROOM. IT'S WRITTEN CONSENT THAT THEY ENTER BACK IN.

AND AGAIN, A TEACHER CAN APPEAL A REMOVAL JUST LIKE ANYBODY ELSE.

THEY HAVE A GRIEVANCE PROCESS THAT THEY CAN FOLLOW AS WELL.

AND SCHOOL SUSPENSION. THERE'S A LOT OF STUFF THERE ON THE IN-SCHOOL SUSPENSION. AND AGAIN, BASICALLY WITH THE IN-SCHOOL SUSPENSION, THE BIGGEST THING TO REMEMBER IS THERE'S NO LIMIT TO IT. AND AGAIN, IT HAS TO BE REVIEWED AFTER TEN DAYS.

AND IT TALKS AGAIN ABOUT THE FIRST TIME OFFENSE OF A NICOTINE PERSON THAT THEY DON'T NECESSARILY GO TO DAEP, THEY CAN'T GO TO DAEP. BUT THE MINIMUM OF TEN DAYS IN ES IS IS MANDATORY.

IT TALKS A LITTLE BIT ABOUT SOME OF THE REASONS WHAT YOU HAVE TO.

AND AGAIN ALL THIS STUFF IS DUE PROCESS. SO YOU'RE ALWAYS GOING TO CONSIDER CIRCUMSTANCES AND ANYTHING YOU DO.

THAT'S A PART OF THE CBC'S ROLE TOO. THEY HAVE TO DO AN INVESTIGATION TO MAKE SURE THAT WE'RE DOING WHAT'S APPROPRIATE.

OH MY GOSH. SORRY, Y'ALL. OKAY. OUT OF SCHOOL SUSPENSION MISCONDUCT.

SO AGAIN ON THIS, THE NEW LAW IS ANYTHING BELOW GRADE THREE CANNOT BE SUSPENDED OUT OF SCHOOL UNLESS IT FALLS UNDER THE CATEGORY OF TERRORIST THREAT, BRINGING A GUN TO SCHOOL. THERE'S SOME PIECES TO THAT THAT CAN HAPPEN.

OTHER PARTS OF IT IS CONDUCT THAT THREATENS THE IMMEDIATE HEALTH AND SAFETY OF OTHER STUDENTS IN THE CLASSROOM.

THAT COULD BE AN OUT OF SCHOOL SUSPENSION, AND THE DOCUMENTED CONDUCT THAT RESULTS IN REPEATED OR SIGNIFICANT DISRUPTION TO THE CLASSROOM.

[00:35:04]

SO, AGAIN, OUT OF SCHOOL SUSPENSION CAN ONLY BE THREE DAYS. THAT HASN'T CHANGED. IT'S STILL THE SAME LENGTH.

THEY CAN COME BACK AND THEY CAN BE ON ISS WHEN THEY RETURN.

BUT OSS IS ONLY FOR THREE DAYS. ANY QUESTIONS HERE? OKAY. AND THEN DAP. AS FAR AS PLACEMENT GOES.

AGAIN THE DAP SHALL BE PROVIDED IN THE SETTING.

OTHER THAN THE STUDENT'S REGULAR CLASSROOM. SO AGAIN OUR PROTOCOL HASN'T CHANGED.

WE. WE HAVE A DAEP ALTERNATIVE CENTER THAT WE SEND KIDS TO, AND WE'LL STILL USE THAT.

YOU HAVE ANY QUESTIONS? NO? STILL WITH THE DAEP? OKAY. HOLD ON. WE GOT TO MAKE A MOTION FIRST.

OKAY. OH, WE'RE FINISHED SO WE CAN MAKE A MOTION.

OKAY. IS THERE A MOTION? SO MOVED. MR. ENGLISH MADE THE MOTION.

IS THERE A SECOND? SECOND. MR. FLORES MADE THE SECOND.

ARE THERE ANY QUESTIONS? MR. ENGLISH, I KNOW YOU HAD ONE.

YES, I HAVE GOOD QUESTIONS. THE FIRST QUESTION, AND I DON'T THINK THE STATE PROVIDED FOR THIS.

PARTICULARLY AROUND CONDUCT WITH MOBILE DEVICES FOR STUDENTS WHO HAVE, LIKE TYPE ONE DIABETES THAT TRACK THEIR BLOOD SUGARS ON THEIR MOBILE DEVICES.

HAVE WE MADE ANY ACCOMMODATIONS FOR THAT? YES, SIR. THAT STUFF THAT'S WRITTEN IN THEIR ARD PAPERWORK. WE'RE TRYING TO. OR 504.

OKAY. AND THEN AGAIN, WE HAVE. I MEAN, OUR NURSES, TYPICALLY WHEN THEY WORK WITH ANY MEDICAL PLAN, THEY'RE TOUCHING BASE WITH TEACHERS TOO. SO THAT'S ANOTHER MEANS THAT THEY HAVE IN PLACE TO BE ABLE TO ALLOW THAT KID THAT OPPORTUNITY. OKAY. SOUNDS GOOD.

THE SECOND THING FOR EGREGIOUS ACTIVITIES, I DON'T KNOW IF THEY'VE PUT THIS IN LAW OR NOT.

THAT SITUATION THAT HAPPENED IN FRISCO WHERE THAT STUDENT UNFORTUNATELY LOST HIS LIFE.

THAT STUDENT WAS ALLOWED TO GRADUATE. WHAT DO WE DO ON OUR SIDE WHEN IT COMES TO EGREGIOUS SITUATIONS LIKE THAT? LIKE, HAVE WE TAKEN THAT INTO ACCOUNT? AND MAYBE THIS IS SOMETHING TO THINK ABOUT. I WOULD SAY THAT WAS MISLEADING. YEAH. OKAY.

NOT GRADUATE. LET ME SEE. NOT WALKING TO GRADUATION.

THAT'S A CURIOUS QUESTION. I WOULD LOVE TO HEAR A LITTLE BIT MORE ABOUT THAT ONE. THE REASON I SAY THAT IS, IS THEIR EXPULSION LEVEL. IN OTHER WORDS. HOW SHOULD I SAY THIS? IF A STUDENT GOES TO THAT LEVEL, MY DESIRE WOULD NOT BE A CERTIFICATE FROM OUR OUR SCHOOL SYSTEM.

YEAH, THAT IS ANOTHER LEVEL THAT IS BEYOND JUST YOUR NORMAL SCENARIO.

OBVIOUSLY, IT'S NOT A ROAD WE'VE GONE DOWN. YES.

I DON'T KNOW THAT THEY WOULD ALLOW US TO PREVENT THAT.

YEAH, BUT WITH THIS, WITH DUE PROCESS, THOUGH, I MEAN, THAT CHILD WOULD NOT BE INVOLVED IN SCHOOL ACTIVITIES WHILE AN INVESTIGATION GOES ON ANYWAY. YEAH. SO. YEAH, I'M JUST CURIOUS ABOUT THAT ASPECT.

YEAH. ANYWAY, WE'LL TALK ABOUT IT. I CAN REACH OUT TO YOU LATER.

OKAY. BUT YES, SIR. MY DESIRE WOULD BE THAT THEY DON'T GET OUR NAME ATTACHED TO THAT SCENARIO IS NOT SOMETHING I'D BE INTERESTED IN. OKAY. ANYWAY, I JUST THOUGHT I'D ASK THE QUESTION.

ARE THERE ANY OTHER QUESTIONS? THERE BEING NONE.

ALL IN FAVOR, RAISE YOUR HAND. MOTION CARRIES.

OUR NEXT ITEM IN ORDER IS THE. WE'RE GOING TO CONSIDER THE APPROVAL OF THE PURCHASE OF ATTENDANCE CREDIT, MR. WYSE.

THANK YOU, PRESIDENT WATKINS, BOARD OF TRUSTEES. AGAIN, THIS IS JUST A ROUTINE THING WE DO EVERY YEAR.

THIS IS GIVING THE SUPERINTENDENT THE APPROVAL TO FILL OUT THE CONTRACTS WITH THE STATE FOR WHEN WE HAD TO PAY BACK OUR RECAPTURE CHECK AT THE END OF THE YEAR FOR PURCHASING OUR ATTENDANCE CREDITS FOR RECAPTURE.

BUT IT'S PART OF THE PROCESS. WE HAVE TO DEMONSTRATE THAT WE'RE GOING TO EQUALIZE OUR WEALTH BEFORE WE'RE ABLE TO MOVE FORWARD WITH SOME OF THE TAX.

THE ADMINISTRATION RECOMMENDS DELEGATING AUTHORITY TO THE SUPERINTENDENT TO APPROVE THE AGREEMENT FOR THE PURCHASE OF ATTENDANCE CREDITS.

AND IF THERE IS A MOTION, IT DOES NEED TO BE READ JUST LIKE THAT.

[00:40:02]

SO I GET TO UPLOAD THAT TO TA. IS THERE A MOTION? I MOVE FOR THE 2025 2026 SCHOOL YEAR, WE DELEGATE CONTRACTUAL AUTHORITY TO OBLIGATION THE SCHOOL DISTRICT UNDER TEXAS EDUCATION TEC 11.1511C4 TO THE SUPERINTENDENT SOLELY FOR THE PURPOSE OF OBLIGATING THE DISTRICT UNDER TCA.

48.257 AND TCA CHAPTER 49, SUBCHAPTER A AND D AND RULES ADOPTED BY THE COMMISSIONER OF EDUCATION AS AUTHORIZED BY TEC 49.006. THIS INCLUDES APPROVAL OF THE AMENDMENT FOR THE PURCHASE OF ATTENDANCE CREDITS.

IS THERE A SECOND? SECOND. MR. FLORES MADE THE SECOND.

ARE THERE ANY QUESTIONS OR DISCUSSION? ALL IN FAVOR, RAISE YOUR HAND.

ALL OPPOSED? MOTION CARRIES. THANK YOU ALL VERY MUCH.

I APPRECIATE IT. THANK YOU. MR. LAMB. YOU ARE UP WITH OUR FINAL ACTION ITEM.

AS YOU'VE SEEN AND THE THINGS WE'VE SENT YOU COME ON.

OR SHOULD I JUST EAT THIS THING? AS YOU KNOW, WE WANT TO CREATE PARTNERSHIPS WITH SOME OF THE LOCAL AGENCIES IN THE COMMUNITY. YOU'RE VERY AWARE OF WHAT WE'RE TRYING TO ACCOMPLISH THERE.

WE GOT LEGAL SUPPORT AND HELP ON WHAT WE NEED TO DO NEXT.

AND ONE OF THE THINGS WE NEED TO DO NEXT IS HAVE YOU APPROVE A RESOLUTION SO THAT WE CAN WORK WITH THOSE ENTITIES IN A WAY THAT ALLOWS US TO HAVE AN AGREEMENT.

HAVE THEM HAVE INSURANCE AND ALL THE THINGS WE WOULD NEED TO DO TO MAKE SURE IT'S, YOU KNOW, UP AND RUNNING THE RIGHT WAY. SO AGAIN, YOU'VE SEEN THE PAPERWORK.

YOU KNOW WHAT WE'RE TRYING TO DO. SO I WOULD ASK THAT YOU APPROVE THE RESOLUTION TONIGHT SO THAT WE CAN WORK FURTHER WITH THOSE GROUPS.

IS THERE A MOTION? SO MOVED. MR. ENGLISH MADE A MOTION.

IS THERE? SECOND. MR. BURTON MADE THE SECOND.

ANY QUESTIONS? THERE BEING NONE. ALL IN FAVOR, RAISE YOUR HAND.

MOTION CARRIES. THANK YOU VERY MUCH. OUR NEXT ITEM IN ORDER IS OUR CONSENT AGENDA.

[10. Consent Agenda]

IS THERE ANYTHING THAT NEEDS TO BE PULLED OUT? MADAM PRESIDENT, I WOULD ASK ITEM NUMBER L TO BE PULLED JUST FOR CORRECTION AND UNDERSTANDING OF THE DOCUMENT THAT WAS INCLUDED IN OUR PACKET.

WHICH ITEM? L. DO WE NEED TO MAKE A MOTION FOR THIS? NO? OKAY. IT'S PRETTY SIMPLE. OKAY. VERY SIMPLE.

I THINK IT'S JUST A TYPO, AS A MATTER OF FACT.

I DON'T KNOW. IS THE EXPENDITURES OVER 100,000 SUMMARY REPORT? YES. SPECIFICALLY THE REFERENCE NUMBER ONE BEYOND THERAPY.

IT'S JUST THE EXPIRATION DATE I BELIEVE IS A TYPO.

COULD BE CORRECTED ON MY SHEET ANYWAY. IT'S SHOWING.

OH, YES. WE CAN'T HAVE NEGATIVE TIME. EXACTLY.

YES, YOU'RE CORRECT SIR. WE'LL GET THAT ADJUSTED. NO PROBLEM.

THAT'S ALL I HAD. MADAM PRESIDENT. ALL RIGHTY.

WE'LL CONSIDER A MOTION. SO MOVED. MR. ENGLISH MADE THE MOTION.

IS THERE A SECOND? SECOND. MR. BEBER MADE THE SECOND.

ALL IN. IS THERE ANY OTHER DISCUSSION? MR. FLORES.

MOTION CARRIES. NOW WE'RE GOING TO MOVE INTO BOARD PRESIDENT COMMENTS AND THEN BOARD COMMENTS.

I WANT TO WELCOME EVERYBODY BACK TO THE START OF THE 2025.

MS. PRESIDENT, I NEED A MOTION THE TO APPROVE THE CONSENT AGENDA NOW.

OH, IS THERE A MOTION TO APPROVE THE CONSENT AGENDA? SO MOVED. MR. ENGLISH MADE THE MOTION. IS THERE A SECOND? SECOND. MR. FLORES MADE A SECOND. ALL IN FAVOR, RAISE YOUR HAND.

[11. Board President Comments]

OKAY. NOW WE'RE GOING TO GO INTO BOARD PRESIDENT COMMENTS.

I WANT TO WELCOME EVERYBODY BACK TO SCHOOL. WE HAD A GREAT EXPERIENCE LAST MONDAY.

WE WERE OPENING OUR LAST ELEMENTARY SCHOOL OUT IN LAKEWOOD VILLAGE.

IT WAS WONDERFUL TO GET TO MOVE THAT BUS AND WALK THE HALLS WITH STUDENTS AND SEE WHAT WAS A FOUR YEAR PROJECT COME TO FRUITION. I WANT TO WISH ALL OF OUR STUDENTS, ALL OF OUR STAFF A GREAT YEAR, AND THAT'S PRETTY MUCH IT.

[00:45:03]

MR. ENGLISH, YOU'RE NEXT. I ECHO PRESIDENT WATKINS AND THANK YOU FOR COMING BACK THIS YEAR AND WE WISH A GREAT YEAR FOR EVERYONE THIS YEAR.

[12. Board Comments]

THANK YOU. YEAH, IT'S BEEN A GREAT START TO THE YEAR.

I KNOW KIDS ARE VERY EXCITED TO BE BACK. THEY'RE ALREADY FINDING WAYS AROUND THE ELECTRONIC DEVICES PRETTY QUICKLY, WHICH, YOU KNOW, SHOWS JUST HOW ADAPTIVE OUR KIDS ARE.

AND EVERYTHING, BUT NO, JUST VERY EXCITED FOR THE FOOTBALL SEASON.

MARCHING BAND SEASON. YOU KNOW, ALL THAT COMES WITH THAT.

SO JUST WISH ALL OF OUR KIDS AND OUR TEACHERS AND OUR STAFF A GOOD START TO THE YEAR.

WELCOME, EVERYONE BACK TO THIS NEW SCHOOL YEAR.

THE LAKEWOOD VILLAGE WAS REALLY NICE TO SEE OPEN.

IT'S A BEAUTIFUL CAMPUS. A LOT OF HARD WORK WENT IN.

I'D LIKE TO THANK MICKEY FOR ALL HIS HARD WORK.

WORK WITH THE CONTRACTORS AND ALL EVERYBODY AT THE TOWN OF LAKEWOOD VILLAGE AS WELL.

THAT'S NOT A SMALL PROJECT, SO I APPRECIATE ALL YOUR WORK ON THAT.

JUST A LOT OF GOOD THINGS GOING ON IN THE DISTRICT.

I KNOW FOR MYSELF, SEEING KIDS BACK ON CAMPUSES IS A GREAT THING.

AND YOU KNOW, WITH THE START OF THE NEW YEAR, WE HAVE A LOT OF HICCUPS THAT WE'RE STILL WORKING THROUGH.

AND I KNOW THAT IS OUR PRIORITY TO CONTINUE TO BUILD ON THE MOMENTUM WE'VE HAD OVER THE LAST FEW YEARS.

SO I WELCOME EVERYONE BACK. I ALSO WANTED TO WELCOME EVERYBODY TO THE NEW YEAR THAT WE'RE ALL DOWN AND RUNNING. AND AGAIN, LAKEWOOD VILLAGE, GREAT SUCCESS, MICKEY AND ALL THAT WERE INVOLVED WITH THAT.

ALSO, I WANT TO GIVE KUDOS TO ALL THOSE THAT PUT TOGETHER THE BACK TO SCHOOL BASH.

IF YOU DON'T KNOW, I'M A LIAISON BETWEEN THE SCHOOL BOARD AND THE LITTLE ELM FOOD BANK, AND I INVITED THEM TO BE PART OF THAT THIS YEAR JUST SO THEY CAN KIND OF GET THEIR NAME OUT THERE. AND THEY WERE AMAZED AT WHAT Y'ALL DONE AND CONTINUE TO DO FOR THAT BACK TO SCHOOL BASH.

SO AGAIN, PUT FEATHERS IN YOUR CAPS FOR EACH OF YOU THAT WERE INVOLVED.

THANK YOU. CONGRATULATIONS AGAIN ON THE KICKOFF OF THE NEW SCHOOL, RIGHT.

I THINK IN THE 11 YEARS THAT I'VE BEEN HERE, THAT'S THE FIRST TIME THAT WE'RE NOT WINNING WITH OUR HEADS LIKE A CHICKEN WITHOUT A HEAD TRYING TO FINISH UP EVERYTHING BEFORE SCHOOL STARTS.

WE WERE READY TO GO ON THE FIRST DAY OF SCHOOL, SO CONGRATULATIONS ON THAT.

AGAIN, WELCOME BACK TO TO ALL OUR TEACHERS, MR. LAMB, MAYBE WE COULD, IF THERE'S STILL A PUNCH LIST OF ITEMS THAT NEED TO BE FINISHED AT THE NEW SCHOOL, THAT MAYBE YOU COULD PROVIDE US JUST TO KIND OF SEE WHAT'S STILL LEFT TO BE DONE THERE.

THAT'D BE KIND OF NICE TO SEE.

THANK YOU. MR. LAMB. YOU'RE UP. THANK YOU. WELL, ALL I REALLY WANT TO SAY IS HOW WONDERFUL SONIA

[13. Superintendent Comments]

IS. SHE'S AMAZING. AND THAT'S REALLY ALL I WANT TO SAY.

I'M KIDDING. SHE IS AMAZING. BUT I LEFT HER OUT LAST TIME.

I DON'T KNOW IF YOU KNOW THAT. AND SO I CANNOT LIVE WITHOUT HER.

AND I WILL SAY, I TOLD HER, YOU KNOW, SONIA, I JUST.

YOU'RE MY RIGHT HAND. SHE SAID, YEAH, BUT YOU'RE LEFT HANDED.

AND I'VE EXPLAINED OVER AND OVER, YOU KNOW, THAT MAKES US A GOOD ONE TWO PUNCH.

I'VE GOT THE LEFT, SHE'S GOT THE RIGHT. AND WE'RE WE'RE GOOD TOGETHER. SO THANK YOU, SONIA, FOR ALL THE WONDERFUL THINGS YOU DO FOR ME. YES.

IT'S BEEN A GREAT START OF THE SCHOOL YEAR. VERY EXCITING TIME.

WE'VE HAD A GREAT COUPLE OF WEEKS. AND THANK YOU TO ALL THE PEOPLE HERE THAT MADE THAT HAPPEN.

I WILL JUST SAY, AND I KNOW CECILIA SENT SOMETHING OUT AND WE'VE TALKED A LITTLE BIT ABOUT, WE'RE EXCITED ABOUT THE SCORES OR THE GRADES THAT HAVE COME OUT FOR OUR CAMPUSES AND FOR THE DISTRICT.

AND WE'RE NOT REALLY WHERE WE WANT TO BE. BUT WHEN YOU LOOK AT THE TWO YEARS WORTH OF IMPROVEMENT AT MANY, MANY LEVELS, WE'RE REALLY PROUD OF THE UPSWING THAT WE'VE GOT GOING.

AND SO I THINK IN THE NEXT YEAR OR TWO, YOU'LL SEE SOME SOLID THINGS.

SOLID B´S, SOLID A'S WHERE WE WOULD WANT THOSE THINGS.

SO A HIGHLIGHT REAL QUICK. THE HIGH SCHOOL HAS DONE A 19 POINT INCREASE IN THE LAST TWO YEARS, AND WE'RE REALLY EXCITED ABOUT THAT. AND WE WANT TO KIND OF PLAY OFF THAT AND KEEP GOING UP.

SO THANK YOU GUYS FOR YOUR SUPPORT AND GETTING US IN THAT POSITION TO DO THAT.

IT'S GOING TO BE A GREAT SCHOOL YEAR. AND WE'RE EXCITED.

SO THANK YOU ALL. WITH THAT, WE WILL CONSIDER A MOTION TO ADJOURN.

SO MOVED. MR. ENGLISH MADE THE MOTION. IS THERE A SECOND? SECOND. MR. BURTON MADE THE SECOND. ALL IN FAVOR, RAISE YOUR HAND.

WE'RE ADJOURNED AT 7:48 P.M.
