AS PERMITTED BY THE TEXAS OPEN MEETINGS ACT CODE SUB CHAPTER 551.072 AND 551.074.THE BOARD AND SUPERINTENDENT WILL DISCUSS PERSONNEL ON LAND.
THE LITTLE ELM ISD BOARD OF TRUSTEES IS NOW BACK IN SESSION.
[3. Pledge of Allegiance.]
LET'S START WITH THE PLEDGE OF ALLEGIANCE.DO WE HAVE ANYBODY HERE FOR THE INVOCATION? NOPE.
ALRIGHTY. NEXT ITEM IN ORDER, IS INTRODUCTION AND ROLL CALL.
ALRIGHTY. THE NEXT ITEM IN ORDER IS THE REPORT OF THE SUPERINTENDENT.
[6. Reports of the Superintendent.]
AND WE HAVE MRS. ROBERTS GIVING US OUR SPECIAL POPULATIONS UPDATE.ONE OF THE BIGGEST CHANGES FOR US HAS JUST BEEN OUR GROWTH.
AS OF THE END OF MAY, WE WERE SERVING 1378 STUDENTS.
THAT IS 18.5% OF OUR TOTAL POPULATION. WE INCREASED BY 99 STUDENTS JUST FROM OCTOBER.
AND AS YOU CAN SEE, WE ARE UP FROM 865 STUDENTS BACK IN 2021.
SO WE CONTINUE TO GROW AND INCREASE OUR NUMBERS.
I THINK THERE ARE SEVERAL REASONS, SEVERAL THINGS CONTRIBUTING TO THAT.
WE DID EVALUATE 940 STUDENTS LAST YEAR. 230 OF THOSE WERE INITIAL EVALUATIONS AND 83% OF THEM DID QUALIFY FOR SERVICES. WE HAVE IMPROVED OUR EVALUATION PRACTICES.
WE'VE IMPROVED CHILD FIND PROCEDURES AND TRAINING.
ALL STAFF MEMBERS RECEIVE CHILD FIND TRAINING ANNUALLY.
AND WE DO SEE AN INCREASE OF STUDENTS MOVING INTO THE DISTRICT THAT DO RECEIVE SPECIAL ED SERVICES.
LAST YEAR HAPPENED TO BE OUR YEAR. THEY LOOK AT ABOUT 50 AREAS, AND OUT OF THOSE 50 AREAS, WE HAD 3 AREAS THAT WERE NON-COMPLIANT. THEY WERE ALL VERY SMALL CLERICAL ERRORS, AND WE HAVE ALREADY DONE THE CORRECTIONS FOR THAT.
SO WE FELT LIKE THAT WAS VERY GOOD. LAST YEAR WE LAUNCHED KIND OF AN INITIATIVE WHERE WE HAD 4 PARENT RESOURCE EVENTS THROUGHOUT THE YEAR. THEY WERE IN THE EVENING. WE DID PROVIDE CHILD CARE AND DINNER, AND EACH SESSION HAD A DIFFERENT TOPIC. WE TALKED ABOUT ESTABLISHING ROUTINES AT HOME, REINFORCING POSITIVE BEHAVIORS, AND HOW TO ACCESS RESOURCES FOR PARENTS THAT ARE IN NEED.
WE DO HAVE TO SET A STRATEGIC GOAL EVERY YEAR.
OUR GOAL FOR NEXT YEAR IS WE ARE GOING TO PROVIDE ADDITIONAL TRAINING FOR ALL OF OUR SPECIAL EDUCATION TEACHERS AND PARAPROFESSIONALS ON INCLUSION STRATEGIES SO THAT WE CAN BETTER SUPPORT OUR STUDENTS THAT ARE BEING SERVED IN THOSE GEN ED CLASSROOMS. THAT IS, PROBABLY 90% OF OUR POPULATION IS SERVED IN THOSE GEN ED CLASSROOMS. SO WE WANTED TO DO SOME ADDITIONAL TRAINING TO GIVE THEM MORE STRATEGIES TO IMPROVE THEIR PERFORMANCE.
WE DO FEEL LIKE AS A DEPARTMENT, WE ARE GAINING MOMENTUM.
WE ARE SEEING LOTS OF IMPROVEMENT. WE HAVE HAD A SIGNIFICANT DECREASE IN OUR LITIGATION.
WE HAVE IMPROVED OUR EVALUATION PRACTICES AS WELL AS HOW WE DELIVER OUR SERVICES.
AND WE ARE SEEING IMPROVED STUDENT PERFORMANCE.
[00:05:05]
OR 4. ANY QUESTIONS FOR ME? THANK YOU.OH, SORRY. JUST A QUICK EXPLANATION ON LITIGATION.
JUST TO EDUCATE ME ON THAT, ON COURT, FROM MINIMUM TO MAXIMUM.
WHAT ARE THE POSSIBILITIES? I'M SORRY.
WHAT KIND OF THINGS? IF A PARENT DISAGREES WITH WHAT WE ARE DOING FOR THEIR CHILD.
THEY CAN EITHER FILE TEA COMPLAINT OR REQUEST A DUE PROCESS HEARING.
DID WE HAVE MANY OF THOSE LAST YEAR? WE HAD ONE AND WE WERE ABLE TO SETTLE THAT VERY QUICKLY.
IT WAS OVER WITHIN A FEW DAYS. ANYTHING ELSE? THANK YOU. THANK YOU SO MUCH, MRS. ROBERTS. NEXT ITEM IN ORDER IS CITIZEN INPUT.
DO WE HAVE ANYBODY? ALL RIGHTY. OUR NEXT ITEM IN ORDER.
[8. Action Items.]
WE ARE MOVING INTO ACTION ITEMS. MR. MEADOR, YOU ARE UP WITH SOME SECURITY CAMERA UPDATE.HOLD ON. THERE YOU GO. YOU'RE ON. ALL RIGHT. GOOD EVENING, PRESIDENT WATKINS, BOARD OF TRUSTEES.
AND MR. LAMB. TONIGHT, I'M HERE TO DISCUSS AN IMPORTANT PART OF OUR SAFETY AND SECURITY BOND INITIATIVE, THE UPGRADE OF OUR SECURITY SYSTEM, AND THE ADDITION OF VAPE DETECTION SENSORS IN OUR MIDDLE SCHOOL AND HIGH SCHOOL.
YOU HAVE A PACKET THAT DESCRIBES THIS AFTER THOROUGH REVIEW AND SEVERAL OPTIONS, WE'VE DECIDED TO MOVE FORWARD WITH VERKADA AS OUR CHOSEN SECURITY CAMERA SYSTEM. WHILE THE INITIAL INVESTMENT IS SLIGHTLY HIGHER, VERKADA OFFERS AN UNPARALLELED 10 YEAR HARDWARE AND SOFTWARE GUARANTEE. THIS LONG TERM COMMITMENT PROVIDES SIGNIFICANT VALUE AND PEACE OF MIND, ENSURING OUR SECURITY INFRASTRUCTURE REMAINS CUTTING EDGE FOR A DECADE. WE'RE PROUD TO PARTNER WITH DELCOM GROUP, WHICH IS A LOCAL TECHNOLOGY INSTALLER.
DELCOM IS ALREADY A VALUED AND RELIABLE VENDOR THAT WE'RE USING ALREADY, AND THEIR EXPERTISE WILL BE CRUCIAL IN THIS SEAMLESS INSTALLATION AND ONGOING SERVICING OF THE VERKADA SYSTEM. VERKADA IS NOT JUST A LEADING NAME IN SCHOOL SECURITY.
IT IS A PROVEN SOLUTION EMBRACED BY MANY OF OUR NEIGHBORING DISTRICTS.
SCHOOLS IN MCKINNEY, PROSPER, HIGHLAND PARK, LEWISVILLE AND NUMEROUS OTHERS HAVE ALREADY IMPLEMENTED VERKATA, DEMONSTRATING ITS EFFECTIVENESS AND RELIABILITY IN EDUCATIONAL ENVIRONMENTS.
ALSO, JACK IN PROSPER, WHEN HE WAS IN PROSPER, THEY USED VERKADA.
AND IT IS AMAZING WHAT IT CAN DO FOR US. AND I'LL EXPLAIN A LITTLE BIT OF THAT TO YOU AS WE GO.
THESE SENSORS ARE DESIGNED TO IMMEDIATELY ALERT ADMINISTRATORS WHEN TRIGGERED.
SO IN THE PAST, WE'VE HAD VAPE SENSORS. AND WHEN THEY WOULD ALERT BY THE TIME OUR ADMINISTRATION MADE IT TO THE RESTROOM WHERE THEY ALERTED THEY WEREN'T ABLE TO FIND THE PERSON THAT WAS DOING IT SO THEY COULD VIEW IT ON CAMERA, BUT IT WAS VERY DIFFICULT FOR IT TO FIND IT. THIS NOW WILL ALERT THE ADMINISTRATOR AND IMMEDIATELY AROUND THAT AREA, IT'S GOING TO RECORD THE VIDEO AND IT DOCUMENTS THE TIME THAT THAT OCCURRED.
SO NOW OUR ADMINISTRATION IS ABLE TO GO AND LOOK AT THE VIDEO AND SEE WHO WAS IN THE RESTROOM.
SO I THINK IT WILL HELP THAT SIGNIFICANTLY FOR US TO BE ABLE TO FIND OUT WHO WAS DOING THAT.
AGAIN, IN A LITTLE BIT, IF YOU HAVE QUESTIONS, I CAN ADDRESS THOSE.
THE VERKATA SYSTEM PAIRED WITH DELCOM'S EXPERTISE OFFERS INCREDIBLE FUNCTIONALITY.
[00:10:03]
ALLOWING FOR RAPID RESPONSE AND SITUATIONAL AWARENESS.I DO KNOW OFFICER HOLYFIELD CAN PROBABLY ATTEST TO THIS, BUT THE TO HAVE IT IN YOUR HAND AND TO BE ABLE TO LOOK AT THE VIDEO, HE CAN LOOK AT IT FROM HOME, HE CAN LOOK AT IT IF HE'S IN ANOTHER HALLWAY, HE'S GOING TO BE ABLE TO SEE THAT ON HIS PHONE.
ADMINISTRATORS CAN SEE THAT ON THEIR PHONE. AND SO WHOEVER WE GIVE ACCESS TO, THEY'LL BE ABLE TO WATCH THE VIDEO AND, AND BE MORE AWARE OF THE SITUATION. FURTHERMORE, EVEN THOUGH WE'RE INSTALLING NEW VERKATA CAMERAS, 3 OF OUR EXISTING SCHOOLS WILL HAVE THEIR CURRENT CAMERAS CONVERTED TO THE VERKATA COMMAND CLOUD SYSTEM.
THIS MEANS THAT OUR CAMPUSES WILL BE A UNIFIED.
UNIFIED UNDER A SINGLE INTUITIVE PLATFORM. CURRENTLY, BRENT AND CHAVEZ GOT NEW CAMERAS PRETTY RECENTLY, SO THIS IS NOT NEW CAMERAS FOR THEM. THIS IS JUST CONVERTING IT TO THE CLOUD SYSTEM WITH VERKADA.
AND THEN LAKEWOOD VILLAGE ALSO, WE BEFORE WE KNEW ABOUT VERKADA, THEY ALREADY MADE THE PURCHASES FOR THE CAMERAS AT LAKEWOOD VILLAGE. BUT ALL OF THOSE WILL BE CONVERTED TO THIS SYSTEM, AND WE'LL BE ABLE TO MONITOR THEM THE SAME WAY.
IN YOUR PACKET, YOU'LL FIND A DETAILED DESCRIPTION OF WHAT DELCOM AND VERKADA WILL PROVIDE.
WE BELIEVE THIS COMPREHENSIVE UPGRADE WILL CREATE A MORE SECURE LEARNING ENVIRONMENT FOR EVERYONE.
SO WITH THAT THE THE ADMINISTRATION RECOMMENDS APPROVAL OF THE LEHS EDITION CAMERAS AND VAPE DETECTION SYSTEM, AND THE VERKATA SECURITY CAMERAS AND ENVIRONMENTAL SENSORS DISTRICTWIDE REFRESH.
IS THERE A MOTION? IS THERE A SECOND? SECOND. MR. MONTEMAYOR. ANY QUESTIONS? YES. FIRST. WITH THE 10 YEAR LICENSING AND THE HARDWARE.
HOW IS THAT GOING TO, ARE WE GOING TO BE ABLE TO UPGRADE, TECHNOLOGY MOVES , SO FAST.
AND THEN WHATEVER'S GOING TO COME 10 YEARS DOWN THE ROAD. HOW IS THIS AGREEMENT GOING TO GIVE US THAT FLEXIBILITY IN THE FUTURE IF WE NEED TO UPGRADE THE DEVICES AGAIN BASED UPON TECHNOLOGY, OR ARE WE LOCKED INTO ONLY THESE 4K CAMERAS FOR THE NEXT 10 YEARS.
WELL, AS THEY UPGRADE, THEY ALSO INCLUDE THE UPGRADES.
SO WHEN I SAY THAT THE TECHNOLOGY, AND THEY ARE CLOUD BASED.
AND I'M GOING TO I'M GOING TO CALL ON JACK TO HELP ME WITH THIS.
BUT WHEN UPGRADES COME ABOUT, THOSE ARE INCLUDED FOR THE FOR 10 YEARS.
THEY'RE GOING TO INCLUDE UPGRADES FOR 10 YEARS.
NOW I DON'T KNOW ABOUT IF IT GOES TO 8K, 16K, I DON'T EVEN KNOW IF THAT'S, YOU KNOW CURRENT.
THAT'S RIGHT. JACK? BUT NOW I'M ASSUMING, RIGHT? THAT'S CORRECT. YES.
LIKE IF A CAMERA IS NOT WORKING, THEY WILL REPLACE THAT CAMERA.
RIGHT. BUT THE QUESTION WOULD BE ARE THEY GOING TO CONTINUALLY TRY TO UPGRADE US TO 5 YEARS DOWN THE ROAD? ARE WE GOING TO CONTINUALLY GET SOME REFURBISHED 4K CAMERAS, OR ARE THEY GOING TO GIVE US WHATEVER THE LATEST AND GREATEST TECHNOLOGY IS? I GUESS THAT WOULD BE MY QUESTION. MY UNDERSTANDING FOR HARDWARE, I BELIEVE WE WOULD JUST PURCHASE THAT CAMERA, JUST A ONE OFF.
YEAH. IT BREAKS 5 YEARS DOWN THE ROAD. IT'S UNDER WARRANTY.
WHAT'S GOING TO HAPPEN? ARE WE GOING TO THAT'S WHAT I WANT TO MAKE SURE IS THAT WE WILL GET THE LATEST AND GREATEST. WE'RE NOT GOING TO BE STUCK WITH 5 YEAR OLD REFURBISHED DEVICES THAT MAY OR MAY NOT, YOU KNOW, MAY NOT BREAK IN ANOTHER MONTH OR TWO. AND THESE ARE TOP OF THE LINE.
I MEAN, THESE ARE CAMERAS THAT. TODAY TODAY. YOU'RE RIGHT.
YOU'RE EXACTLY RIGHT. I MEAN, I'M NOT TRYING TO BE PICKY ABOUT IT. IT'S JUST IT WORRIES ME A LITTLE BIT IN THE TEN YEAR ASPECT OF IT, FROM THE ASPECT THAT TECHNOLOGY MOVES SO FAST, EVERYTHING GETS SO MUCH BETTER, SO MUCH QUICKER.
EVEN A YEAR. I BET AND SO I JUST WANT TO MAKE SURE WE'RE NOT PIGEONHOLED INTO SOMETHING WE'RE GOING TO BE.
I MEAN, YEAH, IT'S GREAT. THE PRICE IS 10 YEARS, $280,000 ROUGHLY A YEAR.
IT'S A GREAT CAUSE FOR THE SECURITY OF OUR KIDS AND OUR STUDENTS AND FACULTY.
BUT IF WE COULD SPEND THAT MONEY AND ONLY DO A 5 YEAR DEAL AND HAVE THE ABILITY TO UPGRADE AT A SOONER DATE, THAT'S WHY I'M JUST I'M TRYING TO LOOK AT THE OVERALL ASPECT OF, IS THE 10 YEAR REALLY THE BEST THING FOR US,
[00:15:05]
THE WAY TECHNOLOGY MOVES SO QUICKLY.WE DON'T HAVE ANY, I GUESS, VIDEO SERVERS ANYMORE.
SO ANYTHING LIKE STORAGE, COMPUTE, SOMETHING WE DON'T HAVE TO WORRY ABOUT ANYMORE. THAT. THAT'S THE WAY TO MOVE IT. WE CAN GET IT.
THERE'S MORE STORAGE CAPACITY UP THERE. WE'RE NOT ALSO PAYING FOR THE SERVERS.
IT HELPS LESSEN THE COST. I UNDERSTAND ALL THAT.
I JUST THE EQUIPMENT IS PROBABLY WHAT WORRIES ME THE MOST, NOT THE REST OF IT.
SO WE CAN GET SOME CLARIFICATION FROM THEY DON'T MANUFACTURE THAT ANYMORE.
THEIR PROCEDURES DOWN THE ROAD FOR US. AND HOW LONG DID YOU SAY THIS WAS, THE CONTRACT WAS FOR.
10. 10 YEARS. 10 YEARS. 10 YEAR, LICENSING AND HARDWARE.
THAT'S WHAT KIND OF WORRIES ME A LITTLE BIT IS. YEAH, YEAH, THE LENGTH OF TIME, THE LENGTH OF TIME JUST WITH TECHNOLOGY AND ADVANCEMENT JUST KIND OF WORRIES ME. LIKE I'M OKAY WITH LIKE A 3 OR 5, BUT A 10 YEAR.
WELL, I MEAN IF OUR CAMERA BREAKS. NOBODY DOES THAT. I MEAN, A 3 YEAR WARRANTY IS THE MOST YOU GET ON THIS, AND THIS IS A 10 YEAR WARRANTY, WHICH AGAIN, I'M BASED WE'RE BASING THIS ON.
WE WENT AND AND LOOKED AT A LOT OF DIFFERENT THINGS.
AND ALL OF THESE OTHER DISTRICTS ARE LIKE SAYING, HEY, THIS IS THE THIS IS THE WAY.
BUT HOW LONG HAVE THOSE DISTRICTS HAD IT IN PLACE? WELL, SO DO WE KNOW WHAT THE LONGEST TENURED DISTRICT HAD THAT HAD THAT EQUIPMENT IN PLACE HIGHLAND PARK, I THINK THEY'RE JUST ON YEAR 1.
DON'T GET ME WRONG. THE GUARANTEE THAT THERE'S A PHONE MANUFACTURER THAT DOES SOMETHING VERY SIMILAR FOR A LONGER TERM THAN THE NORMAL MANUFACTURER WARRANTY, AND I PROMOTE IT, AND I LOVE IT BECAUSE IT'S THE GREATEST THING EVER THAT, YOU KNOW, YOU'RE GOING TO HAVE THE DEVICE WARRANTY FOR YOUR TIME OF PURCHASE, HOWEVER LONG YOU PURCHASE IT. I APPRECIATE THAT ASPECT. I'M JUST I'M MORE WORRIED ABOUT THE TECHNOLOGY PIECE THAN THE HARDWARE NECESSARILY REPLACEMENT OR THINGS LIKE THAT.
IT'S JUST WE JUST MOVE SO QUICKLY, AND THAT'S WHAT KIND OF JUST WORRIES ME A LITTLE BIT.
YEAH. SO, I WAS ON ALONG THE SAME LINE. SO MAYBE ANOTHER WAY OF ASKING THE QUESTION IS, WELL FIRSTLY, SO HOW LONG HAD WE HAD SOME OF OUR OTHER EQUIPMENT BECAUSE WE'RE REPLACING.
WE JUST REPLACED SO CHAVEZ AND BRENT. HOW LONG HAD THOSE BEEN IN PLACE PREVIOUSLY? IT'S BEEN A WE'VE HAD THEM A LONG TIME. I DON'T KNOW THE LENGTH OF THE TIME OF THE CAMERAS.
I DON'T THINK IT'S BEEN 10 YEARS. SO MY QUESTION IS, SO IF WE COME ALONG YEAR 5-6 AND DETERMINE, LOOK, WE DO NEED TO MAKE ANOTHER UPGRADE TO EQUIPMENT WHICH AGAIN WITH HOW FAST TECHNOLOGY ADVANCES, I COULD SEE THAT BEING IN REAL SCENARIO WOULD THEY THEN MAYBE GIVE US SOME CREDIT OFF OF THAT 10 YEAR OR SOME SORT OF OKAY, NOW IT'S ANOTHER 10 YEAR FROM THIS POINT, BUT WE ALREADY HAVE A CREDIT BECAUSE WE'RE IN YEAR 6 OR YEAR 5 OR YEAR 7, AND WE'RE DOING THIS WHOLE UPGRADE. WOULD THERE BE SOME CONSIDERATION THERE ON THAT SIDE LIKE IF WE DO HAVE TO UPGRADE EQUIPMENT? YEAH, THAT'S A GOOD QUESTION. WOULD THEY GIVE US SOME CREDIT FOR THAT 10 YEARS OR ARE THEY JUST LIKE OH HEY IT'S UP TO 10 YEARS.
AND IF YOU CHOSE TO REPLACE IT AT YEAR 6 THEN, HEY THAT'S ON YOU.
YEAH. AND THAT'S AN ETERNITY IN TECHNOLOGY. WE ALL KNOW THAT.
ARE THEY GOING TO BE GRANDFATHERED IN SOMEHOW THAT IF ONE OF THOSE CAMERA BREAKS WE GET A NEW 4K FROM THIS COMPANY OR IS THAT JUST ANOTHER PURCHASE WE'RE GONNA HAVE TO MAKE FOR THOSE 2 CAMPUSES EVENTUALLY. DOWN THE ROAD. DOWN THE ROAD, I WOULD THINK WE'RE STILL GOING TO HAVE TO PURCHASE A CAMERA.
NOW, THE CAMERA ITSELF IS NOT AS EXPENSIVE. IT'S NOT, BUT IT'S STILL JUST AN ADDITIONAL COST.
BUT I THINK DAVID'S POINT, YOU KNOW, IF SOME OF THE CAMPUSES ARE 7 OR 8 YEARS AND HEY, THAT'S GREAT.
WE GOT A LOT OF BANG FOR THE BUCK. BUT SOME OF THE CAMPUSES ARE ONLY 4 OR 5.
IT'S KIND OF LIKE, YOU KNOW, I MEAN, WE STILL NEED TO UPGRADE BECAUSE IT'S TAKEN FOREVER.
YOU KNOW, TECHNOLOGY HAS CHANGED. BUT I WOULD BE INTERESTED TO KNOW THOSE 2 THINGS.
YOU KNOW, IT WOULD BE I'D LIKE REPORTS BACK ON THOSE.
NOT THAT I KNOW OF. JUST A COUPLE OF QUICK QUESTIONS WHEN I WAS STUDYING THIS TODAY.
A LOT HAVE BEEN ANSWERED, BUT THE EXISTING CAMERAS, ARE THEY COMPATIBLE TO THIS NEW CLOUD SYSTEM, WE HAVE TO GET NEW CAMERAS.
[00:20:10]
SO WE LOOKED FAR ENOUGH AHEAD WITH BRENT AND CHAVEZ AND GOT CAMERAS THAT.YES. WILL FIT INTO THIS SYSTEM. OKAY. YES. WHAT'S THE VOLUME ON VAPING? IS IT A BIG DEAL? YES. OKAY, SO THE ONLY WAY WE COULD CAPTURE THAT BEFORE IS IF SOMEBODY JUST HAPPENED TO BE THERE.
SO THIS IS INCLUDING VAPE DETECTORS IN A LOT OF DIFFERENT PLACES, INCLUDING THE STADIUM.
AND THE BOTH THE MIDDLE SCHOOL AND HIGH SCHOOL IN ALL THE BATHROOMS. OKAY, SO ONE QUESTION THAT CAME TO MY MIND AS I WAS READING, THIS ISN'T MANDATED TO US.
WE'RE DOING IT BECAUSE WE WANT TO DO IT TO MAKE IT SAFER FOR OUR KIDS.
YES. OKAY. AND AM I CORRECT? AND THE FUNDING IS COMING OUT OF THE BOND OR HOW IS THIS FUNDED? YES. OKAY. SAFETY AND SECURITY BOND. ONE LAST QUESTION I HAVE, TALKING ABOUT LAKEWOOD VILLAGE ELEMENTARY IN THERE INFORMATION THEY GAVE US. AND I'LL QUOTE HERE THIS COMPREHENSIVE INSTALLATION CONFIGURATION OF 3 NEW SERVER APPLIANCES.
DIDN'T WE GET SERVERS WITH THE CONTRACT TO BUILD THIS BUILDING.
WHY ARE WE REPLACING 3 NEW SERVERS. SO THAT IT CAN GO CLOUD-.
OKAY, SO DO WE GET A REFUND OF THAT $15,000 FOR THOSE ONES THAT WERE IN THE CONTRACT BEFORE.THERE WERE 3 PURCHASED ON QUOTED AT NEARLY 5 GRAND APIECE.
SO ALMOST $15,000. IT'S NOT A LOT OF MONEY. WE'RE TALKING ABOUT 3.5 MILLION.
BUT IF IT'S COMPATIBILITY, I CAN UNDERSTAND THAT.
CAMERA STARTS RECORDING. CAMERAS ARE NOT IN THE BATHROOMS. ARE NOT IN THE BATHROOMS. OKAY. I JUST WANT TO MAKE SURE THAT THE PUBLIC, THEY KNOW THAT THE CAMERAS ARE NOT IN THE BATHROOM, POSITION, SO THAT WE SEE WHO COMES IN AND OUT, AND IT'S ALL TIMESTAMPED BASED UPON WHEN THE SENSOR GOES OFF.
CORRECT. OKAY. I JUST WANT TO MAKE SURE. GOOD QUESTION.
ANY OTHER QUESTIONS? ALL IN FAVOR? RAISE YOUR HANDS.
NO ONE OPPOSED. MOTION CARRIES. THANK YOU SO MUCH.
GOOD EVENING, PRESIDENT WATKINS, SUPERINTENDENT LAMB AND BOARD OF TRUSTEES.
THANK YOU FOR GIVING ME THE OPPORTUNITY TO SPEAK WITH YOU TONIGHT.
THESE ROUTES SPECIFICALLY SERVE STUDENTS WHO LIVE WITHIN 2 MILES OF THEIR CAMPUS, A DISTANCE TYPICALLY CONSIDERED WITHIN THE PARENT RESPONSIBILITY ZONE FOR WALKING, BUT WHO, DUE TO CERTAIN ENVIRONMENTAL OR SAFETY HAZARDS, REQUIRE SCHOOL BUS TRANSPORTATION.
AS YOU MAY KNOW, THE TEXAS EDUCATION AGENCY ALLOWS SCHOOL DISTRICTS TO APPLY FOR AND, UPON APPROVAL OF THE COMMISSION TO RECEIVE UP TO 10% ADDITIONAL FUNDING ON TOP OF THE DISTRICT'S REGULAR TRANSPORTATION ALLOTMENT. THIS SUPPLEMENTAL FUNDING IS DESIGNATED SPECIFICALLY TO SUPPORT THE TRANSPORTATION OF STUDENTS WHO FACE EITHER HAZARDOUS TRAFFIC CONDITIONS OR HIGH RISK OF VIOLENCE IF THEY WALK TO SCHOOL.
THE GOAL OF THE OF THIS PROVISION IS SIMPLE TO HELP DISTRICTS LIKE OURS TO REMOVE THE RISK THAT COMES WITH UNSAFE WALKING ROUTES, WHILE ENSURING THAT ALL STUDENTS, REGARDLESS OF WHERE THEY LIVE, HAVE SAFE ACCESS TO THEIR EDUCATION.
TO QUALIFY A ROUTE AS HAZARDOUS, SEVERAL FACTORS ARE CONSIDERED.
THESE INCLUDE HIGH SPEED OR HIGH VOLUME ROADWAYS WITHOUT SIDEWALKS, UNSAFE OR UNCONTROLLED CROSSING, POOR VISIBILITY, LACK OF LIGHTNING, AND IN SOME AREAS, CRIME RELATED CONCERNS.
EACH ROUTE WE ARE SUBMITTING HAS BEEN EVALUATED BASED ON THESE FACTORS, AND IN EVERY CASE, WE'VE CONDUCTED ON SITE ASSESSMENTS AND CONSIDERED INPUT FROM SCHOOL ADMINISTRATORS AND COMMUNITY MEMBERS.
APPROVAL OF THESE HAZARDOUS ROUTES ACCOMPLISHES 2 CRITICAL THINGS.
THE FOLLOWING ROADWAYS HAVE BEEN EVALUATED AND DEEMED HAZARDOUS BASED ON A VARIETY OF RISK FACTORS,
[00:25:05]
INCLUDING LACK OF SIDEWALKS, NO CROSSING GUARDS, HIGH SPEED TRAFFIC AREAS, POOR PEDESTRIAN VISIBILITY, AND OVERALL UNSAFE WALKING ENVIRONMENTS FOR STUDENTS.WE HAVE A MAJOR THOROUGHFARE WITH HEAVY TRAFFIC FLOW AND MINIMUM PEDESTRIAN INFRASTRUCTURE.
THIS PRETTY MUCH AFFECTS ALL OF OUR SCHOOLS. WE HAVE FM 720 AND OAK GROVE PARKWAY.
SO AGAIN, THIS IS ANOTHER AREA WITH LIMITED SIDEWALKS.
AND IF YOU NOTICE MY ARROWS, THE AREA IN THE TOP RIGHT CORNER IS WHERE OUR ACTUAL BUS STOP IS FOR THOSE STUDENTS IN THAT COMMUNITY, IF THEY DON'T HAVE TRANSPORTATION, THEY WILL HAVE TO CROSS 4 LANES OF TRAFFIC TO GET TO THE OTHER SIDE OF THE ROAD.
THEY HAVE TO MAKE A RIGHT , GO DOWN THE STREET AND CIRCLE THE NEIGHBORHOOD.
KING ROAD, JUST NARROW SHOULDERS. AND AGAIN, NO DESIGNATED PEDESTRIAN PATHS.
HILL LANE. AGAIN, SAME THING. LACK OF SIDEWALKS, NO CROSSING GUARDS AND THEN HIGH RISK DRIVE AREA.
SAME THING. NO CROSSWALKS. SIDEWALKS OR CROSSING GUARDS.
APPROVAL OF THESE HAZARDOUS ROUTES. DOES THE FOLLOWING ENSURES THE SAFE TRAVEL OF STUDENTS WHO WILL OTHERWISE BE REQUIRED TO WALK IN HIGH RISK CONDITIONS, AND ALLOWS THE DISTRICT TO PURSUE UP TO 10% ADDITIONAL FUNDING THROUGH TEA TO HELP COVER THE TRANSPORTATION COSTS ASSOCIATED WITH THESE ROUTES.
THANK YOU AGAIN FOR YOUR TIME, YOUR CONTINUED SUPPORT OF OUR TRANSPORTATION DEPARTMENT, AND MOST IMPORTANTLY, FOR YOUR COMMITMENT TO STUDENT SAFETY. IS THERE A MOTION? SECOND. MR. BEBER MADE THE MOTION, MR. BURTON SECONDED IT.
ARE THERE ANY QUESTIONS? JUST ONE QUICK ONE. DO YOU HAVE ANY ESTIMATE ON HOW MANY STUDENTS THIS AFFECTS? HOW MANY MORE ARE WE PUTTING ON A BUS THAN YOU WOULD? THE SIMPLE ANSWER A LOT. [LAUGHTER] BUT NO, OFF THE TOP OF MY HEAD, I DO NOT KNOW EXACTLY HOW MANY STUDENTS THIS WILL AFFECT, BUT I KNOW, LIKE EL DORADO, WE HAVE, AGAIN, MAJORITY OF OUR SCHOOLS.
WE HAVE STUDENTS ON EITHER SIDE OF THOSE ROADS.
SO WE HAVE QUITE A FEW ROUTES THAT WE HAVE BUILT OUT THAT'S GOING ALONG EL DORADO.
ALSO THE NEIGHBORHOOD BEHIND LAKEWOOD VILLAGE.
THOSE STUDENTS WILL BE ELIGIBLE AS WELL BECAUSE OF THE LACK OF SIDEWALKS.
SO THAT DOES MEAN WE NEED MORE BUSES. NOPE. THE SAME AMOUNT OF BUSSES.
YUP, THE SAME AMOUNT OF BUSSES.
SO HOW DOES IT AFFECT ROUTING? DO WE NEED TO.
IS THERE MORE ROUTING WE NEED TO DO TO.
SO WE WERE ABLE TO MOVE SOME THINGS AROUND TO WHERE WE WERE ABLE TO WORK WITH WHAT WE HAVE ALREADY.
OKAY. ANY OTHER QUESTIONS? ALL IN FAVOR? RAISE YOUR HAND.
MOTION. THANK YOU. THANK YOU. SIR. OUR NEXT ITEM IN ORDER IS THE CONSENT AGENDA.
[9. Consent Agenda.]
DOES ANYBODY WANT TO PULL ANYTHING OUT? WE WILL CONSIDER A MOTION.SO MR. ENGLISH MADE THE MOTION. IS THERE A SECOND? SECOND. MR. OLSON MADE THE SECOND. ALL IN FAVOR? RAISE YOUR HAND. ARE THERE ANY QUESTIONS? YES, I DO HAVE A QUESTION.
JUST HAD A CURIOSITY. QUESTION BEFORE WE VOTED ON THIS THAT I SAW 2 OF THE THE RESOLUTION E AND F ON THE STUDY PROGRAMS, AND I BELIEVE IN PREVIOUS, LIKE ONE SIMILAR TO THIS.
WE'VE KIND OF PUT THEM UNDER LIKE AN INTERLOCAL.
THIS HAS ALL BEEN LUMPED INTO ONE, LIKE UNDER AN INTERLOCAL ITEM.
AND WHAT BROUGHT IT TO YOU ALL FOR APPROVAL? OKAY.
[00:30:03]
I'VE ALWAYS PUT IT ON THE CONSENT AGENDA. SO.OKAY. WELL, THAT'LL JUST GO INTO A COMMENT I'M GOING TO MAKE LATER THAT THE REASON WHY I'M ASKING, I WANT TO MAKE SURE FROM A TIMELINE PERSPECTIVE, WE'RE MEETING TIMELINES BECAUSE THERE'S A NEW A LOT OF, YOU KNOW, LEGISLATIVE CHANGES WHERE REQUIREMENTS ARE BEING MADE.
SO I WANT TO MAKE SURE THAT FROM BOTH A BOARD PROCEDURE AND A STAFFING PROCEDURE FOR CABINET THAT WE'RE MAKING SURE WE ADJUST ANY TIMELINES TO MAKE SURE STUFF IS GETTING IN ON TIME AND NOT WE'RE NOT BRINGING IT OUT OF CYCLE BASED UPON THE NEW LAWS THAT WE'VE GOT TO POST AT 72 BUSINESS HOURS, NOT 72 HOURS. THAT MEANS BY TUESDAY WE'VE GOT TO HAVE STUFF IN TO MAKE SURE THAT IT'S READY FOR THE MONDAY MEETING.
OKAY. OKAY. ALL RIGHT. THANK YOU. THAT'S ALL,ANY OTHER QUESTIONS? ALL IN FAVOR? RAISE YOUR HAND.
OKAY. MOTION CARRIES. QUESTIONS? HE ASKED A QUESTION.
[11. Board Comments]
NEXT LAST ITEM IN ORDER IS BOARD MEMBER COMMENTS.IT IS JULY, AND I KNOW SCHOOL IS LESS THAN A MONTH AWAY FROM STARTING.
I SEE THE I SEE THE NEW HIRE INTRODUCTIONS EVERY WEEK.
AND WE'RE JUST READY FOR THE SCHOOL YEAR TO START AND GET OUR KIDS AND OUR TEACHERS BACK ON CAMPUS.
AND I'M GOING TO GO AHEAD AND START WITH MR. ENGLISH AND THEN GO THAT WAY.
I DON'T HAVE VERY MUCH TO JUST ECHO. MISS WATKINS, THANK YOU VERY MUCH.
AND THANK THE STAFF FOR GETTING US THROUGH THE SUMMERTIME AND READY FOR THE SCHOOL YEAR.
SO LOOK FORWARD TO THAT. THANKS. I AS WELL AM VERY EXCITED.
WITH 3 TEENAGE BOYS AT HOME, I AM REALLY LOOKING FORWARD TO SCHOOL STARTING.
I THINK OUR GROCERY BUDGET WILL GET SOME RELIEF AS WELL.
BUT NO, I JUST YOU KNOW, IT'S FUNNY, PEOPLE OFTEN ASK LIKE, OH, WHAT DO YOU GUYS DO OVER THE SUMMER? IT'S JUST YOUR TIME'S OFF, RIGHT? LIKE THERE'S NOTHING TO DO. I'M LIKE, NO, THERE'S A LOT TO DO. AND SO I REALLY JUST WANT TO THANK OUR ADMIN AND OUR STAFF, OUR FACULTY THAT ARE WORKING ON CURRICULUM, THAT ARE WORKING ON ALL THE THINGS THAT HAVE TO HAPPEN THAT ARE UNSEEN A LOT OF TIMES UNRECOGNIZED UNDERAPPRECIATED FOR SURE. TO MAKE SURE THAT OUR SCHOOL YEARS CAN GO AS SMOOTH AS POSSIBLE.
SO THANK YOU VERY MUCH. YEAH. I ECHO MR. MONTEMAYOR THOUGHTS THERE BECAUSE IT KIND OF GOES INTO THE REASON WHY THAT QUESTION IS BECAUSE I KNOW THERE'S A LOT OF NEW LEGISLATION BEING PASSED. OUR LEGISLATORS HAVE DONE A LOT THIS SUMMER, AND THERE'S GOING TO BE A LOT OF CHANGES WILL PROBABLY BE REQUIRED ON OUR PART WITH THESE NEW LAWS, MAKING SURE THAT WE'RE IN BOARD POLICY, CABINET POLICY, MAKING SURE THINGS FOLLOW THROUGH.
NO MORE THEN 72 HOURS. WE CAN DO IT ON WEEKENDS.
SO IT'S JUST GOT TO STAY TIGHT ON THOSE NEW LEGISLATIVE LAWS.
WE WANT TO MAKE SURE THAT WE'RE GETTING THEM IMPACTED. AND I WOULD TALK TO MISS WATKINS. WE PROBABLY MAY MAYBE NEED TO LOOK AT OUR BOARD POLICIES, MAKING SURE THAT ANY DATES WE'VE PUT ON THERE, WE'VE REFLECTED THE NEW CHANGES OF THE STATE LEGISLATION ONCE IT PASSES.
AND I KNOW SOME OF IT. WE'RE STILL WAITING ON A RULING. SO THAT'S ALWAYS THE FUN PART PAST IT. THEN WE KIND OF FIGURE OUT HOW IT'S IMPLEMENTED, BUT THAT'S A DIFFERENT STORY. SO THAT'S IT FOR ME. THANKS TO STAFF FOR EVERYONE. LOOKING FORWARD TO CONVOCATION. ALWAYS A GOOD, FUN TIME.
COMING UP WITH THE NEW SCHOOL YEAR AND DEFINITELY LOOKING FORWARD TO CONVOCATION.
THANK YOU. IT'S BEEN A QUICK SUMMER. I'M SURE FOR MOST OF Y'ALL, IT SEEMS LIKE IT'S BEEN A LONG ONE.
I KNOW IT'S COME A LONG WAY SINCE WE DID OUR TOUR.
AND LOOKING FORWARD TO SEEING THAT OPEN UP AND BE THERE ON OPENING DAY.
WELL, FIRST OF ALL, THANK YOU VERY MUCH FOR OUR NEW SHIRTS.
I'M LOOKING FORWARD TO WEARING OUR NEW MEAN LOOKING LOGO.
AND ALSO LOOKING FORWARD TO CONVOCATION AND I HERE WE HAVE A SPECIAL GUEST SINGING A RAP SONG OR SOMETHING LIKE THAT, BUT IT SHOULD BE PRETTY EXCITING. RUMOR HAS IT WE'RE GOING TO HAVE A GREAT RAP ARTIST AT CONVOCATION, YOU GUYS. SO WITH THAT, MR. LAMB, YOU ARE UP.
[12. Superintendent Comments]
[00:35:06]
THANK YOU. THANK YOU VERY MUCH.AND WE WILL HAND THEM BACK OUT PENDING THE PROTEST.
I AT THE BEGINNING OF THIS MEETING, I LOOKED AROUND AND YOU KNOW, WE DON'T HAVE A LOT OF TIMES TO DO THIS, BUT THIS STAFF, THIS GROUP THAT'S IN THIS ROOM.
AND, AND I CAN'T SAY TO THIS BOARD ENOUGH HOW PHENOMENAL THEY EACH AND EVERYONE IS.
AND I'VE BEEN THE WHOLE TIME THINKING, YOU KNOW, THERE'S A FEW I CERTAINLY WANT TO SAY SOMETHING ABOUT BECAUSE THE THINGS THEY'VE DONE RECENTLY. BUT THEN I START LOOKING AND THINK, WELL, GOSH, LOOK AT WHAT THEY'RE DOING AND LOOK AT WHAT THEY'RE DOING. AND I'M ASKING MYSELF, AM I ONLY BRAGGING ON PEOPLE BECAUSE THEY'RE HERE? ARE THERE PEOPLE THAT ARE NOT HERE THAT THAT DESERVE THE SAME TYPE OF BRAGGING AND OR ARE THERE SOME PEOPLE IN HERE THAT I'M GOING TO BRAG ABOUT RIGHT NOW THAT DON'T REALLY DESERVE IT? NO. THE ANSWER IS NO. BUT REALLY YOU KNOW, COMING INTO THE TO THE DEAL, I WANT TO SAY SOMETHING ABOUT ASHLEY AND HER GROUP AND AND SO HR HAS JUST KILLED IT FOR, FOR A LONG TIME.
SUMMERS ARE HARD ON HR. AND SO I CAN'T SAY ENOUGH ABOUT APPRECIATING ASHLEY AND THE THINGS THAT HER HER GROUP DOES, PARTICULARLY IN THIS TIME PERIOD. AND THEN AND THEN WE HAD SPECIAL ED VISIT AND SHE TALKED ABOUT LITIGATION. AND, JEFF, YOU ASKED A QUESTION AND I'LL JUST SAY, MY FIRST MONTH HERE, I THINK WE WERE MANAGING ABOUT 6 LAWSUITS WITH SPECIAL ED, AND I WAS MANAGING LOTS OF PARENT TALKS AND LOTS OF FUTURE LITIGATION AND WHAT KRISTI HAS DONE IN 2 YEARS TO CALM THAT THING DOWN IS SHORT OF A MIRACLE.
IT IS PHENOMENAL, SHE IS TRULY. JULY 1ST. I STARTED MY 30TH YEAR.
SHE IS TRULY THE BEST SPECIAL ED DIRECTOR I'VE EVER SEEN IN MY LIFE.
AND SO WE'RE VERY APPRECIATIVE OF WHAT YOU DO KRISTI AND THE WORK YOU DO.
MEADOR GETS UP THERE, MEADOR'S IN A NEW POSITION.
HE'S MANAGED A LOT OF THINGS. HE'S HELPING TRANSPORTATION.
HE'S HELPING THE THINGS IN BUILDING. HE'S HELPING TECHNOLOGY.
AND AND HE'S LEARNING A LOT. AND HE'S DOING A GREAT JOB.
AND I APPRECIATE THE WORK HE'S DOING. AND THERE'S A LOT GOING ON RIGHT NOW.
SO THANK YOU. I LOOK AT MICKEY AND I THINK ABOUT GETTING THAT BUILDING OPEN, AND SO THE WORK MICKEY'S HAVING TO DO RIGHT NOW TO TO MAKE SURE OUR, OUR ELEMENTARY IS OPEN. BUT NOT ONLY THAT, THAT OUR HIGH SCHOOL STAYS ON TRACK.
WHAT WHAT JESSE'S HAVING TO JUGGLE RIGHT NOW.
AND SO AGAIN APPRECIATIVE. WE STARTED OUR ADMINISTRATOR STUFF TODAY.
HE'S OUR PERSON THAT'S CONNECTED US TO THE TEXAS STATE SAFETY STUFF.
PENNY'S DOING THE SAME TYPE OF WORK IN THE AREA OF CURRICULUM, LIBRARY BOOKS.
IS THAT ME? YES. OH, WHAT SHOULD I DO DIFFERENT? OH, GOD. SORRY. DID YOU HEAR ANYTHING I SAID? YES. OKAY. ALRIGHT. SO MAN, IS A DIFFERENT ONE BETTER? THIS STAFF. AND THEN I LOOK OUT HERE AT THESE GUYS THAT ARE NOT PART OF CABINET AND AGAIN, JONQUEZ DID A PRESENTATION TODAY BRINGING TRANSPORTATION IN AND THE WORK HE'S DONE IS, AGAIN, NOTHING SHORT OF A MIRACLE. WHAT JACK HAS DONE FOR OUR TECHNOLOGY.
JACK, STAND UP AND JUST FLEX FOR US. JUST LOOK AT THAT.
HOW CAN YOU NOT? YOU KNOW, I MEAN, WHAT A STUD JACK IS.
NOT ONLY JUST A STUD, BUT THE STUD IN TECHNOLOGY.
IT IS UNBELIEVABLE. I LOOK AT WILL. HE'S SO MUCH BETTER THAN THE LAST GUY WE HAD IN THAT POSITION.
[LAUGHTER] WILL IS SUCH AN UPGRADE. IT'S MIND BLOWING.
[00:40:07]
BUT AGAIN, THE WORK THAT JASON DOES BEHIND THE SCENES AND NOW I'VE PROBABLY NULLIFIED EVERY GOOD THING I'VE SAID BY TRYING TO JOKE AROUND HERE AT THE END.BUT I LOOK AROUND THIS ROOM, I LOOK AT THE PEOPLE THAT ARE DOING THE WORK AND I'M BLOWN AWAY.
I'M TRULY BLESSED. WE TRULY HAVE THE TOP OF THE FOOD CHAIN IN EACH AND EVERY AREA.
WE REALLY, REALLY DO. AND YES, YOU KNOW, CECILIA IS NOT HERE TONIGHT.
THE WORK SHE DOES IN COMMUNICATIONS IS UNBELIEVABLE.
THERE'S SOME OTHER DIRECTORS THAT ARE DOING GREAT WORKS RIGHT NOW.
BUT THESE PEOPLE THAT ARE HERE TONIGHT, I JUST KEPT LOOKING AROUND THE ROOM GOING, GOSH, I CAN'T I CAN'T SAY SOMETHING NICE ABOUT KRISTI AND NOT SAY SOMETHING NICE ABOUT JONQUEZ. WELL, GOSH, THERE THERE'S THERE'S I MEAN, EVERYBODY IN HERE IS KILLING IT.
JUST KILLING IT. AND IT'S HARD WORK RIGHT NOW BECAUSE OF EVERYTHING YOU'VE JUST SAID.
THE LEGISLATION HAS GOT US SPINNING AND. BUT WE'RE HANDLING IT AND HANDLING IT WELL.
AND YOU CAN TRUST THAT IN EACH AND EVERY AREA HERE, THE TOP OF THAT FOOD CHAIN IS A PHENOMENAL HUMAN BEING DOING PHENOMENAL WORK. AND I CAN'T SAY THANK YOU ENOUGH TO WHAT THEY DO.
