ON A MORE PERSONAL NOTE, MISS GARRET HAS TWO CHILDREN, A DAUGHTER NAMED CAMERON, AND A SON NAMED COLBY. ON THE EVENING OF JANUARY 28TH, AT PRESTWICK ELEMENTARY, A GUN THREAT INCIDENT OCCURRED WHEN TEXT MESSAGES WERE SENT AMONG A GROUP OF FIFTH GRADERS CONTAINING ALARMING STATEMENTS SUCH AS, I'M SHOOTING THE SCHOOL TOMORROW, DON'T GO, AND I'M PULLING A MAUSER 98 OUT. THE MESSAGE ALSO INCLUDED A RESPONSE STATING, I'LL GO, I WANT TO GET SHOT, AND ENDED WITH, DON'T GO. PARENTS DISCOVERED THE TEXTS AND REPORTED THEM TO THE SCHOOL THE FOLLOWING MORNING ON THE 29TH. THEN IT SEEMS THAT LATER THAT DAY THE ADMINISTRATION SENT OUT A LETTER TO FIFTH GRADE PARENTS ONLY RATHER THAN THE ENTIRE SCHOOL COMMUNITY. THIS COMMUNICATION WAS INCORRECTLY DATED AND LACKED CRITICAL DETAILS LEADING TO WIDESPREAD RUMORS AND UNNECESSARY FEAR AMONG PARENTS. THE ISSUE RAISED CONCERNS ABOUT TRANSPARENCY AND CRISIS COMMUNICATION PROTOCOLS. I STAND HERE BEFORE YOU RIGHT NOW TO URGE THE DISTRICT TO ADOPT A CLEAR STANDARDIZED POLICY REGARDING SCHOOL-WIDE, NOT GRADE-LEVEL COMMUNICATION IN THE EVENT OF A GUN THREAT. THE RECENT INCIDENT LEFT MANY PARENTS IN THE DARK. WE HEARD RUMORS FROM STUDENTS, SAW POSTS ON SOCIAL MEDIA, AND RECEIVED FRAGMENTED INFORMATION FROM OTHER PARENTS BEFORE ANY OFFICIAL WORD CAME FROM THE SCHOOL. THIS LACK OF TIMELY COMMUNICATION LED TO CONFUSION, PANIC, AND MISINFORMATION, AND I FEEL THAT OUR DISTRICT MUST DO BETTER THAN THAT. I PROPOSE THE FOLLOWING IMPROVEMENTS TO THE DISTRICT'S COMMUNICATION PROTOCOL. NUMBER 1, AN IMMEDIATE NOTIFICATION SYSTEM, WHERE ALL PARENTS AND STAFF RECEIVE TIMELY ALERTS VIA TEXT, EMAIL, AND PHONE CALL, AS SOON AS THE GUN-RELATED THREAT IS IDENTIFIED. THE MESSAGE SHOULD INCLUDE WHAT IS KNOWN AT THE TIME, AND ASSURE FAMILIES THAT THE DISTRICT IS ACTIVELY MANAGING THE SITUATION. NUMBER 2, CLEAR AND TRANSPARENT UPDATES. THEN THE THIRD PROPOSED NEW COURSE IS ENTREPRENEURSHIP 2, AND BASICALLY, WE'RE PROPOSING TO SUNSET VIRTUAL BUSINESS AND ADD ENTREPRENEURSHIP 2. ENTREPRENEURSHIP 2 ENCOMPASSES VIRTUAL BUSINESS, IT'S JUST NOT LIMITED TO VIRTUAL BUSINESS. STUDENTS COULD START UP A BROADER SPECTRUM OF BUSINESSES AND LEARN HOW TO SET UP THINGS THAT AREN'T MAYBE JUST VIRTUAL BUSINESSES. THEY WOULD STILL LEARN HOW TO SET UP A VIRTUAL BUSINESS, [01:10:03] BUT THEY WOULD HAVE THE OPPORTUNITY TO LEARN HOW TO SET UP OTHER BUSINESSES AS WELL IN THE ENTREPRENEURSHIP 2 COURSE. THOSE ARE THE THREE COURSES THAT WE ARE PROPOSING TO ADD, AND THEN THE THREE COURSES WE'RE PROPOSING TO SUNSET. WHEREAS LITTLE ELM INDEPENDENT SCHOOL DISTRICT SEEKS TO MAINTAIN A CORE OF DEDICATED AND CARING EMPLOYEES, AND WHEREAS THE DISTRICT WISHES TO PROVIDE THE GREATEST AMOUNT OF STABILITY FOR STUDENTS AND STAFF WHILE CONTINUING TO ENSURE THEIR SAFETY, AND WHEREAS TEXAS EDUCATION CODE SECTION 25.081 AUTHORIZES THE COMMISSIONER OF EDUCATION TO APPROVE REQUESTS FOR A VARIANCE IN THE TOTAL INSTRUCTIONAL MINUTES IF THE DISTRICT IS CLOSED FOR DISASTERS, FLOODS, OR EXTREME WEATHER CONDITIONS OR OTHER EMERGENCIES THAT FORCE THE CLOSING OF SCHOOLS, AND WHEREAS TEXAS EDUCATION CODE SECTION 42.005 AUTHORIZES THE COMMISSIONER OF EDUCATION TO ADJUST THE AVERAGE DAILY ATTENDANCE OF A DISTRICT IF THE DISTRICT IS CLOSED FOR DISASTERS, FLOODS, EXTREME WEATHER CONDITIONS OR OTHER EMERGENCIES THAT HAVE A SIGNIFICANT EFFECT ON THE DISTRICT'S ATTENDANCE. WHEREAS THE COMMISSIONER OF EDUCATION HAS STATED THAT TEXAS EDUCATION CODE SECTION 21.401C REPRESENTS A LEGISLATIVE DETERMINATION THAT A PUBLIC PURPOSE EXISTS TO CONTINUE EDUCATORS' SALARIES DURING TIMES OF EMERGENCIES. WHEREAS TEXAS EDUCATION CODE SECTION 21.401C-1 PROVIDES THAT IF A DISTRICT PROVIDES 75,600 MINUTES OF INSTRUCTION FOR STUDENTS DURING THE SCHOOL YEAR, AS INDICATED BY THE DISTRICT'S ACADEMIC CALENDAR, THE DISTRICT MAY REDUCE THE NUMBER OF DAYS OF SERVICE REQUIRED BY THIS SECTION PROPORTIONATELY, AND WHEREAS ALL DISTRICT EMPLOYEES, CONTRACTUAL AND AT WILL, CONTRIBUTE TO THE ACHIEVEMENT OF THE EDUCATIONAL MISSION OF LITTLE ELM ISD, AND WHEREAS PAYING AT-WILL EMPLOYEES FOR EMERGENCY SCHOOL CLOSURES WILL ENHANCE MORALE, REDUCE EMPLOYEE TURNOVER, AND REDUCE DISTRICT EXPOSURE TO UNEMPLOYMENT CLAIMS.
