I BELIEVE IS THE SUPERINTENDENT SPOTLIGHT.

MR. LAMB, TAKE IT AWAY.

>> THIS TIME WE'LL BRING MS. ASHLEY BROWN UP, LEADER OF THE PACK.

THERE'S A SONG THAT HAS RUNG.

WE GET THAT. INTRODUCE YOU NEXT TIME THAT WAY.

>> MAYBE I'LL GIVE YOU A SOLO NEXT TIME. MAYBE I'LL BE READY FOR THAT.

>> THAT WILL BE GOOD.

>> SUPERINTENDENT LAMB, VICE PRESIDENT WATKINS, BOARD OF TRUSTEES, THANK YOU SO MUCH FOR THE OPPORTUNITY ONCE AGAIN TO RECOGNIZE OUR STAFF, OUR WONDERFUL LITTLE ELM ISD STAFF THROUGH THIS LEADERS OF THE PACK INITIATIVE.

THIS IS OUR SECOND MONTH TO BRING TO YOU TWO WONDERFUL LITTLE ELM ISD STAFF MEMBERS WHO ARE REALLY MAKING AN IMPACT IN OUR COMMUNITY.

I FIRST WANT TO DIRECT YOUR ATTENTION TO THE VIDEO SCREEN FOR OUR FIRST LEADER.

[MUSIC]

>> I NOMINATED JAMES COLEMAN FOR LEADER OF THE PACK BECAUSE IN THE LAST 20 YEARS OF THE ABDOMEN AT LITTLE ELM, HE STANDS OUT IN HIS CLASS.

JAMES IS SOMEONE WHO IS DEPENDABLE, DEDICATED, AND REALLY TAKES STUDENTS AND STAFF AND PARENTS INTO CONSIDERATION WHEN HE DOES WHAT HE DOES.

HE IS A TEACHER, A COACH.

HE ALSO MENTORS STUDENTS.

HE TEACHES IN PROCTORS ACT AND SAT ULNA SIDE, AND HE'S JUST AN ALL AROUND GREAT GUY.

WORKING WITH HIM AND FOR HIM WHEN HE DOES HIS GAME DAY SCHEDULES IS REALLY AN HONOR.

THOSE ARE THE REASONS WHY I NOMINATED JAMES LEADER OF THE PACK.

>> HI, THERE'S SO MUCH TO SAY ABOUT COACH COLEMAN.

HE'S ONE OF THOSE PEOPLE THAT I DON'T CARE ABOUT HIM SAYING NOT YET.

IF IT'S PROCTORING A TEST OR IT'S GOING TO A SPORTING EVENT, THAT'S ONE OF THE THINGS THAT KIDS LOVE.

THEY ALWAYS SEE HIM AT EVERY ONE OF THEIR DANCE BAND, CHOIR, DOESN'T MATTER HE'S THERE.

HE'S ALSO ONE OF THOSE PEOPLE THAT IS ALWAYS IN THE HALLS, ALWAYS DO EVERYTHING THE EXTRA MILE FOR EVERY SINGLE KID AND AFTER ME TO ASK HIM ANYTHING I NEED.

HE'S ALSO ONE OF THOSE PEOPLE IS JUST THE DEFINITION OF WHAT A TEAM IS.

HE IS LITTLE ELM HIGH SCHOOL.

HE'S ONE OF THOSE GUYS WHO HASN'T TAKEN PLACE EVERY SINGLE DAY.

HE IS VERY EXCITED.

I'M EXCITED WHEN I SEE, I'M EVEN MORE EXCITED TO BE HERE.

[00:05:03]

HE REALLY IS A LEADER OF THE PACK, ONE OF THE GREATS.

I'M SO EXCITED THAT HE'S HERE AT THE [INAUDIBLE].

[MUSIC]

>> BOARD OF TRUSTEES, AUDIENCE, IF YOU ALL JOIN ME IN A ROUND OF APPLAUSE FOR COACH COLEMAN, COME ON UP COACH COLEMAN.

[APPLAUSE]

>> SUPERINTENDENT LAMB, VICE PRESIDENT WATKINS, IF YOU'LL JOIN US FOR A PICTURE, AND WHILE YOU'RE COMING, I JUST WANT TO GIVE A LITTLE BIT OF INFORMATION ABOUT COACH COLEMAN.

WHERE MEET RIGHT HERE AT THE FRONT COACH.

HERE YOU GO. COACH COLEMAN HAS BEEN IN EDUCATION FOR 19 YEARS.

FIVE OF THOSE 19 YEARS HAVE BEEN HERE IN LITTLE ELM ISD.

HE TEACHES AFRICAN AMERICAN STUDIES HERE FOR US IN LITTLE ELM AND HE'S AN ASSISTANT SOCCER COACH FOR THE HIGH SCHOOL AS WELL.

ONE OF HIS PROUDEST MOMENTS IN LITTLE ELM ISD WAS SEEING THE SIGNIFICANT PROGRESS US HISTORY STUDENTS MADE LAST YEAR ON THE SAT TEST.

COACH COLEMAN WE ARE VERY GRATEFUL FOR ALL THAT YOU DO FOR OUR KIDS HERE AND WE'RE BLESSED TO HAVE YOU AS PART OF OUR COMMUNITY. CONGRATULATIONS.

[APPLAUSE]

>> THAT BRINGS US TO OUR SECOND LEADER OF THE PACK FOR THE MONTH OF DECEMBER SO DIRECT YOUR ATTENTION TO THE SCREEN.

[MUSIC]

>> I HAVE NOMINATED MS. KHOSHNOW BECAUSE SHE IS A LEADER OF THE PACK.

SHE DOES A GREAT JOB TAKING CARE OF MY THREE-MONTH-OLD AND ALL THE BABIES IN THE CLASS EVERYDAY WHEN WE SHOW UP SHE GREETS US WITH A SMILE AND SHE MAKES MY BABY SMILE.

MY BABY IS ALWAYS HAPPY TO SEE HER AND SINCE THE FIRST MOMENT I DROPPED HER OFF, SHE MADE ME FEEL COMFORTABLE, SHE MADE MY BABY COMFORTABLE AND I KNOW THAT HE'S IN GOOD HANDS WHEN I DROP HER OFF WITH HER.

>> I WOULD SAY THAT AVAN IS THE EPITOME OF THE TYPE OF PERSON YOU WANT CARING FOR VERY SMALL CHILDREN.

SHE IS HOME AND SO VERY CARING AND KIND, AND SHE'S SPREAD THAT KINDNESS AROUND OUR WHOLE PROGRAM.

SHE BUILDS RELATIONSHIPS WITH ALL OF THE FAMILIES, ALL OF OUR STAFF, AND ALL THE CHILDREN HERE AT OUR SCHOOL.

SHE WORKS HARD EVERY DAY TO MAKE SURE THAT THIS IS A GREAT PLACE FOR KIDS TO BE AND HELPS US SUPPORT ALL THE EMPLOYEES OF LITTLE ELM ISD.

SHE IS AN AMAZING PART OF AN AMAZING INFANT TEAM AND I'M REALLY GLAD THAT SHE WORKS THERE WITH US EVERY DAY.

>> WHEN IT COMES TO MS. AVAN, I WON'T EVEN SURE WHERE TO START WITH JUST HOW GREAT SHE IS.

SHE'S A REALLY GREAT TEACHER AND AN EVEN BETTER NURTURER AND HUMAN BEING.

I HAD THE PRIVILEGE OF BOTH OF MY BABIES COME TO HER AT ONLY EIGHT WEEKS OLD AND I KNEW WITHOUT A DOUBT, WHEN THEY ARE WITH HER, THEY WILL LOVE HER ENTIRE HEART AND SOUL.

SHE LOVED AND ADORED ON MY CHILDREN SO MUCH, THAT MY SHY STRANGER-DANGER BABIES WOULD LITERALLY JUMPED OUT OF MY ARMS FOR HER.

SHE'S THE ONLY PERSON THEY WOULD EVER DO THIS TO, SO NOT ONLY DID MY BABIES HAD A SWEET FOND OF HER, BUT SHE HELPED ME WHEN I WAS GOING BACK TO WORK WITH LITTLE INFANT BABIES.

THE CHAOS OF BEING A NEW MOTHER EACH TIME WAS JUST INDESCRIBABLE BUT SHE ALWAYS MANAGED TO REFER ME AND ALL THE RIGHT WAYS.

SHE DID NOT KNOW HOW BADLY I NEEDED IT.

SHE USED THE KINDEST WORDS TO REASSURE ME THAT I WAS A GREAT MOTHER.

WHEN LIFE WAS BLURRY HARD AND MS. AVAN DID NOT WASTE YOUR QUIET WORDS SO I KNOW THAT SHE TOLD MY BABIES AND I THAT SHE LOVED US SHE REALLY MEANT IT. THANK YOU, MS. AVAN.

>> MS. AVAN KHOSHNOW IF YOU'LL COME UP, OUR LEADER OF THE PACK, WE'RE SO GRATEFUL AND PROUD TO HAVE YOU IN OUR DISTRICT.

VICE PRESIDENT WATKINS, SUPERINTENDENT LAMB, IF YOU'D COME UP.

THANK YOU. HERE WE GO.

HERE'S A CERTIFICATE TO TAKE A QUICK PICTURE WHILE I READ SOME INFORMATION ABOUT YOU.

MS. AVAN OBVIOUSLY WORKS AT OUR CHILDCARE CENTER.

SHE WORKS WITH BABIES FROM TWO MONTHS TO 10 MONTHS OLD.

SHE'S BEEN IN LITTLE ELM ISD SINCE 2017 AND WORKED AT THE CHILDCARE CENTER THAT ENTIRE TIME.

WHAT SHE LOVES MOST ABOUT WORKING HERE IS THAT SHE LOVES WATCHING THE BABIES GROW, LEARN TO TALK, AND START TO FEED THEMSELVES EVENTUALLY.

BEFORE COMING TO THE UNITED STATES, MS. KHOSHNOW WORKED AS A SCIENCE TEACHER AND TAUGHT BIOLOGY, AND SHE LOVES TO READ IN HER FREE TIME AND IS THE PROUD MOTHER OF TWO COLLEGE-EDUCATED DAUGHTERS WHO BOTH GRADUATED FROM HERE IN LITTLE ELM ISD FROM THE HIGH SCHOOL, ONE OF WHOM IS HERE RIGHT NOW, RONIA,

[00:10:02]

IF YOU'LL STAND AND IF YOU'LL EVEN COME UP TO THE FRONT TO STAND WITH YOUR MOM.

THIS IS A LHS GRADUATE WE ARE EXCITED TO HAVE YOU BACK.

[APPLAUSE]

>> AND HERE SUPPORTING YOUR MOM, SO WE'LL GET A PICTURE WITH THE TWO OF YOU AS WELL.

AGAIN, MS. AVAN, JUST THANK YOU SO MUCH FOR THE IMPACT YOU HAVE IN OUR VERY LITTLEST LOW BOWS AND WE'RE SO GRATEFUL TO HAVE YOU AS A LEADER OF THE PACK.

CONGRATULATIONS.

[APPLAUSE]

>> SUPERINTENDENT LAMB THAT CONCLUDES THIS PART OF THE SUPERINTENDENT SPOTLIGHT.

>> THANK YOU VERY MUCH.

MS. CECILIA, YOU HAVE SOME STUFF TO SHARE WITH US WITH THE EDUCATION FOUNDATION?

>> GOOD EVENING, SUPERINTENDENT LAMB, VICE PRESIDENT MARY WATKINS, AND BOARD.

THANK YOU FOR GIVING ME THIS OPPORTUNITY TO DO A COUPLE OF PRESENTATIONS TONIGHT.

BUT BEFORE I GET STARTED, I'D LIKE TO CALL OUR FOUNDATION BOARD MEMBERS WHO IS LEAD WITH PRESIDENT AUTTY WILLIAMS, AND THEN THE REST OF THE BOARD MEMBERS, PASTOR HUTCHINS, WE'VE GOT GUSTAVO AND CHAD IN THE ROOM.

BEFORE WE GET STARTED, I DO WANT TO POINT OUT THAT ON DECEMBER 1ST, SOME OF YOU WERE ABLE TO GO ON TOUR AND PRESENT THE TEACHERS WITH THEIR GRANT MONEY AND IT WAS A WONDERFUL DAY.

I JUST WANTED TO POINT OUT A COUPLE OF NUMBERS THAT I THOUGHT WAS VERY IMPRESSIVE.

2020, THE FOUNDATION WAS ABLE TO AWARD OVER $24,000 IN INNOVATIVE TEACHER GRANTS.

IN '21, '22, THEY WERE ABLE TO AWARD OVER 39,000 INNOVATIVE TEACHER GRANTS.

LAST YEAR, 59,000 WERE AWARDED AND THIS YEAR.

IT WAS A RECORD NUMBER AND I THINK WE CONTINUE TO BREAK THE MOLD, BREAK THE RECORD.

IN FACT, EVERYBODY WHO APPLIED WAS AWARDED A TEACHER GRANT.

AUTTY, I'M SORRY, I THINK I MAY HAVE STOLE YOUR THUNDER, BUT COME ON UP AND TALK ABOUT WHAT THE EXPERIENCE HAS BEEN LIKE FOR YOU AND THE FOUNDATION.

>> ABSOLUTELY. THANK YOU GUYS FOR HAVING ME. I APPRECIATE IT.

AGAIN, MY NAME IS AUTTY WILLIAMS. I'M THE PRESIDENT OF THE WILLIAM EDUCATION FOUNDATION.

REAL QUICK, WHAT WE DO IS RAISE MONEY THROUGH FUNDRAISING TO PROVIDE GRANTS TO TEACHERS.

IT HAS BEEN TRULY, TRULY A BLESSING FOR ME TO BE A PART OF AN ORGANIZATION LIKE THIS, GIVING BACK TO OUR TEACHERS THAT DEFINITELY NEED IT.

I'VE GIVEN OUT GRANTS, SO WE'VE MADE SOME CREDITS THIS TIME.

JUST TO SEE THAT AND SEE THE IMPACT THAT WE'RE DOING IS TRULY PHENOMENAL.

WE DID BRING A LITTLE TOKEN OF WHAT WE WERE ABLE TO GIVE OVER $67,000 IN GRANTS TO TEACHERS THIS TIME.

[APPLAUSE]

>> IF I GET THE SCHOOL BOARD MEMBERS TO COME TO THE FRONT, WE'LL TAKE A QUICK PHOTO.

[BACKGROUND]

>> SUPERINTENDENT LAMB.

[BACKGROUND]

>> THANK YOU.

DON'T GO ANYWHERE. SCHOOL BOARD MEMBERS.

AS YOU KNOW, OUR THIRD ANNUAL 633, BRIAN, IF YOU ARE ABLE TO RUN IN THAT EVENT, IT WAS SUCH A GREAT TIME.

EVEN MIKE LAMB PUT ON A NUMBER AND DID THE FUN RUN.

I APPRECIATE YOUR PARTICIPATION AND BOARD MEMBERS IF YOU'RE THERE. THANK YOU.

OUR FIRST YEAR WHEN WE DID THE 633 RUN, I DIDN'T KNOW, I'VE NEVER PUT ON RUN.

I DIDN'T KNOW HOW SUCCESSFUL IT'S GOING TO BE AND IT WAS JUST A GREAT SUCCESS.

WE WERE ABLE TO RAISE ENOUGH PROCEEDS TO GIVE TO THE JERRY R WALKER MEMORIAL SCHOLARSHIP $14,000. SECOND YEAR.

IT WAS A LITTLE BIT OF A DECREASE IN THE PARTICIPANTS IN THE RAISING OF THE FUNDS.

I THINK IT HAD SOMETHING TO DO WITH FALL BREAK.

THIS YEAR, WE ACTUALLY MOVED IT BACK, NOT TO CONFLICT WITH FALL BREAK AND I THINK MY HUNCH WAS RIGHT BECAUSE WE HAD MORE SPONSORSHIPS.

WE HAD THE SAME NUMBER OF RUNNER PARTICIPANTS AS WE DID THE FIRST YEAR.

WE HAD 645 SIGN UP.

WITH THE INCREASE IN SPONSORSHIPS, WE WERE ABLE TO RAISE $19,000.

I'M GOING TO KEEP BACK A FEW THOUSAND FOR SEED MONEY SO I CAN CONTINUE MAKING THIS A SUCCESSFUL EVENT.

BUT I'D LIKE TO PRESENT $17,000 TO THE LITTLE ELM EDUCATION FOUNDATION FOR THE JERRY R WALKER MEMORIAL SCHOLARSHIP TO HONOR HIM.

[00:15:03]

IF YOU GUYS COULD COME UP, PLEASE AND TAKE A PICTURE.

[APPLAUSE]

>> AS YOU KNOW, THIS MONEY IS TO SCHOLARSHIP STUDENT AT LITTLE ELM HIGH SCHOOL GRADUATE THAT WANTS TO STUDY A CAREER, MAYBE IN PUBLIC SERVICE OR SOMEWHERE ALONG THOSE LINES.

WE APPRECIATE THE COMMUNITY SUPPORT.

WHILE YOU'RE MAKING YOUR WAY UP TO THE FRONT, I DO WANT TO POINT OUT AND THANKS TO OUR BIG SPONSORS COSERV, CORRIGAN, CWD, TOWN OF LITTLE ELM, H-E-B, ALTEC PRINTING, HULA HUT, JOE'S PIZZA, LINE MBAGER, ATTORNEY AT LAW, TINMAN SOCIAL, HUCKABEE AND DELL COM.

THANK YOU FOR YOUR SUPPORT. LET'S TAKE A PHOTO.

[APPLAUSE] [BACKGROUND]

>> THANK YOU.

>> OUR NEXT ORDER OF BUSINESS IS THE REPORT OF THE SUPERINTENDENT.

[7. Reports of the Superintendent]

WE'VE GOT OUR THIRD QUARTER DEMOGRAPHIC REPORT. MR. GACHES.

>> THANK YOU, VICE PRESIDENT WATKINS, SUPERINTENDENT LAMB, BOARD OF TRUSTEES.

OUR DEMOGRAPHIC REPORT, I GAVE YOU ONE A COUPLE OF MONTHS AGO.

BUT OUR FRESH NUMBERS CAME IN AND I FELT IT WAS IMPORTANT TO GET THIS THIRD QUARTER IN BEFORE THE BREAK JUST TO GIVE YOU AN IDEA AND SOMETHING FOR YOU TO MULL OVER.

THE FIRST BIG THING WE NEED TO TAKE A LOOK AT IS THE MIDDLE SECTION THERE CALLED THE ENROLLMENT VERSUS SPRING 2023 PROJECTIONS.

THESE ARE NUMBERS TAKEN FROM OUR WINDOW IN OCTOBER AND SHOWING YOU WHERE WE ARE ACTUALLY VERSUS WHAT OUR PROJECTIONS WERE AT THE SAME TIME LAST YEAR.

AS YOU SEE, WE'RE DOWN 343 STUDENTS FROM OUR PROJECTIONS.

NOW, THAT DOESN'T MEAN WE'VE LOST 343 STUDENTS FROM WHERE WE WERE A YEAR AGO.

BUT WE'VE PROJECTED IT TO HAVE 343 STUDENT GROWTH.

WE DID NOT REALIZE THAT.

OUR TOTAL ENROLLMENT AT THAT TIME WAS 8,558.

WE'VE ACTUALLY GONE DOWN A LITTLE BIT SINCE THEN.

OUR PROJECTIONS WAS 8,558 AND WE'RE ACTUALLY AT 8,220.

IS THAT RIGHT? I THINK AS OF TODAY, 8,220.

AS YOU SEE, WE'RE DOWN A LITTLE BIT.

THAT GROWTH HAS NOT HAPPENED.

THERE'S VARIOUS REASONS AS TO WHY OUR DEMOGRAPHER FEELS THAT GROWTH IS ABSENT.

LOOKING AT OUR COHORT HISTORY, YOU CAN SEE THAT SOME OF THOSE NUMBERS HAVE GONE DOWN AS WELL AS NUMBER OF STUDENTS THAT WE'RE GETTING PER THOSE GRADE LEVELS.

ECONOMIC CONDITIONS, WE FEEL IS NOT PLAYING INTO THAT.

THE ECONOMIC FORTUNE OR FOUNDATIONS OF THE DALLAS-FORT WORTH AREA IS STILL WELL BELOW THE TEXAS.

DENTON COUNTY IS EVEN BELOW THAT.

UNEMPLOYMENT RATES ARE 3.0, THAT'S WHAT IT WAS LAST YEAR.

IT'S 3.7, BUT STILL BELOW THE DFW OF 3.9 AND TEXAS AS A WHOLE IS 4.1.

THE ECONOMIC SITUATION DOES NOT WARRANT THE LOSS OF THOSE STUDENTS OR THE LOSS OF GROWTH.

ALSO, LOOKING AT THE NEW HOME STATS AND CLOSINGS.

THE ANNUAL HOUSING STATS, AS YOU CAN SEE, HAS GONE DOWN DRAMATICALLY.

BUT THAT'S STARTING TO TURN AROUND.

THE THIRD QUARTER WE HAD IN THE DALLAS-FORT WORTH AREA, 43,520 HOMES STATS, BUT WE STILL OUTPACED THAT TREMENDOUSLY BY OUR 50,806 CLOSINGS.

WE'RE ACTUALLY EATING INTO THE INVENTORY OF THE EXISTING HOUSING MARKETS BECAUSE OUR REALTORS OR OUR DEVELOPERS ARE NOT BUILDING THEM FAST ENOUGH.

BUT THEY ARE STARTING TO SEE A RECOVERY FROM THE COVID YEARS FROM

[00:20:01]

THE ISSUE OF GETTING SUPPLIES AND HOUSING STATS FROM THE SUPPLY CHAINS.

WE WERE RANKED 27TH IN THE DFW AREA AND SCHOOL DISTRICTS.

SOMETHING THAT I THINK BODES WELL FOR OUR FUTURE IS THAT RIGHT NOW WE HAVE 1,166 VACANT DEVELOPED LOTS, BUT OUR FUTURE HOLDS ANOTHER 1,368.

WE HAVE THE POTENTIAL OF ANOTHER 2,500 HOUSES WITHIN THE SCHOOL DISTRICT RIGHT NOW THAT'S ALREADY BEEN PLANNED.

ACTUAL STATS FOR OUR DISTRICT, AS YOU CAN SEE AS WELL BELOW AT 75, WHERE IT WAS FOR THE YEAR OF 2022.

WE HAD 64 IN THIS QUARTER, BUT WE'RE DOWN 219 FOR THE YEAR VERSUS 525.

BUT LOOK AT OUR CLOSINGS.

OUR CLOSINGS ARE ALREADY ABOVE THE WHOLE YEAR LAST YEAR.

AGAIN, THAT'S A SIGN THAT WE ARE EATING INTO OUR INVENTORY.

EXISTING HOMES ARE ALMOST NON-EXISTENT WITHIN THE DISTRICT, AND NEW HOMES ARE BEING SOLD AS QUICKLY AS THEY CAN BE BUILT, REALLY.

BUT WE'RE HAVING A HARD TIME GETTING THE BUILDING'S COMPLETED.

AS ALWAYS POINT OUT O-POINT IS OUR BIGGEST DEVELOPMENT AREA.

WE HAVE 1,130 FUTURE LOTS THERE, 402 VACANT RIGHT NOW.

LAKE VIEW HAS 454, BUT MOST OF THOSE ARE COMING OUT OF THE VALENCIA AREA.

THE OLD POINTS ARE COMING OUT OF THE LIQUID VILLAGE AND THERE'S A COUPLE OF OTHER HOUSING CONDITIONS IN THERE.

OUR DISTRICT HOUSING OVERVIEW, THOSE ARE ACTIVE AREAS.

THE GREEN ZONES, THE ONES WITH THE RED SURROUND IS THE GROUNDWORK IS CURRENTLY UNDERWAY AND BEING DEVELOPED NOW.

DISTRICT MULTIFAMILY, THAT'S SOMETHING THAT'S GOING TO BE A BIG FEATURE FOR US IN THE FUTURE.

WE DON'T REALLY HAVE A WHOLE LOT OF THIS RIGHT NOW.

APARTMENTS OF OUR SINGLE FAMILY RENTALS DESIGNED TO BE THAT.

RIGHT NOW, THERE ARE 159 MULTIFAMILY UNITS UNDER CONSTRUCTION ACROSS THE DISTRICT IN THE FORM OF SINGLE-FAMILY RENTALS.

IF YOU'VE BEEN TO STRIKE MIDDLE SCHOOL RECENTLY, YOU CAN SEE A BIG EXAMPLE OF THOSE TYPE HOMES GOING IN ACROSS THE STREET FROM STRIKE RIGHT NOW.

THERE'S A LOT OF DEVELOPMENT GOING IN THERE.

THEN THERE ARE ALSO 266 FUTURE MULTIFAMILY UNITS AND THE PLANNING STAGES INCLUDING 221 SINGLE FAMILY RENTALS, AND IF YOU LOOK, THAT IS UP ON THE SOUTH PALOMA CREEK AREA.

THERE'S A WHOLE EDITION UP THERE GOING TO BE RENTALS AS WELL.

O-POINT, OUR BIGGEST IS CORE SOUTH OAK.

WE HAVE 520 TOTAL LOTS.

THERE WERE 284 FUTURE COMING IN AS WELL.

PHASE THREE IS ALMOST READY TO BE OPENED.

THEY'RE SELLING THE LOTS THERE.

NORTHSHORE LAKEWOOD VILLAGE.

THEY'RE SELLING LOTS THERE AS WELL, AND GROUNDWORK IS CURRENTLY UNDERWAY AT LAKEWOOD VILLAGE.

TO GIVE YOU AN IDEA, WHERE IT SAYS LAKEWOOD VILLAGE IT'S JUST TO THE LEFT OF THE GREEN SQUARE, DARK GREEN TREES, THAT'S WHERE THE SITE OF THE NEW ELEMENTARY NUMBER SEVEN WILL BE.

THAT GIVES YOU AN IDEA. WE'VE GOT DEVELOPMENT GOING ON ALL THE WAY AROUND THAT SITE.

HERE'S WHAT THE SITE CURRENTLY LOOKS LIKE, THERE'S AN OLD SATELLITE VIEW.

THIS WAS TAKEN IN OCTOBER OF 2023 SO IT'S JUST A COUPLE OF MONTHS AGO, YOU CAN SEE THE ADDITION ACROSS THE STREET.

THE STREETS ARE ALREADY IN AND THEY ARE BUILDING THE HOUSING SITES RIGHT NOW.

ALL THE GROUNDWORK, IF YOU BEING DOWN TO LIQUID VILLAGE, YOU CAN SEE THAT THEY'VE REMOVED ALL OF THE FORESTATION, ALL THE DIRT WORK IS GOING IN.

THEY'RE GETTING READY TO START LAYING OUT STREETS AROUND OUR SITE.

WE CAN ALREADY SEE THOSE STREETS BEING PUT IN AS WELL.

UP IN VALENCIA AND SOUTH BELOW A CREEK, YOU CAN SEE THOSE HEAVILY DEVELOPED AREAS.

AGAIN, VALENCIA ON THE LAKE HAS 1,180 TOTAL LOTS, 453 VACANT.

THERE ARE ALREADY 700 HOMES OCCUPIED.

BUT THAT MOST RECENT VIEW WAS OCTOBER AS WELL.

YOU CAN SEE IN THE NORTHWOOD ESTATES AND THE VALENCIA ON THE LAKE, THE CHANGE IN THE STREETS AND THE HOME SITES BEING DEVELOPED.

THEY'RE COMING IN QUICKLY.

VALENCIA ON THE LAKE ALREADY HAS ABOUT 30 HOMES BEING BUILT ON SITE RIGHT NOW.

THIS IS VILLAGE AT CRESTWOOD THIS IS OVER IN THE HACKBERRY AREA AT WIT AND KING,

[00:25:02]

THAT CORNER THERE, THAT INTERSECTION.

THEY'VE ALSO RECENTLY SOLD THE FARM NEXT TO IT CALLED ROSE PLACE.

THEY'RE GOING TO HAVE 34 LOTS IN THERE.

AS YOU CAN SEE, THE OCTOBER 2023 STREET VIEW OF THAT SHOWS THAT THOSE STREETS ARE IN AND THEY'RE DEVELOPING LOTS THERE.

WHAT I THINK THAT INDICATES FOR US IS THAT IS GETTING READY TO HAVE A HOUSING EXPLOSION IN STATS.

WE MIGHT NOT HAVE THE GROWTH NOW, BUT THIS INDICATES THAT GROWTH IS STILL GOING TO HAPPEN.

WE AS A DISTRICT ARE GOING TO BE VERY PREPARED FOR THAT.

UNFORTUNATELY, THE DEMOGRAPHER HAS ADJUSTED HIS ESTIMATES AND HIS PROJECTIONS FOR THE NEXT FEW YEARS AS AD215 FOR THIS YEAR.

AS YOU CAN SEE BY 2033,'34, HE PROJECTS WE'LL HAVE 8,792.

IN MY DISCUSSION WITH HIM, I FEEL THAT NUMBER IS A VERY CONSERVATIVE ESTIMATE BASED ON THE HOUSING CONDITIONS THAT I SEE GOING IN ON THE GROUND.

HE AGREES THAT IS A VERY CONSERVATIVE ESTIMATE.

BECAUSE IF YOU WERE TO LOOK BACK AT A COUPLE OF YEARS AGO, BY 2033,'34, WE WERE EXPECTED AND ESTIMATED TO HAVE ALMOST 11,000 STUDENTS.

THAT'S A HUGE CHANGE IN OUR GROWTH ESTIMATE.

THE 10-YEAR FORECAST BY THE CAMPUS, OF COURSE, YOU CAN SEE THAT THOSE NUMBERS ARE BASED ON ACCURATE NUMBERS AS OF TODAY AND, OR AS OF OCTOBER.

THEN THERE ARE PROJECTIONS BASED GRADE LEVEL FROM THAT POINT FORWARD.

I DISAGREE WITH HIS NUMBER ON THE SELLER'S EARLY CHARGES BECAUSE AS YOU CAN SEE, THAT NUMBER HASN'T CHANGED IN ANY OF HIS ESTIMATES, WHERE I SEE THAT ONLY GROWING.

I THINK, VERY CONSERVATIVE NUMBERS AGAIN.

I THINK WHAT WE CAN TAKE AWAY FROM ALL OF THAT IS THAT OUR ENROLLMENT HAS DECLINED BY 136 STUDENTS ACROSS MOST GRADE LEVELS.

A HIGHER INTEREST RATES AND OVERALL HOUSING COST IS SLOWING OUR NEW HOME STATS.

I THINK THAT'S GETTING READY TO CHANGE BECAUSE IF YOU'RE LISTENING TO THE FEDERAL RESERVE, THEY DID NOT RAISE INTEREST RATES AGAIN, AND THEY'RE TALKING ABOUT THREE TIMES OF LOWING THOSE RATES NEXT FISCAL YEAR.

I THINK THAT WILL CHANGE, WE HAVE GROUNDWORK UNDERWAY AND ROUGHLY 839 LOTS ACROSS THE DISTRICT.

THEY'RE ESTIMATING 450 TO 500 NEW HOMES ANNUALLY FOR THE NEXT TWO TO THREE YEARS.

I THINK WE'LL SEE THAT GROWTH AND I THINK WE WILL SEE OUR GROWTH OUTPACING OUR PROJECTIONS DUE TO THESE CONSERVATIVE NUMBERS.

ANY QUESTIONS? COMMENTS? THANK YOU FOR THAT.

>> THANK YOU SO MUCH. OUR NEXT ITEM IN ORDER IS CITIZEN INPUT.

MS. FLORES, DO WE HAVE ANY CITIZEN INPUT? ALREADY. THE NEXT ITEM IN ORDER THEN IS APPROVAL OF

[9. Approval of Minutes]

THE MINUTES FROM THE NOVEMBER 27TH, 2023 MEETING.

IS THERE A MOTION TO APPROVE? MR. BEBER APPROVED? IS THERE A SECOND?

>> SECOND.

>> MR. ENGLISH SECONDED.

ALL IN FAVOR OF THE APPROVAL OF THE NOVEMBER MEETING, SAY AYE.

>> AYE.

>> AYE. ALL OPPOSED.

MR. FLORES RECUSED HIMSELF. MOVING ON.

WE HAVE ACTION ITEMS.

[10. Action Items]

WE'RE GOING TO JUMP TO MR. JAMES AND THE ACCESS CONTROL AND SECURITY UPDATE.

>> GOOD EVENING. I'M VICE PRESIDENT WATKINS AND SUPERINTENDENT LAMB, I'M COMING TO YOU FOR APPROVAL FOR ACCESS CONTROL AND SECURITY UPGRADES.

THIS SECURITY UPGRADES, WE HAVE A COST OF $4,668,042.

THIS INCLUDES A 10% CONTINGENCY FOR UNFORESEEN AND THIS YEAR WE WILL BE TAKING OUT THE FIRST PHASE OF THE 2022 BOND.

JUST GIVING YOU A LITTLE BIT OF HISTORY OF WHAT WE ARE DOING OUT HERE.

WE DID AN INTERVIEW, SOME VENDORS AND CAME UP WITH A VENDOR WHICH WE'VE CHOSEN AND WE HAVE THEIR PROPOSAL THAT'S ATTACHED TO THE BOARD AGENDA.

[00:30:05]

THIS PROJECT WILL CONSIST OF ADDING ACCESS CONTROL IN ALL STUDENT OCCUPIED AREAS.

IT ALSO WILL CONSIST OF REPLACING THE CURRENT ACCESS CONTROL SYSTEM THAT WE HAVE PLACED RIGHT NOW.

WE WILL BE DOING SOME [INAUDIBLE] IN THE DISTRICT.

WE'RE LOOKING AT ABOUT 1,100 DOORS THAT WILL BE AFFECTED.

SOME DOORS WOULD BE REPLACED BECAUSE THEY WOULD NEED TO BE IN ORDER TO WORK WITH THE NEW SYSTEM.

WE'RE LOOKING AT A START TIME AS SOON AS WE CAN GET THIS APPROVED TO START ASAP.

AS SOON AS WE GET IT APPROVED, WE WILL START, AND WE'RE GOING TO GET THIS DONE THE SUMMER OF 2024.

WE DO NOT WANT TO GO INTO THE NEW SCHOOL YEAR WITHOUT HAVING THE ACCESS CONTROL SYSTEM PUT IN.

WITH THAT BEING SAID, DO WE HAVE ANY QUESTIONS RIGHT NOW?

>> ARE THERE ANY QUESTIONS?

>> OKAY. WITH THAT BEING SAID, THE ADMINISTRATION RECOMMENDS THE APPROVAL OF THIS VENDOR AND THE COST AS PRESENTED, AND TO AUTHORIZE THE SUPERINTENDENT IN HIS NEED TO EXECUTE THE REQUIRED PURCHASE DOCUMENTS.

>> I'LL ENTERTAIN A MOTION TO APPROVE THE BID FOR OUR ACCESS CONTROL AND SECURITY.

>> SO MOVED.

>> DAVID MOVED.

>> SECOND.

>> MR. BURTON SECONDED.

IS THERE ANY DISCUSSION? THERE BEING NONE. ALL IN FAVOR, PLEASE SAY AYE.

[OVERLAPPING]

>> AYE.

>> ALL OPPOSED SAY NAY.

MOTION CARRIES. THANK YOU.

>> THANK YOU.

>> MS. WATKINS. I THINK WE'RE GOING TO NEED TO GO BACK TO A AND TABLE IT. NEW COURSES.

[10.A. Consider approval of 2024-2025 New Courses]

THERE ARE SOME QUESTIONS THAT CAME UP AND I WANT US TO TALK ABOUT A LITTLE MORE.

SO IF YOU DON'T MIND, WE'LL BRING THAT BACK NEXT TIME.

BUT I THINK FOR TONIGHT'S TABLE, AND WE'LL BRING IT BACK. I BELIEVE SO, YES.

>> I WILL ENTERTAIN A MOTION TO REMOVE ACTION ITEM A FROM THE AGENDA PENDING THE INFORMATION THAT WE NEED TO RECEIVE.

>> SO MOVED.

>> MR. ENGLISH MOVED. A SECOND?

>> SECOND.

>> MR. MONTEMAYOR SECONDED.

IS THERE ANY DISCUSSION? ALL IN FAVOR, PLEASE SAY AYE.

[OVERLAPPING]

>> AYE.

>> ALL OPPOSED? MOTION CARRIES.

>> THANK YOU.

OUR NEXT ITEM IN ORDER IS THE CONSENT AGENDA.

[11. Consent Agenda]

IS THERE ANYTHING WE NEED TO PULL? ALL IN FAVOR OF APPROVING THE CONSENT AGENDA, PLEASE SAY AYE.

[OVERLAPPING]

>> AYE.

>> I'M SORRY. I'LL TAKE A MOTION.

I'M SORRY. I'M LEARNING.

>> SO MOVED.

>> DELEON MADE THE FIRST MOTION. A SECOND?

>> SECOND.

>> SECOND BY MR. BEBER.

IS THERE ANY DISCUSSION? ALL IN FAVOR OF APPROVING THE CONSENT AGENDA, SAY AYE.

[OVERLAPPING]

>> AYE.

>> ALL OPPOSED, SAY NAY.

[12. Board President Comments]

THAT LEADS US TO OUR LAST THING: BOARD PRESIDENT COMMENTS.

WE ARE AT THE END OF OUR FIRST SEMESTER.

MR. BURTON AND I HAVE, OVER THE PAST FEW WEEKS, VISITED MOST OF OUR CAMPUSES.

WE'VE GOT FOUR MORE WE NEED TO VISIT.

THAT WILL TAKE UP AFTER THE NEW YEAR.

WE'VE SEEN SOME PRETTY WONDERFUL THINGS.

THE SPIRIT IN OUR CAMPUSES HAS BEEN PRETTY SOLID.

PEOPLE ARE HAPPY TO BE LOBOS, THEY'RE PROUD TO BE LOBOS.

WE'VE SEEN SOME LEARNING, AND WE GOT TO PARTICIPATE IN SOME LEARNING IN A COUPLE OF THE CAMPUSES.

FOR THE CAMPUSES WE VISITED, THANK YOU.

ALSO, WE ARE NEARING THE CHRISTMAS HOLIDAYS, SO I WANT TO WISH EVERYONE A HAPPY HOLIDAYS, MERRY CHRISTMAS, HAPPY NEW YEAR.

[13. Board Comments]

WE'RE GOING TO START DOWN WITH MR. BEBER.

>> THANK YOU TO EVERYONE FOR STAYING LATE.

IT'S NICE TO FINISH OUT ABOUT HALFWAY MARK OF THE SCHOOL YEAR.

I WILL SAY I HAVE HEARD NOTHING BUT POSITIVE FEEDBACKS ABOUT THE BLOCK SCHEDULE AT THE HIGH SCHOOL, SO I'M GLAD THAT WE'RE ABLE TO MAKE THAT HAPPEN AND CONTINUING TO WORK ON THAT FOR FUTURE YEARS FOR THE HIGH SCHOOL.

THANK YOU. WE ALSO APOLOGIZE AS A BOARD, WE ARE LOOKING INTO OUR BOOK VENDORS THAT WE HAVE AT A DISTRICT LEVEL.

WE'VE WORKED WITH SCHOLASTIC FOR MANY YEARS AND WE ARE GOING TO LOOK AT SOME ALTERNATIVE BOOK VENDORS TO INVITE INTO OUR CAMPUSES, TO GIVE OUR STUDENTS A WELL DIVERSE OFFERING OF BOOKS, BUT ALSO SOMETHING THAT IS AGE APPROPRIATE FOR THEM ON THEIR CAMPUSES AS WELL.

THANK YOU. I JUST WANT TO WISH EVERYONE A MERRY CHRISTMAS AND A HAPPY NEW YEAR.

[00:35:08]

THIS TIME OF YEAR COMES UP SUPER-FAST EVERY YEAR.

IT SEEMS FASTER AND FASTER EVERY YEAR, BUT I'VE BEEN EXCITED ABOUT THIS WHOLE SCHOOL YEAR.

I HAVE BEEN HEARING MANY GREAT THINGS ABOUT SOME OF THE CHANGES THAT HAVE BEEN MADE, SO THE NEW STAFF THAT'S HERE ARE SOME OF THE NEW PROGRAMS. I'M JUST VERY EXCITED.

IT'S A GREAT DAY TO BE A LOBO.

I JUST WANT TO THANK EVERYONE FOR BEING HERE TONIGHT AND ENJOY THE HOLIDAYS.

>> FIRST, I WANT TO SAY MERRY CHRISTMAS AND HAPPY NEW YEAR TO OUR COMMUNITY AS WELL AS TO THE BOARD AND ADMINISTRATION.

OVER THE LAST FEW WEEKS, WE'VE HAD A LOT OF ACTIVITIES GOING ON, INCLUDING THE GRAND PRIZES WHICH SHE GAVE OUT FOR THE TEACHERS FROM EDUCATION FOUNDATION, THE ANNUAL TREE PROJECT, WHICH CONTINUES TO BE A GREAT PROJECT.

I WANT TO SAY THANK YOU TO THE STAFF AND EVERYONE WHO'S INVOLVED IN THOSE.

WITH THAT SAID I ALSO WANT TO GIVE A SHOUT OUT TO DR. TRAMEL.

AS WE SIT ON THE CURRICULUM COMMITTEE, WE WERE DOING A LOT OF DISCUSSION AROUND THE CURRICULUM AND BASICALLY ENSURING THAT OUR CURRICULUM ARE MEETING THE GOALS THAT WE HAVE FOR THE DISTRICT.

BASICALLY, THAT IS IMPROVING OUR CURRICULUM AND ENSURING THE KIDS ARE GETTING THE EDUCATION THAT THEY NEED AND DESIRE.

THERE'S A LOT OF HARD WORK, AND I WANT TO COMMEND HER FOR ALL OF HER WORK THAT SHE'S DOING THERE.

ON THE COMMITTEE, ME AND MS. WATKINS HAD AN OPPORTUNITY TO REALLY SPEAK ON WHAT ARE SOME OF THE THINGS OR CHALLENGES WE HAVE RIGHT NOW IN OUR CURRICULUM.

WHAT ARE SOME OF THE THINGS WE'RE DOING VERY WELL IN OUR CURRICULUM? HOW DO WE CONTINUE TO IMPROVE THOSE THINGS? THAT CONTINUES TO MOVE FORWARD AND GOING ON.

WE'VE MADE SOME REQUESTS AS FAR AS DATA IS CONCERNED, SOME OF THE THINGS WE WANT TO SEE, AND HOPEFULLY, WE BRING THAT FORWARD TO THE BOARD SO THE BOARD CAN SEE SOME OF THE DATA ITEMS THAT WE HAVE OUT THERE AND ASK QUESTIONS FOR FEEDBACK FOR THE BOARD.

WE'LL CONTINUE TO WORK THERE TO MOVE THOSE THINGS ALONG, AND LET THAT THE BOARD SEE SOME OF THE DATA ITEMS THAT WERE ENGAGED IN TO HELP OUR STUDENTS RIGHT NOW.

REALLY BIG THING. OTHER THAN THAT, I WANT TO SAY, THANK YOU, MR. WATKINS, FOR SOME OF THE THINGS YOU'RE DOING FOR TEACHERS, IN BEING OUT THERE FOR TEACHERS AND HELPING THEM OUT AS WELL.

REALLY APPRECIATE THAT. WITH THAT, MERRY CHRISTMAS AND HAPPY NEW YEAR.

>> GOOD EVENING. I'LL START OFF WITH MERRY CHRISTMAS AND HAPPY NEW YEAR.

I WANTED TO CONGRATULATE OUR MUSICAL STUDENTS FOR THEIR ACHIEVEMENTS.

I CAN'T CARRY A TUNE IN A BUCKET, BUT I AM AMAZED BY WHAT THE YOUTH CAN DO WITH MUSICAL INSTRUMENTS, AND WITH THEIR VOICES.

WE JUST RECENTLY HAD SEVERAL OF OUR STUDENTS, I BELIEVE, MADE THE REGION AREA FOR THE BAND. THAT'S A BIG STEP.

THERE'S NOT MANY THAT GET TO MAKE IT TO THAT LEVEL.

AS VICE PRESIDENT WATKINS SAID, SHE AND I HAVE VISITED SEVERAL CAMPUSES THE LAST COUPLE OF WEEKS, AND EVERY PRINCIPAL WE'VE TALKED TO HAS BEEN VERY POSITIVE.

MAYBE YOU SAY THAT'S BECAUSE THE BOSSES, THEY'RE TALKING TO THEM, BUT WE'RE NOT THE BOSS; WE'RE PART OF THE TEAM.

I'M JUST AMAZED AT SOME OF THE TECHNIQUES THAT I SEE, ESPECIALLY AT THE ELEMENTARY LEVEL, OF HOW OUR CHILDREN ARE BEING TAUGHT.

I REMIND EVERYBODY, THAT'S OUR JOB AS THE BOARD OF DIRECTORS, THE TRUSTEES, THE PRODUCT WE WANT TO PUT OUT THERE ARE EDUCATED STUDENTS.

THAT'S OUR ONLY PRODUCT, AND THAT'S WHERE OUR FOCUS IS AT.

I LOOK FORWARD TO CONTINUING TO SERVE.

I LOOK FORWARD TO THE GROWTH THAT YOU HAVE SHOWN THAT WE MAY HAVE IN THE NEXT FEW YEARS.

BECAUSE THAT HAS BEEN A LITTLE BIT OF A CONCERN THAT THE PUBLIC IS EXPECTING THAT GROWTH AND IT LOOKED LIKE MAYBE IT WAS FLATTENING FOR A LONG WHILE.

BUT I JUST WANT TO THANK ALL OF YOU FOR YOUR SUPPORT.

AND AGAIN, HAPPY NEW YEAR AND MERRY CHRISTMAS. THANK YOU.

>> GOOD EVENING. I JUST WANT TO WISH MR. WATKINS A VERY HAPPY BIRTHDAY.

THANKS FOR JOINING US HERE ON YOUR BIRTHDAY TODAY.

I THINK MY PEERS HAVE PRETTY MUCH COVERED IT ALL, BUT I JUST WANT TO WISH THE STAFF AND TEACHERS A WONDERFUL CHRISTMAS BREAK; IT'S WELL-DESERVED.

WE KNOW HOW HARD THEY WORK.

IN FACT, THEY PROBABLY STILL WORK DURING THE HOLIDAYS IN PREPARATION FOR THE NEXT YEAR.

SO I JUST WANT TO WISH THEM ALL A WONDERFUL HOLIDAY SEASON. THANK YOU.

>> I'M ALSO GOING TO JUMP THE LINE BEFORE WE GO TO MR. LAMB, HAPPY BIRTHDAY TO MR. FLORES YESTERDAY AND HAPPY BIRTHDAY TO MR. MONTEMAYOR OR TOMORROW AND HAPPY BIRTHDAY TO MY POOR HUSBAND WHO GOT DRAGGED TO A SCHOOL BOARD MEETING TONIGHT.

MR. LAMB, IT IS YOUR TURN.

[14. Superintendent Comments]

>> I THINK WE SHOULD SING HAPPY BIRTHDAY TO THESE THREE FOLKS.

HERE WE GO. HAPPY BIRTHDAY TO YOU.

HAPPY BIRTHDAY TO YOU.

[00:40:03]

THANK YOU FOR THIS OPPORTUNITY TO JOIN THE FAMILY FOR THIS SEMESTER AND MANY MORE, I HOPE.

IF YOU'D LIKE THEY'RE GIVING OUT FREE HAIRCUTS WEDNESDAY MORNING AT 8:30 AT CRESTWOOD.

BUT I LOOKED DOWN THE LINE, A COUPLE OF YOU DON'T REALLY NEED ANY HAIRCUTS.

AFTER WEDNESDAY MORNING, I WON'T NEED ONE EITHER, BUT A WHOLE LOT OF GOOD GOING ON.

I APPRECIATE ALL YOU GUYS AND WHAT YOU DO TO MAKE IT.

THE GESTURE YESTERDAY WAS AMAZING OF GOING AROUND AND SHARING THINGS WITH OUR TEACHERS. I THINK THEY LOVED THAT.

SO I APPRECIATE YOU ALL'S CONSCIOUS EFFORT TO MAKE PEOPLE FEEL GOOD ABOUT WHAT THEY'RE DOING.

IT'S A BIG TEAM EFFORT AND IT'S A LOT OF FUN.

SO THANK YOU ALL AND MERRY CHRISTMAS AND HAPPY NEW YEAR.

THANK YOU TO THE STAFF FOR THE WORK THEY DO.

EVERYBODY HERE ALL JUST AMAZING WHAT THEY PUT TOGETHER AND WORK ON, ON A DAILY BASIS.

VERY THANKFUL TO GET TO WORK WITH THESE PEOPLE.

THAT'S ALL I HAVE TO SAY ABOUT THAT.

>> SO MOVED.

>> KEN. IS THERE A SECOND?

>> SECOND.

>> WE ARE ADJOURNED.
