THANK

[6. Superintendent Spotlight]

YOU. WE WILL NOW GO INTO THE SUPERINTENDENT SPOTLIGHT, MR. LAMB. WE START OUT THIS EVENING WITH LEADERS OF THE PACK STAFF RECOGNITION.

MS. ASHELEY BROWN.

THANK YOU, SUPERINTENDENT LAMB, PRESIDENT OLSON BOARD OF TRUSTEES.

WE'RE SUPER EXCITED TO START A BRAND NEW INITIATIVE HERE IN OUR DISTRICT THIS YEAR CALLED LEADERS OF THE PACK.

WE KNOW HERE IN LITTLE ELM ISD, WE HAVE THE VERY BEST OF THE BEST IN OUR CLASSROOMS EVERY SINGLE DAY.

WORKING WITH OUR KIDDOS, OUR CAMPUSES AND OUR LEADERS ON CAMPUS ARE SUPER BLESSED.

WE'RE ALL BLESSED TO HAVE SOME OF THESE EDUCATORS IN OUR DISTRICT, AND WE WANT TO TAKE THE TIME THAT IS DESERVING TO RECOGNIZE THESE EDUCATORS AND BIG IMPACT THAT THEY'RE MAKING ON OUR CLASSROOMS AND ON OUR STUDENTS EVERY SINGLE DAY.

SO THIS YEAR, EARLIER THIS SEMESTER, WE PUT OUT THE CALL TO THE LITTLE ELM COMMUNITY AND ASKED FOR YOU ALL TO RECOGNIZE AND SUBMIT NOMINATIONS FOR LEADERS OF THE PACK AND WE ISSUED THE CALL, ISSUED THE CHALLENGE FOR YOU ALL TO LET US KNOW WHO'S MAKING AN IMPACT AND BOY, DID OUR COMMUNITY RESPOND.

TO DATE, WE'VE HAD CLOSE TO 100 SUBMISSIONS FOR LEADERS OF THE PACK, FROM PARENTS, FROM STAFF MEMBERS, FROM STUDENTS WHO ARE EXPERIENCING AND WHO HAVE EXPERIENCED EDUCATORS THAT HAVE POURED INTO THEM, WHO HAVE GONE ABOVE AND BEYOND, GONE THE EXTRA MILE TO MAKE A DIFFERENCE IN THE LIVES OF OUR STUDENTS.

FROM PRESIDENT OLSON AND THE BOARD OF TRUSTEES AND SUPERINTENDENT LAMB, THEY GAVE US HR THE GO AHEAD, THE GREEN LIGHT TO BRING THOSE FOLKS TO SIFT THROUGH ALL THOSE NOMINATIONS AND BRING A FEW OF THOSE FOLKS TO THE BOARD MEETING EVERY SINGLE MONTH FOR US TO PUBLICLY AND VERY GRANDLY RECOGNIZE THEM.

SO TODAY IN NOVEMBER, THIS IS OUR VERY FIRST RECOGNITION.

AND IT WAS TOUGH TO NARROW DOWN THOSE DOZENS AND DOZENS OF NOMINATIONS TO JUST TWO.

BUT WE ARE GOING TO RECOGNIZE TWO REALLY FANTASTIC MEMBERS OF OUR LITTLE ELM COMMUNITY TONIGHT.

AND SO, WITHOUT FURTHER ADO, I'LL DIRECT YOUR ATTENTION TO THE VIDEO SCREEN, AND WE'LL LEARN A LITTLE BIT ABOUT OUR [INAUDIBLE]. WE ARE SO EXCITED THAT COACH DRUMMOND IS ONE OF THE PERSONS THAT WAS NOMINATED AS LEADERS OF THE PACK.

COACH DRUMMOND IS DEFINITELY A LEADER, NOT ONLY WITH OUR STUDENTS BUT ALSO WITH STAFF.

[00:05:01]

SHE ALSO IS IN CHARGE OF HOPE SQUAD THIS YEAR, SO SHE HAS MADE A BIG IMPACT WITH STUDENTS.

STUDENTS FROM THE HIGH SCHOOL LOVE HER MIDDLE SCHOOL, THEY COME VISIT HER ALL THE TIME.

SO COACH DRUMMOND, WE ARE SO PROUD OF YOU AND WE ARE GRATEFUL THAT YOU'RE AT STRIKE MIDDLE SCHOOL.

COACH DRUMMOND HAS ALWAYS BEEN SOMEONE WHO WILL ALWAYS BE BY YOUR SIDE.

ONE THING, ONE WORD THAT I CAN USE TO DESCRIBE HER IS LOYALTY.

SHE WILL ALWAYS BE THERE FOR YOU NO MATTER WHAT.

I HAD HER SIXTH THROUGH EIGHTH GRADE, AND TO THIS DAY, ANYTIME I TEXT HER OR CALL HER FOR ANYTHING I NEED, SHE IS ALWAYS THERE.

SHE HAS ALWAYS BEEN SUPPORTIVE OF ME AND HELPED ME THROUGH LIKE ANY PROBLEMS I HAD ANYTIME THROUGH THESE PAST YEARS.

AND I'VE ALWAYS APPRECIATED HER PRESENCE BECAUSE SHE JUST GIVES OFF SUCH A GOOD ENERGY AND ANYTIME SHE'S AROUND, IT'S JUST LIKE INSTANT, LIKE RELIEF, LIKE I KNOW EVERYTHING'S GOING TO BE OKAY AND THAT SHE'S GOING TO HELP ME GET THROUGH WHATEVER I NEED TO GET THROUGH.

LADIES AND GENTLEMEN, IF YOU'LL GIVE A ROUND OF APPLAUSE TO OUR FIRST LEADER OF THE PACK FOR NOVEMBER, COACH CRYSTAL DRUMMOND.

COME ON UP AND MR. POLLITT, IS MR. POLLITT HERE? COME ON UP, MR. POLLITT. THIS IS ONE OF HER ADMINISTRATORS, ASSISTANT PRINCIPAL AT WALKER MIDDLE SCHOOL AND COACH YOUNG, OUR ATHLETIC DIRECTOR.

WHERE ARE YOU, COACH YOUNG. IF YOU'LL COME UP TO.

IS HE IN HERE? YEAH, THAT BELONGS TO YOU.

AND THEN ALSO PRESIDENT OLSON AND SUPERINTENDENT LAMB, IF YOU ALL WOULD COME UP, WE'RE GOING TO GET A PICTURE OF YOU GUYS.

AND BEFORE YOU ALL HAVE A SEAT, WE'D LIKE TO INVITE CRYSTAL'S MOTHER, MRS. DRUMMOND, TO COME UP AND JOIN THE PICTURE AS WELL.

CONGRATULATIONS COACH DRUMMOND.

WE'RE VERY PROUD OF YOU.

AND WE HAVE ONE MORE LEADER OF THE PACK THAT WE'RE GOING TO RECOGNIZE TONIGHT.

SO THE VIDEO SCREEN WILL TELL US ABOUT THEM.

LEADERS OF THE PACK.

WHEN I SAW THAT EMAIL, I IMMEDIATELY THOUGHT OF MS. SMITH. WHEN YOU ENGAGE, EQUIP AND EMPOWER, THAT'S WHAT SHE DOES FOR OUR DAUGHTER.

AND THE THING ABOUT MS. SMITH THAT I LOVE IS SHE WORKS WITH US.

SO LIKE [INAUDIBLE] WORKS WELL WITH VISUALIZATION AND MS. SMITHS HAD THESE LITTLE CARDS THAT SHE WOULD USE AT SCHOOL TO HELP GET HER TO DO THINGS, AND SHE MADE ME A SET.

SO THAT'S HOW WE WORK.

WE WORK TOGETHER.

SO WHAT SHE DOES AT SCHOOL, I TRY TO DO AT HOME AND VICE VERSA, SO WE CAN GET HER ON ONE PAGE.

AND I LOVE MS. SMITH FOR THAT. IT'S WHEN A PARENT CAN FEEL SO COMFORTABLE THAT THEY DON'T WORRY ABOUT DROPPING YOUR KIDS OFF IN THE MORNING, THEY CAN JUST DROP THE KID OFF IN THE MORNING.

THEY LOOK FORWARD TO THEIR CHILD GOING TO SCHOOL BECAUSE THE CHILD IS SO ENTHUSED ABOUT GOING TO SCHOOL.

ENTHUSE ABOUT BEING WITH THE TEACHER.

AND YOU KNOW THAT BEING A CHILD THAT'S NONVERBAL AUTISTIC WHO IS STARTING TO PRETTY MUCH BREAK OUT OF HER SHELL.

A LOT OF STUFF THAT MY DAUGHTER IS DOING, I MEAN, I DIDN'T THINK MY DAUGHTER WOULD BE ABLE TO DO.

AND [INAUDIBLE] REPORT.

SO TERESA SMITH I'M SO PROUD OF HER BEING THE LEADER OF THE PACK.

SHE HAS DONE A PHENOMENAL JOB FOR US HERE AT LAKEVIEW.

THE HEART SHE HAS FOR KIDS, SHE WANTS THEM TO BE SUCCESSFUL DESPITE THEIR DISABILITIES AND THE THINGS THAT STUDENTS HAVE TO OVERCOME.

SHE STILL HOLDS A REALLY HIGH EXPECTATIONS AND STANDARDS.

SO WE ARE BEYOND BLESSED TO HAVE TERESA SMITH HERE SERVING ALL OF OUR STUDENTS, BECAUSE SHE TRULY BELIEVES THAT ALL OF OUR KIDS ARE ALL OF OUR KIDS.

SO WE'RE BLESSED AND CONGRATULATIONS.

CONGRATULATIONS. WELL DESERVED.

WE LOVE YOU, THERESA.

MISS SMITH, IF YOU'LL COME UP AND JOIN US.

OUR SECOND LEADER OF THE PACK FOR THE NIGHT.

PRESIDENT OLSON, SUPERINTENDENT LAMB, AND THEN HER PRINCIPAL ALSO.

MR. REZA, IF YOU'LL COME UP AS WE RECOGNIZE MISS SMITH.

[00:10:08]

AND THEN WE'D LIKE TO INVITE HER HUSBAND, MR. SMITH, TO COME UP AND JOIN THE PHOTO AS WELL.

CONGRATULATIONS, MISS SMITH.

THANK YOU SO MUCH AGAIN TO OUR COMMUNITY FOR NOMINATING THESE WONDERFUL EDUCATORS IN OUR DISTRICT, AND WE LOOK FORWARD TO CONTINUING TO RECOGNIZE THEM AS THE MONTHS GO BY.

HE'S HELPFUL, KIND, GRACIOUS, LOVING, AND ALWAYS INTERESTED IN THOSE AROUND HIM.

MISS SMITH, HIS WORLD CULTURES TEACHER, AND HIS FELLOW TEACHERS STATE THAT BRYANT IS BY FAR ONE OF THE NICEST STUDENTS THAT THEY HAVE EVER MET.

HE IS ALWAYS SO RESPECTFUL AND KIND TO HIS TEACHERS AND PEERS.

HE IS HARDWORKING, DILIGENT, SELF-MOTIVATED, AND IS A GREAT FRIEND TO HIS FELLOW STUDENTS.

WHAT A WONDERFUL KID.

BRIAN'S FAMILY Y'ALL CAN GET A PHOTO WITH HIM TOO, PLEASE.

OKAY. AND WALKER SILCOX, I KNOW YOU'RE HERE.

COME ON, MR. BARTLETT. I DON'T NEED THE MIC, DO I? THANK YOU. MR. AT THIS TIME, WE'RE GOING TO ASK KEISHA BROWN TO COME FORWARD AND TALK ABOUT THE PRESIDENT'S VOLUNTEER SERVICE AWARD.

MAKE SURE YOU KEEP THAT MIC A LITTLE BIT AWAY FROM YOUR MOUTH.

YEAH AND THEN Y'ALL CAN STAY FOR ESSER REPORTING IF YOU'D LIKE.

YEAH. GOOD EVENING.

THANK YOU, SUPERINTENDENT LAMB.

BOARD PRESIDENT OLSON AND MEMBERS OF OUR BOARD.

I AM KEISHA BROWN. I'M THE COORDINATOR OF COLLEGE READINESS FOR OUR SCHOOL DISTRICT AND TONIGHT I AM HERE TO PRESENT THE PRESIDENT'S VOLUNTEER SERVICE AWARD.

SO IN 2003, THE PRESIDENT'S COUNCIL ON SERVICE AND CIVIC PARTICIPATION FOUNDED THE PRESIDENT'S VOLUNTEER SERVICE AWARD TO RECOGNIZE THE IMPORTANT PART THAT AMERICA'S VOLUNTEERS PLAY IN OUR COUNTRY'S STRENGTH AND NATIONAL IDENTITY.

THIS AWARD HONORS THOSE CITIZENS WHOSE COMMITMENT TO SERVICE POSITIVELY IMPACTS COMMUNITIES IN EVERY CORNER OF THE NATION, AND INSPIRES OTHERS TO GIVE BACK.

STARTING WITH THE 2019 2020 SCHOOL YEAR, LITTLE ELM HIGH SCHOOL IS RECOGNIZED AS A CERTIFYING ORGANIZATION FOR THIS AWARD.

LITTLE ELM HIGH SCHOOL IS PROUD TO BE ABLE TO RECOGNIZE OUR STUDENTS WHO ARE COMMITTED TO SERVING THE COMMUNITY, AS WELL AS ASSISTING THEM WITH THE OPPORTUNITY TO ACHIEVE SUCH A PRESTIGIOUS AWARD.

SINCE 2019, LITTLE ELM HIGH SCHOOL HAS HAD 25 STUDENTS RECOGNIZED FOR COMPLETING 3400 HOURS OF SERVICE AND RECEIVING THE PRESIDENT'S VOLUNTEER SERVICE AWARD.

TONIGHT, WE WILL RECOGNIZE 2 STUDENTS.

OUR FIRST STUDENT, LUCY LOPEZ.

LUCY, WILL YOU COME FORWARD AS I SPEAK ABOUT YOU, PLEASE? OUR FIRST STUDENT, LUCY LOPEZ, IS A CURRENT SENIOR AT LITTLE ELM HIGH SCHOOL, AND SHE IS THE GRANDDAUGHTER OF MARY YOUNG.

IS YOUR GRANDMOTHER? IS YOUR GRANDMOTHER HERE THIS EVENING? WILL YOU RAISE YOUR HAND, GRANDMA, IF YOU'RE HERE.

IS SHE HERE? OKAY.

LUCY IS VERY INVOLVED ON THE CAMPUS.

SHE SERVES AS THE SENIOR CLASS SECRETARY.

SHE HAS SERVED AS A MANAGER FOR THE LADY LOBOS BASKETBALL TEAM FOR THREE YEARS, AND IS A MEMBER OF THE NATIONAL HONOR SOCIETY.

IF I HAD TO USE A FEW WORDS TO DESCRIBE LUCY, THEY WOULD BE HUMBLE WITH A HEART FOR SERVICE.

SHE HAS BEEN DEDICATED TO SERVING THIS COMMUNITY THROUGH THE STUDENT COUNCIL AND NATIONAL HONOR SOCIETY.

TONIGHT, LUCY IS BEING RECOGNIZED FOR COMPLETING OVER 125 HOURS OF COMMUNITY SERVICE IN A 12 MONTH TIME PERIOD AND WILL RECEIVE THE PRESIDENT'S VOLUNTEER SERVICE AWARD.

THIS EVENING, SHE IS RECEIVING THE BRONZE AWARD, WHICH INCLUDES A SIGNED LETTER FROM PRESIDENT BIDEN, A CERTIFICATE AND A PIN THAT SHE WILL BE ALLOWED TO WEAR AT HER HIGH

[00:35:01]

SCHOOL GRADUATION IN JUST A FEW MONTHS.

AFTER GRADUATION, LUCY PLANS TO ATTEND COLLEGE AND STUDY SOCIAL WORK.

CONGRATULATIONS, LUCY.

OKAY. AND THEN OUR NEXT STUDENT IS MATTHEW [INAUDIBLE].

MATTHEW, WOULD YOU PLEASE COME FORWARD AS I SPEAK ABOUT YOU? MATTHEW IS A CURRENT SENIOR AT LITTLE ELM HIGH SCHOOL, AND HE IS THE SON OF ADRIAN AND CHRISTINA [INAUDIBLE].

HIS PARENTS ARE WITH US TONIGHT.

I BELIEVE SOME OTHER FAMILY MEMBERS MAY BE HERE IF YOU GUYS WILL WAVE YOUR HANDS.

THANK YOU. MATTHEW IS A PART OF OUR LOBO COLLEGIATE ACADEMY AND WILL GRADUATE WITH OVER 60 HOURS OF COLLEGE CREDIT IN MAY.

MATTHEW HAS PARTICIPATED IN BOTH VARSITY FOOTBALL AS WELL AS POWERLIFTING.

HE'S ALSO A MEMBER OF THE NATIONAL HONOR SOCIETY AND STUDENT COUNCIL.

MATTHEW IS RECEIVING THE GOLD AWARD AND THIS IS HIS SECOND TIME RECEIVING THE PVSA.

HE'S ALSO RECEIVING A SIGNED LETTER BY PRESIDENT BIDEN, A CERTIFICATE AND A PIN THAT HE'LL BE ALLOWED TO WEAR AT HIS GRADUATION.

AFTER GRADUATION, MATTHEW PLANS TO ATTEND THE TEXAS TECH UNIVERSITY AND WAS RECENTLY RECENTLY FOUND OUT THAT HE WILL BE IN THE HONORS COLLEGE AT TEXAS TECH UNIVERSITY, WHERE HE WILL MAJOR IN SCIENCE.

ON THE PATH TO BECOMING A PHYSICIAN ASSISTANT.

SO CONGRATULATIONS TO YOU, MATTHEW, AND CONGRATULATIONS TO YOUR FAMILY.

[INAUDIBLE].

OKAY, NOW, MR. BARTLETT, EVERYONE'S ALLOWED TO IF THEY WOULD LIKE TO LEAVE OR UNLESS THEY'D LOVE TO LISTEN TO THE ESSER UPDATE, THEY'RE MORE THAN WELCOME TO STAY FOR THE ESSER UPDATE AND THE REST OF THE MEETING. THANK YOU ALL PARENTS AND EVERYONE FOR COMING.

FAMILY MEMBERS TONIGHT. STAFF.

SO.

COME ON UP, MS. ADAMS. WE'RE LETTING EVERYONE EXIT OUT OF HERE.

[INAUDIBLE].

START TALKING ABOUT FUNDING AND EVERYBODY JETS OUT [INAUDIBLE].

[7. Reports of the Superintendent]

[00:40:07]

THAT'S FINE, MS. ADAMS. GO AHEAD AND START.

ALL RIGHT. AND ARE WE GOING TO BE ABLE TO PULL UP THE POWERPOINT? YAY! WE WERE HAVING A LITTLE BIT OF TECHNOLOGY ISSUE EARLIER.

SO YOU DO HAVE PRINTED COPIES I BELIEVE.

AND TONIGHT I'M SIMPLY GOING TO GIVE YOU AN UPDATE ON OUR ESSER FEDERAL PROGRAMS. I TRY TO DO THIS ONCE A SEMESTER, ONCE A YEAR AT MOST, OR AT LEAST.

AND SO FOR THOSE OF YOU WHO HAVE NOT HEARD ENOUGH ABOUT ESSER OVER THE LAST SEVERAL YEARS, THAT YOU CAN RECITE WHAT THE ACRONYM STANDS FOR, IT IS FOR THE EMERGENCY RELIEF OF SECONDARY EMER.

LET ME SEE. I CAN'T PRONOUNCE IT.

ELEMENTARY AND SECONDARY SCHOOL EMERGENCY RELIEF FUND.

AND THESE FUNDS STARTED IN RESPONSE TO THE CORONAVIRUS.

AND SO WE'LL WALK YOU THROUGH THOSE REALLY QUICKLY.

THE FIRST PIECES OF THIS PRESENTATION ARE THE SAME AS THEY WERE WHENEVER I GAVE YOU THIS REPORT LAST YEAR.

BUT JUST TO GIVE YOU THE BACKGROUND ON WHERE THEY CAME FROM, THE CARES ACT WAS THE CORONAVIRUS AID, RELIEF AND ECONOMIC SECURITY ACT.

AND THAT'S WHERE THE FIRST WAVE OF THESE FUNDS CAME FROM THE FEDERAL GOVERNMENT.

AND THEN WE HAD THE CORONAVIRUS RESPONSE AND RELIEF SUPPLEMENTAL APPROPRIATIONS.

AND THEN FOLLOWING THAT, THE AMERICAN RESCUE PLAN.

THOSE WERE ALL ENACTED AT DIFFERENT TIMES.

AND THERE'S THE TIMELINES THAT ARE THERE FOR YOU, AND THE BILLIONS OF DOLLARS THAT WERE PUT FORTH AND FORWARDED ON TO SCHOOL DISTRICTS.

SO THERE ARE SEVERAL ALLOWABLE USES OF THE FUNDS, AND I WON'T GO THROUGH ALL OF THOSE.

THEY'RE PRETTY PRESCRIBED RULES AND REGULATIONS, AS ARE ALMOST ALL FEDERAL FUNDS, BUT MOST NOTABLY FOR US, ESPECIALLY FOR LITTLE ELM AND AND FOR THOSE DISTRICTS ACROSS THE STATE OF TEXAS.

MOST NOTABLY, WHAT'S INCLUDED HERE IN THESE THAT ARE UNIQUE IS THAT WE COULD SUPPLANT OUR GENERAL FUND.

AND THAT WAS A HUGE PIECE FOR US AND OTHER SCHOOL DISTRICTS ACROSS TEXAS.

AND, YOU KNOW, I REALLY HAVE TO STOP HERE.

I CAN'T GIVE AN ESSER REPORT WITHOUT JUST HAVING A MOMENT TO HONOR DR.

ASHLEY GLOVER. SHE WAS VERY INVOLVED IN THE PLANNING OF THIS AND THE IMPLEMENTATION OF THIS, AND WAS JUST SUCH A WONDERFUL AND DILIGENT PARTNER IN THAT.

SO I JUST CAN'T DO THIS REPORT WITHOUT MENTIONING THAT AND SHE, ON THE ALLOWABLE USE SIDE, WORKED VERY CLOSELY WITH JESSE WYSE BEFORE I EVEN CAME INTO THE DISTRICT. I CAME DURING COVID BACK TO THE DISTRICT IN 21, AND THEY HAD REALLY BEEN DILIGENT ABOUT ALLOCATING THESE FUNDS AND MAKING SURE THAT WE HAVE PROCESSES IN PLACE TO TO TAKE CARE OF THE FUNDS AND PASS THOSE ON TO OUR STUDENTS.

BUT THE COST HAS TO BE INCURRED DURING THE BUDGET PERIOD, AND THE BUDGET PERIOD IS ESTABLISHED ON THAT FIRST SLIDE AS THEY WERE ENACTED.

AND SO THEN THE SCHOOL DISTRICT HAS SEVERAL OTHER IMPLEMENTATION PLANS AND SO FORTH.

AND AGAIN, I WON'T REALLY BORE YOU WITH ALL THE INDIVIDUAL PIECES OF THAT, BUT THIS IS A SLIDE THAT WAS INCLUDED LAST YEAR AS WELL.

AND I KNOW THAT YOU HAVE SEEN THIS AND MANY MORE BECAUSE LEGISLATION HAS IS ALWAYS GOING ON.

IT SEEMS LIKE IN TEXAS RIGHT NOW AND SO IT'S ALWAYS LOOMING, AND THERE ALWAYS SEEMS TO BE SOME HEADLINES ABOUT, WELL, SCHOOLS DON'T NEED MORE MONEY BECAUSE THEY HAVEN'T SPENT ALL THE MONEY THAT WE GAVE THEM.

AND THAT'S THE BELIEF BY SOME, IS THAT WE'VE BEEN GIVEN THESE BILLIONS OF DOLLARS AND WE HAVEN'T SPENT THOSE MONIES.

AND SO BECAUSE OF THE NUMBER OF YEARS THAT IT CROSSES AND BECAUSE THAT IS AN ABSOLUTE FALSE STATEMENT, I JUST WANT TO TAKE A MINUTE DURING OUR PRESENTATION TO REITERATE ONCE AGAIN, AND I KNOW MANY OF YOU ALREADY KNOW THIS, BUT I'LL REITERATE THAT FOR ANYONE WATCHING THAT UNSPENT FUNDS DOES NOT MEAN UNCOMMITTED FUNDS. AND YOU HAVE TO KNOW A LITTLE BIT ABOUT HOW FEDERAL FUNDS WORK.

WE HAVE TO SPEND THESE FUNDS BEFORE WE CAN FILE FOR REIMBURSEMENT OF THEM.

SO WHEN WE RECEIVE OUR AWARD, OUR GRANT AWARD ON ANY OF OUR GRANTS, WHEN WE RECEIVE NOTICE OF A GRANT AWARD, IT'S CALLED A NOGA AND THAT'S JUST IN OUR TERMINOLOGY AND OUR ACRONYMS. IT'S SAYING, IF YOU SPEND THIS MONEY WITH THESE PRESCRIBED REASONS AND ON THESE PRESCRIBED PURPOSES, THEN WE WILL REIMBURSE YOU FOR IT.

SO IT'S OUR ASSURANCE THAT WE'RE GOING TO GET THE MONEY BACK.

SO WE HAVE TO HAVE THAT NOTICE OF GRANT AWARD TO SAFELY SPEND THE MONEY AND GET IT BACK.

BUT WE DO HAVE TO EXPEND IT BEFORE WE FILE FOR REIMBURSEMENT.

SO UNSPENT DOES NOT MEAN UNCOMMITTED AND OUR LEGISLATURE DOESN'T SEEM TO UNDERSTAND THAT AND SO I WANT TO MAKE SURE THAT YOU GUYS DO AS THE GOVERNING BODY.

AND I KNOW THAT YOU DO. BUT I'M REITERATING THAT, AGAIN, THEY ARE AVAILABLE TO US TO FILE DOWN AND TO WHAT WE CALL PULL DOWN AND GET REIMBURSEMENT FOR AFTER WE HAVE EXPENDED THOSE WE HAVE HAD AND CONTINUE TO HAVE A BUDGET PLAN FOR ALL OF OUR ESSER FUNDING, AND THAT IS USED FOR THE PURPOSE OF PREPARING OUR STUDENTS TO RECOVER FROM LEARNING LOSS AND ANY OTHER IMPACT ON THE DISTRICT FROM THE COVID 19 PANDEMIC.

AND THEY ARE MANY, AS WE'VE TALKED ABOUT IN DIFFERENT AREAS, FROM OUR GROWTH TO OUR LEARNING LOSSES TO OUR BEHAVIOR, ALL TYPES OF THINGS, AND WE EXPAND OUR

[00:45:04]

FUNDS APPROPRIATELY IN THOSE.

AREAS. SO WE HAVE MATCHED THOSE UP.

AND THIS IS WHERE I WAS SO VERY BLESSED TO WORK WITH DR.

GLOVER AND CYNDY MIKA BEFORE, AND I'M SO GRATEFUL NOW TO PARTNER WITH JASON EVANS, DR.

TRAMEL, DAN BICKFORD.

AND AS YOU WILL SEE, OR YOU MIGHT RECALL, IT'S A SUBSTANTIAL AMOUNT OF MONEY.

AND SO IT'S WORTH TAKING A MOMENT TO PAUSE AND LOOK AT WHAT WE'VE GOTTEN AND HOW, YOU KNOW, HOW WE'VE SPENT IT AND WHERE WE'RE GOING FROM HERE.

SO AT A GLANCE OVER ALL OF THOSE ACTS, THESE ARE THE MAIN GRANTS.

THERE WERE SEVERAL VERY, VERY SMALL SUBSIDIARY GRANTS THAT ARE NOT INCLUDED HERE THAT WERE VERY SMALL AND IMMATERIAL AND WE'RE GRATEFUL FOR THEM.

BUT THESE ARE THE MAIN GRANTS THAT WERE THAT WERE AWARDED OUT OF THOSE BILLIONS DIRECTLY TO LITTLE ELM ISD.

AND SO, AS YOU CAN SEE, IT'S ALMOST $10 MILLION.

AND THAT'S A LOT OF MONEY THAT WE'VE BEEN AWARDED SINCE 2020.

ESSER 1 WAS THE IMMEDIATE ONE THAT WAS DISTRIBUTED AS SOON AS THE PANDEMIC BEGAN.

AND, WELL, I'D SAY AS SOON AS IT BEGAN, AS SOON AS WE, THE GOVERNMENT COULD RESPOND TO THE FACT THAT SPRING BREAK WASN'T JUST GOING TO BE ONE EXTRA WEEK IN 2020, AND IT WAS PRIMARILY USED, THAT $478,000 WAS PRIMARILY USED IN OUR DISTRICT FOR FACE SHIELDS, THE SHIELD, DESK SHIELDS, [INAUDIBLE], AND OTHER EXPENSES RELATED TO THAT REMOTE LEARNING THAT WE DID FOR THE REMAINDER OF THAT YEAR.

AND SO THOSE WERE ALMOST ALL EXPENDED ON THAT.

AND SO WE'RE REALLY GOING TO DROP THAT ONE OFF RIGHT NOW BECAUSE IT WAS EXPENDED BACK THEN AND IT HAS NOT BEEN ASSESSABLE.

AND WE'RE GOING TO LOOK SPECIFICALLY AT THOSE OTHER THREE THAT WERE ACTIVE DURING THIS FISCAL YEAR.

AND SO DROPPING OFF ESSER 1 ESSER TWO FOR THE CURRENT YEAR, ESSER 2.

ESSER 3. AND THEN THERE WAS A SUPPLEMENTAL ASSIGNMENT OF THE ESSER 3 GRANT AS WELL, THE THREE OF THOSE FOR THIS FISCAL YEAR OF 23-24, WE HAD $2.9 MILLION OF THAT MONEY LEFT.

AND SO THERE WERE JUST A TINY LITTLE PIECE LEFT IN ESSER 2 AND THEN A LITTLE BIT, $273,000 LEFT IN ESSER 3 SUPPLEMENTAL.

SO PRIMARILY FOR THIS CURRENT FISCAL YEAR, WE ARE ON THE SECOND YEAR OF USING THOSE FUNDS TO FUND POSITIONS.

AND AS YOU'LL RECALL, YOU APPROVED THESE TWO YEARS AGO TO FUND POSITIONS FOR TWO YEARS, NOT ONE, BUT TWO.

AND THAT'S WHY OUR PLAN WAS TO USE THOSE OVER TWO YEARS.

WHILE WE HAVEN'T DRAWN DOWN ALL OF THAT MONEY BECAUSE WE HAVEN'T SPENT IT YET.

AND SO WE ARE IN THE SECOND YEAR OF THAT AND THEN THOSE FUNDS WILL EXPIRE.

BUT THOSE WERE USED AND RESERVED FOR THOSE TWO YEARS TO ENSURE THAT PERSONNEL WERE AVAILABLE FOR SERVICES, EVEN IF THE STUDENT POPULATION DIDN'T MEET THE DEMOGRAPHER ESTIMATES. AND YOU CERTAINLY KNOW THAT WAS SOMETHING THAT HAS OCCURRED.

AND SO OF THE $4.4 MILLION IN ESSER THREE, THERE WAS THAT $2.6 MILLION THAT WAS REMAINING.

AND RIGHT NOW WE'VE DONE DRAWDOWNS THROUGH SEPTEMBER THE 30TH AND THROUGH SEPTEMBER THE 30TH.

WE STILL HAVE $2.1 MILLION REMAINING OF ESSER THREE.

IT'S THE ONLY ACTIVE ESSER FUND LEFT IN OUR DISTRICT.

THE OTHERS HAVE BEEN FULLY LIQUIDATED SINCE THE FISCAL YEAR BEGAN, AND THEY HAVE EXPIRED SINCE THE FISCAL YEAR BEGAN.

AND SO NOW THE ONLY ACTIVE ONE THAT WE HAVE GOES THROUGH SEPTEMBER OF NEXT YEAR OF 2024.

AND SO AS A REMINDER, THIS IS BACK ON THE FIRST PAGE OR THE FIRST SUMMARY THAT I SHOWED YOU.

WE HAD $9.9 MILLION THAT WAS AWARDED ACROSS ALL FOUR OF THOSE GRANTS.

WE HAVE EXPENDED $7.7 MILLION OF THAT THROUGH SEPTEMBER OF THIS YEAR, AND THE REMAINING $2.2 MILLION IS ALLOCATED IN PAYROLL POSITIONS THAT WILL BE PAID DURING THIS YEAR, AND SOME OF THOSE WILL CROSS FISCAL YEARS.

THEY WON'T FINISH PAYING IN JUNE.

THEY WILL STILL BE PAID NEXT JULY, AUGUST AND SEPTEMBER, WHICH THAT WILL BE A NEW FISCAL YEAR.

AND THEN THOSE FUNDS WILL BE COMPLETELY EXPENDED AS I PREPARED THIS SLIDE, THESE CROSS SIX FISCAL YEARS, THESE GRANTS DO AND AS I PREPARED THIS SLIDE AND THIS RECONCILIATION AND TYING EVERYTHING BACK, WHICH IS JUST SOMETHING THAT I LOVE TO DO BECAUSE IT MAKES ME HAPPY.

BUT I HAD TO TAKE A MINUTE FOR THAT TO JUST SIT BACK AND THINK THAT THIS THING THAT HAPPENED, THIS COVID THING THAT HAPPENED IS NOW ACROSS SIX FISCAL YEARS AND FIVE OF THEM HAVE EITHER ALREADY OCCURRED OR WE'RE IN THE MIDST OF THAT AND THEN THE ONLY LITTLE BIT THAT WILL BE LEFT IN 24-25 WILL BE FOR NEXT SUMMER'S PAYROLL.

SO THAT FORMER SLIDE THAT SHOWS THE $7.7 MILLION THAT WAS EXPENDED OF THE 9.9 IS JUST SPELLED OUT HERE IN THE SAME WAY, BUT THROUGH THE FISCAL YEAR SUMMARY INSTEAD.

SO AT THE END OF THE DAY, THAT'S WEIRD.

MY SLIDE HAS WORDS ALL OVER IT.

SO YOU HAVE A PRINTOUT OF THIS.

I DON'T KNOW WHY THAT'S NOT COMING UP ON THE SCREEN, BUT THE THREE THINGS THAT I REALLY WANT YOU TO REMEMBER FROM THIS UPDATE IS THAT THESE FUNDS HAVE BEEN AWARDED AND BUDGETED THROUGH THE FINAL 2024 EXPIRATION.

[00:50:02]

THERE'S NO MORE IN 2425 FOR US TO BUDGET.

THAT THE DISTRICT HAS THE FLEXIBILITY TO AMEND AS THE STUDENT NEEDS AND POPULATION, OR THE PERSONNEL AVAILABILITY CHANGES DURING THE GRANT PERIOD.

AND I WANT TO REMIND YOU OF THAT, BECAUSE WE DO HAVE VACANCIES IN THE DISTRICT, AND SOME OF THE BUDGETED FUNDS FOR THESE POSITIONS ARE IN ESSER FUNDING.

AND SO IF WE CAN'T FILL THOSE POSITIONS, WE DON'T WANT TO LET THOSE FUNDS EXPIRE.

SO WE HAVE THE ABILITY TO AMEND THEM AND USE THEM FOR DIFFERENT PURPOSES.

AND THAT'S WHERE THAT SUPPLANT REALLY COMES IN INTO PLAY IN HOW WE MONITOR THAT CLOSELY, TO MAKE SURE THAT WE EXPEND ALL OF THESE FUNDS THAT ARE AVAILABLE.

BECAUSE IF WE DON'T, BY THE END OF SEPTEMBER, THEN WE WOULD LOSE THEM AND WE WON'T LET THAT HAPPEN.

AND THEN FINALLY, THAT THE FUNDS ARE DRAWN AFTER THEY ARE EXPENDED.

I WANT TO MAKE SURE THAT YOU UNDERSTAND THAT AND HAVE AN OPPORTUNITY TO ASK ANY QUESTIONS THAT THE BALANCES THAT YOU MAY SEE PUBLICIZED AND YOU SEE THOSE PUBLICIZED IN MASS, BECAUSE THEY LOOK AT THEM EITHER AS WHAT IS FULLY AVAILABLE FROM THE FEDERAL GOVERNMENT, OR THEY'LL SAY, THIS IS WHAT TEXAS HAD ASSIGNED TO THEM AND THAT THEY HAVEN'T PULLED DOWN. WELL, DISTRICTS ACROSS TEXAS ARE DOING THE SAME THINGS THAT WE ARE, AND SO THEY HAVEN'T PULLED THEM DOWN YET.

THAT DOESN'T MEAN THAT THEY DON'T HAVE A PLAN THAT THEY'RE ACTIVELY SPENDING THOSE FUNDS AND SO I WILL BE GLAD TO TAKE ANY QUESTIONS THAT YOU HAVE ABOUT THESE.

I HAVE NO IDEA WHY THAT PHANTOM SLIDE DID THAT.

ANY QUESTIONS? ANY QUESTIONS FROM THE BOARD? SEEING NONE. THANK YOU, MISS ADAMS. APPRECIATE IT. THANK YOU, THANK YOU.

MS. FLORES.

[8. Citizen Input]

DO WE HAVE ANY CITIZEN INPUT? MISS MADDY WATKINS.

GOOD EVENING, MISS WATKINS. WE WILL GIVE YOU FIVE MINUTES ON THE BOARD.

WE'LL GIVE YOU ONE MINUTE WARNING IF YOU HAPPEN TO GO THAT LONG.

GOOD EVENING, PRESIDENT OLSON BOARD OF TRUSTEES.

MR. LAMB AND CABINET MEMBERS.

MY NAME IS MADDY WATKINS.

I'M A FRESHMAN AT LITTLE ELM HIGH SCHOOL AND A MEMBER OF VARSITY CHOIR.

I'M HERE TO INVITE THE BOARD, CABINET, AND ENTIRE COMMUNITY TO OUR SIXTH ANNUAL WINTER WONDERLAND MARKETPLACE AND FIRST ANNUAL PANCAKE BREAKFAST THIS SATURDAY, DECEMBER 2ND, 2023 FROM 9 A.M.

TO 3 P.M. AT LITTLE ELM HIGH SCHOOL.

THIS YEAR'S CRAFT FAIR HAS OVER FIVE OR OVER 50 VENDORS SELLING EVERYTHING FROM COOKIES, CAKE IN A JAR AND HANDMADE CRAFTS.

THE PANCAKE BREAKFAST IS GOING TO BE MADE BY THE CULINARY ARTS STUDENTS.

ALL PROCEEDS BENEFIT OUR AWARD WINNING CHOIR PROGRAM.

PANCAKE BREAKFAST TICKETS ARE $10 FOR ADULTS, $5 FOR CHILDREN OR FAMILY OR A FAMILY FOUR PACK FOR $25.

WE HOPE TO SEE YOU THERE.

THANK YOU.

YOU GOT FOUR MORE MINUTES.

YOU DON'T WANT TO TALK ABOUT SOMETHING ELSE.

WE WILL GO ON TO THE APPROVAL OF THE MINUTES.

[9. Approval of Minutes]

WE WILL GO ON TO CONSIDER THE APPROVAL OF THE REGULAR MEETING MINUTES FROM OCTOBER 16TH, 2023.

[INAUDIBLE] CHANCE TO REVIEW THOSE.

DO I HAVE A MOTION TO APPROVE? I HAVE A MOTION FROM KEN.

DO I HAVE A SECOND? SECOND.

SECOND FROM DELEON? ANY QUESTIONS? SEEING NONE. ALL THOSE IN FAVOR, RAISE YOUR HAND.

ALL OPPOSED.

MOTION PASSES.

WE'LL NOW GO ON TO ACTION ITEMS, WHICH I BELIEVE ACTION ITEM A, WE ARE PULLING.

[10. Action Items]

CORRECT, MR. LAMB.

OKAY, SO WE WILL SKIP THAT ONE.

WE'LL GO ON TO ACTION ITEM B, WHICH YOU CONSIDER THE APPROVAL OF THE CANDIDATES TO THE DENTON CAD BOARD OF DIRECTORS.

IN YOUR PACKET, OF COURSE, WE RECEIVED THE APPLICANTS.

WE HAVE NINE APPLICANTS.

MS. FLORES CORRECT ME IF I'M WRONG, BUT WE DO JUST VOTE FOR ONE.

CORRECT? [INAUDIBLE].

WELL THAT'S FINE.

I WILL GO AHEAD AND GO IN. WE HAVE A CONSIDER THE APPROVAL.

SO DO I HAVE SOMEBODY WHO WOULD LIKE TO MAKE AN APPROVAL OR MAKE A MOTION TO APPROVE? I'D LIKE TO CONSIDER APPROVING.

I'D LIKE TO RECOMMEND CASTING OUR VOTES FOR DAVID TERRY.

HE'S BEEN ON THE BOARD FOR SEVERAL YEARS.

HE'S ALWAYS BEEN A GREAT SUPPORTER OF THE DISTRICT AND THE COMMUNITY.

THAT'S WHAT I RECOMMEND. OKAY, SO I HAVE A MOTION.

DO I HAVE A SECOND? SECOND? I HAVE A SECOND FROM MARY.

ANY QUESTIONS? [INAUDIBLE].

YES, THATS WHAT QUESTIONS ARE FOR.

OKAY. I'M GOING TO APOLOGIZE AHEAD OF TIME BECAUSE I'M GOING TO NEED SOME UNDERSTANDING, BECAUSE MY UNDERSTANDING IS WE COULD SPREAD THESE VOTES OUT, NOT JUST ONE.

CANDIDATE. YES.

I'M A LITTLE DISTURBED.

WITH THE ACTIONS OF THE DENTON COUNTY TAX ASSESSOR'S OFFICE AND THE CENTRAL DISTRICT AND PERSONALLY I COULD NOT SUPPORT ANYBODY THAT'S BEEN ON THAT BOARD.

THAT HASN'T CHANGED THINGS AT THAT APPRAISAL DISTRICT, IF ANYTHING AND OF COURSE, IT'S BEEN JUST IN THE PUBLIC EYE.

[00:55:05]

I HAVE NO OTHER INSIGHT INFORMATION, BUT IT'S HORRENDOUS IF THAT INFORMATION IS TRUE THE WAY THIS DISTRICT HAS BEEN RUN, THE CENTRAL APPRAISAL DISTRICT, I PERSONALLY WOULD PURSUE VOTING NEW PEOPLE IN AND NOT PUTTING ANY OF THE STANDING BOARD ON THE CONTINUED ON THE BOARD. SO I KNOW NONE OF THESE PEOPLE PERSONALLY.

THE ONES THAT I PICKED OUT THAT SEEMED TO GET MOST OF THE VOTES FROM SOME OTHER OF THE COMMISSIONERS COURT.

AS MUCH AS YOU SUPPORT OR DON'T SUPPORT OUR]COMMISSIONERS COURT, MR. DAVID JOHNSON HAS ALREADY RECEIVED 320 VOTES FROM THE COMMISSIONERS COURT.

MISS ANNE [INAUDIBLE] RECEIVED 100 VOTES FROM THE COMMISSIONERS COURT, AND THERE'S 2 OR 3 OTHERS THAT HAVE NEVER BEEN ON THE BOARD. NOW, A COUPLE OF THE BOARD MEMBERS DID RECEIVE VOTES FROM THE COMMISSIONERS COURT.

MR. ALEX BUCK RECEIVED 100 VOTES AND ROY T ATTWOOD RECEIVED 50 VOTES.

NONE OF THE OTHER SITTING MEMBERS OF THAT APPRAISAL DISTRICT BOARD RECEIVED ANY VOTES FROM THE COUNTY COMMISSIONERS.

SO I WOULD PURSUE THAT.

WE DISCUSS EITHER SPREADING THESE VOTES OUT OR VOTING FOR OR AGAINST THE NOMINEE THAT IS UP AT THE MOMENT.

RIGHT NOW WE DO HAVE A MOTION AND A SECOND, UNLESS YOU WOULD LIKE TO MAKE A SUGGESTION FOR A MODIFICATION TO MR. MONTEMAYOR MOTION.

AS FAR AS HOW YOU'D LIKE TO SEE THE VOTES POTENTIALLY SPLIT, IF YOU'D LIKE TO POSSIBLY NOMINATE ANOTHER CANDIDATE, IF MR. MONTEMAYOR WOULD BE OPEN TO AMENDING HIS VOTE BASED UPON THAT RECOMMENDATION, WE CAN DO THAT.

BUT AT THIS POINT, I DO HAVE RECOMMENDATION JUST OR A MOTION AND A SECOND JUST TO VOTE FOR MR. TERRY. I WOULD OFFER A FRIENDLY AMENDMENT TO AT LEAST INCLUDE MR. JOHNSON AS ONE OF OUR POSSIBLE APPOINTEES, SINCE HE SEEMED TO BE OVERWHELMINGLY A CHOICE FROM THE COMMISSIONERS COURT.

AND THAT'S THE ONLY PLACE I FOUND ANY DATA ON ANY VOTES THAT HAD BEEN CAST FOR THESE PEOPLE SO FAR.

SO I'M NOT PUTTING ALL THIS WEIGHT ON OUR COUNTY COMMISSIONERS BECAUSE I DON'T ALWAYS AGREE WITH THEM.

BUT SO I WOULD OFFER THAT FRIENDLY AMENDMENT.

LET'S SPLIT OUR VOTES OR DECIDE HOW MANY VOTES BETWEEN TWO PEOPLE AND NOT JUST ONE.

[INAUDIBLE]. 185, RIGHT? 85 VOTES. OKAY.

I MEAN, I'M FINE AMENDING IT TO SPLITTING OUR VOTES BETWEEN THOSE TWO CANDIDATES, THE ONE I RECOMMENDED AND THE ONE THAT.

OKAY. THAT'S FINE.

OKAY, OKAY. AS LONG AS WE'RE OKAY TO AMEND OR DO WE NEED TO VOTE DOWN AND THEN REDO? WE NEED TO, SINCE THERE IS A MOTION.

OKAY. SO YEAH.

SO WE'RE GOING TO GO AHEAD AND VOTE. SO WE DO HAVE A MOTION.

SO HAVE A MOTION TO VOTE ALL OF OUR 185 VOTES.

JUST TO MR. TERRY.

ALL THOSE IN FAVOR RAISE YOUR HAND? ALL THOSE OPPOSED.

MOTION DOES NOT PASS.

DO I HAVE ANOTHER MOTION ON THIS ACTION ITEM TO OFFER ANOTHER SPLIT OF OUR VOTES? MAKE A MOTION.

I'LL FOLLOW YOU. OKAY.

I'LL MAKE A MOTION TO SPLIT OUR VOTES BETWEEN CANDIDATE DAVID TERRY AND DAVID JOHNSON.

HOW WOULD YOU LIKE THEM SPLIT? I GUESS IT'S AN ODD NUMBER, RIGHT? SO JUST GIVE THE ONE EXTRA TO MR. JOHNSON. OKAY, SO 82 FOR MR. TERRY AND 83 FOR MR. JOHNSON. OH, WAIT, I'M NOT DOING MY MATH RIGHT.

92 AND 92 AND 93.

SORRY. YEAH. SHORT WAS 10 VOTES, I APOLOGIZE.

YEAH, I SECOND THAT MOTION.

OKAY, SO I HAVE A MOTION FROM DAVID AND A SECOND.

DO YOU HAVE ANY QUESTIONS OTHER THAN I NEED TO GO BACK TO MR. LAMB'S MATH CLASS WHEN HE GOES BACK AND SUBS.

[INAUDIBLE].

YEAH. I DIDN'T HEAR ANY OF THE GIGGLING DOWN THERE.

ALL RIGHT. ALL THOSE IN FAVOR, RAISE YOUR HAND.

ALL THOSE OPPOSED? MOTION PASSES. THANK YOU VERY MUCH.

WE'LL GO ON TO THE CONSIDER THE APPROVAL OF THE TEN FOOT WIDE AT&T EASEMENT.

I KNOW MR. JAMES ISN'T HERE, SO MR. [INAUDIBLE] IS GOING TO LET US HELP UNDERSTAND THIS.

ALL RIGHT. THANK YOU FOR THE OPPORTUNITY TO COME BEFORE THE BOARD TODAY.

WE HAVE HAD A REQUEST FROM AT&T TO ACCESS AN EASEMENT ON THE NORTH SIDE OF OUR PROPERTY AT LAKEWOOD VILLAGE, WHICH WILL BE THE SITE OF A NEW ELEMENTARY NUMBER SEVEN.

SO THIS PROPOSAL IS TO CONSIDER APPROVAL OF GRANT OF A TEN FOOT WIDE EASEMENT TO AT&T ON 0.166 ACRES OF DISTRICT REAL PROPERTY LOCATED AT HIGH RIDGE DRIVE, SITUATED IN THE WILLIAM LOFTON SURVEY WITHIN THE TOWN OF LAKEWOOD VILLAGE, DENTON COUNTY.

I THINK EACH OF YOU SHOULD HAVE BEEN GIVEN A MAP OF OUR OF THE PLOT THERE.

THERE'S ALREADY A LIST OF EASEMENTS ON THAT NORTH SIDE, SO IT'S NOT GOING TO TAKE ANY MORE SPACE AWAY FROM US AS A DISTRICT, AND IT WILL STILL BE USABLE TO US AS A

[01:00:10]

PLAY AREA OR WHATEVER WE WANT.

WE JUST CAN'T BUILD ON TOP OF IT, WHICH WE WOULDN'T BE DOING BECAUSE ALL OF THE OTHER EASEMENTS ARE RIGHT THERE ANYWAY.

SO THE ADMINISTRATION RECOMMENDS THE APPROVAL OF THIS TEN FOOT WIDE EASEMENT AND TO AUTHORIZE THE SUPERINTENDENT OR DESIGNEE TO NEGOTIATE AND EXECUTE THE EASEMENT.

DO I HAVE A MOTION TO APPROVE? SO MOVE. DO I HAVE A SECOND? SECOND. ANY OTHER QUESTIONS? I DO HAVE A QUESTION. I THINK YOU'VE ALREADY ADDRESSED IT.

BUT. SO THERE'S OTHER EASEMENTS BACK THERE.

SO DO THEY JUST OVERLAP OR ARE THEY NEXT TO EACH OTHER OR HOW.

I MEAN IS THERE ANY IT'S ACTUALLY AN ADDITIONAL TEN FEET.

BUT THEY ALL TEND TO CONGREGATE IN THE SAME GENERAL AREA.

SO IT WILL BE WITHIN A 50 FOOT WIDE WHICH WE'VE ALREADY GRANTED.

SO. ANY OTHER QUESTIONS? ALL THOSE IN FAVOR, RAISE YOUR HAND.

ALL THOSE OPPOSED? I'M ABSTAINING. CONFLICT OF INTEREST.

JUST A LITTLE BIT.

WHAT DO YOU MEAN? I MEAN, OKAY, THANK YOU VERY MUCH, MR. [INAUDIBLE]. APPRECIATE IT.

[11.C. Consider approval of 2024-2025 New Courses]

ALL RIGHT. WE'LL NOW GO TO THE CONSENT AGENDA, WHICH I KNOW WE WOULD LIKE TO HAVE ONE ITEM PULLED.

THAT IS ITEM C, CONSIDER APPROVAL OF THE 2024, 2025 NEW COURSES.

DR. TRAMEL, WOULD YOU MIND COMING UP AND DO A LITTLE PRESENTATION FOR US? GOOD EVENING, PRESIDENT OLSON.

MR. LAMB, BOARD OF TRUSTEES.

WE ARE COMING TONIGHT TO YOU ALL FOR APPROVAL OF NEW COURSES.

ONE OF THE COURSES MIGHT ACTUALLY BE OFFERED SECOND SEMESTER, AND THE REST OF THEM WOULD BE OFFERED NEXT IN THE NEXT SCHOOL YEAR.

AS WE LOOK AT THE PROPOSED NEW COURSES.

THE FIRST FOUR ARE DEALING WITH COMPUTER SCIENCE.

SO THE SAME TEACHER THAT TEACHES COMPUTER SCIENCE WOULD BE TEACHING THESE COURSES.

I THINK TO PUT EVERYTHING IN CONTEXT, ALL OF OUR COURSES TONIGHT ARE CTE COURSES.

THE STATE HAS DISSOLVED THE STEM CLUSTER, AND WHAT THEY'VE DONE IS THEY'VE TAKEN THE BROAD TOPIC OF ENGINEERING AND THEY'VE PUT TRACKS UNDER ENGINEERING.

SO PROGRAMS OF STUDY UNDER ENGINEERING.

SO STEM WENT AWAY.

SO UNDER ENGINEERING THERE'S CIVIL ENGINEERING, MECHANICAL ENGINEERING, ELECTRICAL ENGINEERING, GEOSPATIAL ENGINEERING.

AND THEN THE FOUNDATIONS OF ENGINEERING WHICH ARE THE MAIN FIVE.

WE COULD ALSO PUT DRONES UNDER THAT.

SO ALL OF THESE COURSES THAT WE ARE PROPOSING ARE PRETTY MUCH A RESULT OF THAT.

THERE'S ONE FOR SECOND SEMESTER THAT'S A LITTLE BIT DIFFERENT, BUT IT'S STILL CTE.

SO THE FIRST FOUR COURSES, INDEPENDENT STUDY AND TECHNOLOGY APPLICATIONS IS JUST FORMALLY COMPUTER SCIENCE.

YOU WILL NOTICE WE ARE ADDING AP COMPUTER SCIENCE PRINCIPLES.

AND THAT'S FOR OUR STUDENTS WHO ARE ON THAT AP TRACK.

WE WANTED TO GIVE THEM THE OPPORTUNITY TO HAVE AN AP COURSE WITH COMPUTER SCIENCE.

THEN THE NEXT COURSE NUMBER FIVE IS STUDENT TO INDUSTRY CONNECTION.

AND YOU KNOW, WE RECOGNIZE, ESPECIALLY IN CTE, THAT NOT ALL STUDENTS ARE GOING TO GO TO COLLEGE.

BUT WE WANT OUR STUDENTS EDUCATED ON OTHER OPPORTUNITIES.

SO SUPPOSE THEY GET A CTE CERTIFICATION AND THEY GO INTO THE PRIVATE SECTOR IN A CAREER.

THIS COURSE WOULD EDUCATE THEM ON FURTHERING THEIR EDUCATION IN THE VOCATIONAL AREAS THEY HAVE SELECTED, AND THAT WHAT THAT WOULD LOOK LIKE FOR THEM AND THE POTENTIAL IT COULD MAKE IN THEIR ABILITY TO EARN A HIGHER WAGE AND OR POTENTIALLY EVENTUALLY CHOOSE TO GO TO COLLEGE TO FURTHER THEIR CAREER.

SO THIS IS A COURSE TO REALLY EDUCATE OUR KIDS ON WHAT THEIR OPTIONS ARE IN ALL OF THOSE AREAS, AND TO HELP THEM UNDERSTAND HOW THEY COULD DO THAT POST GRADUATION AND THEN IF YOU LOOK AT THE NEXT THREE COURSES, PRINTING AND IMAGING TECHNOLOGY, ONE WITH A LAB, TWO WITH A LAB, AND THEN THE PRACTICUM.

THIS IS FORMERLY KNOWN AS YEARBOOK.

SO BE TAUGHT BY THE SAME TEACHER THAT CURRENTLY TEACHES YOUR BOOK.

BUT THE TECHNOLOGY 1 WITH LAB AND 2 WITH LAB WOULD BE FOR FRESHMEN AND SOPHOMORES.

[01:05:02]

AND THEN THE PRACTICUM WOULD BE FOR OUR JUNIORS AND SENIORS.

THE NEXT COURSE IS SCIENTIFIC RESEARCH AND DESIGN.

AND REALLY THIS IS REPLACING OUR CURRENT DOUBLE BLOCKED PRACTICUM FOR STEM.

AND SO JUST TO BE ALIGNED WITH OUR ACCELERATED BLOCK PROGRAM, THIS WOULD BE OFFERED SECOND SEMESTER AT THE HIGH SCHOOL FOR OUR STUDENTS WHO ARE ON THAT TRACK.

AND THEN THE LAST TWO PROJECT BASED RESEARCH.

FIRST TIME TAKEN AND SECOND TIME TAKEN.

THIS IS A PRETTY COOL.

THESE TWO COURSES ARE PRETTY COOL BECAUSE WHAT THEY WILL ALLOW IS FOR CAMPUS WIDE PROJECTS.

WITH DIFFERENT CTE ENTITIES WITHIN THE CAMPUS OR STUDENT ORGANIZATIONS WITHIN CTE.

SO AN EXAMPLE MIGHT BE THAT THE KIDS MAY WANT TO MAKE A SOLAR CAR.

WELL, THAT MIGHT INVOLVE, YOU KNOW, DIFFERENT PARTS OF ENGINEERING.

YOU KNOW, WELDING MIGHT BE INVOLVED IN THAT, YOU KNOW, OTHER AREAS OF STEM.

SO IT REALLY DOES OFFER AN OPPORTUNITY FOR KIDS TO COME TOGETHER ACROSS CONTENT AREAS WITHIN CTE AND FOR AN INTEGRATED PROJECT.

SO LIKE BUILDING A SOLAR CAR, FOR INSTANCE.

AND THEN THE SECOND TIME TAKEN IS PRETTY COOL BECAUSE THE STUDENTS WOULD BE MATCHED WITH A MENTOR FROM THE PRIVATE SECTOR JUST TO GIVE THEM A LITTLE MORE AUTHENTICITY IN THEIR LEARNING.

AND IT WOULD BE, YOU KNOW, MATCHED WITH A MENTOR RELATED TO THEIR PROJECT AREA FOR POTENTIAL CAREER.

SO THESE ARE THE COURSES THAT WE ARE BRINGING TO THE BOARD FOR APPROVAL FOR THE 2425 SCHOOL YEAR. AND THEN THAT ONE SCIENTIFIC RESEARCH AND DESIGN TO OUR STUDENTS WOULD BE ABLE TO TAKE THAT SECOND SEMESTER ON THE ACCELERATED BLOCK, AND THAT WOULD JUST REPLACE THAT STEM PRACTICUM.

OKAY. DO I HAVE A MOTION TO CONSIDER THE APPROVAL OF THE 2024, 2025 NEW COURSES? SO MOVE. DO I HAVE A SECOND? SECOND. DO WE HAVE ANY QUESTIONS? I DO, I ACTUALLY HAVE A QUESTION.

WHICH ONE ARE ANY OF THESE COURSES GOING TO GIVE OUR STUDENTS COMPLETE OUR STATUS? I KNOW THAT'S A BIG PART OF OUR ACCOUNTABILITY RATING.

ARE THE NEW CHANGES GOING TO HELP US GET COMPLETE OR STATUS? RIGHT. SO WITH THE RESTRUCTURING OF, YOU KNOW, WHAT THE STATE HAS DONE WITH CTE? YES. WHEN YOU KNOW, STUDENTS CAN TAKE A TEST AND GET A CTE CERTIFICATION THAT GIVES THEM THAT COMPLETER STATUS.

AND SO I BELIEVE ALL OF THE DIFFERENT TRACKS THAT WE ARE OFFERING UNDER THAT ENGINEERING UMBRELLA NOW PROVIDE AN OPPORTUNITY FOR STUDENTS TO BE COMPLETERS.

[INAUDIBLE] ONE MORE ON THE VERY LAST ONE? NUMBER 11, YOU TALKED ABOUT MENTORS.

WILL THIS BE? I GUESS THE QUESTION THAT POPPED INTO MY MIND WHEN YOU WERE PRESENTING WAS AVAILABILITY OF MENTORS.

IS THIS SOMETHING THAT WE YOU THE DISTRICT WILL? PUBLICIZE THAT WE'RE LOOKING FOR MENTORS IN THESE SPECIFIC AREAS, AND WE WOULD NEED TO KNOW THAT AHEAD OF TIME.

IT WOULD BE SOMETHING THAT THIS IS THE SECOND PHASE OF NUMBER TEN.

SO WE WOULD ALREADY HAVE SOMEBODY ALREADY IN OR STUDENTS IN THE LOOP.

THANK YOU FOR ASKING. THAT'S A GREAT QUESTION.

IT'S GOING TO DEPEND ON WE ARE GOING TO NEED THOSE MENTORS.

IT'S GOING TO DEPEND ON WHAT THE STUDENT CHOOSES BECAUSE IT'S CENTERED AROUND STUDENT CHOICE.

WE PARTNER WITH A COMPANY CALLED PEOPLE WORKS AND ACTUALLY RECEIVED A $200,000 GRANT TO SUPPORT THAT PARTNERSHIP FROM THE GATES FOUNDATION. AND THEIR FUNCTION IS TO FIND THOSE MENTORS FOR OUR KIDS.

SO OF COURSE, WE ALWAYS WELCOME ANY SUPPORT AND HELP FROM THE BOARD OR ANY OF OUR BUSINESSES IN TOWN, BUT WE HAVE PARTNERED WITH A COMPANY JUST BECAUSE WE WANT TO BE SURE OUR KIDS HAVE THOSE OPPORTUNITIES, AND WE WANT PROFESSIONALS HELPING US MAKE SURE THEY'RE HIGH QUALITY. YEAH, THOSE 2 AND 11 CAN BE VERY SPECIFIC, BUT ALSO VERY BROAD.

DEPENDING, ABSOLUTELY.

YEAH. FROM A SCHEDULING STANDPOINT, IT SEEMS LIKE IT COULD REALLY BE A NIGHTMARE FOR NO BETTER TERM AT THE MOMENT.

[01:10:02]

WELL, AND YOU KNOW, YOU TAKE A TOPIC, BUT IT DEPENDS ON THEIR SLANT OR WHAT THEY'RE WORKING ON WITHIN THAT TOPIC.

SO YOU'RE RIGHT, IT COULD BE BROAD, BUT IT COULD ALSO BE PRETTY SPECIFIC.

THESE AIMED AT FRESHMAN OR JUNIOR SENIORS OR DOES IT MATTER.

THIS WOULD BE SECOND TIME TAKEN.

SO IT WOULD NOT BE FRESHMAN, BUT NUMBER 10, THE FIRST TIME TAKEN.

SO COULD IT START AS EARLY AS A FRESHMAN COMING IN WANTS TO DO SOMETHING? IT COULD POTENTIALLY OKAY.

THANK YOU. APPRECIATE THAT.

ANY OTHER QUESTIONS. IF NOT, WE HAVE A MOTION AND A SECOND.

ALL THOSE IN FAVOR, RAISE YOUR HAND.

ALL THOSE OPPOSED? MOTION PASSES. THANK YOU, DR.

TRAMEL. THANK YOU VERY MUCH.

WE'LL GO ON NOW.

[11. Consent Agenda]

GO TO THE REST OF THE CONSENT AGENDA.

DO I HAVE A MOTION TO APPROVE THE REST OF THE CONSENT AGENDA WITH ITEM C PULLED AND VOTED UPON? DO I HAVE A SECOND? SECOND.

SECOND FROM DELEON. ANY QUESTIONS? SEEING NONE. ALL THOSE IN FAVOR, RAISE YOUR HAND.

ALL THOSE OPPOSED? MOTION PASSES.

WE WILL NOW RECONVENE INTO CLOSED SESSION.

[2. The Board will recess into Closed Meeting in the Board Support Conference Room as permitted by the Texas Open Meetings Act Code Subchapter 551.129, 551.072 & 551.074. The Board and Superintendent will discuss: A. Personnel B. Land C. Conduct private consultation with attorney regarding pending or contemplated litigation concerning the Strike Middle School Project and potential claims against the Construction Manager at Risk, Cadence McShane Construction Company, LLC (Part 2 of 2)]

LITTLE MODIFICATION TO IT, SO I APOLOGIZE.

SO WE'RE GOING TO GO AND RECONVENE IN CLOSED SESSION AT 8:10 P.M..

WE WILL REOPEN INTO OPEN SESSION AT 8:50 P.M.

WE WILL GO INTO PRESIDENT BOARD COMMENTS.

[12. Board President Comments]

I'LL JUST MAKE ONE RATHER QUICK.

WANT TO THANK EVERYONE, STAFF AND EVERYONE FOR THE GREAT PRESENTATIONS.

I HOPE EVERYBODY HAD A GREAT THANKSGIVING.

NOT THAT I SEE A LOT OF NODDING HEADS OUT THERE IN THE FOYER, BUT WE'RE ALL GOOD.

JUST WANT TO THANK ALL THE BOARD MEMBERS WHO CAME OUT TO THE 633 RUN.

WELL, FOR SOME OF IT WAS A WALK, ACTUALLY, FOR MOST OF US ALL IT WAS A WALK.

BUT IF YOU CAME TO THE 633 RUN, THAT WAS A GREAT EVENT.

SO LOOKING FORWARD TO DOING THAT AGAIN NEXT YEAR AND I'LL MAKE MY SHORT AND SWEET AND I'LL START ON MY LEFT, MR.

[13. Board Comments]

BURTON. TO THOSE IN THE PEANUT GALLERY.

ALL OF US. I JUST HAD A COUPLE OF THINGS I WANTED TO BRING UP TONIGHT.

I JUST TALKED ABOUT IT IN THAT I ATTENDED THE VETERANS DAY PROGRAM AT LAKEVIEW, AND I, IT WAS JUST FABULOUS.

YOU KNOW, IT WAS A MIRACLE HAPPENED.

YOU HAD 500 PLUS KIDS IN THE GYM.

THE ENTIRE PROGRAM WAS PUT ON BY FIFTH GRADERS WITH, YOU KNOW, THE TEACHERS WATCHING.

I WAS REALLY TOUCHED BY THAT.

AND I THINK THEY HAD PROBABLY BETWEEN 25 AND 30 VETERANS AND OR THEIR SPOUSES WITH THEM.

IT WAS JUST A GREAT PROGRAM AND I WANT TO GIVE KUDOS TO THE PRINCIPAL ON DOWN.

GOT TO TALK TO MISS HEAD QUITE A BIT.

SO TRYING TO GET TO KNOW FOLKS AROUND.

ON TOP OF THAT I HAVE TWO GRANDDAUGHTERS THAT GO TO ZELLARS.

AND I'M GETTING A LITTLE CHOKED UP HERE.

BUT MY OLDEST ONE, OLDEST GRANDDAUGHTER IS FOUR AND A HALF AND SHE'S WAS A LITTLE DELAYED IN SPEECH DUE TO BEING BORN DURING COVID AND STUFF, SO.

BUT I WAS IN THE OFFICE THE OTHER DAY AND I'VE GOT A RUG, THAT'S THE TEXAS FLAG.

AND SHE WALKS IN AND SHE CALLS ME POPPY, AND SHE GOES, WELL, POPPY, WHAT ARE YOU DOING? KIND OF WORKING ON SOMETHING.

SHE PICKED UP THE RUG AND STARTED.

HONOR THE TEXAS FLAG.

WE'RE TEACHING THAT AT FOUR YEAR OLDS, AND I LOVE IT.

DON'T STOP THAT.

THAT'S ALL I'VE GOT.

MR. ENGLISH.

WANT TO SAY 633 RUN WAS GREAT, GREAT TIME BEING OUT THERE.

WE CAME IN DEAD LAST BECAUSE WE DECIDED TO EXTEND OUR WALK A LITTLE BIT.

BUT IT WAS A GREAT EVENT AND GREAT OPPORTUNITY.

THERE ARE SOME GREAT EVENTS THAT ARE COMING UP.

PLEASE LOOK AT THE SCHOOL CALENDARS OUT THERE THAT ARE GOING ON IN SOME OF THE WONDERFUL EVENTS THAT ARE COMING UP, AND LOOK FORWARD TO THAT.

AND I WANT TO THANK ALL THE TEACHERS AND AND PRINCIPALS AND STAFF AND CUSTODIANS AND PARALEGAL PROFESSIONALS.

THANK YOU FOR BEING A PART OF LITTLE ELM ISD AND HELPING OUR STUDENTS OUT.

SO THAT'S IT FOR ME.

THANK YOU, MISS WATKINS.

FIRST OF ALL, I WANT TO WISH EVERYBODY, SINCE WE'RE JUST COMING BACK FROM THANKSGIVING BREAK, A VERY HAPPY THANKSGIVING.

I HOPE YOU ENJOYED YOUR TIME WITH YOUR FAMILY.

I HOPE YOU GOT TO USE THE TIME FOR OUR TEACHERS, ESPECIALLY TO RELAX AND REJUVENATE YOURSELVES AS WE MAKE THE FINAL PUSH TO THE END OF OUR SEMESTER. I'D ALSO LIKE TO INVITE THE COMMUNITY TO THE CHOIR, CRAFT FAIR AND PANCAKE BREAKFAST THIS WEEKEND AT THE HIGH SCHOOL, AND I ALSO SHE'S NOT HERE RIGHT NOW, BUT I'D LIKE TO WISH SHAY ADAMS A VERY HAPPY BIRTHDAY TOMORROW.

MR. MONTEMAYOR? I DON'T HAVE TOO MUCH TODAY, I JUST WANTED TO THANK EVERYBODY THAT WAS HERE EARLIER AND WE HAD THE EXTRA SESSION, SO I CAN'T SEE THEM IN THE EYE.

BUT TO THANK ALL OUR ADMIN FOR EVERYTHING THEY DO.

[01:15:01]

I'M GLAD THAT I HOPE THAT THANKSGIVING WAS GOOD FOR EVERYBODY.

AND, YOU KNOW, JUST KIND OF GET READY FOR THE HOLIDAY SEASON COMING UP.

THANK YOU, MR. BEBER. I WILL BE BRIEF, BUT IT'S GREAT SEEING THE LEADERS OF THE PACK OUT HERE.

THAT'S A GREAT NEW TRADITION TO RECOGNIZE OUR LEADERS IN OUR COMMUNITY AND THROUGHOUT LITTLE ELM ISD.

SO HOPE EVERYBODY HAD A GREAT THANKSGIVING AND GOOD NIGHT.

THANK YOU. SUPERINTENDENT.

[14. Superintendent Comments]

COMMENTS. MR. LAMB.

JUST THANKFUL TO BE HERE WITH YOU GUYS.

IT'S AN AMAZING PLACE YOU SEE IT EVERYWHERE AND AGAIN, COMING OFF THE THANKSGIVING SEASON, I'M JUST REALLY AND TRULY SO THANKFUL TO BE HERE AND BE WITH YOU AND.

KNOW THAT YOUR PEOPLE THAT CARE ABOUT NOT ONLY THE KIDS IN THIS SCHOOL, BUT THE COMMUNITY AND JUST MAN WHAT HEARTS YOU HAVE AND WHAT SERVANT'S HEART YOU HAD.

AND SO THANK YOU FOR ALLOWING ME TO BE A PART OF IT.

AND JUST A GREAT DAY TO BE A LOBO.

I WAS GOING TO SAY, I WAS WAITING FOR THAT.

ALL RIGHT. WITH THAT, DO I HAVE A MOTION TO ADJOURN? SO MOVE. FROM DELEON, DO I HAVE A SECOND? SECOND? SECOND FROM MARY.

ALL THOSE IN FAVOR, RAISE YOUR HAND.

ALL OPPOSED. MOTION PASSES.

WE WILL CLOSE AT 8:55 P.M.
