HE IS A GREAT ATHLETE AND WAS MY HONOR TO KNOW THAT HE WAS GOING TO GET THAT CERTIFICATE TODAY AND I WANTED TO BE HERE AND SEE HIS JOY WHEN HE GOT HIS CERTIFICATE [APPLAUSE] >> CAMERON, GOOD JOB. [APPLAUSE] BECAUSE YOU DON'T WANT TO BE ON [INAUDIBLE]. [LAUGHTER] [APPLAUSE] >> MR. BEAR IS GOING TO RECOGNIZE OUR TWO HIGH SCHOOLERS. >> THANK YOU MR. [INAUDIBLE]. WE'RE GOING TO START OFF WITH ANTHONY FLORES, YOU CAN COME NOW UP WITH YOUR FAMILY. ANTHONY, COME ON UP HERE. LET'S GIVE ANTHONY A ROUND OF APPLAUSE. [APPLAUSE] FIRST ONE, GIVE YOU THE CERTIFICATE ABOUT QUITE A FEW TEACHERS THAT WANT TO SAY SOMETHING. JUST ONE SECOND, LET ME READ SOME THINGS ABOUT YOU. ANTHONY FLORES THIS IS A GREAT STUDENT. HE'S ALWAYS ENGAGED, HE KEEPS HIS LAB GROUP TALKING DURING GROUP DISCUSSIONS BY INJECTING INTERESTING IDEAS OR QUESTIONS INTO THE MIX. HE TREATS EVERYONE AROUND HIM WITH RESPECT AND KINDNESS, I'M LUCKY TO HAVE HIM IN CLASS. THAT WAS MR. ANDREWS. SO THAT MS. WHITE SAYS, WOW, WHAT CAN I SAY ABOUT ANTHONY FLORES? QUITE A BIT. HE'S SUCH A GREAT STUDENT. I'VE KNOWN HIM SINCE HE WAS IN MY JOURNALISM CLASS TWO YEARS AGO AND NOW HE'S STARTING HIS SECOND YEAR IN YEARBOOK CLASS. HE'S COURAGEOUS AND A HARD WORKER. ANTHONY WILL JUMP RIGHT IN TO GET STORIES DONE. HE'S NEVER BEEN ONE TO SHY AWAY FROM TAKING PICTURES AT ANY EVENT. ANTHONY IS ONE OF THE MAIN REASONS WHY THE YEARBOOK HAS BEEN SUCH A HUGE SUCCESS THE LAST THREE YEARS. I DON'T KNOW WHAT I WOULD DO WITHOUT HIM. HE'S OUR COMIC RELIEF IN CLASS BUT ALSO A ROCK WILL BE ANY MORAL SUPPORT. I WILL MISS HIM TREMENDOUSLY WHEN HE GRADUATES BUT I KNOW HE'S MOVING ON TO BIGGER AND BETTER THINGS. SHE WANTS ME TO READ IT FROM THIS ONE. THEN THIS ONE ALSO SAYS, ANTHONY GIVES 100% ON EVERYTHING HE DOES. HE HAS VERY HIGH EXPECTATIONS FOR HIMSELF, HE IS ONE OF THE MOST COMPASSIONATE STUDENTS THAT I'VE EVER TAUGHT. ANTHONY IS ORGANIZED, HE TAKES PERSONAL RESPONSIBILITY FOR HIS OWN SUCCESS. HE'S PROBLEM-SOLVER AND SOLUTION-FOCUSED. YOU DEFINITELY DID THAT. [APPLAUSE]. KIMBERLY BORAM AND YOUR FAMILY, COME ON UP, PLEASE? SAY KIMBERLY A BIG ROUND OF APPLAUSE. [APPLAUSE] IS IT BETTER? WHERE'S THAT MICROPHONE? HERE'S [INAUDIBLE] AND I WANT TO READ SOME OF THE GREAT THINGS YOUR TEACHERS SAID ABOUT YOU. THIS TIME I'LL LEAN OVER LIKE THAT. [LAUGHTER] THIS ONE SAYS SHE'S A LEADER, SHE VOLUNTEERS AND SHE HAS THE LOBO CHARACTERISTICS, SHE FORMS WITH THE BLUE ANGELS. THIS ONE SAYS, KIMBERLY EXUDES ACADEMIC EXCELLENCE BY CONSISTENTLY EXCELLING IN HER STUDIES DEMONSTRATING A STRONG COMMITMENT TO LEARNING. SHE'S AN OUTSTANDING LEADER WHO HAS TAKEN ON LEADERSHIP ROLES IN MULTIPLE SCHOOL CLUBS AND AGILE TEAM AS FAR AS MOTIVATES HER PEERS ON DAILY BASIS. KIMBERLY IS RESPONSIBLE, RELIABLE, AND TRUSTWORTHY. SHE'S RESPECTFUL NOT ONLY TO HER TEACHERS AND SCHOOL STAFF BUT ALSO HER FELLOW STUDENTS. KIMBERLY TREATS OTHERS WITH KINDNESS, EMPATHY, AND CONSIDERATION, SHE IS VERY DILIGENT AND HAS A STRONG WORK ETHIC. KIMBERLY CONSISTENTLY PUTS INTO EFFORT AND GOES ABOVE AND BEYOND IN ALL HER ACADEMIC AND EXTRACURRICULAR PURSUITS. WOW. THIS ONE SAYS, THIS IS FROM JUSTIN FROM THE BANK. HE SAYS, I'VE HAD THE OPPORTUNITY TO WORK WITH KIMBERLY SINCE 2022. KIMBERLY HAS A PASSION FOR SERVING THOSE IN NEED THROUGH THE COMMUNITY SERVICE, RECEIVING MULTIPLE AWARDS, RECOGNIZE HER DEDICATION AND 200 HOURS OF COMMUNITY SERVICE. IN ADDITION TO HER STELLAR GRADES AND HER RIGOROUS COURSEWORK SHE'S INVOLVED WITH OUR SCHOOL COMMUNITY. KIMBERLY HAS PROVEN THAT HER LEADERSHIP SKILLS ARE EXCEPTIONAL. AS A FIRST LIEUTENANT TO BLUE ANGELS AND THE PRESIDENT OF THE AFRICAN AMERICAN AWARENESS CLUB, SHE EMERGES AS EXEMPLARY LEADER ON CAMPUS. ALSO HAVE HAD THE HONOR OF HEARING KIMBERLY SPEAK. IT'S TRUE. THROUGH HER BEGINNING OF THE YEAR CONVOCATION AS BRANCH MANAGER OF CUTX, HER COMMAND IN THE ROOM AND ENERGY DEMONSTRATES HER ABILITY TO GET THOSE AROUND HER EXCITED AND MOTIVATED. MOST NOTABLY, SHE'S RECENTLY RECEIVED THE CHALLENGE COIN FROM THE MAYOR AND THE TOWN OF LITTLE ELM RECOGNIZING HER GOING ABOVE AND BEYOND HER SERVICES DEVOTION TO THE LITTLE ELM COMMUNITY. KIMBERLY IS THE PRIME EXAMPLE OF WHAT IT MEANS TO [00:20:01] BUILD LOBO AND SCHOOL AND THE COMMUNITY. I HAVE TO SAY, IT'S A PLEASURE TO HAVE YOU AT OUR SCHOOL. YOU'RE PHENOMENAL. LET'S GIVE A BIG ROUND OF APPLAUSE. [APPLAUSE] >> ALL THE AWARD WINNERS THIS EVENING, COULD YOU PLEASE COME UP HERE JUST REAL QUICK? WE WANT TO GET A GROUP PICTURE OF ALL OF YOU GUYS FOR THIS MONTH. IF YOU WON AN AWARD FOR BEING STUDENTS OF YOUR CAMPUS, WILL YOU ALL COME UP HERE REAL QUICK? [NOISE] [APPLAUSE]. >> 3, 2, 1. EVERYBODY LOOK RIGHT HERE, 3, 2, 1. EVERYONE, LOOK RIGHT HERE FOR THIS ONE. 3,2,1, OKAY. [APPLAUSE]. >> THANK YOU, PARENTS, WE APPRECIATE YOU ALL. ALSO WE DO HAVE A BOARD MEETING TO CONTINUE FORWARD, IF YOU'D LIKE TO STAY, YOU'RE WELCOME TO STAY WITH US. IF YOU DON'T WANT TO STAY, YOU'RE WELCOME TO LEAVE AT THIS TIME. THANK YOU. [BACKGROUND] >> HEY, WHERE'S EVERYBODY GOING? [BACKGROUND] >> YOH, STEVE, YOU'RE LEAVING. >> CHEER UP. >> DON'T GO. >> PLEASE, DON'T GO. DON'T GO AWAY. [BACKGROUND] [7. Reports of the Superintendent] >> MR. LAMB, WE'LL GO AHEAD AND CONTINUE ON AS EVERYONE EXITS OUT WITH THE REPORTS OF THE SUPERINTENDENT, PLEASE. >> YES. [LAUGHTER] I'M A LITTLE SELF-CONSCIOUS ABOUT MY OWN [LAUGHTER]. WHEN I ASKED FOR THIS LEGISLATIVE UPDATE TO BE PUT ON THE AGENDA IT WAS A WEEK OR SO AGO AND I GUESS I HOPED WE WERE A LITTLE FURTHER ALONG IN THE LEGISLATIVE SESSION TO HAVE SOMETHING SUBSTANTIAL TO REPORT TONIGHT. REALLY, WHAT WE'RE LOOKING FOR AND WATCHING IS NOT NECESSARILY HAPPENED YET. OBVIOUSLY, WE'RE IN SPECIAL SESSION. THIS SPECIAL SESSION REALLY HAS ONE AGENDA ITEM AND THAT'S THE SAVINGS ACCOUNTS FOR THE STUDENTS TO POSSIBLY GO TO PRIVATE SCHOOL. WE'RE WATCHING THIS, WE'RE CERTAINLY WANTING TO BE INVOLVED AND BE INTERESTED. THE SENATE HAS PUSHED FOR SENATE BILL 1 AND SENATE BILL 2 TO BE LOOKED AT ON THE HOUSE SIDE. IT'S MY UNDERSTANDING THAT THE HOUSE WILL PUSH OUT A BILL THAT MAY BE READ TOMORROW. WE'RE WATCHING THOSE CLOSELY, ANXIOUS TO SEE WHERE THOSE GO AND I HOPED THAT ONE OF THOSE WOULD BE A LITTLE FURTHER ALONG TO TALK ABOUT BUT THEY'RE NOT. THAT'S IT FOR MY LEGISLATIVE REPORT AND WE WILL CONTINUE TO WATCH. >> MR. JAMES, COME ON UP FOR THE CONSTRUCTION OF DATE. >> GOOD EVENING, PRESIDENT NELSON AND BOARD OF TRUSTEES, SUPERINTENDENT LAMB. I'M JUST HERE TO GIVE YOU A QUICK LITTLE CONSTRUCTION UPDATE ON WHAT WE HAVE GOING ON WITH THE TWO BONDS THAT WE HAD, WAS 2017 BOND AND A 2022 BOND. FIRST, WE'RE GOING TO START OFF WITH THE COMPLETED PROGRAM PROJECTS FOR 2017 BUT I HIGHLIGHTED TWO PROJECTS. THE REASON WHY IS BECAUSE THIS IS THE LAST TWO PROJECTS THAT WE COMPLETED WITH THE 2017. BUT THE FIRST ONE IS THE LOCKER ROOM CONVERGENCE AT THE HIGH SCHOOL AND THEN ZELLARS EARLY CHILDHOOD LEARNING CENTER. BOTH OF THESE PROJECTS WERE FINISHED WEIRDLY. WE RECEIVED LAST EXTENSION COMPLETION. [00:25:01] ALL CONSTRUCTION INSPECTIONS BOTH STATE AND LAWFUL HAVE BEEN MET AND RIGHT NOW WE HAVE RECEIVED CLOSEOUT DOCUMENTS FOR BOTH PROJECTS. RIGHT NOW WE ARE IN THE ONE-YEAR WARRANTY STAGE FOR BOTH PROJECTS. ONTO THE 2022 BEEN PROGRAM PROJECTS AND I JUST BROKE DOWN WHAT WE HAVE GOING ON AS RESOURCES AND PLANNING, WHAT WE HAVE CURRENTLY UNDER CONSTRUCTION AND RECENTLY COMPLETED PROJECTS. THE FIRST IS STRIKING WALKER ORCHESTRA ADDITIONS. WITH THIS PROJECT, WE ARE CURRENTLY LOOKING AT OPTIONS AS FAR AS THINGS WE CAN DO TO REIN IN THE COST OF IT. BUT WE LOOK FORWARD TO MAYBE MOVING FORWARD WITH THIS PROJECT EARLY NEXT YEAR PROBABLY JANUARY OR FEBRUARY, IF THINGS GO THE WAY THAT WE ARE MAYBE LOOKING AT THEM TO GO. ELEMENTARY NUMBER 7. I HAVE ONE SLIDE HERE I WANT YOU ALL TO SEE. THIS IS JUST A RENDERING OF ELEMENTARY NUMBER 7. ONE IS ISOMETRIC VIEW, THE OTHER ONE IS THEY VIEW STRAIGHT ON. WE'RE NOT SAYING THAT THIS IS EXACTLY HOW THE SCHOOL IS GOING TO LOOK. WE ARE STILL IN DESIGN AND DEVELOPMENT PHASE OF IT, SO IT COULD HAVE CHANGED. THIS IS JUST A CONCEPT THAT THE ARCHITECT CAME UP WITH. CORGAN ARCHITECTS IS THE DESIGNER OF THIS PROJECT. I KNOW I HAVE ONE HERE THAT WE SHOULD RECEIVE OUR FIRST PRICING PACKAGE BY THE END OF OCTOBER, BUT I DID GET THAT PRICING PACKAGE. ACTUALLY, I GOT IT TODAY. WE'LL BE LOOKING AT THE PRICING ON THIS YEAR JUST VETTING IT. HOPEFULLY, WE'RE GOING TO KEEP MOVING FORWARD AS FAR AS THE DESIGN AND EVERYTHING THAT WE HAVE GOING ON RIGHT NOW WITH IT. THE NEXT PROJECT IS THE HIGH SCHOOL ADDITIONS AND RENOVATIONS. WE ARE MOVING FORWARD. PVK IS THE ARCHITECT ON THIS PROJECT. WE ARE MOVING FORWARD WITH THE CLASSROOM ADDITION AND THE GYMNASIUM ADDITION. WE ARE IN SCHEMATIC DESIGN RIGHT NOW. HOPEFULLY, BY MIDDLE OF NEXT MONTH, WE SHOULD HAVE SCHEMATIC DESIGN FINISHED AND I SHOULD BE ABLE TO SHOW YOU SOMETHING LIKE WHAT I JUST SHOWED YOU FOR ELEMENTARY NUMBER 7. THE NEXT ONE IS BRITAIN CHAVEZ INTERIOR UPGRADES. THIS IS A PROJECT, IT WILL BE ACCELERATED BEYOND THE ACTION ITEM FOR TODAY, BUT I WENT ON AND PUT IT ON ANYWAY. BRITAIN CHAVEZ, WE'RE DOING INTERIOR UPGRADES TO IT, MOSTLY THIS IS TOWER WORK. THIS IS GOING TO BE DONE IN THE CORRIDORS AND EVERY RESTROOM IN THE BUILDING. ALSO THE FLOORS IN THE CAFETERIA WILL ALSO BE DONE AND THIS IS THE PROJECT THAT WE WILL GET STARTED THIS MONTH AND IT WILL RUN THROUGHOUT THE REST OF THE YEAR AND WE WILL FINISH IT IN THE SUMMERTIME. OF COURSE, SCHOOL IS OCCUPIED RIGHT NOW SO WE CAN'T JUST GO IN AND BUST UP EVERYTHING. WE'RE GOING TO DO SOME OF THAT WORK OVER THANKSGIVING BREAK AND CHRISTMAS BREAK. THE NEXT ONE IS THE MONUMENT SIGNS. THE MONUMENTS SIGNS, WE DO HAVE APPROVAL OF THOSE SIGNS. I LEANED ON OUR COMMUNICATIONS DEPARTMENT TO MAKE SURE THAT WE WERE GETTING EXACTLY WHAT WE WANTED IN THE SCIENCE READ, WHAT WE NEEDED IN THE READ. THEY HAVE BEEN APPROVED AND THEY WILL START PUTTING THE SCIENCE IN AT THE BEGINNING OF NOVEMBER. THE DOOR ACCESS CONTROL. THIS IS A PROJECT RIGHT NOW. IT'S A COLLABORATION BETWEEN SECURITY AND TECHNOLOGY AND CONSTRUCTION. WE'RE REALLY JUST TRYING TO FIND OUT WHAT DIRECTION WE WANT TO GO. WE DO HAVE A VENDOR THAT WE ARE LOOKING AT USING AND GETTING SOME PRICING FROM THEM ON. A FEW OF US DID GO TO A ANOTHER ISD JUST TO SEE WHAT THEY HAVE. WE'RE JUST TRYING TO DO OUR DUE DILIGENCE HERE WITH THIS PROJECT. WE SHOULD HAVE SOMETHING HERE IN THE NEAR FUTURE AS FAR AS PRICING, SO WE HAVE SOME GENERAL IDEA WHAT IT'S GOING TO COST FOR ALL THE DOORS IN THE DISTRICT. [00:30:06] ONTO THE PROJECT THAT WE HAVE CURRENTLY UNDER CONSTRUCTION. WE DO HAVE THE PLAYGROUNDS RENOVATIONS THAT'S GOING ON. IT IS NEARLY DONE. IT'S PROBABLY DONE BY NOW. BUT WE ARE LOOKING AT BEING DONE WITH ALL OF THE PLAYGROUND RENOVATIONS BY THE END OF NOVEMBER, SO IT'S GOING TO GO PRETTY QUICK. SOME OF THE PLAYGROUNDS ARE NOT AS INVOLVED AS OTHERS, SO THAT'S WHY IT'S GOING TO BE PRETTY QUICK. THE HIGH-SCHOOL BISTRO UPGRADES. THIS PROJECT IS CURRENTLY IN CONSTRUCTION. THE CONTRACTOR HAS ORDERED ALL OF THE EQUIPMENT FOR IT. IT ALSO SHOULD BE FINISHED BY THE TIME THE KIDS GET BACK FROM WINTER BREAK SO WE SHOULD HAVE A BISTRO OPERATIONAL BY THAT TIME. THE COMPLETED PROJECTS IS THE WEAPONS DETECTION SYSTEM THAT'S COMPLETED AND THE PROTECTIVE FILM HAS BEEN PUT ON ALL WINDOWS IN THE DISTRICT THAT WAS STATED FORWARD TO BE PUT ON. THOSE ARE THE TWO COMPLETED PROJECTS. I JUST HAVE A FEW SLIDES THAT I DON'T KNOW IF YOU ALL SAW. ZELLARS, I HAVE BEEN IN THERE SINCE ITS CONSTRUCTION. IT LOOKS REALLY GOOD. IT LOOKS REALLY CLEAN. THE INDOOR PLAY AREA IS REALLY COOL. THE OUTDOOR PLAYGROUND, STORYTELLING ROOM, THE NEW CLASSROOM FURNITURE, EVERYTHING LOOKS REALLY NICE. THIS IS JUST ANOTHER LESSON SNAPSHOT OF WHAT WAS PASSED JUST AS A REMINDER TO EVERYONE. IT'S WHAT'S THE SCHEDULE TO JUST LET YOU ALL KNOW THAT WE'RE STILL ON SCHEDULE DESIGN WISE AND CONSTRUCTION WISE TO FINISH WITH EACH PROJECT RIGHT NOW SO THAT IT STAYS ON THE SCHEDULE. WE ARE STILL ON SCHEDULE. THIS HERE IS JUST A SNAPSHOT OF OUR BUDGET ON WHERE WE STAND. THE RED BOXES JUST INDICATE HOW MUCH WE HAVE ALLOTTED FOR EACH INDIVIDUAL PROJECTS. WHEN YOU SEE TECHNOLOGY UPGRADES, WE HAVE THAT AMOUNT SET ASIDE FOR TECHNOLOGY UPGRADES SAME WITH ELEMENTARY NUMBER 7 AND SO ON. REALLY THAT'S IT, SHORT AND SWEET. DO WE HAVE ANY QUESTIONS? >> ANY QUESTIONS FROM THE BOARD? >> I JUST HAVE ONE SPECIFIC QUESTION. SORRY, WHEN ARE THE PLAYGROUND UPDATES? CAN IT ALL BE COMPLETED? >> AT THE END OF NOVEMBER. >> AT THE END OF NOVEMBER. ARE THEY ALL FINISHED AT THE SAME TIME? >> NO THEY'RE GOING ONE-BY-ONE. THEY HAVE FINISHED ONE, THEY GO TO THE NEXT. >> IN PARTICULAR, DO YOU KNOW WHEN PRESS WEEK GUIDE? SOMEBODY ASKED ME IN PARTICULAR WHEN THE PRESS WEEK ONE WOULD BE DONE. THEIR BTA IS WAITING ON SOME STUFF. >> THE WAY WE STARTED, WE STARTED OFF POINT. WE'RE JUST ARRANGING STUFF SO PRESS WILL PROBABLY BE LAST. >> LAST. IN THE NOVEMBER FOR SURE. >> REALLY ALL THEY'RE GETTING IS THE NEW SWING SET AND THEN [INAUDIBLE] THEIR EXISTING EQUIPMENT. THAT'S PROBABLY HAPPENING [INAUDIBLE] >> THANK YOU VERY MUCH. >> WELCOME. >> WHEN ARE WE ANTICIPATING THE START OF CONSTRUCTION BOTH AT THE HIGH SCHOOL AND FOR ELEMENTARY NUMBER 7? I'VE BEEN ASKED A COUPLE OF TIMES. >> THE ELEMENTARY NUMBER 7 CONSTRUCTION WILL START. WE'RE LOOKING AT APRIL. THAT'S WHAT'S ON MY SCHEDULE. WE SHOULD BE AT THE DESIGN, CONSTRUCTION DOCUMENTS BY FEBRUARY. HOPEFULLY, WE CAN GET A PERMIT BY MARCH AND START CONSTRUCTION BY APRIL. THAT'S ON THE ELEMENTARY SCHOOL. THE HIGH SCHOOL WILL START LATER IN THE YEAR. THE HIGH SCHOOL WE'RE LOOKING AT MAYBE STARTING CONSTRUCTION PROBABLY THIS TIME NEXT YEAR, NOVEMBER AND THAT'S A TWO-YEAR RUN, SO WE'RE LOOKING AT APRIL AND NOVEMBER. >> ANY OTHER QUESTIONS? THANK YOU, MR. JAMES. I APPRECIATE IT. AS FAR AS WE HAVE ANY CITIZEN INPUT. [9. Approval of Minutes] WE'LL GO ON TO THE APPROVAL OF THE MINUTES. NEED TO CONSIDER THE REGULAR BOARD MEETING MINUTES FROM SEPTEMBER 18, 2023. HOPEFULLY EVERYONE HAD A CHANCE TO REVIEW THAT. DO I HAVE A MOTION TO ACCEPT THE MEETING MINUTES AS PRESENTED? MOVED. DO I HAVE A SECOND? [00:35:02] >> SECOND. >> SECOND FROM DALIAN. ANY QUESTIONS? ALL THOSE IN FAVOR RAISE YOUR HAND. ALL THOSE OPPOSED. MOTION PASSES. WE'LL GO ON TO ACTION ITEMS NOW. [10. Action Items] FIRST ACTION ITEM, MS. ADAMS CONSIDER THE APPROVAL OF THE ANNUAL FINANCIAL REPORT FOR THE YEAR ENDED JUNE 30, 2023. >> GOOD EVENING, BOARD. AS YOU KNOW, BUT JUST SO OUR PUBLIC KNOWS, THE BOARD EMPLOYEES AN INDEPENDENT AUDITOR EACH YEAR AS REQUIRED BY THE TEXAS EDUCATION. REALLY TEC AND TEA. TEXAS EDUCATION CODE AND TEXAS EDUCATION AGENCY. THAT AUDITOR WILL COME FORWARD HERE IN JUST A BIT AND SHARE SOME INFORMATION WITH YOU. ACTUALLY WHERE A LOT OF PEOPLE DREAD AUDITS, OR IF YOU HEAR THE WORD AUDIT, YOU DREAD IT. I ACTUALLY AM A LITTLE BIT OF A NERD BECAUSE I REALLY LOOK FORWARD TO IT. THERE ARE SO MANY PEOPLE WITHIN THE DISTRICT THAT DON'T KNOW EXACTLY WHAT GOES ON IN THE BUSINESS OFFICE. LIKE WHAT DO THEY DO OVER THERE BESIDES PAY US? THERE'S QUITE A BIT THAT WE DO AND SO IS OUR OPPORTUNITY TO REALLY FIND OUT IF WE CAN DO THINGS ANY BETTER AND TO SHOWCASE THE THINGS THAT WE ARE DOING. ALTHOUGH THIS PAST YEAR, THIS WILL BE OUR FIRST. THE AUDIT FOR TONIGHT IS FOR '22/'23 AND IT IS THE FIRST 12 MONTHS YEARS SINCE WE CHANGED OUR FISCAL YEAR. ALTHOUGH WE HAD FEWER STUDENTS, WHICH MEANS THAT WE HAD LESS REVENUE THAN WHAT WE HAD ANTICIPATED AT THE BEGINNING OF THAT YEAR, WE ALSO HAVE FEWER EXPENDITURES AND I WANT TO TAKE A MINUTE AND RECOGNIZE THE PEOPLE THAT ARE RESPONSIBLE FOR THAT, BECAUSE THIS IS CERTAINLY NOT DONE BY ONE PERSON. IT'S NOT EVEN DONE BY THE DEPARTMENT, IT IS DONE BY ALL OF OUR BUDGET MANAGERS. ALL OF OUR PRINCIPALS, ALL OF OUR CABINET MEMBERS, ALL OF OUR DIRECTORS, I'M SO GRATEFUL FOR THEIR DEDICATION TO STEWARDSHIP OF THE TAX DOLLARS THAT WE HAVE. THEY MANAGE A LOT OF THOSE DOLLARS THROUGH MANAGING PEOPLE BECAUSE AS YOU KNOW, THE BIGGEST EXPENDITURE WE HAVE IS IN PERSONNEL. WE STILL ENDED THE YEAR WITH ABOUT $400,000 THAT WE ARE RECOMMENDING THAT WE PLACE IN OUR TRANSITION FUND BALANCE TO CONTINUE HELPING US TRANSITION AS WE HAVE HIGHER OR LOWER STUDENT NUMBERS, RIGHT NOW IT'S THE LOWER STUDENT NUMBERS, AND AS WE TRANSITION OFF OF THE SR FUNDS. BUT I DO WANT TO TAKE A MINUTE TO RECOGNIZE MY STAFF BECAUSE IT DOES TAKE EVERYBODY IN THE DISTRICT AND IT TAKES EVERYONE THAT HANDLES PURCHASE ORDERS OR ANY OTHER TYPE OF PERSONNEL THAT THEY ARE MANAGING. I THINK THAT A GROUP THAT CAN'T BE THANKED ENOUGH THAT I WOULD LIKE TO RECOGNIZE IS MY STAFF AND TWO OF THEM ARE HERE TONIGHT. JENNIFER BARRY CHECK WHO KEEPS ALL OF US IN ORDER AND REALLY HAS KNOWLEDGE IN EVERY AREA OF OUR OFFICE AND OUR EXECUTIVE DIRECTOR FOR BUSINESS AND FINANCE, SO YOU OFTEN HEAR FROM JESSE WARRS. HE LEADS OTHER COORDINATORS WITHIN OUR DEPARTMENT. NANCY HICKS IS OUR COORDINATOR OF ACCOUNTING AND SHE AND GABBY BAIA, AND I NEVER SAY THAT RIGHT. SORRY, GABBY AND CARMEN RAMIRO AND TAKE CARE OF ALL THINGS FINANCE. LESLIE MOMER IS OUR COORDINATOR OF PAYROLL AND SHE AND CHARLOTTE BABIS AND JACKIE CARTER MAKES SURE THAT WE ARE ALL PAID AND HAVE BENEFITS EVERY MONTH. THERE ARE SO MANY CAVEATS THAT GO INTO ALL OF THOSE THINGS AND ALL THE ABOVE MENTIONED, AS WELL AS IN OUR PURCHASING OFFICE AND OUR COORDINATOR OF PURCHASING, BERNICE SANCHEZ GONZALEZ, KEEPS US IN COMPLIANCE THERE AND THEN DN PICKFORD, SHE IS OUR COORDINATOR OF BUSINESS SERVICES AND SHE HELPS BRIDGE US WITH PAYROLL THROUGH POSITION MANAGEMENT AND MAKING SURE THAT WE HAVE ALL OF OUR FEDERAL FUNDS IN ORDER. THEY'RE AN ALL-STAR STAFF AND THEY DESERVE JUST A MINUTE OF MAKING SURE THAT THEY ARE RECOGNIZED BECAUSE THEY EACH WORK DILIGENTLY TO HANDLE THE $299,819,000 THAT WERE EXPENDED THIS YEAR THROUGHOUT THE DISTRICT BECAUSE IT'S NOT JUST OUR GENERAL FUND. WE HAVE FEDERAL FUNDS, CONSTRUCTION FUNDS, AND SO FORTH, DEBT SERVICE FUNDS. THEY HANDLE THEM ALL SO WELL. WE HAVE A GOAL OF REMOVING ANY BARRIERS, BUT WITHOUT LOSING ANY COMPLIANCE. I APPRECIATE THEM VERY MUCH AND I KNOW THAT YOU DO TOO, SO I JUST WANTED TO MENTION THEM TO YOU. BUT AS WE SAID, YOU HIRE AN INDEPENDENT AUDITOR TO INSPECT OUR FINANCIAL RECORDS, OUR POSITION, OUR INTERNAL CONTROL PROCESSES. ALLOW ME TO INTRODUCE TO YOU, DANTON. SOME OF YOU, IT'S NOT AN INTRODUCTION. YOU'VE SEEN HIM MANY YEARS, BUT FOR OTHER THIS IS A NEW FACE. DAN IS A CPA AND A PARTNER OF HANKINS, EASTUP, DEATON, TONN, SEAY & SCARBOROUGH OUT OF DEATON, TEXAS CPA FIRM THAT REVIEWS OUR FINANCIALS EACH YEAR AND HE'S GOING TO PRESENT THE DETAILS OF THE 12 MONTHS ENDED '22/'23. I BELIEVE YOU ALL HAVE A BOUND COPY RIGHT IN FRONT OF YOU. THANK YOU. >> THANK YOU. >> WELL, GOOD EVENING, BOARD SUPERINTENDENT LAM. I'M REALLY PLEASED TO BE WITH YOU TONIGHT TO GO OVER THE AUDIT REPORT. I THINK IT'S A VERY POSITIVE REPORT AND WE'LL LOOK AT THAT AS WE GET INTO IT. JUST IN GENERAL, I WANT TO SAY THAT THE AUDIT WENT VERY WELL. [00:40:04] WE DIDN'T HAVE ANY PROBLEMS DURING THE AUDIT IN TERMS OF THE RECORDS OR ACCESS TO INFORMATION. THE STAFF IS VERY, VERY COOPERATIVE AND I AGREE WITH MS. ADAMS AND THEY DO A GREAT JOBS. WITH THAT SAID, I'LL GET RIGHT INTO IT. I'LL BEGIN ON PAGE 5, WHICH THESE ARE INDEPENDENT AUDITOR'S REPORT. IT'S WHAT'S REFERRED TO AS AN UNMODIFIED REPORT. THAT TYPE OF REPORT IS THE HIGHEST LEVEL OF REPORT THAT YOU CAN RECEIVE AS A GOVERNMENTAL ENTITY. THE TERM UNMODIFIED SIMPLY REFERS TO THE FACT THAT NO MODIFICATIONS WERE NECESSARY TO THE STANDARD AUDITOR'S REPORT THAT'S PRESCRIBED IN OUR PROFESSIONAL LITERATURE. THERE WERE NO FINDINGS, NO COMPLIANCE ISSUES. IT WAS A CLEAN REPORT, IF YOU WILL. VERY GOOD ACCOMPLISHMENT. PAGE 7 STARTS WITH THE MANAGEMENT'S DISCUSSION AND ANALYSIS. I WON'T HIT THIS VERY HARD BECAUSE MOST OF THE INFORMATION IN HERE ARE ALSO IN THE FINANCIAL STATEMENTS THAT WE'LL LOOK AT. PAGE 7 DOES INCLUDE SOME HIGHLIGHTS. THE DISTRICT'S NET POSITION INCREASED BY ALMOST $12 MILLION, 11.7 MILLION. NET POSITION REFERS TO A GOVERNMENT-WIDE MEASUREMENT. YOU MAY RECALL THAT THE FINANCIAL STATEMENTS THAT WE'RE GOING TO LOOK AT, THERE'S A SETUP FINANCIALS THAT ARE BASED ON THE FUNDS OF THE DISTRICT, THE GENERAL FUND, THE DEBT SERVICE FUND, ETC. THOSE FUND FINANCIAL STATEMENTS ARE A MUCH MORE SHORT-TERM PRESENTATION. THEY DO NOT INCLUDE CAPITAL ASSETS AND LONG-TERM DEBT. WHEREAS THE GOVERNMENT-WIDE TAKES ALL OF YOUR INDIVIDUAL FUNDS AND COMBINES THEM INTO ONE PRESENTATION. IT DOES INCLUDE CAPITAL ASSETS AND LONG-TERM DEBT. IT'S MUCH CLOSER, IF YOU WILL, TO FINANCIAL STATEMENTS THAT YOU MIGHT BE USED TO SEEING IN INDUSTRY. YOUR NET POSITION ON A GOVERNMENT-WIDE BASIS DID INCREASE, AS I MENTIONED. THE GENERAL FUND ENDED THE YEAR AT 26.9 MILLION. THAT'S 31.8% OF YOUR EXPENDITURES IN THE GENERAL FUND. THAT'S A VERY HEALTHY PERCENTAGE. IT'S ALMOST FOUR MONTHS, NOT QUIET. IT'S BETWEEN THREE AND FOUR MONTHS. 3-4 MONTHS IS GENERALLY CONSIDERED A STANDARD FOR FISCAL RESPONSIBILITY AND PROVIDE YOU WITH THE LIQUIDITY THAT YOU NEED AND THE WORKING CAPITAL THAT YOU NEED. AS YOU KNOW, YOU'RE SIX MONTHS INTO YOUR FISCAL YEAR BEFORE YOU START COLLECTING ANY TAXES, SO YOU HAVE TO HAVE A HEALTHY FUND BALANCE TO MANAGE YOUR CASH FLOWS. ON PAGE 10 AND 11, I'M NOT GOING TO GO INTO THESE IN GREAT DETAIL. THE PAGE 10 IS THE NET POSITION, WHICH IS YOUR ASSETS AND LIABILITIES AND NET POSITION. YOU CAN SEE AS I SAID, THE NET POSITION INCREASED BY ALMOST 11.5 MILLION. THE SCHEDULE ON PAGE 11 PRESENTS THE REVENUES, EXPENSES, AND INCREASE IN NET POSITION. KEEP IN MIND THAT THIS SCHEDULE INCLUDES A 10 MONTH PERIOD AND A 12 MONTH PERIOD. THE PERIOD ENDED JUNE 30, '22 IS ONLY FOR 10 MONTHS. AS MS. ADAMS MENTIONED, THIS IS THE FIRST YEAR OF A 12 MONTH PERIOD ENDING IN JUNE. IT'S NOT EXACTLY COMPARABLE. BUT THERE'S NO UNUSUAL THINGS IN THERE THAT I WOULD BE CONCERNED ABOUT. THE ACTUAL FINANCIAL STATEMENTS BEGIN ON PAGE 17, AND I WON'T GO INTO THESE IN DETAIL. THE STATEMENT ON 17 IS YOUR STATEMENT OF NET POSITION. AGAIN, THIS IS ON A GOVERNMENT-WIDE BASIS. IT INCLUDES DEBT AND CAPITAL ASSETS. YOU HAVE A TOTAL NET POSITION OF 51.8 MILLION, WHICH IS A VERY HEALTHY AMOUNT. A LOT OF SCHOOL DISTRICTS, ESPECIALLY FAST GROWTH DISTRICTS, HAVE NEGATIVE NET POSITION JUST BECAUSE OF THE AMOUNT OF DEBT THAT THEY'VE [00:45:03] ISSUED AS WELL AS THE PENSION AND OP-AMP LIABILITIES THAT YOU'RE REQUIRED TO RECORD. IF YOU LOOK AT LINES 2540 AND 2545, THAT SHOWS YOU THE PINCH IN AN OP-AMP LIABILITY. THAT'S THE DISTRICT SHARE OF PARTICULAR RETIREMENT SYSTEM PLANS FOR PENSIONS. YOU MIGHT SAY, WELL, WHAT'S AN OP-AMP? WELL, AN OP-AMP IS THE OTHER POST EMPLOYMENT BENEFIT AND IN TEXAS, THE TRS RETIREE HEALTHCARE SYSTEM IS A POST EMPLOYMENT BENEFITS. RETIRED TEACHERS AND ADMINISTRATORS ARE ABLE TO OBTAIN INSURANCE THROUGH TRS CALLED TRS CARES. TRS ISSUES AN ANNUAL REPORT THAT SHOWS THE INDIVIDUAL LIABILITY OF EACH DISTRICT RELATED TO THOSE PLANS. PAGE 18 AND 19 IS THE STATEMENT OF ACTIVITIES THAT SHOWS YOU THE INCREASE IN NET POSITION FOR THE YEAR AND ALL THE DIFFERENT EXPENSE CATEGORIES AND INCOME CATEGORIES. OBVIOUSLY, YOUR PROPERTY TAX COLLECTIONS WERE MUCH HIGHER. YOU HAD BASICALLY A BILLION-DOLLAR INCREASE IN VALUES AND YOU COLLECTED A LOT MORE IN PROPERTY TAXES. OF COURSE, THAT HURTS YOU ON THE STATE AID SIDE, SO YOUR STATE AID WAS DOWN CONSIDERABLY BUT OVERALL YOUR REVENUES WERE UP. PAGE 20 AND 21 REFLECT THE FUND FINANCIAL STATEMENTS THAT I MENTIONED EARLIER. YOU'LL SEE HERE THE GENERAL FUND, THE DEBT SERVICE FUND, THE CAPITAL PROJECTS FUND, AND THEN YOUR OTHER FUNDS, WHICH ARE PRIMARILY YOUR GRANT FUNDS, FEDERAL AND STATE GRANTS THAT ARE SHOWN TOGETHER BECAUSE NONE OF THEM INDIVIDUALLY ARE SIGNIFICANT. WE'VE ALREADY TALKED ABOUT YOUR UNASSIGNED FUND BALANCE IN THE GENERAL FUND, 26.9 MILLION, ABOUT THREE-AND-A-HALF MONTHS OF OPERATING EXPENSES. YOU HAVE ALSO ASSIGNED FUND BALANCE IN THE GENERAL FUND OF SEVEN MILLION SO I THINK OVERALL YOU HAVE A VERY HEALTHY FUND BALANCE IN THE GENERAL FUND. YOUR CAPITAL PROJECTS FUND IS VERY LARGE AT THIS POINT, YOU DID $180,000,000 BOND SALE IN MARCH OF '23 JUST THREE MONTHS BEFORE THE END OF THE YEAR SO MOST OF THAT WAS UNEXPANDED AT THE END OF THE YEAR SO THAT'S INCLUDED IN THE 206 MILLION. YOUR DEBT SERVICE FUND IS 24 MILLION, WHICH IS A HEALTHY AMOUNT IN LIGHT OF YOUR ANNUAL DEBT SERVICE. OVERALL, I THINK THE DISTRICT IS IN GOOD FINANCIAL CONDITION. I'M NOT GOING TO GO INTO GREAT DETAIL ON A LOT OF THIS. I KNOW YOU HAVE OTHER BUSINESS TO TAKE CARE OF. I JUST WANT TO LEAVE YOU WITH A COMMENT THAT THE DISTRICT IS DOING WELL FINANCIALLY. OF COURSE, ALL DISTRICTS ARE STRUGGLING WITH STATE AID AND THE LACK OF LEGISLATION ON DEALING WITH SCHOOL FINANCE. SUSAN UNUSUAL SESSION WHERE THEY BUDGETED MONEY FOR SCHOOLS, BUT THEY DIDN'T PASS ANY LEGISLATION TO SPEND IT. [LAUGHTER] I'LL JUST POINT OUT ANOTHER COUPLE OF THINGS AND THEN BE AVAILABLE FOR QUESTIONS. YOU MIGHT BE INTERESTED TO SEE YOUR PROPERTY TAX SCHEDULE, WHICH IS ON PAGE 82 AND 83. YOUR DELINQUENT PROPERTY TAXES DID GO UP, BUT THAT'S NOT UNUSUAL IN LIGHT OF THE LEVY. THE LEVY WAS UP SIGNIFICANTLY. WE MENTIONED THE FACT THAT YOUR VALUES WENT UP CONSIDERABLY. THAT'S IN COLUMN 3 SLIGHTLY MORE THAN A BILLION DOLLARS IN VALUE. YOU HAD A DECREASE IN YOUR TAX RATE DUE TO THE REQUIRED COMPRESSION WITH THE STATE, BUT YOUR VALUES MORE THAN MADE UP FOR THAT. THE LAST THING I'M GOING TO TALK ABOUT BEGINS ON PAGE 87. THIS IS WHAT'S REFERRED TO AS THE FEDERAL AWARDS SECTION, THIS DEALS WITH ALL OF YOUR GRANTS THAT YOU RECEIVE. THERE'S TWO ADDITIONAL REPORTS THAT ARE REQUIRED FOR THE AUDIT. THE FIRST ONE DEALS WITH YOUR GRANT PROGRAMS IN GENERAL, [00:50:02] BOTH STATE AND FEDERAL. THE SECOND ONE DEALS SPECIFICALLY WITH WHAT ARE REFERRED TO AS MAJOR FEDERAL PROGRAMS. EACH YEAR, THE AUDITOR IS REQUIRED TO SELECT SOME OF THE LARGER PROGRAMS TO BE AUDITED AS MAJOR PROGRAMS, AND IT'S DESIGNED WITH A ROTATION SYSTEM THAT ALL LARGE PROGRAMS ARE AUDITED AS MAJOR AT LEAST EVERY THREE YEARS. RECENTLY, THE ESA PROGRAMS HAVE PRETTY MUCH BEEN THE LARGEST PROGRAM AND THEY'VE BEEN AUDITED AS MAJOR EVERY YEAR THAT THEY'VE BEEN IN EXISTENCE NOT REALLY AS A ROTATION, BUT BECAUSE THE FEDERAL GOVERNMENT SAID TO AUDIT THEM AS MAJOR SINCE THEY WEREN'T NEW AND DIFFERENT AND UNUSUAL. YOU CAN SEE ON PAGE 93, THE MAJOR PROGRAMS THAT WE AUDITED THIS YEAR WERE THE CHILD NUTRITION CLUSTER AND THEN ALL OF THE ESA FUNDS, AND THEN YOUR CHILDCARE STABILIZATION FUND. I MENTIONED BOTH OF THOSE REPORTS. AGAIN, THEY'RE BOTH UNMODIFIED REPORTS. THERE'S NO COMPLIANCE ISSUES, NO FINDINGS, SO THAT'S A BIG ACCOMPLISHMENT FOR THE FINANCE STAFF AND ALL OF THE SCHOOL PEOPLE THAT IMPLEMENT THESE PROGRAMS. THAT'S WHAT I HAVE. I'D BE HAPPY TO ANSWER ANY QUESTIONS THAT SOMEONE MIGHT HAVE. >> FIRST, BEFORE WE DO THAT, DO I HAVE A MOTION TO ACCEPT THE ANNUAL FINANCIAL REPORT FOR THE YEAR ENDED JUNE 30TH, 2023? HEADED BY MARY DO I HAVE A SECOND? SECOND BY DALIAN. NOW, ANY QUESTIONS? WE'RE JUST ALL STUNNED WITH THE EASINESS OF THIS BECAUSE WE JUST UNMODIFIED AND WE'RE GOOD TO GO? PERFECT. SAYING THAT ALL THOSE IN FAVOR RAISE YOUR HAND. ALL OPPOSE. MOTION PASSES. THANK YOU VERY MUCH, SIR. >> THANK YOU VERY MUCH. >> THANK YOU. >> MR. JAMES, YOU'RE BACK ON. WE WILL GO TO THE CONSIDER APPROVAL OF PROPERTY SALE. >> JUST TO GIVE YOU A LITTLE HISTORY, WE WERE APPROACHED BY A DEVELOPER OUT THERE AT LAKEWOOD VILLAGE ABOUT SELLING 0.3 ACRES JUST TO MAKE OUT THAT PIECE OF PROPERTY THEY HAD WASN'T BIG ENOUGH FOR ANOTHER LOT, SO THIS WOULD GIVE THEM ENOUGH TO MAKE THREE X-RAY RESIDENTIAL LOT. WE'RE ACTUALLY GETTING A LITTLE BIT MORE THAN MARKET VALUE FOR THE PROPERTY THAT WE'RE SELLING. WITH THAT BEING SAID, THE ADMINISTRATION RECOMMENDS THE APPROVAL OF RESOLUTION THAT'S PRESENTED AND AUTHORIZE SUPERINTENDENT OR HIS DESIGNEE TO EXECUTE DOCUMENTS. >> DO WE HAVE MOTION TO APPROVE? DO WE HAVE A SECOND? >> SECOND. >> ANY QUESTIONS? SEEING NONE ALL THOSE IN FAVOR RAISE YOUR HAND. ALL OPPOSE? MOTION PASSES. THANK YOU VERY MUCH, MR. JAMES. ONTO YOUR NEXT ONE, WHICH IS CONSIDER APPROVAL OF THE BRENT AND CHAVEZ INTERIOR UPGRADES. >> I SPOKE ABOUT THIS IN MY UPDATE JUST A MINUTE AGO. THIS IS JUST FOR FLOORING, REPLACING FLOORING IN THE RESTROOMS, WALL, TILE IN THE RESTROOMS, ALSO FIXTURES IN THE RESTROOM. ANYTHING THAT'S PRETTY MUCH DAMAGED. WE'RE GOING TO ALSO REPLACE SOME HAND WASH STATIONS THROUGHOUT THE BUILDINGS. WE ARE GOING TO DO THE MAIN CORRIDORS TO CAFETERIAS. IT'S QUITE A BIT OF FLOORING TO BE DONE. I DID ADD A 3% CONTINGENCY BECAUSE WE TEND TO FIND OUT WHENEVER YOU RENOVATE RESTROOMS, THE METAL STAIRS BEHIND THE WALLS ARE RUSTED. WE'RE GOING TO TAKE A LOOK AT THAT ALSO. IT NEEDS TO BE DONE WHEN WE DO IT. THAT BEING SAID, THE ADMINISTRATION RECOMMENDS THE APPROVAL OF THIS VENDOR AND THE COST PRESENTED AND TO AUTHORIZE SUPERINTENDENT OR HIS DESIGNEE TO EXECUTE PURCHASE DOCUMENTS. >> DO YOU HAVE A MOTION TO APPROVE? DO I HAVE A SECOND? >> SECOND. >> ANY QUESTIONS? SEEING NONE ALL THOSE IN FAVOR RAISE YOUR HAND, THOSE OPPOSED? MOTION PASSES. THANK YOU VERY MUCH, MR. JAMES. APPRECIATE IT. WE WILL GO ON NOW TO THE CONSENT AGENDA, [11.B. Consider approval of 2023-2024 Campus Improvement Plans] WHICH I KNOW WE'VE GOT TO REQUEST TO PULL ONE ITEM, SO WE'LL GO AHEAD AND PULL THAT ONE ITEM RIGHT NOW, [00:55:01] WHICH IS ITEM B, CONSIDER APPROVAL OF THE 2023/2024 CAMPUS IMPROVEMENT PLANS. DR. TRIMBLE. >> GOOD EVENING, PRESIDENT NELSON, BOARD OF TRUSTEES, MR. LIN. TONIGHT WE ARE BRINGING TO YOU THE CAMPUS IMPROVEMENT PLANS FOR CONSIDERATION. JUST A REMINDER TO THE BOARD YOU ALL APPROVED THE GOALS AND OBJECTIVES SO WE WILL GET STARTED WITH JUST REVIEWING THAT. WE DO HAVE FOUR MAIN AREAS FOR OUR DISTRICT AND OUR CAMPUS IMPROVEMENT PLANS. THIS IS THE FOUR AREAS IN OUR DESTINATION 2525 STRATEGIC PLAN. THEY ARE TEACHING AND LEARNING, COMMUNITY ENGAGEMENT, HUMAN CAPITAL, AND PHYSICAL HEALTH AND SUSTAINABILITY. JUST A QUICK REMINDER, THE BOARD APPROVED THE DISTRICT IMPROVEMENT PLAN THAT HAS THE GOALS AND OBJECTIVES DIRECTLY TIED TO THE DESTINATION 2525 PLAN. WE HAVE FOUR GOALS AND FOUR OBJECTIVES IN THE AREA OF TEACHING AND LEARNING, WE HAVE TWO GOALS IN THE AREA OF COMMUNITY ENGAGEMENT WITH AN OBJECTIVE UNDER EACH ONE, WE HAVE ONE GOAL IN THE AREA OF HUMAN RESOURCES WITH THREE OBJECTIVES UNDER THAT, AND THEN IN THE AREA OF FISCAL HEALTH AND SUSTAINABILITY, WE HAVE ONE GOAL AND THREE OBJECTIVES THAT WE ARE WORKING ON IN THAT AREA. WHEN WE LOOK AT THE DRAFT CAMPUS IMPROVEMENT PLANS, CAN YOU OPEN BRENT FOR ME? ELEMENTARY. THE CAMPUS PLANS ARE DIRECTLY ALIGNED TO THE DISTRICT PLAN. WHAT YOU'RE GOING TO SEE IS, LET ME SEE IF I CAN GET THIS IN EACH PLAN, YOU'RE GOING TO SEE THE SAME GOALS AND OBJECTIVES. I'M JUST GOING TO NOT LOOK AT THE SCREEN. EACH PRINCIPAL DOES A COMPREHENSIVE NEEDS ASSESSMENT ON USING THEIR CAMPUS DATA THEN, BASED ON THAT, THEY OPERATE WITHIN THE DISTRICT GOALS AND OBJECTIVES BECAUSE THE LAW SAYS THEY HAVE TO SUPPORT THE DISTRICT IN ACHIEVING ITS GOALS AND OBJECTIVES, BUT THEY ALSO ADD THINGS SPECIFIC TO THEIR CAMPUS. IF YOU LOOK AT BRENT ELEMENTARY, I KNOW THAT WAS LINKED IN THE INFORMATION YOU ALL WERE SENT YOU WOULD NOTICE UNDER STUDENT ACHIEVEMENT THAT MS. KUSTER ACTUALLY LINKED IN A GRAPHIC OF HER STAR DATA FOR READING MATH AND SCIENCE. THEN IF YOU NOTICE UNDER GOAL 1 OBJECTIVE 2 SHE DIRECTLY ADDRESSED THAT DATA AND SHE ADDRESSED IT IN MORE THAN ONE STEP, BUT THAT'S REALLY TIGHTLY CONNECTED AND OVERT. TONIGHT WE ARE ASKING THAT YOU APPROVE THE CAMPUS PLANS AS PRESENTED. I ALSO WANTED TO STATE THAT THOSE ARE LIVING BREATHING DOCUMENTS. AS WE GIVE ADDITIONAL ASSESSMENTS THROUGHOUT THE YEAR, CAMPUS PRINCIPALS CAN MONITOR AND ADJUST THOSE STEPS IN WAYS THAT THEY FEEL WOULD BEST MEET THE NEEDS OF THEIR STUDENTS. ALSO JUST AN ASSURANCE TO THE BOARD, THE DEIC LOOKED AT A DOCUMENT MR. EVANS ACTUALLY CREATED THAT I LOVED AND WE HAD THE DISTRICT GOALS AND OBJECTIVES ON ONE SIDE, AND THEN WE HAD ALL THE CAMPUSES LISTED AND WE SHOWED THE CORRELATION OF THE PLANS TO THE DISTRICT PLAN. WITH THAT, WE ARE SEEKING APPROVAL OF THOSE PLANS THIS EVENING. >> DO I HAVE A MOTION TO CONSIDER THE APPROVAL OF THE 2023/2024 CAMPUS IMPROVEMENT PLANS? >> SO MOVED. >> DO I HAVE A SECOND? DO I HAVE ANY QUESTIONS? SEEING NONE, ALL THOSE IN FAVOR RAISE YOUR HAND. ALL THOSE OPPOSED. MOTION PASSES. THANK YOU VERY MUCH, DR. TRIMMER, I APPRECIATE IT. >> THANKS VERY MUCH. >> WE'LL GO ON NOW TO THE REST OF THE CONSENT AGENDA. [11. Consent Agenda] DO I HAVE A MOTION TO ACCEPT THE REST OF THE CONSENT AGENDA AS IS? DO I HAVE A SECOND? >> SECOND. >> A SECOND FROM DALION? ANY QUESTIONS? ALL THOSE IN FAVOR RAISE YOUR HAND. [01:00:03] ALL THOSE OPPOSED. MOTION PASSES. GO ON TO BOARD PRESIDENT COMMENTS. [12. Board President Comments] JUST ONCE AGAIN THANK YOU TO ALL THE STAFF, MS. ADAMS, AND THE FINANCE TEAM, GREAT WORK AS USUAL WITH THE AUDIT REPORT. I GUESS FROM OUR PERSPECTIVE, AT LEAST COME TO BE THE NORM THAT WE GET THE GREAT UNMODIFIED REPORTS AND EVERYTHING IS HUNKY-DORY, SO WE APPRECIATE THAT VERY MUCH. OUTSIDE OF THAT, JUST THE REST STAFF THANK YOU VERY MUCH FOR EVERYTHING. I'M SURE THE KIDS ARE LOOKING FORWARD TO HALLOWEEN. IT'LL BE HAPPENING BEFORE NEXT TIME. HOPEFULLY, SEE THE BUBBLE COMING UP ALSO FROM OUR BAND. I KNOW OUR BAND DID GREAT THIS WEEKEND AT UIL GOT ALL ONES. CONGRATULATIONS TO THE BAND FOR THAT. THERE'LL BE MOVING ON. THAT IS AWESOME FROM THAT PERSPECTIVE. [13. Board Comments] OUTSIDE OF THAT, I WILL PASS IT TO MY BOARD MEMBERS AND L'LL START ON MY RIGHT WITH MR. KEN. [LAUGHTER] >> WELL, THANK YOU EVERYONE FOR STAYING LATE. IT'S GREAT SEEING THE KIDDOS OUT HERE AND EVEN THE ZOLA'S PRE-K. DEFINITELY A HIGHLIGHT OF EVERY BOARD MEETING. I HOPE EVERYBODY ENJOYED THEIR FALL BREAK. WE HAVE A LITTLE BIT TO GO HERE UNTIL NEXT HOLIDAY AND WHATNOT, BUT JUST WANT TO SAY, THERE'S GREAT THINGS GOING ON IN LITTLE ELM. I'VE HAD THE OPPORTUNITY TO SEE THE BAND IN ACTION, FOOTBALL IN ACTION, GOLF TODAY, AND A LOT OF GREAT YOUTH ACTIVITIES GOING ON IN OUR COMMUNITY. KEEP UP THE GOOD WORK. >> JUST TO PIGGYBACK OFF THAT AGAIN, GOING TO THANK ALL ADMINISTRATORS FOR BEING WITH US TONIGHT, WORKING HARD FOR THE SCHOOL YEAR AND BUILDING ON TO MORE SUCCESS TO COME. IN PARTICULAR, CROSS-TOWN SHOOT-OUTS BETWEEN OUR MIDDLE SCHOOL FOOTBALL TEAMS ARE TONIGHT FOR SEVENTH GRADE, TOMORROW NIGHT FOR EIGHTH GRADE. OUR BAND GOT STRAIGHT ONES MATCHING BAND COMPETITIONS IN THE PAST WEEKEND, ALLOWING THEM TO ADVANCE ONTO REGION THIS NEXT WEEKEND. IT'S GOING TO BE OUT IN MESQUITE. WE DON'T KNOW THE TIME OF PERFORMANCE YET, BUT I'M SURE THEY WOULD ENJOY HAVING SOME CROWD PARTICIPATION. I KNOW IT'S NOT SUPPOSED TO AFFECT THE JUDGES, BUT THE BIGGER THE CROWD, I THINK IT DOES WELL FOR THE TEAM. I JUST WANT TO SUPPORT THEM IN THAT AND OUR GOLF VARSITY TEAM, JB WAS TODAY, AND THEN VARSITY IS TOMORROW AS WELL. A LOT GOING ON IN OUR DISTRICT. >> I WANT TO SAY CONGRATULATIONS TO OUR HR TEAM BECAUSE IT'S YOUR MONTH. I ALSO WANT TO SAY THANK YOU TO OUR PRINCIPLES BECAUSE IT IS PRINCIPAL APPRECIATION MONTH. THANK YOU TO OUR CUSTODIANS. I HAD THE OPPORTUNITY TO ASSIST THE CHOIR WITH OUR REGION 24 CHOIR TRYOUTS THIS WEEKEND AND ONE OF THE THINGS ALL OF THE TEACHERS COMMENTED ON HOW CLEAN OUR RESOURCES WERE. THE BATHROOMS WERE CLEAN, THE CLASSROOMS WERE CLEAN, SO TO OUR CUSTODIANS THANK YOU FOR ALL THE WORK YOU DO. THEN SINCE WE LAST MET, THE BOARD WENT TO TASBY. WE WERE 100% BOARD ATTENDANCE, SO GO US. BUT ONE OF THE CLASSES I TOOK, I TOOK SEVERAL CLASSES ON TEACHER RETENTION AND ONE OF THE THINGS I WOULD LIKE US TO LOOK AT IS SOMETHING TO HELP OUR TEACHERS. ONE OF THE SCHOOL DISTRICTS IN OUR AREA WAS DOING A TWICE-A-MONTH PAYDAY AND I'D LIKE TO LOOK AT THE FEASIBILITY OF DOING THAT AND MAKING SURE THAT'S MAYBE SOMETHING WE COULD OFFER OUR TEACHERS BECAUSE THAT WAS ONE OF THE THINGS THAT THEY MENTIONED REALLY HELPED, ESPECIALLY THEIR YOUNGER TEACHERS. THAT'S ALL I'VE GOT. [LAUGHTER] THANK YOU GUYS FOR STAYING LATE AND HAVE A GREAT REST OF YOUR OCTOBER. >> I ECHO MY COLLEAGUES HERE. THANK YOU. IT WAS NICE TO SEE THE BAND. WHILE ME AND MY WIFE WOULD WALK WITH OUR DOG WE SAT THERE AND LISTENED TO THE BAND AND WATCHED THE BAND, IT WAS REALLY INTERESTING TO SEE EVERYBODY OUT THERE WITH THE KIDS OUT THERE AND IN DIFFERENT SCHOOLS THAT ARE OUT THERE PERFORMING, BUT IT WAS A GREAT TIME TO HEAR THEIR PERFORMANCE. I WANT TO THANK MR. LAMB FOR COMING WITH US TO CATHODIST YEAR. WE APPRECIATE THAT. WHEN I'VE SENT BOARD ATTENDANTS, WE HAD A SUPERINTENDENT THERE. A LOT OF GREAT CLASSES, A LOT OF GREAT OPPORTUNITY FOR LEARNING. I THINK THE BOARD CAME BACK MORE EDUCATED JUST IN DIFFERENT THINGS. TO THE PRINCIPALS, THANK YOU ONCE AGAIN FOR WHAT YOU GUYS ARE DOING IN OUR JANITORIAL STAFF AND APPRECIATE EVERYONE HERE FOR DELIVERING THE THINGS WE NEED TO DO. THANK YOU VERY MUCH. >> I'M GOING TO KEEP THE BAND RUM GOING FORWARD TOO. BEING ABLE TO ATTEND THE FOOTBALL GAMES AND SEEING THE BAND PERFORM AT HALFTIME IS A PLEASURE. I WAS IMPRESSED WITH THEIR PERFORMANCE ON FRIDAY NIGHT AT THE FOOTBALL GAME. SATURDAY, I HAVE TWO GRANDCHILDREN THAT ARE IN THE GRAPEVINE HIGH SCHOOL MARCHING BAND, AND THEY WERE UP AND PROSPER AT THEIR UIL. [01:05:01] I ATTENDED THAT. UNFORTUNATELY, THEY BOTH PERFORMED AT ABOUT THE SAME TIME SO I COULDN'T GET BACK HERE IN TIME TO SEE OUR BAND PLAY, BUT I WAS EXCITED TO HEAR THAT THEY GOT ALL ONES AND THAT THEY'RE MOVING ON. IT'S GREAT TO SEE THAT MANY STUDENTS BE ABLE TO EXCEL. MY DAUGHTERS WENT TO A BIGGER HIGH SCHOOL, ONE OF THEM WAS IN THE MARCHING BAND WHERE THEY MARCHED 400 KIDS ON THE FIELD WHEN IT WAS MARCHING BAND, NOT THE, I'LL USE THE TERM FUFU STUFF THAT GOES INTO IT NOW. BUT I'D LIKE TO FUFU STUFF, SO IT WAS INTERESTING. BUT KUDOS TO ALL OF THAT. I KNOW FOR THE NUMBER OF STUDENTS ON THE FIELD, THERE'S PROBABLY DOUBLE THAT, THAT ARE SUPPORTING THEM AND I APPRECIATE THEIR SUPPORT. THANK YOU. >> I THINK MY PEERS COVERED IT ALL SO NO ADDITIONAL COMMENTS. [LAUGHTER] >> BEFORE WE GO TO SUPERINTENDED COMMENTS, I DID FORGET ONE THING TO ANNOUNCE. HOPEFULLY, EVERYBODY CAN MAKE IT TO THE HARRY POTTER EXPERIENCE, THAT ARE BEING PUT ON BY THE TOWN OF LITTLE ELM. WE JUST WANT TO MAKE SURE THAT ALSO WE'RE GIVING TO OUR TOWN. THEY'RE ACTUALLY GOING TO BE DOING THAT ALSO. WE NEED FOR EVERYONE TO GO OUT AND ATTEND AND ENJOY THOSE FESTIVITIES ALSO. DON'T FORGET ABOUT THE 633 RUN OR SOME OF US LIKE TO REFER TO IT AS THE 633 WALK. DON'T KNOW IF THERE'LL BE MUCH RUNNING ON MY PART, BUT IT WILL BE WALKING FAST. IF YOU GET A CHANCE TO GO OUT, DO THE 633 RUN, ALSO COME OUT AND JOIN US FOR THAT. YOU'LL SEE MOST OF THOSE BOARD MEMBERS OUT THERE ATTENDING THAT EVENT. [14. Superintendent Comments] ONTO THE SUPERINTENDENT COMMENTS. >> THANK YOU. IT'S A GREAT DAY TO BE A LOBO, SOMEBODY OUT TO MAKE A SHIRT OF THAT. [LAUGHTER] GREAT THINGS GOING ON. EXCITED. TODAY WAS BOSS'S DAY AND EVERYBODY WAS VERY KIND TO ME. I LOOK AT MY SEVEN-HEADED BOSS AND SAY, THANK YOU FOR ALL THAT YOU'VE DONE FOR ME AND FOR YOUR FAITH IN ME. I WOULD HAVE GIFTS, BUT THEY'RE SEVEN OF YOU, SO I DON'T. [LAUGHTER] WE SHARED THE COOKIES. I BROUGHT COOKIES IN. SINCE EVERYBODY MENTIONED BAND, I DO WANT TO GIVE YOU A SNEAK PEEK OF I THINK YOU KNOW DAVID YOU'RE THE BAND BOOSTER PRESIDENT, IS THAT CORRECT? JUST INVOLVED. APPARENTLY, THE NUMBER 1 INTRODUCER FOR THE BAND CAN'T BE THERE THURSDAY NIGHT IN MCKINNEY AND YOU WOULD BE NUMBER 2 AND YOU'VE DECLINED. THE VOICE OF THE BAND THIS THURSDAY NIGHT WILL BE PRETTY SPECIAL. NOW, ENJOYING THE STADIUM. IF YOU WANT TO GET A SNEAK PEEK OF THAT, BE IN MCKINNEY ON THURSDAY NIGHT BECAUSE I GET TO DO THAT, BUT I'LL BE AT THE WALK ON SATURDAY MORNING. I HOPE THERE'S DONUTS AT THE END OF THE LINE. [BACKGROUND] PANCAKES, GOOD. BUT IT IS A GREAT DAY TO BE A LOBO. THANK YOU ALL FOR BEING HERE. >> PERFECT. DO I HAVE A MOTION TO ADJOURN THIS MEETING? >> SO MOVED. >> DO I HAVE A SECOND? >> SECOND. >> ALL IN FAVOR, RAISE YOUR HAND. ALL THOSE OPPOSED. MOTION PASSES. WE OFFICIALLY ADJOURNED AT 8:09 PM. [NOISE] * This transcript was compiled from uncorrected Closed Captioning.
