OF COURSE, WE'VE LAUNCHED OUR 23-24 SCHOOL YEAR, AND SO EVERY SEPTEMBER WE BRING TO YOU GUYS KIND OF A LOOK AT WHAT THE CLASS SIZES LOOK LIKE ACROSS THE DISTRICT IN EACH OF OUR LEVELS, ELEMENTARY, MIDDLE AND HIGH SCHOOL.

SO WE'LL START WITH ELEMENTARY.

OF COURSE, AT THE ELEMENTARY LEVEL, THE STATE MANDATED RATIO IS 22 TO 1 AND THAT'S, AGAIN, ELEMENTARY ONLY AND THAT'S IN GRADES KINDERGARTEN THROUGH FOURTH.

AT THE PRE K LEVEL THE STATE MANDATED RATIO IS 11 TO 1 FOR OUR PRE-K KIDDOS, THREE AND FOUR YEAR OLD CHILDREN, AND THEN AT FIFTH GRADE THERE'S NO REQUIRED RATIO. SO IN LEISD THIS IS WHAT OUR NUMBERS LOOK LIKE.

WE'RE IN ABOUT OUR FIFTH OR SIXTH WEEK OF SCHOOL.

THESE NUMBERS WERE PULLED AT THE END OF LAST WEEK, JUST SO YOU KNOW.

SO YOU CAN TAKE A QUICK LOOK LIKE JUST A QUICK SKIM.

WE FEEL COMFORTABLE WITH THAT BEING ONE STUDENT OVER IN FOURTH GRADE BECAUSE OF THE AGE OF THE KIDDOS, 20 THREE FOURTH GRADERS IN A CLASSROOM CERTAINLY IS A LOT DIFFERENT THAN 23 KINDERGARTNERS IN A CLASSROOM.

SO AT THE FOURTH GRADE LEVEL, WE FEEL COMFORTABLE WITH THAT, AND THE STATE, IF THE BOARD DECIDES TO GRANT US APPROVAL TO SUBMIT THAT TO THE STATE, THE STATE WILL GRANT THE WAIVER. WE ALSO IN OUR IF YOU LOOK AT OTHER AREAS THAT I WANT TO HIGHLIGHT HERE IS WE HAVE A COUPLE OF CLASS SIZE WAIVERS AGAIN IN THE CONSENT AGENDA.

IF I'M KIND OF PROJECTING A LITTLE BIT AHEAD FOR OAK POINT, OAK POINT, FOURTH GRADE SPECIFICALLY, IF YOU SEE THE SQUARE FOR OAK POINT, FOURTH GRADE THERE, IT'S 21.0 IS THE AVERAGE. SO THAT WOULD LEAD YOU TO BELIEVE THAT WOULD MAKE YOU THINK THAT THERE'S NO CLASSES OVER 22, BUT THAT IS AN AVERAGE.

SO THERE ARE TWO CLASSROOMS AT OAK POINT, FOURTH GRADE THAT ARE ABOVE 24, AND THE PRINCIPAL, BECAUSE OF SOME CONCERNS WITH LEVELING, DECIDED NOT TO LEVEL THEM OFF TO 22 TO 0 JUST TO DO WHAT'S BEST FOR KIDS, NOT TO CHANGE THEIR SCHEDULES AROUND WITH DIFFERENT TEACHERS.

SO OUTSIDE OF THOSE TWO PLACES, FOURTH GRADE AT CHAVEZ AND FOURTH GRADE AT OAK POINT WERE AT 22 OR FEWER ACROSS THE DISTRICT.

WE ARE FEELING CONFIDENT THAT OUR ELEMENTARY STAFFING WITH THE PROJECTIONS FROM OUR DEMOGRAPHER WAS PRETTY ON POINT.

IT'S PRETTY TIGHT. OUR STAFFING IS LIKE IN SOME PLACES YOU'LL SEE LIKE 20.3, 20.8, EVEN 21 POINT SOME 21.

SO THAT INDICATES THAT OUR STAFFING IS REALLY TIGHT, WHICH IS GOOD.

WE WANT TO HAVE THE APPROPRIATE RATIO WITHOUT GOING TOO FAR UNDER OR EVEN TOO FAR OVER MOVING ON TO MIDDLE SCHOOL.

AT THE MIDDLE SCHOOL LEVEL, THERE IS NO STATE MANDATED RATIO.

HOWEVER, AS A DISTRICT, WE HAVE OUR AIM.

WHAT WE'RE SHOOTING FOR IS ABOUT 26 TO 1, PARTICULARLY IN OUR CORE CONTENT CLASSES.

THEY WANT TO MOVE STUDENTS OUT OF THOSE CLASSES OF 30 PLUS AND INTO SOME OF THESE CLASSES THAT HAVE SMALLER ENROLLMENTS LIKE SOME OF THE TEN, 11, 12 SIZE CLASSES.

SOMETIMES THEY'RE ABLE TO DO THAT WITH EASE AND THEN OTHER TIMES THEY'RE NOT JUST BECAUSE OF STUDENTS ELECTIVE CHOICES AND THAT ELECTIVES ARE ONLY OFFERED AT CERTAIN TIMES OF THE DAY. SO SOMETIMES IT'S NOT SO EASY TO LEVEL CLASSES OFF.

SO THAT'S THE REASON WHY YOU'LL SEE SOME LIKE REALLY LOW SIZE CLASSES, SMALL SIZE CLASSES AND THEN SOME THAT ARE KIND OF HIGHER THAN WE WOULD LIKE HIGHER THAN THAT 26 TO ONE THAT WE'RE LOOKING FOR.

THEN SIMILARLY AT THE HIGH SCHOOL, WE HAVE THE SAME CHART, OF COURSE, POPULATED WITH HIGH SCHOOL NUMBERS, AND THEN WE ADDED ONE.

ONE OF THE ELECTIVES THAT WE HAVE LOOKED AT OVER THE PAST FEW YEARS TO MAKE SURE THAT THOSE CLASS SIZES WEREN'T GETTING TOO BIG WITH SPANISH.

SO AT THE HIGH SCHOOL, AGAIN, ALL FOUR CORE CONTENT AREAS AT THE HIGH SCHOOL, WE'RE SHOOTING FOR A 27 TO 1 RATIO.

THAT'S WHAT OUR STAFFING FORMULA IS SET AT, AND SO AGAIN, YOU CAN SEE THAT FOR ALL OF THESE CONTENT AREAS THAT ARE LISTED HERE, WE'RE COMING IN JUST UNDER THAT 27 TO 1 STAFFING RATIO.

AGAIN, IF YOU GO TO THE FAR RIGHT, YOU LOOK AT THOSE RANGES.

ALSO WITH THE RANGES ON EACH OF THE ONES AT THE SECONDARY LEVEL, FOR SURE, WE FEEL REALLY COMFORTABLE WITH WHERE THEY ARE, OUR DEMOGRAPHY AND OUR PROJECTIONS.

SO WE WENT TO CARPOOL, CARPOOL LINES ACROSS THE DISTRICT EVERY ELEMENTARY AND YOU KNOW, THE ELEMENTARY CARPOOL LINE IS A LOT DIFFERENT THAN THE HIGH SCHOOL CARPOOL LINE BUT WE WENT TO EVERY CARPOOL LINE AND JUST ASKED PARENTS HAD A HEADS UP.

THEY GOT AN EMAIL THE DAY BEFORE, AND WE ASKED PARENTS TO JUST KIND OF ROLL DOWN THEIR WINDOWS AND SHARE WITH US ANY STAFF MEMBER WHO HAD AN IMPACT IN THEIR KIDS LIVES, AND WE JUST RECORDED THEM WITH OUR CELL PHONES, AND THEN WE WHATEVER STAFF MEMBER THAT THEY CALLED OUT, WE WENT AND DELIVERED CERTIFICATES TO THEM AND LITTLE TREATS, AND THEN WE POSTED ON SOCIAL MEDIA.

WE HAD ABOUT 59 ATTENDEES THERE, AND THAT ONE WAS AT WALKER MIDDLE SCHOOL.

THE BIG NEWS, LIKE THE BOTTOM LINE, THE WE SHOULD HAVE THAT IN RED FLASHING LETTERS IS THAT WE HIRED 37 PEOPLE FROM ACROSS THESE THREE CAREER FAIRS. THAT GIVES US AN OPPORTUNITY TO REALLY KIND OF HELP OUR KIDS UNDERSTAND THE EXPECTATIONS THAT WE HAVE NOW.

WE DO HAVE OUR CURRENT STUDENT HANDBOOK.

SO THERE REALLY NEEDS TO BE A CONCERTED EFFORT BY THE BOARD AND THE DISTRICT TO REALLY KIND OF LAY OUT, HEY, HOW DO WE DEAL WITH THIS DISCIPLINARY ACTION SO THAT OUR TEACHERS IN THESE CLASSROOMS HAVE THE ABILITY TO EITHER REMOVE KIDS FROM THE CLASSROOMS WHEN THEY'RE NOT DOING WHAT THEY NEED TO DO TO CONTACT THEIR PARENTS OR WHATEVER THE CASE IS, AND MAKING SURE THAT THOSE KIDS ARE NOT JUST SENT BACK TO THOSE CLASSROOMS FOR DISCIPLINARY ACTIONS.

ACCORDING TO TEXAS EDUCATION CODE, SUBCHAPTER F, SECTION 11.251 UNDER THE PLANNING AND DECISION MAKING PROCESS, THE BOARD IS TO APPROVE GOALS AND OBJECTIVES EACH YEAR.

JUST A REMINDER TO THE BOARD THAT OUR GOALS ARE ALIGNED TO OUR STRATEGIC PLAN, OUR DESTINATION 2025 PLAN.

SO YOU WILL NOTICE THERE ARE NO CHANGES THERE.

WE DO LOOK AT OUR OBJECTIVES EVERY YEAR AS A RESULT OF A COMPREHENSIVE NEEDS ASSESSMENT, AND SO DEPENDING ON WHAT OUR DATA IS TELLING US AND INPUT FROM STAKEHOLDERS, SOMETIMES WE DO TWEAK THOSE.

WE HAVE HUMAN CAPITAL AND THERE'S KIND OF ONE BROAD GOAL UNDER THAT WITH SEVERAL OBJECTIVES, AND THEN FISCAL HEALTH AND SUSTAINABILITY, WE HAVE ONE GOAL WITH SEVERAL ACTION STEPS UNDER THAT TO GET STARTED UNDER THE AREA OF TEACHING AND LEARNING, OUR FIRST GOAL IS THAT CURRICULUM AND LEARNING SERVICES WILL PROVIDE A GUARANTEED AND VIABLE CURRICULUM THAT ENSURES ALL STUDENTS HAVE EQUAL LEARNING OPPORTUNITIES.

IN ORDER TO DO THAT, WE HAVE WORKED AND ARE WORKING ON TIGHTLY ALIGNING STAGES ONE AND TWO OF OUR CURRICULUM, WHICH MEANS OUR TEKS AND THE ASSESSMENTS ALIGNED WITH THEM TO BE TIGHTLY ALIGNED TO THE FORMATS ON THE NEW STAAR EXAM.

SPECIFICALLY, WE'RE LOOKING AT OUR PERFORMANCE OBJECTIVES OR OUR PERFORMANCE ASSESSMENTS FOR THAT, AND THEN WE WILL BE DOING SOME THINGS WITH SHORT RESPONSES AND WRITING.

WE ALSO ON THE SECOND PART OF THAT OBJECTIVE, YOU'LL NOTICE THAT ALIGN RESOURCES FOR PLANNING FOR TEACHERS AND STAGE THREE FOR EASE OF USE AND OPTIMAL IMPACT ON IMPACT ON TEACHING AND LEARNING.

WE HAVE COVERED IN OUR LEARNING FOR LEADERS, WITH OUR PRINCIPALS AND WITH OUR TEACHERS AND BACK TO SCHOOL TRAINING.

WE HAVE A SECTION IN OUR CURRICULUM AND WE WOULD LIKE, AS THEY PLAN THEIR UNITS FOR THEM TO GIVE US DIRECT FEEDBACK, POSITIVE GLOWS AND GROWS AND ANY RESOURCES THEY FIND THAT THEY THINK THE DISTRICT WOULD BENEFIT FROM THAT WOULD HELP ENHANCE THE TEACHING AND LEARNING FOR STUDENTS.

THEN THE SECOND GOAL IS TO ENGAGE EACH STUDENT IN LEARNING EXPERIENCES THAT WILL INCREASE STUDENT GROWTH AND ACHIEVEMENT, AS EVIDENCED BY TEACHER THE FOLLOWING AND SPECIFICALLY TEACHERS WILL IMPLEMENT STUDENT CENTERED PEDAGOGY IN CLASSROOMS THAT INCLUDES TARGETED STRATEGIES FOR SPECIFIC GROUPS OF STUDENTS.

SO IN THIS AREA WE ARE FOCUSING ON DISTRICT WIDE WALKTHROUGHS.

WE'VE PARTNERED WITH THE DANA CENTER TO COME IN FOR FOUR DAYS OF TRAINING TO HELP US DEVELOP A STRONG WALKTHROUGH THAT SPECIFICALLY WILL HELP US LOOK FOR STRATEGIES BEING USED WITH OUR GIFTED AND TALENTED LEARNERS, OUR EBS, OUR EMERGENT BILINGUAL LEARNERS, OUR LEARNERS AT TIER ONE WITH JUST GOOD, VARIED STRATEGIES TO ADDRESS ALL KINDS OF LEARNING STYLES IN THE CLASSROOM. WE HAVE ALIGNED DRAFT WALKTHROUGH WITH OUR STEM INITIATIVE AND OUR STEM WORKFORCE IN THE CLASSROOM AND OUR BLENDED LEARNING INITIATIVE, WHICH IS OUR MATH INITIATIVE, WHERE STUDENTS TAKE OWNERSHIP OF THEIR LEARNING AND UNDERSTAND WHERE THEY ARE IN RELATION TO MASTERY OF THE LEARNING OBJECTIVES.

IN ADDITION, WE ARE RECOMMENDING ACTUALLY IT'S ON THE AGENDA UNDER THE BUSINESS OFFICE TONIGHT, A PHONICS PROGRAM. WE REALLY, IN LOOKING AT OUR DATA, FEEL THAT OUR STUDENTS WILL BENEFIT FROM A VERY TARGETED TEACHER FRIENDLY BUT STUDENT INTERACTIVE PHONICS PROGRAM.

IT MIGHT BE SCIENCE, IT MIGHT BE SOCIAL STUDIES OR OTHER LITERATURE, AND WE CAN LITERALLY ADJUST THE READABILITY LEVEL OF THE SAME CONTENT TO THE READING LEVELS WITHIN THE CLASSROOM.

SO WE ANTICIPATE THAT WILL BE A VERY STRONG TOOL FOR US IN OUR CONTENT AREAS.

IN ADDITION, WE HAVE ADDED STEPS FOR OUR SPECIAL EDUCATION TEACHERS AND INCLUSION TEACHERS FOR TRAINING ON PLANNING AND COLLABORATION TO MAKE SURE THAT WE ARE TIGHTLY ALIGNED WITH THE RIGOR THAT WE NEED IN THAT AREA AS WELL, AND WE HAVE ADDED SOCIAL SKILLS TRAINING FOR THOSE TEACHERS JUST TO SUPPORT BEHAVIORS AND DISCIPLINE AND APPROPRIATE SOCIAL BEHAVIORS IN THE EDUCATIONAL SETTING.

THE THIRD GOAL IS IN THE AREA OF CTE OR COLLEGE, CAREER AND MILITARY READY OUR CCMR INITIATIVE.

AS YOU KNOW, WE WORKED ON THIS LAST YEAR.

YOU WILL NOTICE A VERY STRONG GOAL THIS YEAR THAT WE WANT 100% OF OUR STUDENTS TO GRADUATE CCMR READY.

WE HAVE HAD SEVERAL MEETINGS THIS YEAR ALREADY WITH THE HIGH SCHOOL ON ENSURING A PLAN FOR ALL STUDENTS TO LEAVE OUR DISTRICT WITH ONE OF THESE INDICATORS.

IN ADDITION, WE HAVE MODIFIED OUR STUDENT HANDBOOK TO SAY THAT WE WILL NOT BE ALLOWED TO HAVE OFF PERIODS IN OUR SCHEDULE UNTIL YOU GET THAT CCMR READINESS MARK.

SO A VERY STRONG PLAN FOR THAT.

IN ADDITION, WE ARE INCREASING OUR STUDENT ORGANIZATION RECRUITING TO GENERATE MORE EXCITEMENT IN THE CTE AREA. WE HAVE PARTNERED WITH PEOPLEWORKS FOR STRONG INTEGRATION OF CAREER OPPORTUNITIES AND EXPERIENCES IN THE CURRICULUM AND THEN FOR THAT POST-SECONDARY TRACKING, AND THERE WILL BE A RECOGNITION WE'VE ACTUALLY RECEIVED A GATES FOUNDATION GRANT IN THIS AREA OF AROUND $200,000, AND WE WOULD LIKE TO RECOGNIZE THAT AT THE NEXT BOARD MEETING.

SO WE ARE EXCITED ABOUT WHAT IS IN OUR IMPROVEMENT PLAN IN THAT AREA, AND THEN THE LAST KIND OF THING IN THIS AREA WOULD BE OUR CTE ADVISORY BOARD AND BETTER LEVERAGING OUR COMPREHENSIVE LOCAL NEEDS ASSESSMENT, AND THAT DATA WITH THAT ADVISORY COMMITTEE SO THAT THEY CAN HAVE A STRONGER VOICE IN PROGRAMING.

LAST BUT NOT LEAST, IN THE AREA OF TEACHING AND LEARNING, WE HAVE THE GOAL OF ENGAGING TEACHERS AND CAMPUS ADMINISTRATORS AND CURRICULUM COORDINATORS AND DIRECTORS IN TARGETED LEARNING EXPERIENCES THAT SUPPORT STUDENT SUCCESS IN THIS AREA.

WE HAVE SEVERAL TARGETED THINGS.

WE ARE NOT ADDING A TON OF NEW THINGS.

RATHER, WE ARE ONBOARDING NEW INDIVIDUALS AND THEN DEEPENING THE UNDERSTANDING OF OUR PERSONNEL WHO HAVE HAD TRAINING OVER THE LAST LAST YEAR AND THEN AGAIN THIS YEAR IN PROFESSIONAL LEARNING COMMUNITIES.

SO THAT WOULD BE ONE OF THE STEPS THAT WE'RE TAKING.

IN ADDITION, OUR ADMINISTRATORS AND INSTRUCTIONAL COACHES ARE GOING THROUGH LEVEL TWO COACHING, WHICH TO BETTER FACILITATE BUILDING TEACHER CAPACITY AS THEY GIVE FEEDBACK TO TEACHERS ON THEIR INSTRUCTION MAP, WHICH IS WHAT WE USE WITH OUR MEASURES OF ACADEMIC PROGRESS AND IT'S AN NWEA SOFTWARE TO FULLY HELP TEACHERS UNDERSTAND HOW TO READ THE REPORTS AND LEVERAGE THOSE REPORTS TO BETTER UNDERSTAND HOW TO PLAN INSTRUCTION, TO ADDRESS STUDENT CONCERNS IN THE DATA, AND THEN WE HAVE ADDED MAP ACCELERATOR, WHICH IS A MATH PROGRAM THAT ALIGNS WITH THEIR MAP RIT SCORES.

IT'S A SCORE THAT THEY GET FROM TAKING THE ASSESSMENT, AND WHAT IT DOES IS IT WILL SPIRAL DOWN AND HELP OUR STUDENTS FILL IN GAPS THAT THEY MIGHT HAVE, BUT THE EXCITING THING ABOUT THE SOFTWARE AS WELL IS THAT IT ALSO TAKES OUR GIFTED

IN ADDITION, I THINK A HUGE THING THAT WE'RE DOING IN THIS AREA IS JUST FINE TUNING AND REALLY FORMING A STRONG MTSS PROCESS AND THAT IS OUR PROCESS FOR AT RISK KIDS.

WE HAVE SOFTWARE, IT'S CALLED EDGE CLIMBER, WHERE IT WILL HELP TO MAKE THE CAMPUS PROCESSES FOR MONITORING AT RISK KIDS MORE EFFICIENT.

SO WE'RE NOT SPENDING AS MUCH TIME IN MEETINGS.

IT ALSO HAS PROGRESS LEARNING DATA, WHICH MEANS IT TRACKS THE AT RISK LEARNERS DATA IN SKILLS THAT THEY ARE WEAKER IN.

TO HELP US KNOW ARE THEY GROWING, ARE THEY NOT GROWING? SO WE FEEL LIKE THAT IS A HUGE THING THAT WE ARE ADDING TO BETTER MEET THE NEEDS OF ALL STUDENTS.

SO THEN AS WE MOVE ON TO CECILIA'S AREA COMMUNITY ENGAGEMENT, THE GOAL IS THAT WE WILL COMMUNICATE WITH THE COMMUNITY TO BUILD TRUST, SUPPORT AND INVOLVEMENT, AND SPECIFICALLY, THE OBJECTIVE IS TO BOOST THE DISTRICT'S REPUTATION, INCREASE SCHOOL CULTURE AND SHAPE COMMUNITY PERCEPTION USING TARGETED MESSAGING, AND IN THIS WE HAVE SHARED THE END OF YEAR THOUGHT EXCHANGE DATA FROM OUR PARENT SURVEY AND OUR STAFF SURVEY FOR EACH CAMPUS WITH EACH PRINCIPAL SO THAT THEY CAN PLAN TO, IN THEIR IMPROVEMENT PLANS, MEET OR RESPOND TO THE DATA FROM THOUGHT EXCHANGE, AND THEN ALSO TO PROMOTE AWARENESS OF OUR BOND PROJECTS. HE DOES A GREAT DEAL OF THE LION'S SHARE WORK ON THE CALCULATIONS OF OUR TAX RATE, WORKING WITH TEXAS EDUCATION AGENCY AND ESPECIALLY WORKING WITH THE DENTON COUNTY TAX OFFICE TAX OFFICES, BOTH THE ASSESSOR AND THE COLLECTOR AND SO I WANTED TO SHARE, AS I SAID, THE GOOD NEWS ANYTIME WE GET THE OPPORTUNITY TO DO SO, AND SO IF YOU LOOK HERE, THIS SLIDE INDICATES THE DECLINE IN OUR TAX RATE AND OUR MAINTENANCE AND OPERATION TAX RATE SINCE THE 2019 CHANGE IN LEGISLATION, AND SO YOU HAVE SEEN THAT CONTINUE TO DECLINE. NOW, WHAT WE'VE ALSO SEEN WITH THAT, IF I PUT UP IS A TAXABLE VALUE INCREASE AND SO MANY TIMES OUR CITIZENS DON'T NECESSARILY FEEL THAT THEY GOT AS MUCH OF A TAX BREAK AS WHAT WAS INTENDED, BUT THIS REALLY IS GOOD NEWS FOR OUR TAXPAYERS, AND YOU CAN SEE THE STEADY 47 CENT THAT WAS OBLIGATED TO OUR CITIZENS ON THE INTEREST AND SINKING PORTION IN 2017 WHEN THAT BOND WAS PASSED AND THEN AGAIN IN 2022, THAT WE WOULD DO ALL THAT WE COULD TO HOLD THAT TO $0.47, EVEN THOUGH WE CAN GO TO $0.50 ON THAT BY DOING THINGS LIKE YOU DID IN THE PREVIOUS ITEM, WE'RE ABLE TO MANAGE THAT RATE AND KEEP IT THERE, BUT JUST TO PUT A LITTLE MORE SIMPLICITY TO THIS 2022-23, OUR TAX RATE, AS YOU CAN SEE, WAS LOWER THAN THE PREVIOUS FOUR YEARS, BUT IT WAS A TOTAL TAX RATE OF $1.41.

WHAT I'M RECOMMENDING TO YOU TONIGHT AND BY CALCULATIONS AND THE RECOMMENDATION IS REALLY A FORMALITY BECAUSE IT WAS ASSIGNED BY TEA, BUT WITH THE TAX COMPRESSION OF 18.5 CENTS, THE TAX RATE WOULD GO DOWN TO 22.75, AND THAT'S A TOTAL TAX RATE.

AT THE SAME TIME THAT WAS HAPPENING, MORE GOOD NEWS FOR OUR TAXPAYERS.

OUR HOMESTEAD EXEMPTION THAT THEY PASSED, WENT FROM $40,000 UP TO $100,000, AND SO THAT INCREASE OF 60 IS CERTAINLY GOOD NEWS FOR OUR TAXPAYERS, BUT THE IMPACT I WANT TO MAKE SURE THAT WE UNDERSTAND FROM A SCHOOL DISTRICT STANDPOINT, BECAUSE WE ARE GRATEFUL WE WANT OUR TAXPAYERS TO GET AS MANY TAX BREAKS AS THEY CAN GET, AND I KNOW THAT YOU WANT TO PASS THAT ON TO THEM AS WELL.

WE DON'T HAVE A LOT OF CONTROL OVER OUR TAX RATE ANYMORE UNDER THE NEW FINANCE SYSTEM OR AS IT EXISTS NOW, BUT AS GOOD AS THAT IS FOR OUR TAXPAYERS, I DO WANT TO REMIND YOU THAT DOES NOT CHANGE THE SIZE OF OUR GLASS.

WE OFTEN TALK ABOUT THE GLASS AND THAT THE STATE HAS SET THE SIZE OF IT, AND SO DEPENDING ON WHAT OUR TAX RATE IS AND WHAT OUR TAXABLE VALUES ARE AND THEN HOW MUCH EXEMPTION IS GIVEN, THEN WE FILL THAT GLASS FIRST, THE SAME SIZE GLASS, WE FILL IT WITH PROPERTY TAXES.

SO IF WE'RE GOING TO GET LESS THIS YEAR BECAUSE WE OFFERED A HIGHER HOMESTEAD EXEMPTION AND BY WE, I MEAN THE LEGISLATURE OFFERED A HIGHER HOMESTEAD EXEMPTION AND A LOWER TAX RATE TO GIVE TAX BREAKS.

SO WE'RE GOING TO COLLECT LESS THAN WE WOULD AT A HIGHER TAX RATE AND A LOWER HOMESTEAD EXEMPTION THAN OUR GLASS IS GOING TO BE FILLED WITH LESS PROPERTY TAXES THAN IT WOULD UNDER THE OLD SYSTEM.

SO THAT MEANS THE STATE WILL THEN ADD THE REST TO FILL TO FILL UP OUR GLASS, BUT IT DOESN'T CHANGE THE OVERALL SIZE OF IT, AND SO I WANT TO MAKE SURE THAT I SHARE THAT

BECAUSE IT'S SO COUNTERINTUITIVE AND WE'LL TALK MORE ABOUT THAT AT EACH TIME THAT WE HAVE A BUDGET WORKSHOP, WE'VE GOT ONE COMING UP.

SO I'M JUST WANTED TO SHARE THAT BECAUSE THE TOTAL COST OF OUR SYSTEM IS A SHARED SYSTEM BETWEEN THE STATE AND THE LOCAL BUT THE INCREASED COSTS DUE TO THE GENERAL INFLATION THAT IS BORNE BY THE DISTRICT 100%.

OKAY, AND THEN WE'LL JUST MOVE INTO THE RECOMMENDATION FOR YOU TO ADOPT THE TAX RATE.

THAT WAS ONE PORTION OF IT, THE PORTION MAINTENANCE OPERATION PORTION THAT FUNDS THE DAY TO DAY OPERATIONS THAT IS ASSIGNED TO US BY THE STATE, AND THEN WE LAYER ON THE $0.13 THAT HAS BEEN APPROVED HERE IN THE DISTRICT FOR GOLD AND COPPER PENNIES, AND THEN THE 47 CENT WILL MEET THE OBLIGATION OF OUR DEBT SERVICE IN ADDITION, INCLUDING, I SHOULD SAY, INCLUDING THE FORMER ITEM.

THIS CALCULATION FOR THE NO NEW REVENUE TAX RATE IS STILL IN THE TRUTH AND TAXATION.
