MS. BEVERIDGE, THE THEATER TEACHER, SAID THAT MACY'S COMING TO US IN THE EIGHTH GRADE AND SHE'S BLOWN US AWAY WITH HER RESPONSIBILITY, KINDNESS AND OUTRIGHT TALENT. IN HER FIRST SEMESTER AT WALKER, SHE TOOK ON A POWERFUL ROLE IN OUR FALL PRODUCTION AND WAS SIMPLY STUNNING.

WE ARE TRULY SAD TO ONLY HAVE HER FOR ONE YEAR.

MS. HAEUSSLER, HER HISTORY TEACHER, SAID THAT MACY IS A FORCE TO BE RECKONED WITH.

SHE'S A BRIGHT YOUNG WOMAN WITH A QUICK WIT AND A LARGER THAN LIFE PERSONALITY.

SHE'S DESTINED TO DO GREAT THINGS.

MRS. HILL, HER ENGLISH TEACHER, SAID THAT MACI HAS ACCLIMATED WELL TO HER NEW ENVIRONMENT AND QUICKLY MADE FRIENDS.

SHE'S A GREAT ATHLETE WHO TAKES HER SCHOOLWORK SERIOUSLY.

SHE'S A VERY WELL-ROUNDED STUDENT AND TRULY DESERVING OF THIS HONOR.

AND FINALLY, MS. MCNUTT, HER MATH TEACHER, SAID THAT MACI GOES OUT OF HER WAY TO MAKE PEOPLE FEEL INCLUDED.

SO WE'VE GOT A REPORT/UPDATE ON THE FUND BALANCE FROM MS. ADAMS. GOOD EVENING, BOARD.

I HAVE A QUICK UPDATE FOR YOU ON OUR FUND BALANCE.

THIS IS NOT NEW INFORMATION, BUT THIS INFORMATION IS REQUIRED BASED ON OUR BOARD POLICY CE.

IN THAT POLICY, IT STATES THAT WE WILL REVIEW WITH THE BOARD OUR FUND BALANCE WITHIN 90 DAYS OF THE END OF THE FISCAL YEAR.

YOU ADOPTED OUR AUDIT A COUPLE MEETINGS AGO.

AND IN OUR POLICY WE HAVE IT STATED THAT AT THE MINIMUM THE DISTRICT WILL MAINTAIN AN UNASSIGNED FUND BALANCE EQUAL TO OR GREATER THAN 24%.

CURRENTLY, OUR UNASSIGNED FUND BALANCE IS AT 31.3, SO WE'RE IN A VERY HEALTHY POSITION.

OUR FUND BALANCE TOTAL IS MORE THAN THAT.

BUT THE UNASSIGNED PORTION OF THAT IS 31.3.

AND THEN I'VE JUST ALREADY SHARED THIS WITH YOU, BUT JUST MAKING SURE THAT YOU UNDERSTAND IN POLICY THAT NO LATER THAN 90 DAYS THAT WE'RE REQUIRED TO GIVE YOU THIS REPORT.

SO THAT'S WHAT WE'RE GOING TO DO TONIGHT.

PRIOR TO MY ARRIVAL AT THE DISTRICT OR MY ARRIVAL AT THE DISTRICT, THERE WERE SOME WORK DONE ON THE FIVE STRATEGIES OF FINANCIAL SUCCESS, AND THEY'RE POSTED ON OUR WEBSITE.

AND I BELIEVE THAT WORK WAS DONE ALONG WITH THE BOARD FINANCE COMMITTEE.

AND ONE OF AND THE FIRST STRATEGY THAT WE HAVE IS MAINTAINING A STRONG AND FORWARD PLANNING FUND BALANCE POLICY.

AND SO PART OF THE THE INFORMATION THAT'S CONTAINED THERE IS THAT THE DISTRICT WILL MAINTAIN FUND BALANCES FOR CRITICAL SHORTFALLS DUE TO UNCERTAINTY OF STATE FUNDING, THE FLUCTUATING ENROLLMENT AND UNPREDICTABLE TAXABLE ASSESSED VALUES.

AND WHILE THE TAXABLE ASSESSED VALUES DON'T HAVE AS MUCH OF AN IMPACT ANYMORE ON OUR GENERAL FUND BALANCE, BECAUSE LIKE WE'VE TALKED ABOUT, THE GLASS DOESN'T GROW, IT JUST MATTERS WHICH PLACE IT COMES FROM.

IT DOES MATTER IN OUR DEBT SERVICE SIDE AND WE ALWAYS WANT TO PAY ATTENTION TO OUR TAXABLE VALUES.

BUT WE ABSOLUTELY HAVE FLUCTUATING ENROLLMENT AND OVER THE LAST SEVERAL YEARS.

AND WE'RE GOING TO TALK A LITTLE BIT ABOUT THAT HERE AS WELL.

THEN WE CAN DEFINITELY SEE THAT IT'S BECOME HARDER TO READ THE FUTURE, ESPECIALLY SINCE THE PANDEMIC HIT.

SO JUST WANTED TO GIVE YOU LIKE A FIVE YEAR HIGHLIGHT OF FUND BALANCE.

MOST OF YOU HAVE BEEN ON THE BOARD DURING THIS TIME, BUT STILL SOMETIMES WE LOOK AT IT ONE YEAR AT A TIME AND NOT NECESSARILY YEAR OVER YEAR.

SO I'M GOING TO GO BACK FIVE YEARS AND IN THE 2017-18 FISCAL YEAR, YOU ADDED $1.1 MILLION TO FUND BALANCE, WHICH BROUGHT THAT TO 40 JUST OVER 40% OF THE GENERAL FUND BUDGET.

SO IF YOU GO BACK TO THAT FIRST SLIDE, YOU'LL RECALL THAT THE UNASSIGNED FUND BALANCE WAS IN THE 30%, BUT THE TOTAL FUND BALANCE WAS AT 40% IN THE GENERAL FUND.

THAT WAS AN INCREASE OF 193 STUDENTS FROM THE PREVIOUS YEAR.

SO MAINTAINING THAT FUND BALANCE WHILE GROWING STUDENTS IS ALSO IN A VERY HEALTHY POSITION.

EXCUSE ME.

THE NEXT YEAR IN THE 18-19 FISCAL YEAR, WE ADDED $351,000 MORE TO THAT FUND BALANCE, BRINGING IT TO $29,000,282 AND THAT YEAR ADDED

253 STUDENTS. AND SO YOU'LL KIND OF SEE A PATTERN HERE OF INCREASING FUND BALANCE EVEN WHENEVER THE STUDENTS ARE INCREASING.

AND THEN IN 19-20, WE ADDED $368,000 TO FUND BALANCE.

THE TOTAL BECAME 36.6.

AND THAT'S A LITTLE A LITTLE MISPERCEIVING BECAUSE THERE WERE FUNDS THAT WERE MOVED OUT INTO THAT FUND BALANCE SPECIFICALLY FOR THE TECHNOLOGY PURCHASES.

AND SO IT'S NOT THAT WE DIDN'T HAVE FUND BALANCE THERE, BUT IT WAS ASSIGNED OUT INTO A DIFFERENT FUND.

THAT YEAR WE ADDED 274 STUDENTS.

AND SO YOU KIND OF SEE THAT PATTERN AS WELL.

PRETTY GOOD CLIP THERE.

AND THEN CAME THE PANDEMIC IN 2020, AND WE STILL ADDED $4.3 MILLION TO FUND BALANCE THAT YEAR, BRINGING THE FUND BALANCE TOTAL BACK TO 40%, JUST OVER 40% OF THE TOTAL BUDGET FOR THE COMING YEAR.

AND THAT YEAR ENROLLMENT WAS FLAT.

ESSENTIALLY, WE DIDN'T REALLY GROW STUDENTS, BUT WE WERE IN A MUCH BETTER POSITION THAN MOST DISTRICTS ACROSS THE STATE WHO WERE LOSING STUDENTS.

AND SO THE FACT THAT WE WERE GROWING ACTUALLY KIND OF NEUTRALIZED THAT YEAR.

AND THEN THE BUDGET THAT WAS PRESENTED TO YOU.

I'M SORRY, NOT THE BUDGET, THE AUDIT THAT WAS PRESENTED TO YOU IN OCTOBER FOR THE 21-22 FISCAL YEAR, ANOTHER REMINDER THAT WAS A TEN MONTH YEAR. BUT IN THAT YEAR WE MOVED $9.8 MILLION OUT INTO A SPECIAL FUND BUDGET AND THAT STILL MAINTAINS 39.3% IN THE GENERAL FUND BUDGET ITSELF.

SO WE YOU'LL SEE THAT THE 21 AND THE 22 FISCAL YEAR FUND BALANCE IS THE SAME.

AND WE DID THAT INTENTIONALLY MOVING ASIDE THAT ESSENTIALLY $10 MILLION OUT TO A SPECIAL PROJECT FUND.

LAST YEAR WE GREW 297 STUDENTS FROM THE 20-21 TO THE 21-22 SCHOOL YEAR.

SO OVER THAT FULL PERIOD SINCE I GAVE THAT TO YOU A YEAR AT A TIME, AND YOU CAN SEE THE FULL CAKE HERE, BUT OVER THAT FIVE YEAR PERIOD, WE GREW 937 STUDENTS.

THAT'S JUST INCREDIBLE GROWTH TO STILL SEE AN UPWARD TREND IN THOSE FUND BALANCE NUMBERS.

SO IT'S SOMETHING FOR THE DISTRICT TO BE PROUD OF AND FOR THE BOARD TO BE PROUD OF THE DECISIONS THAT YOU'RE MAKING THERE.

YOU SAW THIS DURING OUR FUND BALANCE REPORT, OUR FUND BALANCE SYNOPSIS DURING THE AUDIT, BUT I WANTED TO REPEAT IT FOR YOU SINCE WE ARE DOING A SPECIFIC REPORT ON FUND BALANCE AND THAT GENERAL FUND BALANCE OF $33,000,953 IS SITTING IN OUR 199 GENERAL OPERATING FUND.

THAT IS A TOTAL OF 39.3% OF THE ADOPTED BUDGET FOR 22-23.

RIGHT NOW THERE ARE $7 MILLION OF THAT ASSIGNED.

AND I WANT TO TALK A LITTLE BIT ABOUT THAT.

THE ASSIGNMENT IS SOMETHING THAT WE CAN DO INTERNALLY TO JUST SET ASIDE MONEY FOR A SPECIFIC PURPOSE.

IF THE BOARD WERE TO TAKE BOARD ACTION AND MOVE FUND BALANCE INTO FOR A SPECIFIC PURPOSE WITHIN GENERAL FUND, THEN IT WOULD TAKE BOARD ACTION TO MOVE THAT BACK OUT.

BUT THROUGH THE FUND BALANCE POLICY, THE SUPERINTENDENT AND THE CFO HAVE THE ABILITY TO MOVE THAT.

THAT HAS BEEN OUT THERE LONGER THAN I COULD GO BACK AND FIND, THAT $7 MILLION.

AND THERE'S NOT A REAL REASON FOR ME TO RECOMMEND A CHANGE RIGHT NOW.

BUT I JUST THINK IT'S IMPORTANT THAT, YOU KNOW, THAT THE FUND BALANCE POLICY SPEAKS TO THE UNASSIGNED FUND BALANCE.

BUT THEN ALSO WE HAVE, IN ADDITION TO THAT, 39.3% WE HAVE THE $9.8 MILLION THAT WE MOVED INTO A SEPARATE FUND.

I WANT TO JUST ENCOURAGE THE PARENTS TO KNOW THAT I KNOW YOUR BABIES ARE GETTING OUT EARLY FOR THE HOLIDAYS, BUT THEY'LL PROBABLY HAVE THEIR LOVELY LAPTOPS AT HOME.

AND THANK YOU TO THE CURRICULUM DEPARTMENT.

THEY HAVE ACCESS TO ALL KINDS OF FREE RESOURCES, DON'T THEY? ONLINE. THEY HAVE FREE ACCESS TO ANYTHING THAT THEY'VE DONE HOMEWORK ON.

THEY CAN GO TO THEIR TEACHERS SITE AND SEE THINGS THEY'RE WORKING ON.

THEY HAVE ACCESS TO ALL KINDS OF FREE EDUCATIONAL SOFTWARE, LOTS OF FREE SOFTWARE FOR EDUCATIONAL PURPOSES OVER THE HOLIDAYS, THEY CAN SIT IN FRONT OF THE COMPUTER THAT THEY GET FROM THE DISTRICT AND PLAY LITTLE EDUCATIONAL GAMES ALL THROUGH THE HOLIDAY PERIOD.

I LOVE ALL THE CHILDREN.
