LORD, ALL THE EDUCATORS, LORD, ALL THE STUDENTS, ALL THE PARENTS, ALL THE FAMILIES.

LORD GOD, I PRAY THAT YOU WOULD GIVE WISDOM TO THESE TRUSTEES WHO GIVE UP THEIR TIME, LORD, TO BE SERVANTS FOR THIS COMMUNITY.

LORD, I PRAY THAT YOU WILL GIVE THEM WISDOM AS THEY MAKE DECISIONS THAT AFFECT THE LIVES OF THE CHILDREN OF OUR COMMUNITY, LORD, AND THEIR FUTURES.

PRESIDENT OLSON AND BOARD MEMBERS.

I WOULD LIKE TO ASK OUR DEPUTY SUPERINTENDENT, MR. ROSS ROBERTS, TO COME TO THE PODIUM.

AS ALWAYS, THE BEST PART OF OUR BOARD MEETINGS IS WHEN WE GET TO RECOGNIZE STUDENTS.

SO, MR. ROBERTS.

YEAH YOUR GOOD. NOW I WILL.

I'LL TAKE EVERYBODY'S LEAD.

I JUST THOUGHT SINCE WE'RE RECOGNIZING STUDENTS AND HAVING THEM COME DOWN FRONT.

BUT I AM READING THE ROOM.

AND I THINK THAT'S A GREAT WAY OF CELEBRATING INCREDIBLE STUDENTS THAT WE HAVE HERE WITH LITTLE ELM.

AND LIKE MR. GALLAGHER SAID, THIS IS ONE OF THE MOST INCREDIBLE THINGS WE GET TO DO IS TO HIGHLIGHT, SPOTLIGHT, AND CELEBRATE OUR STUDENTS OF LITTLE ELM ISD.

UNDER STUDENT RECOGNITION, WE HAVE RECOGNITIONS AT EVERY LEVEL.

AND SO I WILL START AT ELEMENTARY AND THEN WE'LL MOVE INTO MIDDLE AND WE'LL FINISH UP WITH STUDENTS OF THE MONTH FROM THE HIGH SCHOOL.

AND SO WITH THAT BEING SAID, WE HAVE THE STAR AWARD THAT GOES TO OUR MONTHLY ELEMENTARY STUDENTS AND THEIR PRINCIPAL NOMINATED THESE PARTICULAR STUDENTS FOR THEIR INCREDIBLE WORK, LEADERSHIP AND CONTRIBUTION TO NOT ONLY THE STUDENT BODY, BUT THE OVERALL ORGANIZATION OF THE BUILDING THAT THEY ATTEND.

SO WITH THAT BEING SAID, WE'LL DIVE RIGHT IN WITH BRENT AND MR.

[APPLAUSE] YOU KNOW, BEFORE WE TAKE OUR PICTURES AND CELEBRATE THESE STUDENTS FURTHER, LOOKING THROUGH ALL THE COMMENTS THAT OUR CAMPUS LEADERS PUT INTO THIS DOCUMENT, THERE'S ONE COMMON THREAD THAT RUNS THROUGHOUT THESE STUDENTS UP HERE TONIGHT, AND THAT IS ACTS OF KINDNESS.

AND SO I THOUGHT THAT WAS APPROPRIATE.

AND A VERY, VERY TELLING SIGN OF OUR STUDENTS HERE STUDENT BODY WITH LITTLE ELM ISD.

SO WE'RE VERY PROUD OF THESE YOUNG STUDENTS.

BEFORE YOU GO BACK, I WOULD LIKE REALLY TO HONOR THE PARENTS THAT ARE HERE THIS EVENING WITH THEIR INCREDIBLE STUDENT.

IF IT WASN'T FOR YOU ALL AND YOUR SUPPORT AND YOUR NURTURING NATURE, YOU KNOW, THESE YOUNG MEN AND WOMEN WOULD NOT BE ON THE PATH THAT THEY ARE.

[APPLAUSE] AND WE HAVE JUST A FEW WORDS THAT LAILA'S TEACHERS THAT NOMINATED HER WANTED TO SAY ABOUT HER COACH TAYLOR, HER SEVENTH GRADE TEXAS HISTORY.

AND LAILA IS A SEVENTH GRADER.

I NOMINATED LAILA NEWMAN BECAUSE SHE NEVER FAILS TO BE AN OUTSTANDING STUDENT EVERY DAY.

SHE IS SUPPORTIVE OF HER CLASSMATES AND ALL OF HER FRIENDS.

IT IS A JOY TO HAVE LAILA TO BE A PART OF OUR SCHOOL.

AND THEN COACH GREIL, WHO HAS HER IN ATHLETICS, SAYS LAILA WORKS HARD IN ATHLETICS.

SHE IS RESPECTFUL TO HER TEAMMATES AND COACHES.

SHE COMES TO SCHOOL EVERY DAY WITH A POSITIVE ATTITUDE AND WORKS TO HELP OTHERS.

MOVING ON TO WALKER MIDDLE SCHOOL.

WE HAVE TANDEM ADMINISTRATORS HERE WITH US TONIGHT.

WE HAVE MS. PETRASIC AND MS. BROWN. THEY'RE COMING TO THE PODIUM TO TALK ABOUT THEIR STUDENT OF THE MONTH AT WALKER MIDDLE SCHOOL.

GOOD EVENING. THE STUDENT OF THE MONTH FOR WALKER MIDDLE SCHOOL IS A SEVENTH GRADER, DESTINY CROSSLAND, AND SHE IS JOINED TONIGHT BY HER FATHER, TORY CROSSLAND, AND I BELIEVE MAYBE GRANDMA. IS THAT RIGHT? COME ON UP, DESTINY. [APPLAUSE] HERE ARE A FEW THINGS THAT DESTINY'S TEACHERS SHARED ABOUT HER.

MR. THOMPSON, HER BEGINNING TECH APPS TEACHER, SAYS DURING A CHALLENGING TECHNICAL WORKSHOP, A STUDENT'S DATA WAS LOST BECAUSE OF A MISPLACED KEYSTROKE. THE STUDENT BECAME VERY UPSET, RETREATING INTO THEIR ARMS, AND THE SOBS WERE BARELY AUDIBLE TO THE CLASS.

BUT DESTINY WAS QUICK TO OFFER A KIND WORD TO THE STUDENT, ALONG WITH A JOLLY RANCHER AND SOME MUCH NEEDED EMOTIONAL SUPPORT.

HER COMPASSION FOR ANOTHER STUDENT MOVED THE ENTIRE CLASS TO AGREE TO TREAT OTHERS BETTER THIS SCHOOL YEAR.

THAT WAS FOR MR. THOMPSON.

COACH LEMOINE, HER TEXAS HISTORY TEACHER, SAYS DESTINY IS A VERY HARD WORKER AND NEVER GIVES UP.

SHE HAS THE MOST CONTAGIOUS, POSITIVE ENERGY AND THE MOST WELCOMING PERSONALITY.

EVERYONE IS A FRIEND AND SHE DOES ANYTHING SHE CAN TO HELP THOSE AROUND HER.

I'M SO PROUD OF THE YOUNG WOMAN THAT SHE IS AND EXCITED FOR WHO SHE WILL BECOME IN THE FUTURE.

THAT'S COACH LEMOINE. MR. VELAZQUEZ, HER ENGLISH TEACHER, SAYS DESTINY IS A JOY TO HAVE IN THE CLASSROOM.

SHE IS A SOURCE OF POSITIVE ENERGY AND GENERALLY WELL-LOVED BY MANY OF HER PEERS.

SHE ALSO REPRESENTS SOME OF OUR SCHOOL PILLARS.

I SEE EXCELLENCE IN HER WHEN SHE ATTEMPTS TO DO HER CLASSWORK, INTEGRITY AND RESPECT WITH HER ACTIONS AND HER INTERACTIONS WITH MYSELF AND THE CLASSROOM.

I ALSO SEE COMPASSION IN THE WAY SHE TREATS OTHERS.

COACH BROWN SAYS, I LOVE DESTINY'S ATTITUDE.

ALWAYS WILLING TO HELP WHEREVER SHE IS NEEDED.

AND FINALLY, MR. TURNER, HER CHOIR TEACHER, SAYS DESTINY IS THE LIFEBLOOD OF THE CHOIR SHE SINGS IN.

HER POSITIVE ENERGY AND CONSTANT STRIVE TO BE BETTER THAN THE DAY BEFORE EVEN INSPIRES ME.

JUST LIKE THE COMMENTS ABOUT HER LISTED IN THE NOMINATION, HER ENDLESS CONSCIOUS SUPPORT AND COMPASSION OF OTHERS IN THE ROOM SHOWS SHE IS WISE BEYOND HER YEARS.

NO STUDENT IN THIS BUILDING IS MORE DESERVING THAN SHE IS.

SO, DESTINY, THANK YOU FOR SHOWING EXCELLENCE, RESPECT, INTEGRITY AND COMPASSION AT WALKER.

WE REALLY APPRECIATE YOU.

AND SHE SENT ME AN EMAIL AND SHE SAID, MR. BORDEN, GET YOUR STUFF TOGETHER.

I NEED TO MEET WITH YOU IMMEDIATELY.

MAKE SURE YOU'RE ON POINT SOMETHING TO THAT EFFECT.

RIGHT. BUT WE SPOKE FOR ABOUT AN HOUR AND A HALF.

WE'VE SORT OF HAD A LITTLE KERFUFFLE WITH OUR STUDENT COUNCIL SPONSOR, AND SHE HAS PRETTY MUCH SINGLE HANDEDLY TAKEN THE LEAD IN ORGANIZING OUR HOMECOMING CELEBRATION HERE IN LITTLE ELM.

AND I'M TELLING YOU, SHE'S I'M AFRAID SHE'S COMING FOR MY JOB.

I MEAN, BEATING ME IS A LOW BAR, BUT SHE REALLY IS PHENOMENAL.

HER TEACHER SAID OF HER THAT SHE IS ONE OF THE GREATEST STUDENTS THAT SHE'S EVER MET HER.

SHE'S HARDWORKING.

SHE HAS AN AMAZING SPIRIT.

HER LEADERSHIP QUALITIES ARE CONSISTENTLY ALLOWING HER TO BE ONE OF THE STRONGEST PEOPLE IN THE CLASSROOM, THE SCHOOL, AND EVERY LIFE SHE COMES INTO.

AND THIS IS REALLY NOT AN OVERSTATEMENT.

SO I KNOW JULE WILL GO ON TO DO GREAT THINGS, AND I'M SO PROUD TO WORK ALONGSIDE OF HER.

SO CONGRATULATIONS, JULES.

COME ON UP, LANDON. [APPLAUSE] BESIDES DWARFING ME IN HEIGHT, LANDON RANKS IN THE TOP 1%, HIS TEACHER SAYS.

HIS MATH TEACHER SAYS THAT LANDON RANKS IN THE TOP 1% OF MATH STUDENTS THAT SHE'S EVER HAD THE OPPORTUNITY TO TEACH IN OVER 32 YEARS.

SOME OF THOSE STUDENTS HAVE BEEN NATIONAL MERIT SCHOLARS OR ATTENDED IVY LEAGUE SCHOOLS.

THEY'VE RECEIVED PHDS IN MATHEMATICS.

LANDON IS NOT ONLY VERY INTELLIGENT IN THE AREA OF MATHEMATICS, HE'S A WONDERFUL PEER TUTOR.

HE'S ALWAYS WANTING TO HELP OTHERS LEARN.

HE IS A LEADER IN THE CLASSROOM AND SHE CANNOT SPEAK HIGHLY ENOUGH OF HIM.

LANDON IS IN BAND.

HE'S A MEMBER OF AG TECH, UIL, MATH TEAM.

HE HAS PLANS ON MAJORING IN MECHANICAL ENGINEERING IN COLLEGE.

BUT THE MAIN REASON THAT I WANTED TO SHOWCASE THIS YOUNG MAN RIGHT HERE IS BECAUSE LANDON IS THE ONLY STUDENT IN LITTLE ELM THAT WAS RECOGNIZED AS A COMMENDED STUDENT IN THE 2023 NATIONAL MERIT SCHOLARSHIP PROGRAM.

[APPLAUSE] COMMENDED STUDENTS ARE RECOGNIZED FOR THEIR EXCEPTIONAL ACADEMIC PERFORMANCE ON THE PSAT, AND LANDON SCORED IN THE TOP 50,000 OF STUDENTS OUT OF ALMOST ONE AND A HALF MILLION STUDENTS.

[APPLAUSE] EXACTLY. AND I WAS HONORED TO ACTUALLY BE ABLE TO SHARE THE NEWS WITH HIM LAST WEEK.

HE HAD NO CLUE. SO HE WAS.

THEY NEVER SENT ME THE LETTER. THEY NEVER SENT HIM THE LETTER.

I'M GOING TO CALL SOMEBODY ABOUT THAT, BUT THANK YOU, LANDON, FOR REPRESENTING LITTLE ELM SO WELL AS YOU PURSUE HIGH LEVELS OF ACADEMIC ACHIEVEMENT.

AND I BELIEVE THAT LANDON'S FATHER IS HERE AS WELL AS JULE'S OH AND MOM, AS WELL AS JULE'S SISTER AND MOTHER AS WELL.

SHE'S AT A CITY MANAGER'S CONFERENCE IN COLUMBUS, OHIO.

SHE'S NOW THE ASSISTANT CITY MANAGER OF CELINA AND SHE WAS THE TOWN ENGINEER FOR LITTLE ELM WHENEVER SO MANY SCHOOLS WERE BEING BUILT AND WORKED WITH THE SCHOOL DISTRICT.

AND SO WE LOVE THE LITTLE ELM ISD AND IT'S SUCH AN HONOR TO BE ABLE TO SERVE THIS COMMUNITY AS THE EXECUTIVE DIRECTOR OF THE FOOD BANK.

AND WE'VE HAD SUCH A GREAT RELATIONSHIP WITH THE SCHOOL DISTRICT.

EACH YEAR YOUR SCHOOL DISTRICT HAS A CANNED FOOD DRIVE THAT YOU MIGHT NOT REALIZE, AND THE KIDS DON'T REALIZE IT, BUT THEY DONATE OVER SOME YEARS IT'S 20,000.

SOME YEARS IS 25,000 POUNDS OF FOOD THE FIRST COUPLE OF WEEKS OF NOVEMBER.

AND THAT TAKES THE FOOD BANK ALMOST ALL THE WAY THROUGH THE SUMMER.

AND SO WE ARE DOING SO MUCH WITH ALL THAT YOUR STUDENTS AND YOUR STAFF ARE DOING.

AND WE REALLY APPRECIATE YOU.

ONE OF THE THINGS THROUGHOUT THE YEARS WE'VE RECEIVED NUMEROUS GRANTS.

WE'RE ALWAYS APPLYING FOR GRANTS FOR WORKING WITH DIFFERENT GROUPS.

WE HAVE DIFFERENT SPONSORS.

AND I GUESS FOUR YEARS AGO THERE WASN'T THAT MANY DONATIONS COMING INTO THE FOOD BANK.

SO FOR YEARS THE FOOD BANK COULD ONLY SERVE FAMILIES FIVE TIMES A YEAR.

AND THE LAST FOUR YEARS NOW WE HAVE BEEN ALLOWING FAMILIES TO COME EVERY MONTH TO RECEIVE FOOD.

MANY FOOD BANKS WERE PART OF THE NORTH TEXAS FOOD BANK, WERE ABLE TO PURCHASE FOOD FROM THEM AT A GREAT DISCOUNT.

AND SO WE'VE BEEN ABLE TO INCREASE THE AMOUNT OF FOOD THAT WE GIVE TO EACH FAMILY.

WE GIVE BETWEEN 150 POUNDS TO 175 POUNDS EACH MONTH TO THOSE FAMILIES.

CHRISTMAS AND THANKSGIVING EVEN MORE THAN THAT, WE WOULD LOVE TO BE ABLE TO DO MORE.

WE'VE EVEN EXPANDED OUR TERRITORY.

WE NOW, NOT ONLY HACKBERRY AND LITTLE ELM AND OAK POINT AND CROSSROADS, WE'RE NOW ALL THE WAY 380 FROM CROSSROADS TO PROSPER, EVERYTHING IN BETWEEN PROVIDENCE VILLAGE, SILVERADO, SAVANNAH, ARROWBROOKE, ALL THOSE CRAZY FRESHWATER DISTRICTS UP THERE ON 380 THAT THERE ARE SO MANY OF THEM THAT, CAN'T THINK OF ALL THEIR NAMES.

AND ALSO IN AUBREY, WE'RE FIXING TO WE'VE JUST REACHED AN AGREEMENT, A PARTNERSHIP WITH THE HOPE FOOD BANK IN AUBREY, WHERE WE'RE GOING TO PARTNER WITH THEM.

WE'RE GOING TO BE THERE EVERY WEEK WITH THEM, AND THEY'RE GOING TO BE ABLE TO SUPPLY THE SAME AMOUNT OF FOOD TO THE FAMILIES WITHIN THIS REGION.

AND SO IN OUR COVERAGE AREA, WE HAVE ABOUT 140,000 PEOPLE THAT NOW RESIDE IN THE AREA THAT WE COVER.

AND SO WE JUST WANTED TO LET YOU KNOW, THANK YOU FOR ALL THAT YOU DO AND ALL THAT YOUR STUDENTS DO TO SUPPORT THE FOOD BANK.

AND WE COULDN'T DO IT WITHOUT YOUR STUDENTS.

WE HAD SO MANY FAMILIES WHO CAME TO VOLUNTEER EVERY DAY.

WE DIDN'T SHUT DOWN ONE DAY DURING COVID.

AND SO WE HAD AN OUTPOURING OF VOLUNTEERS.

AND SO THAT SAYS SO MUCH ABOUT THIS COMMUNITY.

A LOT OF FOOD BANKS SHUT DOWN.

YOU KNOW, PEOPLE WERE AFRAID TO GET OUT.

PEOPLE WEREN'T GIVING THAT MUCH.

IT JUST SEEMED LIKE IT ENERGIZED PEOPLE TO HELP OTHER PEOPLE WHEN THERE WAS SUCH A GREAT PANDEMIC GOING ON.

AND I KNOW THAT'S THROUGH Y'ALL'S LEADERSHIP ALSO.

SO WE JUST WANTED TO COME AND TELL YOU THANK YOU FOR ALL THAT YOU DO FOR OUR COMMUNITY.

YOU KNOW, THIS PAST YEAR, WE GAVE OUT ENOUGH FOOD TO PROVIDE OVER 279,000 MEALS FOR ALL THE FAMILIES THAT WE PROVIDED FOOD FOR.

AND ALSO GRACE AVENUE IS BASICALLY IT'S A WONDERFUL COMMUNITY ACTIVITY THAT WE DO AND WE COULDN'T DO IT WITHOUT YOU.

HISTORICALLY, WE HAD DONE SEPARATE EVENTS TO HONOR OUR RETIREES, OUR FOLKS FOR YEARS OF SERVICE, AND ALSO FOR OUR EMPLOYEES OF THE YEAR, LIKE THREE SEPARATE EVENTS.

SO IT KIND OF MADE SENSE TO KIND OF COLLAPSE ALL OF THOSE RECOGNITION EVENTS INTO ONE VERY LARGE, VERY SPECIAL EVENT.

SO IT WAS IN THE EVENING IT WAS WE HAD A HOTEL BALLROOM WITH ALL OF THE FUN THINGS THAT GO ALONG WITH THAT, YOU KNOW, DECORATIONS AND DINNER,

SO WE ARE REALLY PROUD OF THE EFFORTS THAT WE MADE IN THE REALM OF RECRUITING.

THERE'S JUST SOMETHING ABOUT FACE TO FACE RECRUITING THAT CANNOT BE REPLACED BY VIRTUAL ENVIRONMENTS, LIKE JUST HAVING THAT ONE ON ONE FACE TO FACE INTERACTION WITH PEOPLE WHO ARE INTERESTED IN EDUCATION IS IRREPLACEABLE.

SO WE'RE REALLY EXCITED ABOUT THAT THIS YEAR.

THE TOTAL NUMBER OF PEOPLE THAT WENT THROUGH HUMAN RESOURCES ORIENTATION THIS PAST SUMMER WAS 189.

AND WE REALLY FOCUS ON WITH OUR NEW EMPLOYEE ORIENTATIONS TWO THINGS.

WE ALSO PARTNERED WITH TWU AND WE HAD TWO THIS IS A GROW YOUR OWN PROGRAM FOR OUR PARAPROFESSIONAL STAFF.

WE HAD TWO OF OUR PARAPROFESSIONAL STAFF MEMBERS WHO COMPLETED TWU'S PIONEER BOLD PROGRAM, WHICH ESSENTIALLY MEANS THAT THEY EARNED A MASTER'S DEGREE AS WELL AS A TEACHER CERTIFICATION WITHIN ONE YEAR.

WE WERE ABLE TO ACTUALLY HIRE ONE OF THOSE PARAPROFESSIONALS INTO A TEACHER VACANCY OVER AT STRIKE MIDDLE SCHOOL.

SO IT WAS A REALLY SUCCESSFUL PARTNERSHIP AND WE LOOK FORWARD TO CONTINUING THAT IN THE FUTURE.

WE ALSO WE REALLY STARTED HONING IN ON OUR STUDENT TEACHERS.

THAT'S REALLY LIKE A PIPELINE THAT WE WANTED TO WORK ON.

SO WE MET WITH THE STUDENT TEACHER COORDINATORS FOR TEXAS WOMEN'S AS WELL AS UNT TO TRY AND STRENGTHEN THOSE STUDENT TEACHER PIPELINES.

BECAUSE WE KNOW WHEN WE HAVE STUDENT TEACHERS THAT SPEND A SEMESTER OR A FULL YEAR HERE, THAT'S RIPE RECRUITING GROUND AND THEY'RE ALREADY HERE, YOU KNOW, IT'S KIND OF ON THE JOB INTERVIEWING. AND THEN THEY KNOW OUR DISTRICT, THEY KNOW OUR CAMPUSES, AND THEY'RE ALWAYS GOING TO CHOOSE US BEFORE ANOTHER DISTRICT.

SO WE WANTED TO MAKE SURE THAT WE STRENGTHEN THOSE PIPELINES BETWEEN THOSE TWO UNIVERSITIES, PARTICULARLY BECAUSE THEY'RE JUST NEXT DOOR NEIGHBORS TO US, BECAUSE WE

WE MORE THAN DOUBLED OUR FOLLOWING ACROSS ALL SOCIAL MEDIA PLATFORMS AND THE DATA THE SOCIAL MEDIA PLATFORMS GENERATES.

BUT JUST TO GIVE YOU AN OVERVIEW UPDATE FROM A FINANCIAL STANDPOINT, WE WANTED TO SHARE SOME INFORMATION WITH YOU TONIGHT BECAUSE THERE'S ALSO THE ESSER WORD IS FLOATING AROUND THERE IN A LOT OF DIFFERENT ARENAS.

AND SO WE ALWAYS WANT TO ARM THE BOARD WITH INFORMATION.

BUT JUST AS A REMINDER, ESSER STANDS FOR THE ELEMENTARY AND SECONDARY EMERGENCY RELIEF FUND, AND THAT CAME FROM THE PANDEMIC OF COVID 19 AND ITS IMPACT ON OUR EDUCATION.

SO AS AN OVERVIEW IN FULL AND THESE ARE STATISTICS THAT YOU OFTEN SEE PUBLISHED IN NEWSPAPERS AND AS THE LEGISLATIVE SESSION IS AROUND THE CORNER, YOU'RE GOING TO BE HEARING MORE AND MORE ABOUT THAT.

AND SO WE RECEIVED ESSER IN MULTIPLE LAYERS AND LEVELS.

THE MAJOR ONES ARE ESSER 1, ESSER 2, AND ESSER 3 THE DIFFERENT ANNOUNCEMENTS THAT WERE ALLOCATED ON TITLE ONE.

NOW THERE ARE SOME OTHERS THAT WE RECEIVED SMALLER ALLOTMENTS THAT WERE TARGETED SPECIFICALLY FOR, LIKE WE RECEIVED ESSER FOR HOMELESS STUDENTS.

AND SO I DIDN'T INCLUDE THOSE BECAUSE THOSE COME AND OBVIOUSLY THEN ARE DELIVERED TO THOSE STUDENTS IN PARTICULAR.

SO THESE ARE THE ONES THAT WE HAD MORE DISCRETION OVER HOW WE USED IT IN OUR INDIVIDUAL DISTRICTS TO ADDRESS THE LEARNING LOSS.

AND SO THAT FIRST COLUMN WITH ESSER ONE THERE, IT SAYS THE CARES.

WHOOPS, I TALK WITH MY HANDS AND I FLIPPED IT.

IT SAYS THE CARES ACT.

AND THAT STANDS FOR THE CORONAVIRUS AID RELIEF AND ECONOMIC SECURITY ACT.

AND SO THAT ONE CAME IN ALMOST IMMEDIATELY.

IT COMES IN TO US AND WE CAN DO PREDATE DATED EXPENSES.

WE CAN REIMBURSE THE DISTRICT FOR THAT BECAUSE WE OBVIOUSLY STARTED ENCOUNTERING INSTANCES IN MARCH AS SOON AS THIS HAPPENED AND THE ACT DIDN'T FUND US THE MONEY UNTIL LATER IN JUNE.

AND ESSER 2 THAT CAME FROM THE CRSSA, WHICH ALSO IS THE CORONA RESPONSE AND RELIEF SUPPLEMENTAL APPROPRIATIONS ACT.

AND THEN FINALLY WITH ESSER THREE, THE ARP IS THE AMERICAN RESCUE PLAN.

AND SO THEY ALL CAME TO THE DISTRICT.

AND WE'RE GOING TO TALK ABOUT THE TOTALS OF THOSE.

BUT IN TOTAL FROM THESE THREE PROGRAMS, THERE WAS NEARLY $200 BILLION DOLLARS ALLOCATED, IT WAS 189.5.

AND SO WE, OF COURSE, GOT OUR PORTION OF THAT.

AND IT CAME AT A TIME WHEN FUNDING WAS ACTUALLY GOING DOWN IN OUR DISTRICTS BECAUSE WE'RE FUNDED BASED ON THE AVERAGE DAILY ATTENDANCE.

AND SO GROWTH SLOWED FOR EVERYONE AND ATTENDANCE SLOWED.

AND SO WE WERE GETTING LESS MONEY FROM OUR NORMAL FUNDING MECHANISMS AND THEN WE HAD UNPRECEDENTED EXPENDITURE LEVELS THAT WERE HIGH.

AND SO IT WAS VERY MUCH A MISMATCH.

AND SO WE WERE VERY APPRECIATIVE OF THE FUNDS COMING IN.

WITH THIS GRANT AND IT IS A FEDERAL GRANT.

THEN WE HAVE VERY PRESCRIBED RULES AND REGULATIONS ON HOW WE CAN USE THAT MONEY.

WE ARE VERY FORTUNATE TO HAVE A DIRECTOR OF FEDERAL FUNDS WHO STAYS ON TOP OF ALL OF THIS AND WORKS VERY CLOSELY WITH THE BUSINESS OFFICE SO THAT WE CAN MAKE SURE THAT WE APPLY OUR FUNDS APPROPRIATELY.

BUT JUST TO REMIND YOU, WE DON'T GET THE FUNDS THAT WE RECEIVE AND JUST GET TO APPLY IT TO WHATEVER WE WANT.

THERE ARE VARIOUS PRESCRIBED.

I'M NOT GOING TO GO THROUGH AND READ THOSE TO YOU, BUT WE WILL MAKE SURE THAT THIS IS INCLUDED IN YOUR BOARD INFORMATION AND IT'S PRE AWARDED BACK TO THAT.

MARCH 13 IS AS NOTED BEFORE.

BUT REALLY ONE OF THE REASONS I WANTED TO GIVE YOU THIS BRIEF UPDATE TONIGHT IN THIS OVERVIEW IS SO THAT YOU COULD BE AWARE OF THE HEADLINES THAT YOU'RE SEEING ALREADY AND THAT ARE GOING TO MULTIPLY.

BE PREPARED FOR THOSE QUESTIONS.

SO THE RIGHT SIDE OF THE SCREEN, THE BILLIONS OF UNTAPPED BY SCHOOLS, FEDERAL AID TO HELP STUDENTS IS STILL LARGELY UNSPENT.

SO THERE WAS A BIG ARTICLE WRITTEN ABOUT THAT AND THE ARTICLE ADDRESSES THAT.

YES, THERE ARE FUNDS THAT HAVE NOT YET BEEN TAPPED, BUT THAT DOESN'T MEAN THAT THEY'RE NOT BUDGETED.

AND SO YOU'RE GOING TO SEE MORE AND MORE OF THAT.

THERE ARE EVEN SOME AT THE FEDERAL LEVEL THAT ARE SAYING, WHY DON'T WE NOT USE THAT ALLOCATION FOR ESSER THAT WE HAD OUT THERE AND LET'S SHIFT THAT AND USE IT FOR SCHOOL SECURITY. WE DO NEED MORE MONEY FOR SCHOOL SECURITY, BUT WE DON'T NEED TO SHIFT IT OUT OF ESSER.

THERE ARE STILL PLANS FOR THAT.

THE LEARNING LOSS CONTINUES.

YOU JUST TALKED ABOUT THAT IN SEVERAL DIFFERENT REPORTS.

SO I WANTED YOU TO KNOW THAT THOSE ARE GOING TO BE OUT THERE.

SO THERE'S SOME FACTS THAT I JUST WANT TO SPEND WITH YOU TO TO SHARE WITH YOU.

UNSPENT DOES NOT MEAN THAT IT'S UNCOMMITTED.

FEDERAL FUNDS ARE NOT GIVEN TO US UP FRONT.

THEY ARE ON A REIMBURSEMENT BASIS.

SO WE'RE GIVEN THE GRANT AWARD AND THEY TELL US HOW MUCH MONEY WE HAVE ACCESS TO, BUT WE HAVE TO SPEND OUR FUNDS FIRST AND THEN FILE FOR REIMBURSEMENT.

WE HAVE TO SPEND IT THROUGH THOSE CRITERIA THAT I HAD UP THERE ON THOSE FEW SCREENS.

THEN WE FILE FOR REIMBURSEMENT OF THAT.

SO IF OUR PLAN IS TO, FOR INSTANCE, PAY A TEACHER OR A BEHAVIOR SPECIALIST OR WHATEVER THE POSITION MAY BE, WE DON'T DRAW THAT SALARY IMMEDIATELY FROM THAT.

WE DRAW IT AS WE PAY THAT SALARY ONE MONTH AT A TIME.

IF OUR PLAN IS TO USE IT FOR SOME TECHNOLOGY AND WE ORDER THE TECHNOLOGY AND WE ENCUMBER IT AND WE'VE PLACED THE ORDER, BUT THERE'S A BACK LOAD OF SUPPLY CHAIN.

WE DON'T GET TO DRAW THOSE FUNDS DOWN UNTIL WE RECEIVE THE MATERIAL.

AND SO THAT IS NOT ONLY FOR US, BUT MULTIPLIED ACROSS THE STATE.

AND SO THERE ARE FUNDS THAT HAVEN'T BEEN DRAWN, BUT THAT DOESN'T MEAN THAT THEY'RE UNCOMMITTED.

AND I JUST FEEL LIKE IT'S IMPORTANT FOR US TO POINT THAT OUT TO YOU GUYS BECAUSE WE HAVE A BUDGET PLAN IN LITTLE ELM ISD FOR OUR ESSER FUNDS AND ALL OF THEM ARE COMMITTED. WE HAVE IN FACT, DR.

GLOVER AND I MET TODAY JUST TO GO OVER THE DETAILS OF WHAT I HAVE PUT TOGETHER FOR YOU.

AND WE HAVE 100% OF THE ESSER FUNDS THAT WE HAVE BEEN ALLOCATED.

WE HAVE A PLAN FOR THOSE.

AND I JUST WANTED TO MAKE SURE THAT THE BOARD WAS AWARE OF THAT.

WE HAVE MATCHED UP THE SPECIFIC QUALIFYING CRITERIA FROM THOSE LIST OF CRITERIA.

WE'VE MATCHED THOSE UP TO WHAT THE NEEDS ARE.

AND ONE OF THE CRITERIA GIVES US THE FLEXIBILITY THAT GIVES US THE MOST FLEXIBILITY AND JUST MAINTAINING THE OPERATION AND CONTINUITY OF SERVICES TO OUR STUDENTS AND TO OUR STAFF. AND ONE WONDERFUL THING THAT WE DO HERE IN THE DISTRICT THAT I WAS SO PLEASED TO SEE WHENEVER I ARRIVED LAST YEAR, A LITTLE OVER A YEAR AGO NOW, RIGHT WHEN ESSER WAS BEING AWARDED, IS THAT WE NOT ONLY MATCH UP EACH EXPENDITURE REQUEST THAT WE GRANT AND THAT WE APPROVE TO COME FROM THE GRANT TO ONE OF THE CRITERIA WE SEE HOW MANY OF THEM THAT WE CAN MATCH IT UP TO, BECAUSE THEN FOR AUDIT PURPOSES, IF THAT COMES BACK AND SOMEONE INTERPRETS DIFFERENTLY WHAT OUR INTERPRETATION WAS AND THEY DISALLOW IT, WELL, IT ALSO MET THIS ONE AND THIS ONE AND THIS ONE.

AND SO WE HAVE THAT DOCUMENTATION AND SO WE SIT IN A VERY GOOD POSITION FOR THAT.

BUT I WANTED TO GO OVER SOME OF THE GLOBAL PIECES SO WE DIDN'T TRY TO LIST EVERYTHING ON THIS SLIDE.

LIKE RIGHT WHEN THIS HAPPENED AND WE GOT OUR FIRST ALLOCATION, WE WERE PURCHASING FACE SHIELDS, WE WERE PURCHASING MASKS, E-MISTERS ALL THE TYPES OF THINGS FOR A RETURN TO SAFE

AND ALSO WHILE WE WERE STILL MOBILE HOTSPOTS THAT WE WERE USING FOR THAT.

SO WE USED MOST OF OUR ESSER 1 MONEY FOR THAT.

ESSER 2 ALLOCATION CAME OUT AND THE THINGS THAT WE ARE USING THE MAJORITY OF THAT FOR ARE SUMMER SCHOOL.

AND THEN YOU'VE BEEN FAMILIAR WITH THE HOUSE BILL 4545 REQUIREMENT FOR TUTORING, AND WE ARE USING OUR ESSER FUNDS TO HELP CLOSE THE GAPS.

AND THAT'S A LOT OF THAT IS THROUGH TUTORING WHEN WE CAN FIND TUTORS AND HAVE THEM WORK WITH OUR STUDENTS.

THERE ARE STILL SOME SAFETY MEASURES THAT ARE INCLUDED IN THAT, AS WELL AS SOME BEHAVIORAL SPECIALIST.

ESSER 3 IS WHERE WE ARE INTERVENING, CONTINUING TO USE SOME OF THAT FOR TUTORING AND FOR SOME VERY TARGETED CONTRACTED SERVICES FOR STUDENTS.

BECAUSE OUR STUDENT POPULATION HAS GROWN IN THE AREAS THAT NEED A LOT OF SPECIAL ATTENTION, SOCIAL EMOTIONAL ATTENTION AND SOCIAL WORKING AND SO FORTH.

AND THE BOARD APPROVED PAYROLL FTES, IF YOU'LL RECALL, BACK IN THE SPRING WHEN WE APPROVED FTE AS PART OF THAT WAS THAT WE WERE ADVANCING AND HIRING AND BACKFILLING SOME PENT UP DEMAND THAT WE HAD FOR SOME OF THESE POSITIONS THAT WE DON'T HAVE THE CURRENT BUDGET IN A GENERAL FUND TO DO BECAUSE WE WOULD REQUIRE MORE STUDENTS IN ORDER TO GET THAT FUNDING.

SO THESE ESSER FUNDS ALLOWED US TO GO AHEAD AND HIRE THOSE STAFF, PROVIDE THOSE SERVICES TO OUR STUDENTS.

AS OUR POPULATION GROWS, THEN THOSE WILL TRANSITION INTO GENERAL FUND POSITIONS.

WE HAVE THAT FUNDED NOT ONLY FOR 22-23, BUT WE'VE RESERVED THE FUNDING FOR THAT FOR 23, 24 AS WELL.

SO IT GIVES US ALSO INSURANCE FOR IF THAT IF OUR GROWTH DID NOT MEET WHAT OUR ESTIMATES ARE AND WE FULLY EXPECT IT TO, BUT JUST AS A CONSERVATIVE MEASURE FOR THE DISTRICT.

BUT LOOKING AT NUMBERS BECAUSE IT REALLY IS PHENOMENAL THAT WE RECEIVED NEARLY $10 MILLION DOLLARS ACROSS ALL FOUR OF THOSE FUNDS.

WE RECEIVED NEARLY $10 MILLION HERE IN LITTLE ELM ISD SINCE 2020.

AND AGAIN, SOME OF THOSE WERE REIMBURSEMENT.

THEY WERE PRE AWARDED.

WE USE THEM FOR PRE AWARD COSTS BACK TO THE BEGINNING OF THE PANDEMIC.

AND THEN SOME OF THE THE NOGAS OR THE NOTICE OF GRANT AWARDS EXPIRE AT DIFFERENT TIMES BETWEEN 22 TO 24.

NOW ESSER 3 HAS BEEN EXTENDED TO 24.

AND WITH THAT, I WANTED TO GIVE YOU A REPORT ON KIND OF WHERE WE ARE WITH THAT, BECAUSE, AS WE SAID UNSPENT DOES NOT NECESSARILY MEAN THEY'RE NOT COMMITTED.

SO ESSER 1 IS FULLY LIQUIDATED.

WE HAVE SPENT AND BEEN REIMBURSED 100% OF OUR ESSER ONE MONEY AND ESSER TWO.

WE'VE EXPENDED AS OF THE END OF OUR LAST FISCAL YEAR, WHICH ENDED JUNE 30TH OF 2022, WE HAVE EXPENDED 625,000 OUT OF ESSER TWO 873,000 OUT OF ESSER THREE AND 106,000 OUT OF THE ESSER THREE SUPPLEMENTAL.

SO IN TOTAL OF OUR 10 MILLION DOLLARS.

WE'VE ONLY FILED FOR AND BEEN REIMBURSED FOR 2 MILLION BECAUSE OUR PLAN IS MORE A GRADUAL SPENDING PLAN OVER THE YEARS OF THE NOGA.

SO IN ADDITION TO THAT, SO IF YOU GO BACK MY BACK UP A LITTLE BIT.

WE RECEIVED 9.9 MILLION.

WE'VE SPENT 2 MILLION IN OUR CURRENT YEAR.

WE'VE BUDGETED 4.4 MILLION.

AND SO THOSE ARE THE BUDGET AMOUNTS ACROSS THE BOTTOM OF IT.

I WON'T BORE YOU WITH READING EACH OF THOSE NUMBERS TO YOU, BUT I REALLY WANTED TO POINT OUT THIS NUMBER ON THE RIGHT SIDE.

THE ESSER THREE SUPPLEMENTAL IS THE $2.2 MILLION DOLLARS OF THOSE POSITIONS THAT WE FUNDED, ADVANCE FUNDED.

SO FOR OUR 22-23, THAT'S THE MAJORITY OF IT.

AND ACROSS ALL OF THE ESSER FUNDS, WE'VE SPENT OVER 50% ON PERSONNEL COST, BUT INTENTIONALLY SPENDING THEM IN AN AREA THAT DOES NOT REQUIRE A SUSTAINABLE PERSONNEL OUTSIDE OF GENERAL FUND.

AND THEN THAT LEAVES A REMAINING $3.3 MILLION DOLLARS FOR 23-24 THAT WE WILL CONTINUE TO BE ABLE TO FUND THOSE POSITIONS OUTSIDE OF THE GENERAL FUND IF IT'S NECESSARY OR IF THERE ARE OTHER NEEDS FOR THE COST AT THAT TIME.

AND THEN IN JUST SUMMARY, I GO BACK TO THIS, JUST MAKING SURE THAT YOU UNDERSTAND THAT WE HAVE THROUGH 2024 TO SPEND THESE FUNDS. AND AS YOU SAW, WE HAVE A PLAN FOR THOSE THROUGH 2024, BUT WE HAVE THE FLEXIBILITY TO AMEND THOSE.

IF WE'RE PLANNING TO SPEND A MILLION AND A HALF ON THINGS AND THOSE THINGS AREN'T AVAILABLE, THEN WE HAVE THE ABILITY TO AMEND AND SHIFT SO THAT WE MAKE SURE THAT WE'RE NOT TURNING ANY OF THAT MONEY BACK INTO THE FEDERAL GOVERNMENT.

WE WILL SPEND EVERY DOLLAR OF THAT TO THE BENEFIT OF LITTLE ELM ISD STUDENTS, AND THEN WE WILL DRAW THAT DOWN AFTER IT'S EXPENDED.

ONCE WE'VE EXPENDED WE'RE SPENDING EXPANDING THOSE OVER A THREE YEAR PERIOD.

ACTUALLY OVER A THREE AND A HALF YEAR PERIOD.

AND SO WE COULD TAKE OUR BEGINNING BASED ON DATA AND CORRECT ME IF I'M WRONG, DR.

SO ONE OF THE THINGS THAT WE'VE DONE ALL ALONG IS LOOK AT WHERE ARE THE GAPS? AND PART OF THE DOCUMENTATION IS TO DIRECTLY ALIGN SOME OF THE FUNDS WITH THOSE GAPS.

SO FOR INSTANCE, ONE OF THE THINGS WE USE QUITE A BIT OF THE FUNDS FOR ARE TUTORS AND CAMPUSES ARE ALLOWED TO EVALUATE THEIR NEEDS AND THEN SUBMIT FOR FUNDING TO MEET THOSE NEEDS.

SO THEY HAVE A PLAN THAT IS VERY TARGETED ON THEIR CAMPUSES IN THE USE OF THE FUNDS THEY REQUEST.

SO THEY SUBMIT THOSE REQUESTS TO DR.

GLOVER. AND THEN WE TALK ABOUT THOSE REQUESTS AS A CNI TEAM LOOKING AT THE DATA AND THEN FUND THE CAMPUSES IN THE WAYS THAT THEY NEED IN ORDER TO CLOSE THE GAPS.

AND SOME OF THE THINGS ARE A LITTLE MORE QUALITATIVE.

FOR INSTANCE, BEHAVIOR SPECIALIST OR COUNSELING, THOSE ARE THINGS THAT ARE ALLOWABLE USES OF ESSER FUNDS, BECAUSE OUR SOCIAL EMOTIONAL LEARNING SPECTRUM HAS DEFINITELY BEEN IMPACTED BY COVID AND SITUATIONS THAT FAMILIES HAVE GONE THROUGH, YOU KNOW, WITH ILLNESSES AND THINGS.

SO WE ALSO HAVE USED THE FUNDS TO PURCHASE SOFTWARE TO HELP INTERVENE HOME SCHOOL CONNECTIONS, TO TRY TO GET ACCESS TO OUR STUDENTS, TO ACADEMIC KINDS OF THINGS AT HOME.

AND THOSE ARE ALL MEASURED BY STUDENT ACHIEVEMENT.

SO OUR MAP DATA TELLS US, ARE WE CLOSING THE GAP AND ARE STUDENTS MEETING THEIR GROWTH TARGETS? AND SO THAT'S A VERY QUANTITATIVE WAY FOR US TO MEASURE THE EFFECTS OF THESE FUNDS.

COMPLETELY INAPPROPRIATE.

THESE ARE OUR CHILDREN.

THEY'RE NOT WARDS OF THE STATE.

THEY DO NOT BELONG TO YOU.

SOME FOLKS ARE OUT THERE AND I DON'T UNDERSTAND WHY THEY WOULD WANT TO DO THESE THINGS TO CHILDREN RATHER THAN A PASSION TO EDUCATE THEM.

HOWEVER, I HAVE MADE SOME OPERATING SUGGESTIONS TO THE ADMINISTRATION THAT WILL HELP THE PUBLIC TO UNDERSTAND WHAT BOOKS ARE BEING CHALLENGED AND THE DECISIONS BEING MADE ABOUT EACH ONE. I HAVE STATED FROM THE BEGINNING THAT BOOKS THAT VIOLATE THE PENAL CODE SHOULD NOT BE IN OUR LIBRARIES.

LAST YEAR, REPRESENTATIVE PATTERSON SENT A LETTER TO ALL SCHOOL DISTRICTS.

HE MENTIONED A SPECIFIC BOOK THAT WAS FOUND IN SOME SCHOOLS.

ONE STATEMENT SAYS IF EXPLICIT BOOKS ARE AVAILABLE TO STUDENTS, THE PERSON RESPONSIBLE FOR PROVIDING THE PORNOGRAPHIC MATERIAL TO UNDERAGE STUDENTS SHOULD BE HELD ACCOUNTABLE TO THE FULLEST EXTENT OF THE LAW.

BEING A STRONG ADVOCATE FOR TEACHERS, I HAVE A HUGE ISSUE WITH THAT STATEMENT.

MR. GALLAGHER RESPONDED WITH A WELL WORDED LETTER EXPLAINING HOW LIBRARY BOOKS ARE RECEIVED INTO OUR SCHOOL.

REPRESENTATIVE PATTERSON ALSO INCLUDED A LIST OF BOOKS PREVIOUSLY SENT OUT BY REPRESENTATIVE MATT KRAUSE.

MR. FLORES SENT AN EMAIL TO MR. GALLAGHER ASKING ABOUT THE REMOVAL OF THESE BOOKS FROM OUR SCHOOLS.

NOW, MR. FLORES' DEFENSE, I'M SURE HE THOUGHT THAT ALL THOSE BOOKS AND THE LIST WERE PROBABLY VIOLATING THE PENAL CODE.

HOWEVER, THAT WAS NOT THE CASE.

I DISCUSSED THIS WITH MR. KRAUSE HIMSELF.

HE STATES THAT HE DOES NOT WANT ALL THESE BOOKS ON THAT LIST TO BE BANNED.

THE LIST INSTEAD INCLUDES BOOKS THAT MAY POTENTIALLY VIOLATE THE PENAL CODE OR THE STATE CRT LAW.

HE PUT A LIST TOGETHER OR AS SECRETARIES DID, FOR DISTRICTS TO INDIVIDUALLY DECIDE IF THEY HAVE A BOOK THAT MAY VIOLATE THE STATE LAW.

NOW, I HAD NO WAY OF KNOWING WHAT BOOKS WERE BEING CHALLENGED.

I ONLY KNEW OF ONE THE PERKS OF BEING A WALLFLOWER.

SO I DIDN'T KNOW IF KRAUSE'S LIST WAS BEING USED.

THE FIRST BOOK ON THAT LIST WAS THIS ONE HERE, THE NEW KID.

THIS BOOK HAS WRONGLY ACCUSED OF PROMOTING CRT.

AND I SHOWED THIS EXACT BOOK TO THE BOARD.

SO A LOCAL CITIZEN HAD DISCOVERED SEVERAL BOOKS THAT POTENTIALLY VIOLATED THE PENAL CODE.

AND ON APRIL 16TH, SHE SENT AN EMAIL TO THE BOARD MEMBERS.

AFTER LITTLE RESPONSE, SHE SENT ANOTHER EMAIL ON MAY THE 10TH.

AT THIS POINT, ANYONE WHO RECEIVED HER EMAILS SHOULD HAVE DIRECTED HER TO THE POLICIES FOR BOOK CHALLENGES.

THE FIRST TWO BOOKS WOULD NOT BECOME OFFICIALLY CHALLENGED UNTIL THE 19TH.

THE REVIEW COMMITTEE WAS THUS CREATED.

AND THEN ON JUNE 15TH, I SPOKE TO THE BOARD ABOUT THE NEED FOR TRANSPARENCY.

MR. GALLAGHER RESPONDED THAT NO BOOKS ARE BEING PULLED IN SECRET AND THAT THE BOARD WAS AWARE OF THOSE BOOKS.

BUT I'M GOING TO ONCE AGAIN STATE AT THIS TIME THAT NEITHER THE PUBLIC NOR I HAD ANY IDEA WHAT BOOKS WERE BEING CHALLENGED.

THAT SAME NIGHT, I SPOKE WITH THE CONCERNED CITIZEN STATING THAT I COULD NOT UNDERSTAND WHY THE BOOKS THAT SHE WAS PRESENTING WERE NOT BEING CONSIDERED AS BEING FULLY OR OFFICIALLY CHALLENGED, OR HOW THE PUBLIC WOULD COME TO KNOW ABOUT THE DECISIONS MADE.

ON JULY SIX, OUR CONCERNED CITIZEN RECEIVED HER FIRST RESPONSE.

THE COMMITTEE REJECTED THE REQUEST TO PULL THE BOOK FROM CIRCULATION.

SHE COULD NOT UNDERSTAND WHY THIS BOOK DID NOT VIOLATE THE PENAL CODE.

SO SHE APPEALED THE DECISION.

ON JULY 29TH, A PENAL CODE COMMITTEE WAS CREATED.

THIS WAS BECAUSE THE FIRST COMMITTEE WAS NOT SUPPOSEDLY USING THE PENAL CODE AS A METRIC.

I LEARNED THIS SURPRISE, OF COURSE, FROM THE PUBLIC INFORMATION REQUEST.

A NEW PROCESS WAS PUT IN PLACE THAT DAY.

THE BOOKS WERE THAT WERE ALREADY REVIEWED BY THE FIRST COMMITTEE HAD BEEN DISCUSSED AGAIN, AND THEY WERE FOUND TO VIOLATE THE PENAL CODE.

SO I HAD A MEETING WITH SEVERAL DISTRICT EMPLOYEES, INCLUDING DR.

TRAMEL.

AND AFTER MONTHS OF TRYING TO FIGURE OUT WHAT EXACTLY WAS GOING ON.

ONE MINUTE. I RESEARCHED HOW OTHER SCHOOL DISTRICTS WERE DEALING WITH THE ISSUE.

I MADE THE FOLLOWING SUGGESTIONS, ESPECIALLY USING KELLER ISD, FOR EXAMPLE.

ONE THE DISTRICT SHOULD BE TRANSPARENT ABOUT WHEN A BOOK IS OFFICIALLY BEING CHALLENGED.

THIS COULD BE DONE BY LISTING THE BOOK IN THE SAME CHART ALREADY IN PLACE ON THE WEBSITE.

IN THE FIRST AREA TEACHING AND LEARNING.

OUR GOAL IS THAT WE WILL PROVIDE A GUARANTEED AND VIABLE CURRICULUM TO ENSURE THAT ALL STUDENTS HAVE EQUAL LEARNING OPPORTUNITIES.

WE HAVE FOUR OBJECTIVES THAT WE WILL WORK ON IN THAT AREA.

ONE WOULD BE TO IMPLEMENT THE CURRICULUM WITH FIDELITY, TO ENGAGE EACH STUDENT IN LEARNING EXPERIENCES THAT WILL INCREASE THEIR YEARLY GROWTH AND ACHIEVEMENT, TO BRIDGE THE CONNECTIONS BETWEEN THE INSTRUCTION IN THE CLASSROOM AND THE WORLD OF WORK, AND TO ENGAGE TEACHERS AND ADMINISTRATORS AND ALL STAKEHOLDERS WHO WORK WITH OUR CHILDREN IN HIGH QUALITY PROFESSIONAL DEVELOPMENT.

THE SECOND AREA IS COMMUNITY ENGAGEMENT, AND IN THIS AREA WE WILL FOCUS ON GREATER ENGAGEMENT OF OUR COMMUNITY.

WE WILL DO THAT THROUGH COMMUNICATING WITH THE COMMUNITY TO BUILD TRUST, SUPPORT AND INVOLVEMENT.

WE'VE HAD TRANSPARENCY MENTIONED TONIGHT, AND THAT IS ONE OF THE THINGS WE WANT TO CONTINUE TO WORK ON SO THAT OUR COMMUNITY IS FULLY AWARE OF ALL THE THINGS THAT WE ARE DOING. AND THEN IN ADDITION TO THAT, FOSTER RELATIONS WITH COMMUNITY PARTNERS TO ENHANCE EDUCATIONAL OPPORTUNITIES FOR OUR STUDENTS.

THE THIRD AREA IS HUMAN CAPITAL.

YOU HEARD MS. BROWN MENTION A COUPLE OF THESE TONIGHT IN HER PRESENTATION.

OUR GOAL WOULD BE TO RECRUIT, RECOGNIZE AND RETAIN A HIGH QUALITY AND EFFECTIVE PERSONNEL TO SUPPORT STUDENT SUCCESS AT EVERY SINGLE LEVEL IN OUR DISTRICT. IN ORDER TO DO THAT, WE HAVE THREE AREAS OR OBJECTIVES TO FOCUS ON, AND THAT WOULD BE TO TARGET OUR RECRUITING OF HIGH QUALITY PERSONNEL THROUGH OUR GROW YOUR OWN PROGRAMS, WHICH YOU HEARD A LITTLE BIT ABOUT, TO INCREASE SOCIAL MEDIA PRESENCE AND UTILIZE MULTIPLE SOCIAL MEDIA PLATFORMS TO ENHANCE OUR RECRUITMENT RECOGNITION AND JUST AWARENESS OF JOB OPPORTUNITIES IN LITTLE ELM AND THEN STRENGTHENING RELATIONSHIPS BETWEEN THE HUMAN RESOURCES DEPARTMENT AND OUR TEACHERS SO THAT HOPEFULLY WE CAN INCREASE OUR EMPLOYEE RETENTION.

WHEN WE LOOK AT WHERE THEY SCORED THE WEAKEST AND WE LOOK VERTICALLY THROUGH THE SYSTEM, WE ARE STARTING WHERE THOSE SKILLS START AT THE FOUNDATIONAL LEVEL AT ELEMENTARY, AND WE ARE ADDRESSING THEM IN OUR CURRICULUM AND IN OUR TEACHING PRACTICES.

AND DR. TRAMEL, I WANT TO ALSO REMIND THE BOARD THAT THIS IS ALIGNED WITH THE STRATEGIC PLAN.

SO THE DISTRICT IMPROVEMENT PLAN HAS TO BE ALIGNED DIRECTLY WITH OUR STRATEGIC PLAN.

A LOT OF THE IMPROVEMENTS AND A LOT OF THE, YOU KNOW, DECISIONS THAT ARE MADE IN TERMS OF ACADEMIC IMPROVEMENTS AND FILL IN THE GAPS, CLOSING THE GAPS THAT HAPPENS AT THE CAMPUS LEVEL.

DOESN'T MEAN WE CAN'T ADDRESS THE OVERARCHING FOCUS AT THE DISTRICT LEVEL.

BUT A LOT OF THE SPECIFICS WILL HAPPEN AT THE CAMPUS.

SO WHEN YOU LOOK AT THE AND YOU MENTIONED THE CAMPUS IMPROVEMENT PLAN, BUT EACH CAMPUS HAS THEIR OWN CAMPUS IMPROVEMENT PLAN.

SO THE SPECIFICS OF EACH CAMPUS, BECAUSE EVERY CAMPUS IS DIFFERENT, EVERY CAMPUS HAS DIFFERENT NEEDS, THEY WILL BE ADDRESSING SPECIFICS WITHIN THEIR OWN CAMPUS IMPROVEMENT PLAN. AND WE WILL BRING THOSE TO THE BOARD NEXT MONTH AND WE WILL AGAIN PROVIDE THOSE TO THE BOARD PRIOR TO THE BOARD MEETING FOR YOU TO LOOK AT BUT THE CAMPUS PLANS WILL BE ALIGNED TO THE DISTRICT PLAN SO THAT WE ARE ALL WORKING TOWARD THE SAME GOALS AND OUTCOMES.
