SO FIRST, I'D LIKE TO INTRODUCE YOU TO OUR BRAND NEW DIRECTOR FOR CHILD NUTRITION, KENDRA VOGT.

SHE HAS BEEN EMPLOYED WITH LITTLE ELM ISD AND OUR CHILD NUTRITION DEPARTMENT SINCE 2015.

SO SHE'S A CURRENT LOBO.

SHE HAS SERVED WITH US AS THE CHILD NUTRITION HUMAN RESOURCES SUPERVISOR, THE CHILD NUTRITION HUMAN RESOURCES COORDINATOR, AND THEN MOST RECENTLY AS THE CHILD NUTRITION SERVICES ASSISTANT DIRECTOR.

THE STRENGTHS THAT MS..

VOGT POSSESSES, SHE'S THOROUGHLY PREPARED AT ALL TIMES.

HER IMMEDIATE FAMILY MEMBERS ARE HER HUSBAND, GEORGE, SON BRANDON AND DAUGHTER MONICA.

HE IS A PROUD GRADUATE OF UNIVERSITY OF TEXAS AT ARLINGTON, WHERE HE EARNED A BACHELOR OF BUSINESS ADMINISTRATION.

HE HAS SPENT THE PAST 22 YEARS AS AN EDUCATOR IN ARLINGTON ISD AND THEN AS AN ASSISTANT PRINCIPAL IN ARLINGTON FOR AT THE HIGH SCHOOL LEVEL FOR THREE YEARS, AND THEN MOST RECENTLY AS A HIGH SCHOOL PRINCIPAL.

HE'S BEEN A HIGH SCHOOL PRINCIPAL SINCE 2015 IN ARLINGTON, ISD.

SO AGAIN, A WEALTH OF EXPERIENCE THAT HE BRINGS TO OUR HIGH SCHOOL PRINCIPAL POSITION LEADERSHIP SKILLS THAT MR. BORDEN POSSESSES.

HE'S A STRONG INSTRUCTIONAL LEADER, VERY ATTUNED TO CULTURE AND CLIMATE DEVELOPMENT.

HE IS A VISIONARY LEADER AND ALSO NOTABLY A CHIEF MOVEMENT OFFICER.

WHEN HE WAS A HIGH SCHOOL PRINCIPAL, HE WAS AWARDED SECONDARY PRINCIPAL OF THE YEAR AND GOING BACK TO HIS TEACHING CAREER, HE WAS A TEACHER, A HIGH SCHOOL TEACHER OF WORLD GEOGRAPHY, LIFE, SCIENCE AND US HISTORY.

AND DURING HIS TEACHING YEARS, HE WAS ALSO AWARDED AS TEACHER OF THE YEAR IN ARLINGTON ISD.

HE HAS A DAUGHTER, KAYLA, THAT'S 21 YEARS OLD.

WHAT HE DOES IS REALLY MOTIVATED TO DO HIS VERY BEST FOR KIDS AND FOR THEIR FAMILIES.

HE ESTABLISHES GREAT RELATIONSHIPS WITH HIS STUDENTS AND HIS STAFF.

HE IS WELL LOVED BY EVERYONE THAT HE ENCOUNTERS.

SO QUITE AN HONOR.

WHEN WE ASKED HIM WHAT MAKES HIM LAUGH THE MOST, HE SAID, MY KIDS MAKE ME LAUGH THE MOST AND STUPID MOVIES, OR MY KIDS LAUGHING AT ME WHILE I LAUGH AT STUPID MOVIES.

AND A LITTLE KNOWN FACT ABOUT BILL IS THAT HE RAN TRACK AND CROSS-COUNTRY AT TEXAS TECH, AND HE WAS A COLLEGE RADIO DJ AT TECH HIS LAST SEMESTER.

I'M VERY EXCITED FOR THAT OPPORTUNITY.

I HAVE A HEART AND A PASSION FOR STUDENTS WHO RECEIVE SPECIAL EDUCATION SERVICES AND THOSE STUDENTS WHO ARE AT RISK TRYING TO GET THEM TO GRADUATE BECAUSE NOT EVERYBODY HAS WHAT IT TAKES TO MAKE IT THROUGH THE TRADITIONAL SYSTEM.

SO TO PROVIDE OPPORTUNITIES FOR STUDENTS TO STILL BE SUCCESSFUL IS AN IMPORTANT PART FOR THE DISTRICT.

YES, HE HAS BEEN A FIFTH AND SIXTH GRADE TEACHER.

HE WAS AN ASSISTANT PRINCIPAL IN CHINA SPRINGS, AND HE BRINGS A WEALTH OF KNOWLEDGE AND EXPERTISE TO THIS POSITION STRENGTHS, LEADERSHIP SKILLS THAT MR. ROSS POSSESSES.

HE IS THE CONSUMMATE COLLABORATOR.

HE BELIEVES DEEPLY IN ESTABLISHING RELATIONSHIPS WITH STAFF AND WITH STUDENTS AND HEARING THEIR VOICES AND THE VOICES OF STAFF AND STUDENTS BEING PART OF THE DECISION MAKING PROCESS. HE DOES NOT KNOW.

WE HAD HISTORICALLY LOW INTEREST RATES, WHICH, AS YOU KNOW, IF YOU'RE AWARE OF TRENDS HAPPENING NOW WITH THE FEDERAL RESERVE, THEY ARE STARTING TO INCREASE THOSE INTEREST RATES. WE ARE NOT SEEING THE EFFECTS OF THAT YET, BUT I ANTICIPATE THAT WE WILL HEAR IN THE NEXT 6 TO 8 MONTHS.

BUT I DON'T ANTICIPATE TO AFFECT IT A WHOLE LOT BECAUSE WE DO HAVE HOME STARTS AND HOME SALES WHOSE MORTGAGE RATES HAVE ALREADY BEEN LOCKED IN.

BORDEN'S KNOWLEDGE AND THEN ONE OF HIS ASSISTANT PRINCIPALS THAT HE'S BRINGING ON BOARD, ONE OF ONE OF THEIR KNOWLEDGE OF WORKING WITH THOSE PARTICULAR MEMBERS, BUT BUT REALLY RESTRUCTURING SOME OF THE CULTURE AND SOME OF THE THINGS THAT THEY ARE DOING, WHICH WILL KEEP THEM AROUND ONCE WE GET THEM HIRED AND ON BOARD.

ON MAY 16TH, AT THE SIXTH, AT THE SCHOOL BOARD MEETING, THERE WERE SEVERAL OBJECTIONS THAT WERE MADE TO A SIMPLE VERBIAGE ADDITION TO A FOR A BOOK TO BE CHECKED OUT OR REMOVED FROM A LIBRARY SHELF FOR A DESIGNATED COMMITTEE TO REVIEW IT BY READING AS SET FORTH IN A PROCESS UNDER AN INFORMAL REVIEW VERSUS THE DISTRICT HAVING TO PURCHASE MORE BOOKS FOR THAT SAME COMMITTEE TO READ, TO READ, FOR REVIEW BASED ON THE POLICY NOT BEING FOLLOWED AND NO FORMAL CHALLENGES HAVING BEEN MADE TO THOSE OBJECTIONS, I WILL RESPOND.

THE BOARD SETS POLICY.

THE DISTRICT STAFF THEN CREATES A PROCESS OR PROCEDURE THAT ENACTS THAT POLICY.

THESE TERMS SHOULD NOT BE USED INTERCHANGEABLY.

SOMETIMES THE POLICY WILL REFER TO SUPPORTING POLICIES WHICH UNFORTUNATELY DOES NOT ALWAYS GET CARRIED OVER INTO THE PROCESS.

ONE MUST WONDER WHY THE PROCESSES AREN'T REVIEWED UNDER THE SAME MICROSCOPE THAT THE LOCAL AND LEGAL POLICIES THAT THE PROCESS AND ACTS ARE.

AND JUST THIS MORNING, I DISCOVERED THAT YET A THIRD PROCESS FOR THE SAME POLICY WAS REVISED AGAIN ONLINE, LEAVING OUT KEY PROCESS, KEY ITEMS OF THE IN THE PROCESS THAT TO ME SCREAMS OUT OF COMPLIANCE.

THE LIBRARY MEDIA CHALLENGE PROCESS THAT WAS ONLINE ON MAY 16TH AND ON JUNE 2ND.

UPDATED ONE BOTH CONTAINED A TIMELINE WHICH I BELIEVE DR.

BUT THERE ARE TIMES WHENEVER WE GO AHEAD AND SUBMIT POLICY AHEAD OF TIME, WHENEVER WE HAVE A HEAVY, YOU KNOW, A MAJOR CONTENT ON SOMETHING THAT'S NOT DONE THROUGH AN UPDATE THAT THEY RECOMMEND.

SO THIS POLICY THAT I'VE PRESENTED TO, YOU SEE POLICY I'VE ALREADY DISCUSSED WITH THE ATTORNEYS AND SO IT HAS BEEN VETTED THROUGH THEM.

AND OUR RECOMMENDATION IS THAT THE ADMINISTRATION RECOMMENDS THAT WE HAVE AN UPDATE TO POLICY LOCAL WHICH WOULD ALLOW US TO EFFICIENTLY AND SEAMLESSLY OPERATE DAILY DISTRICT BUSINESS TRANSACTIONS.

SO A LITTLE BIT OF INFORMATION BACKGROUND ON THAT.

THE ITEMS WHICH ACCUMULATE TO $50,000 ARE NOT THE SAME AS THEY WERE SEVEN YEARS AGO.

WHENEVER THE 50,000 LIMIT WAS IMPLEMENTED AND WE HAVE ADDED ALMOST 25% MORE STUDENTS AT THAT TIME, INFLATION IS AT RECORD HIGHS AND THAT RESULTS IN OUR REACHING THE 50,000 MARK MUCH QUICKER WITHOUT NECESSARILY RECEIVING MORE SERVICES OR PRODUCTS, WE JUST REACH THAT LIMIT.

AND SO AN ADDITIONAL INDICATOR IS THAT OUR BUDGET HAS GONE FROM 53 MILLION TO $86 MILLION, A 63% INCREASE IN THAT SAME TIME PERIOD.

THE OTHER PRIMARY CHANGE IN THE POLICY, OTHER THAN RAISING THE LIMIT FROM 50000 TO 100, IS THAT IT ALLOWS US TO USE THE OTHER CHANNELS THAT ARE FORMALLY APPROVED BY THE BOARD.

SO YOU'VE ALREADY APPROVED FOR US TO USE THOSE LEGALLY RESPONSIBLE CHANNELS TO WORK AS AS THEY ARE INTENDED, RATHER THAN DUPLICATING THAT EFFORT AND SLOWING THE PROCESS.

SO, FOR EXAMPLE, IF WE WERE GOING THROUGH AN INTERLOCAL AGREEMENT IN A COOPERATIVE PURCHASING COOPERATIVE, WE'VE ALREADY YOU'VE ALREADY APPROVED FOR US TO DO THAT.

THE BIDDING HAS ALREADY BEEN SET THROUGH THAT POLICY, BUT THEN WE'RE BRINGING IT BACK TO YOU AGAIN A SECOND TIME.

AND SO THIS WOULD ALLEVIATE THAT AND ALLOW US, MUCH LIKE THE DONATION POLICY CHANGES THAT WE MADE LAST MONTH, JUST SLIGHT UPDATES.

AND AT 1.2% OF OUR BUDGET, PROPERTY INSURANCE COSTS CONTINUE TO RISE AND THEY CONTINUE TO RISE RAPIDLY.

OUR RENEWAL IS AS OF SEPTEMBER THE FIRST, AND A FEW NOTES THAT I WANT TO INCLUDE IN THIS RECOMMENDATION ARE THAT IT IS A STATEWIDE ISSUE, NOT ISOLATED TO ISD, BUT SOME SPECIFICS ABOUT OUR PREMIUM INCREASE.

AFTER SPEAKING WITH OUR REPRESENTATIVE BATTERSBY, I ACTUALLY TALKED TO ONE OF THE BOARD MEMBERS ON THE TAMPA RISK MANAGEMENT BOARD TO GET MORE JUST UNDERSTANDING OF SOME OF THAT AND SOME OF MY COLLEAGUES ACROSS THE STATE.

SO I'VE JUST GOT A FEW BULLET POINTS I'D LIKE TO SHARE WITH YOU.

WE NOW COVER OVER DOUBLE THE BUILDING VALUE THAN WE DID IN 2018, AND SO THAT HAS A LOT TO DO WITH IT.

SO WE'VE ADDED A LOT OF BUILDINGS AND THE ESCALATING COST OF CONSTRUCTION COST AND BUILDING MATERIALS.

HAVE YOU SEEN IN OUR BOND PROGRAM DISCUSSIONS THAT YOU'VE SEEN HOW QUICKLY THAT THOSE ARE ESCALATING? THEY'RE TREMENDOUS INCREASES AND THAT NATURALLY TRANSLATES INTO HIGHER REPLACEMENT COSTS.

SO THEY HAVE TO INSURE US FOR HIGHER AMOUNTS TO REPLACE THOSE, SHOULD WE HAVE A CLAIM? AND SPEAKING OF CLAIMS, LAST YEAR WE HAD $4.6 MILLION IN CLAIMS OVER THE PAST FOUR YEARS, SINCE BUILDING FOUR, SINCE BIDDING FOR OTHER CARRIERS, WE'VE HAD $7.6 MILLION IN CLAIMS COMPARED TO THE PREMIUM PAID OF $2.2 MILLION DURING THAT SAME TIME PERIOD.

AND SO IT'S JUST BEEN UNFORTUNATE.

MANY, MANY DISTRICTS WITH THAT TYPE OF CLAIM HISTORY ARE SIMPLY DROPPED FROM THEIR CARRIERS RATHER THAN RENEWED.

AND SO THAT REALLY LEADS ME TO MAKING SURE THAT WE DISCUSS AND THAT EVERYONE UNDERSTANDS THAT TAB IS A RISK MANAGEMENT FUND, NOT AN INSURANCE COMPANY THAT CARRIES REINSURANCE. AND THEY ACTUALLY SHOP US IN THE INSURANCE MARKET.

SO IN THEIR DOCUMENTS FOR OUR RENEWAL, ONE OF THE THINGS THEY TALK ABOUT IS THAT WITH MORE THAN $200 MILLION IN MEMBER EQUITY, THEIR FUND BALANCE BASICALLY FOR THAT, REMEMBER THAT RISK FUND, THE FUND HAS THE FINANCIAL STRENGTH TO MANAGE CLAIMS AND RESPOND TO THE IMPACT OF CHANGING ENVIRONMENTS FOR OUR MEMBERS.

THE PROPERTY COVERAGE COSTS CONTINUE TO BE DRIVEN BY SEVERE WEATHER AND INCREASED BUILDING VALUES.

THE FUND'S BOARD OF TRUSTEES AUTHORIZED THE USE OF MEMBERS EQUITY THAT 200 MILLION THAT I SPOKE OF, TO HELP LIMIT THE IMPACT OF COST TO THE FUND MEMBERS THIS YEAR.

SO BECAUSE IT IS A COLLECTIVE RISK MANAGEMENT FUND AND OVER HALF THE DISTRICTS IN THE STATE OF TEXAS ARE INVOLVED IN THAT, THEY DO HAVE A FUND BALANCE.

AND SO WHENEVER WE HAVE INSURANCE PREMIUM COSTS THAT ARE SHOPPED OUT AND I'LL TALK ABOUT THAT IN A LITTLE BIT, THEY'RE ABLE TO OFFSET SOME OF THAT PREMIUM COSTS WITH WITH THOSE FUNDS, WHICH WE'RE VERY FORTUNATE AND APPRECIATIVE, APPRECIATIVE OF.

BUT THIS LEADS TO AN IMPORTANT FACTOR WHICH HAS ME THAT IT IS A RISK MANAGEMENT POOL, NOT AN INSURANCE COMPANY.

IT HAS, AS I MENTIONED, OVER 50% OF THE SCHOOL DISTRICTS IN TEXAS AND TSB SHOPS IN THE REINSURANCE MARKET, WHICH IS REALLY INSANE RIGHT NOW.

BUT COMPANIES SUCH AS LLOYD'S OF LONDON AND ABOUT 25 OTHER COMPANIES AS WELL, WE BENEFIT FROM THE INTEREST EARNINGS OF THE RISK MANAGEMENT POOL AT 200 MILLION, WHICH IS OFFSETTING INCREASING PREMIUMS. AND THEY LOOK AT THE WHOLE RISK FOR THE MEMBERS AND THEREFORE WE BENEFIT FROM THOSE AREAS THAT HAVE LESS RISK.

AND IT WORKS KIND OF LIKE A CO-OPERATIVE FOR US TO GET THOSE BENEFITS.

AND FORTUNATELY, LITTLE ELM ISD IS IN THE HIGHEST RISK AREA FOR TEXAS, FOR HALE, AND THAT'S WHERE A LOT.

AND WE'LL REPEAT THAT PROCESS BEFORE NEXT YEAR'S RENEWAL TO MAKE SURE THAT THAT STILL HOLDS TRUE.

IT'S NOT NECESSARILY THE BEST TIME TO GO OUT FOR A CLAIM WHENEVER YOU HAVE CLAIMS THAT EXCEED YOUR PREMIUM CONTRIBUTIONS.

AND SO WE NEED TO GET A LITTLE BIT FURTHER BECAUSE NOT ONLY DO WE HAVE THE HEALTH CLAIMS THAT WE HAD THE WINTER FREEZE CLAIMS ABOUT TWO AND A HALF MILLION DOLLARS THAT YEAR AS WELL. A LOT OF TIMES PEOPLE DON'T SEE A LOT OF THE BACK END THINGS THAT HAPPEN, BUT THERE IS A LOT TO THE ADMINISTRATION AND THE TEACHERS.
